Journal of Politics and Democracy is published twice a year. This journal will go through a national accreditation process by the Ministry of Research, Technology and Higher Education of the Republic of Indonesia (RISTEKDIKTI), all articles published are in Bahasa Indonesia or English. Submissions are open all year round.

Abstract

Political parties are political platforms to compete for power through electoral contestation. The relationship between political parties and political life is fundamental in a democratic country. Every year political parties receive assistance funds sourced from the State / Regional Budget with the aim of providing political education and operationalizing the secretariat. Researchers want to know how each party maximizes the use of funds based on the provisions stipulated in Permendagri number 36 of 2018. The purpose of this study is to observe the dynamics of the use of aid funds by DPD / DPW political parties in the province of Riau Islands in 2020. Political party assistance funds in the calculation procedures, budgeting in the regional revenue and expenditure budget, and orderly administration of submission, distribution, and accountability reports for the use of political party financial assistance are regulated in Permendagri number 36 of 2018. The theory used in this research is the theory of modern political party management from Hofmeister and Grabow. This research uses descriptive qualitative research methods to find out the dynamics of the use of aid funds by DPD / DPW political parties in the province of bangka Belitung islands in 2020. The data collection techniques used were observation, interviews, and documentation.The results of the research in this journal based on interviews and data from BPK representatives of the province of Bangka Belitung explain that there are two (2) political parties that have not been adequate in the use of aid funds and seven (7) political parties have been adequate in the use of these aid funds.

Abstract

The implementation of the 2019 Inclusive General Election was faced with several problems related to limited communication, voter data, logistical problems and vote counting problems, as well as efforts to increase community participation. This becomes a task for the general election organizers, namely the general elections commission to conduct socialization in order to increase public participation and fulfil facilities in the implementation of inclusive general elections. Inclusive elections are intended for persons with disabilities with the aim of providing equal rights and facilities and increasing voter participation of persons with disabilities. By making a socialization strategy in the 2019 election which aims to increase public participation in the 2019 general election. In this study the method used is the qualitative research method with a phenomenological approach and data collection techniques using direct interviews and literature studies of the implementation of socialization in the east Jakarta administration city has several theoretical applications, such as socialization theory, general election theory, participation theory and socialization strategies to increase public participation in the implementation of general elections and also to provide access to election facilities for people with disabilities. The implementation of socialization and fulfilment of facilities in the east Jakarta administration city has been going quite well and also obtained satisfactory results on the participation of the voting community.

Abstract

Nasdem Party political campaign strategy on Instagram Media in the 2019 Election. The phenomenon of political campaigns is currently colored by the explosion of digital media where digital media is the main stream for direct campaign activities. According to Rise and Paisley Campaign is the desire to influence the beliefs and behavior of others with the appeal of communication. A campaign is a joint effort led by a group of people with the goal of changing certain attitudes and behaviors. This thesis will examine Instagram's online campaign activities as a campaign medium using the case study of the Nasdem Party, because the author is interested in the success of Nasdem which always increases every year, the success carried out by Nasdem is inseparable from the campaign strategy it carries out. This study uses a qualitative approach and the type of research used is explanatory research with the case study method. The theory used is political marketing theory by Kotler and Armstrong, namely the 4p marketing-mix (product, promotion, price and place). as primary research data with the technique of determining informants carried out by purposive sampling. Second, documentation as secondary research data. The research results obtained show that the NasDem Party has succeeded in carrying out a campaign on Social Media Instagram @official_nasdem. By using the 4P campaign strategy, namely Promotion, Price, Place, Product. The success of the NasDem Party's 2019 election campaign on social media Instagram @official_nasdem did not escape obstacles such as bazers, hoaxes, and black campaigns. However, these obstacles did not become a barrier for the @official_nasdem account to continue providing political education, or political outreach through campaign content. which was uploaded.

Abstract

The phenomenon of voting ballots with a pen carried out by voters at TPS 1 in Salak Village, Sawahlunto City, in the 2020 West Sumatra Governor Election caused problems with the performance of KPPS officers. KPPS members were declared to have violated the code of ethics and received a written warning from the KPU of Sawahlunto City. This study aims to describe the process by which members of the KPPS violated the code of ethics at TPS 1 Salak Village and analyze the causal factors. Data analysis uses the theories of election fraud and election malpractice. This research uses a qualitative descriptive approach with a case study method. The results showed that the KPPS violated the code of ethics at TPS 1 in Salak Village due to: The KPPS members' non-compliance with the rules, namely, "preparing TPS" before starting the voting process. Violations occurred due to the negligence of KPPS officers in providing voting tools in the voting booth. The lack of knowledge of voters regarding the correct regulation of ballot voting procedures Factors causing violations of the code of ethics of KPPS members at TPS 1 in Salak Village: The violation occurred because the KPPS was unable to work professionally. KPPS's human resources are poor at understanding regulations. PTPS supervision is weak. The lack of coordination between KPPS officers and PTPS, PPS, and PPK. Limited resources and training for KPPS.

Abstract

The election of the Regent and Deputy Regent in 2020 in the midst of a pandemic which resulted in socialization activities being delayed and there were several obstacles to delays in the implementation of the socialization, namely the PSBB which made it difficult for the KPU to gather the community to carry out election socialization. And what's more, in North Bengkulu Regency, there are many areas that are isolated and have poor infrastructure. Responding to this obstacle, North Bengkulu Regency KPU took quick steps to add a mode of implementation of the socialization, namely Door to Door socialization, which was carried out within 14 (fourteen) days before the D-day of the voting. The socialization was carried out by the Adhoc agency which only used assignment letters from the KPU without any SK from the KPU. This study aims to describe in detail the process of implementing community outreach by the KPU of North Bengkulu Regency in the midst of a pandemic; knowing the effectiveness of Door to Door socialization as a form of the effectiveness of the institution's function in the socialization function, this mode will be used as a new solutive mode in the socialization stage. The research method used is qualitative, in the form of a case study research type. Data collection techniques are in-depth interviews, as well as documentation. Selection of research informants using purposive sampling technique. The theory used is Institutional Effectiveness according to Christopher C Hood. The results of this study indicate that the implementation of socialization by North Bengkulu Regency KPU is effective only on participation tools, while 3 other tools namely regulations, incentives and law enforcement show ineffective results. Implementation of Door to Door socialization which is used as a new method, also gives ineffective results from the factor of resource capacity as seen from the culture of the system; and accountability factors as seen from the executive report

Abstract

This article aims to analyze how the conflict between the local government and the community in illegal gold mining activities in Hutabargot Nauli village, Hutabargot district, Mandailing Natal district, namely what caused the conflict, what caused the conflict to persist, and why until now the local government has not been able to close it. This research is a research using literature study method or literature review. The results of this paper indicate that the closure of illegal gold mining activities in the village of Hutabarkot Nauli cannot be carried out by the local government because the community will continue to reject the appeal from the local government and conflicts that occur between the local government and the community will not have a solution to resolve it.

Abstract

As part of popular culture products, movies play an important role in shaping images and representations in social life. A movie always captures the social reality that develops in society. Exploring the meaning of movie texts can be done from various perspectives. "Tilik" is one of the popular short films on the YouTube channel. In general, this film tells the story of how the culture of rural communities that have mechanical solidarity, which is solidarity that emphasizes the state of collective consciousness, transforms social space. This research analyzes the film "Tilik" with the concept of representation and transformation of virtual space. The representation of women's image is seen in the movie "Tilik", including the vulnerability of women's work, marriage standards, and the illusion of beauty. At the same time, the transformation of virtual space occurs in rural communities, which experience a shift in social space by using the internet and social media.

Abstract

FPI (Islamic Defenders Front) is a social organization that has consistently positioned itself as the opposition since the reform era. However, during Jokowi's administration, the attitude of the FPI opposition was more dominant compared to the government before Jokowi. Using Robert A. Dahl's opposition theory and Maurice Duverger's pressure group theory, as well as qualitative methods, this research wants to see the reasons for FPI positioning itself as the opposition, find out the form of FPI's oppositional stance and FPI's affiliation with Joko Widodo's (Jokowi) political opponent, then analyze the relationship between between ideological and political aspects of FPI's oppositional stance during Jokowi's administration. The results of this study show that the FPI oppositional movement is divided into two, namely the FPI oppositional movement based on ideological aspects and based on political aspects. This includes proselytizing, political support for Jokowi's opponents and pressure movements such as the 212 Movement.

Abstract

The general aim of this study is to find out the identity of the Butonese ethnicity in the 2018 Southeast Sulawesi Governor Election which specifically aims to find out the strategic efforts of the Ali Mazi - Lukman Abunawas camp in attracting Butonese ethnic sympathy in the 2018 Southeast Sulawesi Governor Election as well as to find out the factors which caused the Butonese to choose Ali Mazi - Lukman Abunawas in the election for the Governor of Southeast Sulawesi in 2018. The data analysis used was descriptive qualitative, namely analyzing data where the data was obtained from interviews and documentation which were then described in the form of descriptions. The results showed that the causes of Butonese ethnic support for Ali Mazi and Lukman Abunawas were influenced by sociological factors of Butonese voters as in making their choice, people in Southeast Sulawesi who were ethnic Butonese were still influenced by ethnic traditions and ethnic similarities. The victory of Ali Mazi, who incidentally is a native of Buton, is influenced by the Butonese ethnic community, which tends to vote based on having the same ethnicity or the same clan as them. The strategic efforts of the Ali Mazi – Lukman Abunawas camp in attracting Butonese ethnic sympathy in the 2018 Southeast Sulawesi Governor Election, namely by using Butonese ethnic language and symbols during the campaign period. The language derived from the Butonese ethnic group is a channel of communication for regional head candidates. Ethnic language becomes an instrument in making an emotional approach because there will be a feeling of belonging between the candidate and the community.

Abstract

Agrarian conflict is a problem that often occurs in Indonesia, including in the Bangka Belitung archipelago province. Settlement of agrarian conflicts requires appropriate and varied approaches to address the various factors that cause these conflicts. Therefore, this study uses qualitative methods in which qualitative research methods help explain phenomena in depth and are carried out by gathering as deep information as possible. Therefore, qualitative methods emphasize observing phenomena and studying the meaning of these phenomena. The results of the analysis show that there are various approaches that can be used in resolving agrarian conflicts, such as legal approaches, participatory approaches, economic approaches, and political approaches. In addition, this study also discusses the factors that cause agrarian conflicts in the Bangka Belitung archipelago province, such as different views between local communities and companies, limited local community access to resources, and a lack of policies that support agrarian conflict resolution. This study is expected to provide a deeper understanding of agrarian conflicts in the Bangka Belitung Archipelago Province and become the basis for developing more effective conflict resolution approaches in the future. In this paper, we use the Conflict Theory put forward by Karl Marx, who asserts that this theory is triggered in the relationship of conflict between the bourgeois class against the proletariat class in seizing economic rights (means of production).
