Journal of Politics and Democracy is published twice a year. This journal will go through a national accreditation process by the Ministry of Research, Technology and Higher Education of the Republic of Indonesia (RISTEKDIKTI), all articles published are in Bahasa Indonesia or English. Abstract

Gender inequality in the Indonesian workplace is a critical and persistent issue despite the existence of various policy frameworks designed to address it. This study aims to critically analyze the effectiveness of Indonesian government policies in reducing gender inequality in the workplace and to identify the key factors contributing to the gap between regulation on paper and implementation on the ground. Using a qualitative approach with a literature study method, this research synthesizes and analyzes secondary data from government policy documents, laws and regulations, academic journals, and credible reports from national and international institutions. The findings reveal a significant paradox: on one hand, a robust and normative policy architecture is in place, yet on the other, empirical data indicates stagnant inequality, such as low female labor force participation rates (LFPR), a significant gender pay gap, and minimal representation of women in leadership positions. In-depth analysis concludes that this policy failure is caused by a combination of four main factors: (1) weak law enforcement and oversight, which renders policies symbolic; (2) 'gender-blind' policy design that ignores the reality of the double burden borne by women; (3) the hegemony of patriarchal socio-cultural norms that undermine the effectiveness of formal laws; and (4) policy fragmentation and weak synergy among government agencies. This research asserts that the problem lies not in the absence of laws, but in a systemic failure of implementation.

Abstract

Political capital is a collection of social, symbolic, and relational resources that enable an individual to participate in and influence political processes. This study analyzes the political capital and electoral strategies employed by Terri Genta Sansui Siregar, a young candidate who was successfully elected as a member of the North Tapanuli Regency DPRD in the 2024 elections. Using qualitative research methods, data was collected through observation, interviews, and documentation. The results of the study show that Terri Genta's victory was based on three main elements of her political capital: trust, political legacy, and field activities. Trust was built through a personal approach, dialogue, and direct interaction with the community, including the younger generation. The political legacy of her parents, who had served as members of the DPRD, provided significant advantages in terms of networks and legitimacy. Meanwhile, consistent field activities, such as door-to-door visits and social assistance, strengthened her closeness to constituents. The electoral strategy used included communication and branding, a direct approach, understanding of the terrain, and the utilization of social capital. This victory shows that a combination of strong political capital and relevant campaign strategies is key to gaining public support, especially in local political contests.

Abstract

This study aims to analyze the coalition and non-coalition patterns that emerged in the 2024 Toba Regency Regional Election, focusing on the strategies employed by political parties in nominating candidates for regional head. Coalition and non-coalition political parties at the local level are crucial elements in determining the outcomes of the election, as structural factors such as legislative seat numbers, local voters, and the electability of candidate figures also influence the contest dynamics. Using a qualitative approach, this study examines how coalition formation or the decision to remain non-coalition is influenced by local political and social factors, as well as party strategies in responding to the new nomination threshold regulation set by the Constitutional Court. The results of this study indicate that in the 2024 Toba Regency Regional Election, large coalitions formed by major parties emphasize electoral efficiency based on seat calculations, while smaller coalitions focus more on shared social visions and change. Additionally, the non-coalition strategy adopted by the Nasdem Party illustrates the application of Rational Choice Theory, where the decision to run independently was driven by the electoral calculation and the strength of the candidate's figure. This study provides new insights into the development of coalition theory at the local level and how local factors influence the formation of electoral strategies in regional elections.

Abstract

This study aims to analyze the rational choices of the millennial generation regarding the nomination of former corruption convicts in the Southeast Sulawesi electoral district for the Regional Representative Council (DPD RI) in the 2019–2024 period. Using a qualitative-descriptive approach, the research involved eight Political Science students from Halu Oleo University who were aware of the nomination of former corruption convicts. The findings reveal that millennials tend to reject problematic candidates based on experience value, reflecting disappointment with past corruption cases. However, some respondents were still willing to support such candidates if they demonstrated clear vision, mission, and satisfactory political performance (decision value). These results indicate that millennial political behavior is not strictly dichotomous but shaped by the interplay of past experiences and rational calculations of future political benefits.

Abstract

This study aims to describe the perceptions of voters with disabilities regarding the performance of the KPU’s ad hoc body during the 2019 General Election in Muna Regency. The research employed a qualitative descriptive approach, with data collected through observation, interviews, and document review. The data were analyzed qualitatively through stages of fact identification, verification, validation, interpretation, and in-depth analysis. The findings indicate that the KPU’s ad hoc body in Muna Regency has not yet fully carried out its duties effectively. This is reflected in the limited access of voters with disabilities to election outreach activities, largely due to the lack of special attention given to their needs. Political education and socialization efforts have not been evenly distributed, suggesting that the ad hoc body still lacks a comprehensive understanding of its institutional responsibilities. Voters with disabilities expect the KPU to improve its performance, particularly by providing accessible facilities and infrastructure that would reduce the risk of abstention among disabled voters.

Abstract

Public service is a fundamental responsibility of the government in meeting the needs of society while simultaneously improving the quality of life of its citizens. Public transportation serves as one of the crucial instruments of service delivery as it supports mobility, reduces congestion, and decreases the reliance on private vehicles. Banyumas Regency, as a center of administration, education, and commerce, faces increasingly complex transportation needs along with population growth and urbanization. To address this challenge, the local government in collaboration with the Ministry of Transportation launched the Trans Banyumas Bus Rapid Transit (BRT) service under the Buy The Service (BTS) program in December 2021. This study employs a descriptive qualitative method with a library research approach. Data were obtained from academic literature, official documents, and previous studies, and were analyzed to understand the role of Trans Banyumas as an innovation in public service delivery. The findings show that Trans Banyumas operates with 52 buses across three main corridors, with a fare of IDR 3,900 for the general public and IDR 2,000 for students. This service is considered capable of reducing dependence on private vehicles, minimizing pollution, and providing a more efficient mobility alternative. The Customer Satisfaction Index (CSI) of 82.31 percent indicates that users are generally satisfied with the service, although challenges remain regarding limited fleet availability, inconsistent scheduling, and insufficient access to bus stops. Beyond supporting daily mobility, Trans Banyumas also contributes to regional tourism and economic development by connecting tourist destinations, terminals, and train stations. Therefore, Trans Banyumas can be regarded as a public service innovation oriented toward sustainability.

Abstract

This study aims to explain the electoral defeat of the Har–Guntur pair in the 2024 Jambi City local election by emphasizing the interaction between internal candidate weaknesses and the strategic advantages of their opponents. Departing from the phenomenon of high political visibility that was not fully matched by electoral participation, as well as the limited availability of candidate alternatives, this research employs a qualitative approach through the analysis of survey data, media coverage, and campaign dynamics. The findings reveal that the defeat of Har–Guntur was not caused by a single factor, but rather by an accumulation of weaknesses, including poor consolidation of the campaign team, suboptimal performance of the supporting party machinery, and political communication strategies that failed to resonate with voters’ needs. In contrast, the Maulana–Diza pair effectively leveraged their strategic advantages by offering concrete programs, strengthening a people-oriented personal image, and utilizing communication channels more effectively. A significant gap in electability had already emerged prior to election day, indicating a systematically constructed political dominance. These findings underline that in the context of local politics, electoral victory is not solely determined by structural party support, but also by a candidate’s ability to integrate political consolidation, effective communication, and relevant programmatic offerings. This study contributes to the literature on voter behavior and local electoral competition by demonstrating that electoral defeat is the result of a complex interaction of multiple reinforcing factors.

Abstract

Abstract. This article will examine how Greenpeace Indonesia continues to organize community movements related to environmental issues. As an organization, Greenpeace ultimately carries out movements with members from the wider community and often vis-à-vis with many countries and companies for their environmental campaigns. This article uses the framework of environmentalism to examine the movements carried out by Greenpeace. Meanwhile, this article uses a qualitative method with a descriptive approach. The results in this article show that Greenpeace's actions and campaigns are motivated by injustice, how Greenpeace confronts several companies that cause environmental damage, which means endangering human life in the future.

Abstract

This study aims to evaluate the effectiveness of public policy in mitigating the social crisis caused by annual flooding in West Kutai Regency in 2024. The study employs a qualitative approach using a case study design. Data were collected through in-depth interviews, observation, and document analysis involving local government officials, community leaders, and affected residents. The data were analyzed using a descriptive-interpretative approach to examine the gap between policy design and its implementation. The findings indicate that policy effectiveness remains suboptimal. Although the initial emergency response was relatively rapid, the policy failed to fulfill key dimensions of effectiveness, responsiveness, and adequacy. The main issues include weak inter-agency coordination, inappropriate physical programs that neglect local knowledge, low transparency in aid distribution, and limited attention to the social and psychological dimensions of affected communities. Furthermore, community participation in policy planning remains largely symbolic, resulting in policies that are less contextual and less responsive to local needs. This study highlights that disaster mitigation challenges are not merely technical issues but also reflect weaknesses in governance, particularly in integrating institutional, social, and participatory dimensions. Therefore, improving policy effectiveness requires a more integrated, participatory, and long-term recovery-oriented approach to reduce social vulnerability in disaster-prone areas.

Abstract

This study examines the dynamics of the Almumtaz religious social movement in the controversy surrounding the cancellation of several performers in the Ruang Bermusik 2025 concert in Tasikmalaya. It focuses on how Almumtaz operates as a social movement actor and how the “City of Santri” identity is constructed, maintained, and negotiated within the contemporary public sphere. This research employs a qualitative approach with a case study design, utilizing in-depth interviews, non-participant observation, and document analysis. The analytical framework draws on Sidney Tarrow’s social movement theory and Porta and Diani’s concept of collective identity. The findings reveal that Almumtaz mobilizes collective action rooted in religious values to challenge forms of popular culture perceived as inconsistent with local religious norms. The “City of Santri” identity functions not only as a cultural symbol but also as a political instrument institutionalized through local regulations to regulate public space. Furthermore, Almumtaz constructs a dynamic collective identity by transforming historical narratives of Islamic boarding schools and religious authorities into a source of social solidarity. This study highlights that local religious movements possess significant capacity to influence policy, shape the boundaries of cultural expression, and reproduce identity politics in the context of contemporary social change.
