Jurnal Keamanan Nasional is a scientific and open-access journal managed and published by Puskamnas, Universitas Bhayangkara Jakarta Raya. This journal is a peer-reviewed journal that aims and focuses to publish new work of the highest caliber across the full range of legal scholars, which includes but is not limited to works in security studies, terrorism, political killings, riots, mass riots, rebellions, security disturbances, maritime security, food security, economic security, and others. However, articles are not included in the area of security studies, national security, human security, or any dimension as long as it is in a security perspective, both traditional and non-traditional security.

Indonesia has decided to choose democracy as a road map to the people’s welfare as mandated by the constitution. Police who now live in the era of democracy, must secure the path of democracy in Indonesia. Implementation of the principles of democratic policing, is a necessity for the Police, for the sake of the functioning and the role of the Police as the Reformation wanted in 1998. One of the answers for democratic policing to achieve optimum results is to strengthen police and community partnerships.

Even though our the founding fathers have givenvery clear in developing the Indonesian economy system as clearly stated in Article 33 of the 1945 Constitution, in practice,the implementation of the Constitution does still not become the focus of government policy from one regime to the next. The understanding and the readiness of the leader, similar to the leader influencers, toimplement Article 33 of the Constitution the Berkeley Mafia in the New Order era who has alienated the Indonesian people to achieve theformulated desirable economic development stated in the Constitution. Does Pancasila economic system have a doubt full role to our decision makers and never give up to stop trying other formula?

AbstractPost World War II and after Cold War period, international community realized the importance to create a peaceful system without war. United State as the winner of those wars has been accounted to have ability in promoting democracy and global peace that prioritized offensive liberal approach by optimizing the use of military approach pushed by his fear of his hegemony position. In the same spectrum, the national interest of democracy states are certainly more hurdle in getting benefit from being a democracy state. Even though globalization effect has opened wide opportunity for individual in democracy state to make a cooperation – military, economy, and investment on social-culture with non-democracy state, such as China, the share of benefit in geo-political between promoter of democracy and democracy imported state are things to be anticipated by democracy state. It is importance to review the process and relation character between the imported democracy states with US, which in general begin through mechanism and varieties of bandwagoning.

Terrorism is an imminent threat to the people of the world, not especially Indonesia as a state and nation. The experience in dealing with the Bali bombing case in 2002 has given an important lesson for Indonesia, especially for the police. The notable lesson is that it is necessary, not only to have a concern about the investigation process of terrorism cases but also about de-radicalization efforts to deradicalize the perpetrator. Preventive action against terrorist acts is more meaningful, compared to the ability of police to punish terrorists who did bombings and killed dozens or hundreds of people. Thus, the question is who are those who need to be involved in the deradicalization program?

Policing is one of the final filter mechanisms in order to avoid the impact of globalization in Indonesia. Good policing can anticipate the dynamic of a strategic environment before a bad impact happens in society. Therefore, it is important for police to be able to conduct analyses on comprehensive strategic policing based on sectorial. For example, globalization, economy, and terrorism have specific chains and/or relationship patterns, in which the development influences the livelihood of Indonesian society. Indonesia Police have the role of protecting, assisting, and serving society by giving priority to preventive functions before negative impacts caused by the changes in the strategic environment occur. National strategic analysis is important to develop police capability by using the humanity approach. This essay is to strategically analyze the comprehensive security through the economic point of view including in the context of terrorism.

This paper is a development of research conducted by the Center for National Security Studies (Puskamnas) Bhayangkara University of Jakarta on a map of global terrorism obtained from coverage of 56 (fifty-six) online mass media in the world throughout the year 2017. Mass mediation of terrorism is a critical effort and a reflective way in trying to understand the practice and the articulation of the terrorism discourse in the world, especially on how the media enters and enlivens the practice of terrorism concept. This paper shows that the social construction of terrorism tends to be influenced by the Western mass media. In the construction of the mass media, the notion of terrorism today is the product of the discourse of the Western mass media. The dominance of the Western mass mediation terrorism resulted in the construction of terrorism discourse associated with the movement of Islamism and Communism. The mass mediation of terrorism demonstrated by Israeli atrocities against Palestinians tends to disregard acts of state terrorism. Therefore, the implication of state-centered terrorism in counter-terrorism policies is more oriented towards national security than human security.

In general, there are two assumptions often associated with the Indonesian labor movement in the Reformation Era: (1) the labor movement inhibits the production process and the investment climate by conducting demonstrations and/or strikes and (2) the labor movement constantly makes unreasonable demands, generally attributed to wage increases demands. This paper attempts to position these assumptions as irrelevant and also potentially lead to backward thinking in seeing how the labor movement struggles to achieve prosperity for all Indonesian workers. Through biopolitical analysis, this paper tries to explain that giving workers the right to association will not threaten national security, as long as freedom of association can be regulated and directed to ensure the survival of labor, the conducive social relations of production, and the improvement of the living conditions of society to sustain the economic system. The analysis in this paper has led to the finding that the demands provided by the labor movement are part of the corrective mechanisms of the production system in Indonesia, and the freedom of labor to associate is an essential factor that can guarantee economic and political security as well as the sovereignty of the Indonesian state.

The discourse of Global Governance came along with globalization. This article will not show the reader the debates among scholars regarding the wide definition of globalization, rather this article is a production of critical consciousness. Using Foucault’s governmentality in order to dismantle the technology of power this article explains how then globalization with the issues that came along with its discourse. In this case, I raise the human rights issue that becoming the political rationalization of protecting migrant workers must be started from human rights discourse and take it as the regime of truth.

Indonesia was confronted with a series of terror attacks in May 2018, among others: riot incidents accompanied by police hostage by terrorist prisoners at Mako Brimob Prison in Kelapa Dua, Depok on May 8, 2018, a suicide bombing occurred in three churches simultaneously on Sunday morning, 13 May, suicide bombing at the entrance of Polrestabes Surabaya on May 14th. This series of events shows that terrorism remains a security threat in Indonesia. Several terror attacks in Indonesia are believed to have been committed by terrorist groups baited to ISIS. Indonesia in the context of countermeasures against acamanism has used a number of approaches both soft approach and hard approach by using the criminal justice model. Nevertheless, Indonesia has modified the criminal justice approach by involving the role of the military. Therefore, it is necessary to understand the various forms associated with the hard approach. and how do new strategies also need to be considered looking at existing threats? This paper attempts to explore possible new strategies adopted by Indonesia as a continuation of the UN response to the problem of violent extremism. This paper is a further development of the research results of the Center for National Security Studies (Puskamnas) Bhayangkara Raya University of Jakarta is on the global map of terrorism.
