Journal of Politics and Democracy is an open access and peer-reviewed journal. Our main goal is to disseminate current and original articles from researchers and practitioners on a variety of contemporary social issues: politics and gender identity, digital society and disruption, civil society movements, social welfare, social development, citizenship and public management, public policy innovation, international politics & security, media, information & literacy, politics, governance & democracy, radicalism and terrorism. Journal of Politics and Democracy is published twice a year. This journal will go through a national accreditation process by the Ministry of Research, Technology and Higher Education of the Republic of Indonesia (RISTEKDIKTI), all articles published are in Bahasa Indonesia or English. Submissions are open all year round.

Abstract

This study aims to analyze the implementation of marine environmental management in Kalibaru Village and its contribution to the achievement of the Sustainable Development Goals (SDGs), particularly Goal 14 on the conservation of marine ecosystems. The research focuses on evaluating local policies and identifying key challenges, including limited funding, technical capacity, low community awareness, and inadequate technological support. The study employed a qualitative method with a case study approach. Primary data were collected through interviews with village officials, sub-district government representatives, fishermen, and community leaders, as well as field observations of the local marine environment. Data were analyzed using thematic coding techniques to identify significant patterns in management practices. The findings reveal that although policies such as waste management and fisheries regulation exist, their implementation remains weak. High levels of marine pollution from plastic and industrial waste, coupled with low public awareness, have resulted in poor environmental conditions. Nevertheless, there has been progress in increasing environmental awareness, improving stakeholder coordination, and stabilizing fish stocks, which has positively impacted fishermen’s livelihoods. In conclusion, marine environmental management in Kalibaru Village has shown some progress but remains limited. Strengthening regulations, enhancing technical capacity, and providing sustainable funding and technology are essential to make management more effective and contribute significantly to the achievement of the Village SDGs

Abstract

This article aims to analyze the relationship between Niccolò Machiavelli's political thought on power and the political practices of President Soeharto during the New Order era. The study employs a qualitative approach with descriptive-analytical methods and a historical perspective. Primary sources are drawn from Machiavelli’s works, while secondary sources are obtained from books and relevant journal articles. The findings indicate that Machiavelli’s idea that power must be preserved by any means is reflected in Soeharto’s policies, including mass killings of those accused of communism, mysterious shootings of criminal groups, and the silencing of the press. These practices demonstrate that power was exercised by prioritizing state stability, even when it contradicted moral values. Thus, Machiavelli’s political thought remains relevant to understanding authoritarian strategies of power in Indonesia during the New Order. The study also emphasizes the importance of historical inquiry in interpreting contemporary politics, showing how classical theories can be applied to explain authoritarian practices of power.

Abstract

Social changes occurring in Surabaya, as the second largest city in Indonesia, have influenced women's roles in society, where more women are choosing to pursue careers rather than marry. This study aims to understand the factors influencing the decisions of women aged 25-40 in Surabaya to pursue careers. The method used is a qualitative approach with a phenomenological design, where data is collected through semi-structured interviews and non-participatory observations. The results indicate that higher education and financial stability empower women to reject marriage and reshape their views on existing social norms. Additionally, these findings suggest that educated women tend to be more independent and capable of making decisions based on their personal happiness. The conclusion of this study emphasizes the importance of understanding women's life choices in a modern context, as well as the need for policy support that promotes gender equality and job opportunities for women.

Abstract

This study examines the social construction of gender roles in the Sidodadi community, Sidoarjo Regency, emphasizing the tension between traditional norms and ongoing social changes. Using a qualitative approach through in-depth interviews and participatory observation, the research analyzes how social interactions shape and maintain gender identity, drawing on Berger’s social construction theory. The findings show that although women increasingly participate in education and the workforce, traditional norms continue to strongly influence the division of domestic tasks and authority in family decision-making. However, among younger families there is a tendency toward more egalitarian relations, particularly due to greater access for women to education and employment. These results confirm that gender identity is not merely determined by biological factors but is instead a product of social interactions legitimized by traditions and local institutions. This research contributes to gender studies in Indonesia by providing new insights into the dynamics of gender roles at the community level in rural areas and offering a basis for policies that promote gender equality.

Abstract

The 2024 elections in Indonesia raise concerns about violations of ASN neutrality, which could lead to violations  of the ASN code of ethics during the elections. This research analyzes the effectiveness of the Ministry of Administrative Reform and Bureaucratic Reform's strategy in preventing these violations. A qualitative descriptive approach was used through literature study, field observations and interviews with interested parties. The research results show that, in addition to strengthening regulations through a Surat Keputusan Bersama (SKB) concerning Guidelines for the Development and Supervision of ASN Neutrality, increased coordination between institutions is needed to maintain ASN neutrality during elections. Apart from that, wider socialization is also important. Even though regulations already exist, based on a report released by the National Commission for State Civil Apparatus (KASN), 124 cases of violations were recorded, with around 40% involving violations of the ASN code of ethics in the 2024 elections, indicating that there are still violations that result in low flexibility in holding elections. Evaluation of the inter-institutional coordination mechanisms contained in the SKB, the content of training and education on ASN neutrality, supervision of acts of violation of ASN neutrality as well as the reporting system for violations of ASN neutrality are necessary to realize general elections that are free from acts of violations permitted by state civil servants.

Abstract

This study aims to formulate strategies for improving the quality of public services at the Public Service Mall of Luwu Regency. The research employed a descriptive qualitative method, with data collected through interviews, observations, and documentation at the Investment and One-Stop Integrated Service Office, which is responsible for managing the Public Service Mall. The findings reveal that efforts to enhance public service quality are carried out through five main strategies: (1) a core strategy that emphasizes employee performance and the availability of infrastructure, (2) a consequence strategy focusing on accountability and transparency through e-government and community feedback, (3) a customer strategy to ensure excellent services that meet public expectations, (4) a monitoring strategy utilizing the Community Satisfaction Index as the basis for evaluation, and (5) a cultural strategy that aligns service values and ethics with the social context of the community. These findings underscore the importance of integrating performance, accountability, public satisfaction, and local culture to achieve more responsive and higher-quality public services.

Abstract

This study aims to identify the challenges faced by the village government in providing health services in Agung Dalem Village, Banjar Margo District, Tulang Bawang Regency. A qualitative research approach with a case study strategy was employed. The findings indicate that the provision of health services in Agung Dalem Village still encounters significant obstacles. Limited funding constitutes the main barrier to the availability of adequate health facilities and infrastructure. In addition, the shortage of health workers affects both the quality and coverage of services delivered to the village community. The low level of public awareness regarding the importance of health also contributes to delays in disease treatment. These findings are expected to serve as a basis for relevant stakeholders in formulating more effective policies to improve health services in rural areas.

Abstract

Cuba is a country located in the Caribbean Islands that adheres to a socialist system in its country, this socialist system is believed to have succeeded in providing social security and equal distribution of education for the Cuban people. The 1959 Cuban Revolution led by Fidel Castro successfully adopted a socialist political system based on the principles of Marxism-Leninism, after which on January 1, 1959 marked the revolutionary movement led by Fidel Castro succeeded in overthrowing the dictatorial regime of Fulgencio Batista. The purpose of this study is to analyze the impact of political freedom implemented by Fidel Castro in Cuba. This research uses a secondary research approach by collecting data from relevant sources, such as books, journals, articles, and reliable sources. The results of this study show that Fidel Castro's leadership was instrumental in creating political conditions and political ethos in Cuba, Castro's distinctive rhetoric and ability to mobilize the people made it possible to uphold the ideology of socialism and implement it. However, this leadership was associated with the weakening of the political opposition and the lack of control over the media.

Abstract

This study examines the agrarian conflict in Tanjung Labu Village, Lepar Island, triggered by the oil palm company’s unfulfilled obligation to provide 20 percent of plantation land as plasma since 2001. What initially emerged as an agrarian justice issue has gradually shifted into a political instrument repeatedly mobilized in village head elections. Using a qualitative case study approach, data were collected through in-depth interviews, observation, and document analysis. The findings reveal that the plasma issue has been systematically politicized as an electoral commodity. Village head candidates employ the promise of plasma to attract community support, yet once elected they tend to soften their stance and even accommodate corporate interests. This recurring pattern highlights the operation of clientelistic politics at the village level, where promises of land redistribution are reduced to symbolic capital without substantive realization. The agrarian politics framework explains the structural inequalities underlying the conflict, while clientelism theory and the concept of local elites elucidate how the plasma issue is mediated and reproduced within the logic of village politics. The study concludes that the plasma conflict in Tanjung Labu is not merely a symptom of failed agrarian policy but has been institutionalized as a political asset that stabilizes elite power while obstructing substantive conflict resolution.

Abstract

China is one of the largest providers of foreign aid to African countries, one of which is Ghana. China provided funding assistance for the Bui dam hydropower project, which currently produces 730 gigawatts/hour and provides agricultural irrigation for approximately 30,000 hectares. However, during the construction period, this project required Ghanaians living around Bui to move their settlements and there were problems with workers from Ghana. This research aims to analyze the effectiveness of China's foreign assistance in the Bui dam hydropower project in Ghana with various existing controversies. The author uses descriptive qualitative methods as a research method to answer the big research questions. With the results of such research, the Bui dam project is quite effective in terms of the effectiveness of foreign aid based on the principles of the Paris Declaration, but still shows room for continuous improvement in terms of transparency, labor rights and project monitoring.
