Jurnal Keamanan Nasional is a scientific and open-access journal managed and published by Puskamnas, Universitas Bhayangkara Jakarta Raya. This journal is a peer-reviewed journal that aims and focuses to publish new work of the highest caliber across the full range of legal scholars, which includes but is not limited to works in security studies, terrorism, political killings, riots, mass riots, rebellions, security disturbances, maritime security, food security, economic security, and others. However, articles are not included in the area of security studies, national security, human security, or any dimension as long as it is in a security perspective, both traditional and non-traditional security.

This research purposes to explain a terror of book bombing which take place in Jakarta on March 15th 2011. Based on data of Police Investigation Report, it capables to give explanation chronologically of planning from terror of book bombing. This terror of book bombing is a new modus of terrorist in their activity whereas their target is an individual. If we see from the number of victim and the quality of explosion, it can not be compared with bomb which were placed on certain buildings, such as cases of bombings before. However its impact is similiar, even the terror of book bombing has reached psychological aspect of society. Fear and panic spread to reach household are illuminating the success of terror of book bombing. Referring to formal law in Indonesia, activity and person of terror of book bombing can be categorized as a criminal act of terrorism.

Pertama melihat buku ini saya langsung tertarik pada istilah yang dipakai oleh judulnya: “Intercourse” dan “Tragedy.” Meminjam istilah yang sering dipakai politisi Senayan, ini adalah dua istilah yang “ngeri-ngeri sedap.” Dikatakan “ngeri” karena ada kata “tragedi” dan istilah “mengerikan” pun dipakai judul Bab 1 untuk mengulas pembunuhan massal pada tragedi 1965. Dibilang “sedap” karena ada kata “intercourse,” yang bisa diartikan sebagai percakapan, perhubungan, meski pun lebih sering diasosiasikan dengan arti yang erotik: persetubuhan!

Forced migration is a major social, political, legal, and public health challenge for the world today. Many developed countries are struggling to keep up with the massive influx of refugees streaming in bringing a myriad of issues that need to be addressed. Despite fleeing for their lives when crossing geographical borders, refugees still have the legal burden of validating asylum claims. This paper aims to discuss the different roles that forensic science can partake in managing the global crisis of forced migration. In a legal aspect, the role of forensics is to provide evidence that can aid refugees in their asylum proceedings, such as age estimation for minors, physical and mental health assessments, and investigation of torture allegations. Despite polarising public opinion and many problematic challenges involved in working with refugees, the spirit of forensic science has always been about objectivity without discrimination. It is within the professional duty of forensic experts as members of the global community to contribute what they can in this humanitarian crisis our society is currently facing.

The article discusses maritime security in the South China Sea based on the security concept by Barry Buzan. According to Buzan, the analysis of security is divided into three levels: individual, national, and international. In addition, the security dimension consists of military security, politics, society, economics, and the environment. Maritime security can be seen as the combination of preventive and responsive measures to protect the maritime domain against threats and intentional unlawful acts. With this concept, maritime security in South China Sea considers three-level analyses and at the same time involves multiple dimensions of security factors. Security in the area should be put in the correct perspective to get a full understand of the complexity of this matter.

This paper argues to push and open participative democratization space for citizens, particularly the destitute and marginalized, to actively participate in public decision-making that implicates their future quality of life, including involvement in community policing or Polmas. Examples from all over the world identified from various studies show that the more expansive and intensive the participation involvement of citizens in a country's governance, development continuity will be cheaper and easier to push towards.

Political law of development policies in the Reformation era no longer recognized the term National Directives Outline (Garis-Garis Besar Haluan Negara or GBHN). Reformation planners consider the terminology as taboo because of its close association with the New Order (Orde Baru) regime. The Reformation era acknowledges the term Long Term Development Plan (Rencana Pembangunan Jangka Panjang or RPJP) as the political law of national development policies. In practice, RPJPN is the vision and mission of the elected President and has a limitation of 10 years, exceeding the President’s term of office. Unlike GBHN which is constitutional and bound to be executed regardless of who is leading, RPJP is political and compromising in nature and, therefore fraught with inconsistencies. This article discusses GBHN and the proposed revival of it as the national development directive.

This article discusses global issues and its relation with national security. Global contemporary issues—drugs, migration, living environment, population, global economy challenges, liberal democracy crisis, fusion and division, small arms production—are issues that emerged as new security threats that transformed since the end of the Cold War. Security threats are no longer in form of “military attacks” that one country does to another, but are acts of crime that are performed by non-state actors and are aimed at state actors, individuals or citizens that ultimately threaten human security. Human security is a new term in response of threats from global contemporary issues. This article concludes that national security in the context of global contemporary issues in an international relations perspective is a complex issue. This is explained in the transnational theory in international relations. United Nations have reassessed the concept of national security which then noted about human security.

Globalization has brought many changes in the world and has huge implications for the economy, politics, and socio-culture. The break up of the Soviet Union in 1991 is one of the historical events caused by globalization and transformed into what it is Russia today. Russia tried to adapt towards globalization by following it national historical pattern, and not following the pattern that has been used by the Western countries. For the West, the transition democracy process in Russia is incomplete, but from the Russian point of view, it is a democracy with a distinction pattern or “the Russian way” that is different from what is practiced by the West. For that reason, this essay tried to look at the Russian political and economic policy to handle the strong current of globalization and democracy.

In 2015, UNESCO rewarded Bandung as one of the World’s Creative Cities for the ‘design’ category. This raised many reactions from the public, including ones questioning the emergence and existence of communities that play the main role in the creative industry of the city. One of the most significant roles comes from the youth culture in the city which produces goods as part of their lifestyles that has become economically successful and is claimed to be the actors of the creative industry in Bandung, and in Indonesia in a bigger scheme. The fact is, many of these companies emerge from the diffusion of globalization into the youth culture which at some point creates the need to reproduce its cultural icons and symbols into items with more reasonable pricing. The youth culture and its lifestyles then construct a mutual relationship, between producers and consumers, to support this act of reproduction which is unique because it involves the sharing of idealisms. From the perspective of the consumer tribe, this article tries to unfold the historical journey of Bandung’s youth culture and relates it with the social process that occurs within its economic significance.

In 2002, The AKP (Partai Keadilan dan Pembangunan), which supported by Islamists, won elections in Turkey. Since then, the AKP has grown more in line with its harsh ideological position and adopted a more conservative approach and the full support of democracy. What factors could explain the AKP’s victory and the party’s change even further? In this book, M. Hasan Yavuz showed that an open and democratic political system has encouraged radically religious groups to moderate their political practices and ideologies, to win the election. It also sustained by good economic conditions and a healthy public space, which allows for the negotiation of various differences openly and peacefully. The AKP’s victory in 2007 elections further solidified this view: the common political reality will ultimately defeat the ideological and dogmatic rigidity that Islamic radical had before.
