Abstract

The policy of simultaneously electing regional heads in 2024, both governors, regents and Mayors, has the implication that there will be many vacant regional head positions in 2022 and 2023. the essence of government in a welfare state, from protecting the community, it is also the realization of the functions of government, service and development. , regulation and empowerment, and the realization of the function not be give over eventhoght a position is vacant. the Positions are permanent and have authority, so that each position must always be filled by a permanent (definitive) or temporary position holder known as the Acting Regional Head. From philosophical analysis, theories and norms, it is concluded that permanent officials have the same legal position as temporary officials as well as the authority attached to that position. What is different is that the use of an official’s authority is strictly limited and regulated with the aim of the authority not being misused, including impartiality when there are certain contestations such as elections. With the strict use of the authority of acting regional heads, the opportunity for abuse of authority is very small. in addition, the position of an appointed official also weakens his bargaining position for inappropriate use of authority.

Abstract

The aim of this research is to determine the extent to which public policy responds to interests in gender equality. The research method used is qualitative, with data sourced from specific community groups by analyzing women’s involvement in various aspects. Data was analyzed using qualitative methods, including data reduction, data display, and data verification. The research results show that Gender Mainstreaming (PUG) development carried out through related department guidance has shown progress, although it has not run optimally. Meanwhile, in social relations manifested in economic life, politics, legal order, and human rights values, we see how women are active in various areas. Several Human Development Index (HDI) components are used as benchmarks, especially in women’s empowerment, and research results show an increase, particularly in the role of women in parliament, which influences women's roles in other sectors. However, with these improvements, government commitment and consistency are needed, especially in budget availability and the extent to which strategic programs are communicated, which do not appear to be running as they should.

Abstract

subdistrict funds have been disbursed since 2019, a number of subdistricts have used them well, but others still find problems in using the planned budget use due to various existing obstacles. This research aims to explore the extent of obstacles in utilizing sub-district funds which can provide benefits to the community in Manggala sub-district. the research was conducted using a qualitative descriptive approach using data collection techniques through interviews, observation and documentation. interviews were conducted with informants consisting of village heads, sub-district heads and other community figures such as community groups in the sub-district, rW, rt as well as community leaders who have an interest in the development of sub-district infrastructure and concepts of community empowerment in the sub-district. data analysis was carried out using the theory of Merilee S, Grindle (1980) which is influenced by two large variables, namely the Policy content variable and the Policy environment variable which is equipped with several sub-variables, the results of which show that Village fund management, although some can already be implemented, some other parts still encounter obstacles both in administrative and managerial aspects. in particular, it has not been implemented optimally, especially partnerships with local community groups as mandated by applicable laws and regulations.

Abstract

Empowerment is essential for the community to analyze the conditions, potentials, and life problems they face. In this paper, the author examines the core of the study on farmer empowerment in Rejang Lebong Regency, aiming to develop, improve, and optimize farmers in managing the production of their agricultural products. The author employs a qualitative descriptive method to describe aspects related to the observed and studied focus. The data collection method used is document study. The research results conclude that empowerment activities in Rejang Lebong Regency need to be enhanced to meet the target goals. The quality of human resources is inadequate, and community participation is still minimal regarding socialization, education, and capacity training from the local government. The author suggests that the empowerment process programmed by the government should be carried out according to the target and, if possible, exceed the target. This would ensure that the empowerment goals are felt by the farming community in Rejang Lebong Regency, ultimately moving towards an independent community.

Abstract

The Salaman application is one of the E-Government innovations created by Dispendukcapil which is a good innovation because it really makes it easier for the public to provide population administration services. The Salaman application provides birth certificates, identity cards (KTP), death certificates, population migration documents, child identity cards (KIA), family cards (KK), data correction, non-permanent resident registration. This research method uses a literature review with a qualitative approach, the data produced is in the form of words or descriptions. This research aims to determine the innovation of the Bandung City Dukcapil Office in creating the Salaman application and to determine the level of effectiveness of the Salaman application. The research results show that population administration services are running effectively, but in their implementation there are still several obstacles such as a lack of infrastructure and public knowledge of technology. The Bandung City Dukcapil Department can develop facilities and infrastructure and can socialize the Salaman Application Program to regional officials.

Abstract

The poverty rate is still amongst the biggest problem to achieve national goals. the government through fiscal policy pays great attention to dealing with the problem. The objective of this study is to analyze the impact of fiscal policy through treasury variable proxies, or variables that are directly or indirectly related to the functions of dgt as a treasury institution in Indonesia. the variables are State Budget expenditures, KUR, and UMi. the study uses panel data, which is a combination of cross-sectional data in 24 regencies/ cities in South Sulawesi and time-series data from 2017 to 2022. the regression method used is the Random Effect Model (REM), also known as the Error Component Model (ECM). The results showed that all treasury variables are statistically significant to give a positive impact on reducing poverty rate in South Sulawesi.

Abstract

This qualitative study explores the implementation of digital-based public services within the country’s public sector organizations. The research aims to investigate the current status, effectiveness, and challenges encountered in the deployment of digital platforms for public service delivery. Through a combination of interviews, focus group discussions, and document analysis, insights are gathered from various stakeholders, including government oficials, service providers, and citizens. Thematic analysis is employed to identify recurring patterns and underlying factors influencing the adoption and execution of digital public services. The findings reveal both strengths and weaknesses in existing digital platforms, as well as insights into citizen engagement levels, technological infrastructure, regulatory frameworks, and institutional capacities. Ultimately, this research contributes to the broader discourse on digital governance and public administration in Indonesia, emphasizing the need to leverage technology to enhance service delivery and promote citizen-centric governance practices.

Abstract

The role of leadership, particularly transformational leadership, is increasingly recognized as fundamental to organizational effectiveness. This qualitative research delves into the significance of transformational leadership as the cornerstone of public service provision in Indonesia. The background stems from the evolving governance structures and the acknowledged influence of leadership styles on service delivery outcomes. The study aims to explore the correlation between transformational leadership and public service efficacy, focusing on how leaders inspire, motivate, and empower their subordinates to enhance organizational performance and service quality. Employing qualitative methods, data collection involves interviews, focus group discussions, and document analysis with key stakeholders such as government officials, public service providers, and citizens. Thematic analysis is utilized to discern patterns and themes regarding the impact of transformational leadership on public service outcomes. The findings underscore the significant influence of transformational leadership on organizational culture, employee morale, and service excellence. Leaders exhibiting transformational traits foster innovation, collaboration, and citizen engagement, thereby bolstering the overall effectiveness of public service delivery. This research contributes to understanding leadership dynamics within the Indonesian public sector and emphasizes the pivotal role of transformational leadership in driving positive organizational change and enhancing public service provision.
