Abstract

This study analyzes the implementation of Information Commission Regulation Number 1 of 2013 on public information dispute resolution procedures at the Bengkulu Provincial Information Commission in 2025 and identifies applicants' lack of seriousness and bad faith. This descriptive qualitative study used interviews, observation, documentation and triangulation. The findings show that the procedure has been implemented through registration, preliminary examination, mediation, non-litigation adjudication, and decisions. However, substantive effectiveness is still limited by applicants' absence, incomplete documents, premature requests, overly broad requests, unclear purposes, and misuse of dispute mechanisms. Based on Ripley and Franklin's model, policy success depends not only on institutional compliance, but also on applicants' procedural understanding, seriousness, and good faith.

Abstract

Bureaucratic reform is a strategic step to realize good governance, increase capacity, accountability, and the quality of public services. This study aims to analyze the implementation of bureaucratic reform at the Women's Empowerment, Child Protection, Population Control and Family Planning Service (DP3AP2KB) of Bengkulu City in four main aspects: institutions, governance, human resources (HR), and accountability and performance, while also assessing its impact on the quality of public services. This study uses a descriptive method with a qualitative approach. Data were collected through in-depth interviews, non-participant observation, and documentation. Informants in this study consisted of leaders, structural officials, employees within the DP3AP2KB of Bengkulu City, and service users. The data analysis technique used is an interactive model that includes data condensation, data presentation, and conclusion drawing. The theoretical basis of this study is based on Samuel P. Huntington's Modernization and Reform Theory which emphasizes the importance of gradual institutional change. The results of the study indicate that the implementation of bureaucratic reform at the DP3AP2KB of Bengkulu City has been running quite well but still faces several obstacles. From an institutional perspective, the establishment of the UPT P2TP2A (Integrated Service Unit for Victims of Violence) has successfully integrated service functions for victims of violence, making things easier for the public. In terms of governance, cost transparency is considered excellent, as all services are free of charge without any illegal fees. However, in terms of human resources and technology utilization, implementation gaps remain, including limited personnel, slow responses to online complaints (e.g., WhatsApp), the lack of a 24-hour on-call service, and bureaucratic obstacles resulting from the centralization of authority in signing referral letters. Overall, bureaucratic reform has had a positive impact on more integrated case management, although optimizing responsive public services remains hampered by budget and human resource limitations.

Abstract

Optimal public service is the essence of good governance. However, various challenges such as low transparency, procedural uncertainty, and the potential for maladministration are still frequently encountered in bureaucratic practices in Indonesia. This study aims to analyze in-depth how the implementation of the public service compliance assessment by the Ombudsman of the Republic of Indonesia impacts the improvement of service quality at the Department of Population and Civil Registration (Disdukcapil) of Bengkulu City. This research adopts a qualitative approach with a descriptive method. Data collection was carried out through in-depth interviews, participant observation, and documentation studies involving internal Disdukcapil officials (Head of Department, Head of Division, Head of Administration, Receptionist) and five community service users. Data analysis is based on the Van Meter and Van Horn policy implementation model. The results showed that the Ombudsman's compliance assessment had a significant positive impact on improving service quality. From the aspect of policy objectives, there is an explicit increase in transparency regarding service standards, time certainty, and clarity of administrative costs. Interviews with service users unanimously confirmed the absence of illegal levies and the high level of hospitality of service officers. The success of this implementation is fully supported by the commitment of agency leaders, the absence of internal resistance to change, and strategic support from the Mayor and the Regional House of Representatives (DPRD) of Bengkulu City. Nevertheless, efforts to improve services are still faced with technical and structural obstacles, particularly related to information technology infrastructure, such as unstable WiFi networks and outdated server hardware, as well as the lack of specific budget allocations to follow up on the Ombudsman's recommendations. In conclusion, external supervision by the Ombudsman has not merely served as an administrative control instrument for fulfilling standards but has transformed into a catalyst for a more responsive and accountable organizational culture change at the Bengkulu City Disdukcapil.

Abstract

This study aims to analyze the implementation of agricultural extension policy and identify the constraints encountered in its implementation in Rejang Lebong Regency. The study employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The informants consisted of the Head of the Agriculture and Fisheries Office of Rejang Lebong Regency, the Coordinator of the Agricultural Extension Center (BPP), Agricultural Extension Workers (PPL), and Farmer Group Leaders. Policy implementation was analyzed using Edward III’s framework, which includes communication, resources, disposition, and bureaucratic structure, while implementation constraints were examined using the framework of Mazmanian and Sabatier. The results indicate that the implementation of the agricultural extension policy in Rejang Lebong Regency has generally been carried out effectively. Communication has been facilitated through continuous dissemination of information and assistance to farmers. Resource support is reflected in the availability of extension workers and supporting facilities, although limitations in personnel and infrastructure remain. The disposition aspect demonstrates a strong commitment among policy implementers, while the bureaucratic structure is supported by implementation guidelines and inter-agency coordination. The main constraints include the complexity of agricultural issues, limited resources, regulatory changes, and farmers’ socio-economic conditions affecting the adoption of agricultural innovations. Therefore, strengthening extension workers’ capacity, improving facilities and infrastructure, and enhancing institutional support are necessary to improve policy implementation effectiveness.

Abstract

Unemployment remains a significant challenge in labor development in Bengkulu Province, highlighting the need for effective labor placement policies to improve employment opportunities. This study aims to analyze the implementation of the Minister of Manpower Regulation Number 39 of 2016 concerning Labor Placement at the Placement and Job Expansion Division of the Bengkulu Province Manpower and Transmigration Office and to identify the supporting and inhibiting factors affecting its implementation. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation involving key informants, including government officials, implementing staff, company representatives, and job seekers. Data were analyzed using the Miles and Huberman interactive model supported by NVivo 12 software. The findings indicate that the implementation of the labor placement policy has generally been effective based on George Edward III’s policy implementation dimensions, namely communication, resources, disposition, and bureaucratic structure. Communication among implementers and stakeholders was conducted effectively through various information channels and employment programs. The availability of resources, authority, information, and facilities supported policy implementation; however, challenges remained in terms of limited human resources and the mismatch between job seekers’ competencies and labor market demands. Supporting factors included collaboration with companies, training institutions, and the utilization of information technology, while inhibiting factors consisted of limited human resources, competency gaps among job seekers, and the uneven dissemination of employment information across several regions. Therefore, strengthening coordination, enhancing workforce competencies, and expanding access to employment information are necessary to improve the effectiveness of labor placement policy implementation.

Abstract

Employment opportunities are one of the key indicators of successful economic development because they are closely associated with economic growth, income distribution, and social welfare. Differences in regional economic performance across the provinces of Sumatra Island have resulted in varying capacities to generate employment. This study aims to examine the effects of Gross Regional Domestic Product (GRDP), investment, and Provincial Minimum Wage (PMW) on employment opportunities in ten provinces of Sumatra during the 2019-2024 period. The study employs a quantitative approach using panel data obtained from Statistics Indonesia (BPS). Panel data regression analysis was conducted by estimating the Common Effect Model (CEM), Fixed Effect Model (FEM), and Random Effect Model (REM), while the Chow and Hausman tests were used to determine the most appropriate estimation model. The empirical results indicate that the Fixed Effect Model is the most suitable model for the analysis. Partially, GRDP has a positive and statistically significant effect on employment opportunities, indicating that higher regional economic output increases labor demand. Investment also has a positive effect on employment by expanding production capacity and creating new job opportunities. In contrast, the Provincial Minimum Wage has a positive but statistically insignificant effect, suggesting that wage adjustments during the study period did not substantially affect employment absorption. Simultaneously, GRDP, investment, and PMW significantly influence employment opportunities, with the model explaining approximately 66.96% of the variation in employment across provinces. These findings imply that sustainable economic growth and productive investment are essential drivers of employment creation in Sumatra. Therefore, policymakers should promote labor-intensive investment, strengthen regional economic competitiveness, and formulate balanced wage policies that improve workers' welfare while maintaining business sustainability and employment growth.
