Abstract

This research aims to identify the role of leadership in improving employee performance at the Public Works and Public Housing (PUPR) Department of Lahat Regency. The research method involves interviews with key informants in the organization. The interview results revealed that effective leadership has a significant impact on three main aspects: organizational culture, employee motivation, and work environment. These findings are supported by a recent literature review. This research shows that leadership plays an important role in forming an organizational culture that supports employee performance. Effective leaders are able to promote values that create an environment where employees feel motivated, have a sense of trust, and are ready to contribute optimally. In the context of government organizations, transformational leadership, leader support, and constructive feedback are key factors that influence employee performance. In conclusion, this research confirms the importance of the role of leadership in improving employee performance at the Lahat Regency PUPR Service. To achieve optimal performance, organizations need to invest in effective leadership development and promote a supportive organizational culture. The practical implication is that effective leadership is the key to achieving organizational goals and maximizing human resource potential. Keywords: Leadership, Employee Performance, PUPR Service

Abstract

This research aims to find out and understand women's political participation in the 2020 Regional Head elections in The Village File Of Teluk Segara Subdistrict, Bengkulu City. The method used is descriptive qualitative with in-depth interview data collection techniques, observation/experience, and documentation. Informants numbered 9 women consisting of PKK mothers, pps members 2 people, village staff, and 5 housewives.Based on the results of the study, it can be concluded that women's political participation in the 2020 Regional Head elections in The Village file of Teluk Segara Subdistrict in Bengkulu city is quite high. This can be seen from the awareness of the women to participate in the general election of the Regional Head. The form of women's participation in political activities in the form of active as voters, following government discussions and also socialization. Factors that affect the level of women's participation in the 2020 Regional Head elections are social and economic status, political situation, political awareness, trust in the government, and political stimulants. . The factors that influence them the most are the political awareness factors in which there is already a direction and data collection of the government on the existence of elections there is a growing sense of responsibility from within to participate in political discussions, become a member of the vote, and become a voter who has been recorded as a Permanent Voter List (DPT)

Abstract

Based on Decree No. 47 of 2008 of the Government of the Republic of Indonesia concerning Compulsory Education, Article 1(1) states that "compulsory education is a minimum program that must be followed by Indonesian citizens which is the responsibility of the government and regional governments". Based on the results of observations made by researchers on Tuesday 19 December 2023 at 09.00 (Education Office of Empat Lawang District), the author found problems that emerged in the field, namely obstacles in implementing the 12 year compulsory education. Empat Lawang District Education Program. First, the level of purchasing power participation in education funding is still low. It can be said that the Intervention Stage has shortcomings in terms of planning. Because the regulations for the 12 year compulsory education program are based on the National Education System Law, program facilities are lacking due to limited student capacity, a shortage of teaching staff (Teachers) and a very limited APBD for the construction of new school units (USB). as well as renovation of school buildings which are still old buildings. The Determinant Stage can be categorized as less successful, due to the school's capacity being still inadequate, School Operational Assistance (BOS) from the central government routinely decreasing every year. The Impact Phase can be said to be successful because the HDI of Empat Lawang Regency was better in 2012, plus the percentage results of the Gross Participation Rate (APK) and Pure Participation Rate (APM) were also very high.

Abstract

This study aims to determine the Formulation of Regional Regulation Number 4 of 2023 concerning the Empowerment of Micro, Small and Medium Enterprises in Kepahiang Regency, using Budi Winarno's formulation theory that the preparation of Regional Regulations consists of 4 stages, namely; formulation of problems (Defining Problem), preparation of policy agendas, selection of alternative policies, and determination of policies. Data collection using interview, observation, and documentation techniques. Data analysis techniques using descriptive qualitative analysis. Based on the results of data analysis and findings obtained in the field, it can be concluded that, 1) issues or problems that are of serious concern to the local government, especially the Trade, Cooperatives and UMKM Service, the Kepahiang Regency DPRD and the MMS UMKM Association have been considered in the preparation of Kepahiang Regency Regional Regulation No. 4 of 2023 concerning the Empowerment of Micro, Small and Medium Enterprises. 2) Selection of alternative policies in the framework of the preparation of Kepahiang Regional Regulation No. 4 of 2023 to provide support and facilitation as well as regulations for MSMEs. Alternative policies that are very important and have a major impact on Micro, Small and Medium Enterprises (MSMEs) have been approved, consisting of; Empowerment of Micro, Small and Medium Enterprises, such as; growth of independence, togetherness and entrepreneurship of MSMEs, development of businesses based on regional potential, ensuring legal certainty in the implementation of empowerment and protection of MSMEs, criteria for micro, small and medium enterprises, in a separate chapter it is necessary to include the authority of the regional government, regarding licensing, protection of micro and small businesses, capital for micro, small and medium enterprises, 3) Determination of policies is the fourth stage in the formulation of the preparation of Kepahiang Regency Regional Regulation No. 4 of 2023 concerning the Empowerment of Micro, Small and Medium Enterprises, The policy taken is in the form of Kepahiang Regency Regional Regulation No. 4 of 2023 concerning the Empowerment of Micro, Small and Medium Enterprises, the Regional Regulation was stipulated on September 26, 2023, promulgated on September 26, 2023 and came into effect on September 26, 2023, source: Kepahiang Regency Regional Gazette 2023 Number 38 through the Kepahiang Regency DPRD meeting.

Abstract

This study aims to identify and evaluate the level of accountability and transparency in the management of village funds in Sukajaya Village, Kedurang Ilir Subdistrict, South Bengkulu Regency. The goal is to enhance the effectiveness and integrity of the village fund management and to provide recommendations for improvements to the relevant parties and the village community. This research employs a qualitative descriptive method to investigate accountability and transparency in the management of village funds in Sukajaya Village, Kedurang Ilir Subdistrict, South Bengkulu Regency. Data collection techniques include documentation and in-depth interviews with various informants such as the Village Head, village apparatus, members of the Village Consultative Body (BPD), community leaders, and other villagers. It also utilizes descriptive analysis to systematically organize and interpret the data. The conclusion of this study indicates that although the accountability and transparency of the Village Fund management in Sukajaya Village are quite good, there are several areas that need improvement. These include planning, implementation and supervision, accountability, accessibility of information to the community, community participation in decision-making, as well as reporting and complaints related to the use of the Village Fund.

Abstract

As we know, ship management is an activity carried out to initiate a process in work related to ships. This research aims to understand the operational management of ship guidance at PT. Pelabuhan Indonesia II (PERSERO) branch in Palembang. This company is engaged in the provision of shipping, port services for shipping routes, and docking places for ships. Pilotage is the service provided by a vessel when it is about to dock at a stop. The implementation of ship piloting and towing is governed by the Regulation of the Minister of Transportation of the Republic of Indonesia Number 57 of 2015. This research examines how they manage the operational guidance of ships. The findings in the field are related to delays in processes, lack of punctuality, and various other issues. Various operations in the shipping sector using services are wasted time or inefficient. Researchers use the POAC Theory: planning, organizing, actuating, and controlling. This research has informants, namely; (1) Captain of the Sea Pilot, (2) Captain of the Port Pilot, (3) ship entry staff, (4) customer service staff, and (5) ship agents who frequently use the services. The analysis of research involves data reduction or data summarization, data presentation or the objectives to be achieved, and the formulation of conclusions. The research results indicate that the operational management of ship guidance conducted by PT. Pelabuhan Indonesia II (PERSERO) Palembang Branch, when related to the POAC theory, has not been optimal. The hope is that the company's information sources must continue to be updated. The commitment of the guides and staff must be further enhanced so that they can work collaboratively.

Abstract

This study discusses the transformation of e-Government through the implementation of the Regional Government Information System (SIPD) at the Regional Human Resource Development Agency (BPSDMD) of South Sumatra Province. The purpose of this research is to analyze how SIPD implementation improves efficiency, transparency, and accountability in regional financial management, as well as to identify the challenges faced during its implementation. The method used is a qualitative approach with data collection techniques including interviews, observation, and document analysis. The results show that SIPD enhances efficiency in planning and budgeting processes, and improves data integration. However, challenges such as technological infrastructure limitations and human resource readiness remain obstacles. The conclusion of this study is that SIPD implementation at BPSDMD South Sumatra contributes to better governance, but requires improvements in human resource competencies and technology infrastructure reinforcement.

Abstract

This study aims to evaluate the quality of public services. And identify and analyze public perceptions of service quality at the Bunga Mas Village Health Center, Kikim Timur District, Lahat Regency, and South Sumatra Province. This study identified three main factors that influence service quality, namely the availability of medical personnel, facilities and infrastructure, and waiting time. The method used in this study is qualitative with a case study approach. At the same time, data collection includes in-depth interviews with the head of the health center, medical personnel, and community users of the service and patient satisfaction surveys. The data analysis technique used is descriptive analysis to describe the factors that influence service quality and public perception of service quality. The results of the study indicate that the availability of medical personnel is the main factor in providing patient satisfaction, while facility infrastructure and waiting time are still problems that need to be fixed. The conclusion of this study emphasizes the importance of increasing the number of medical personnel and improving facilities to improve the quality of health services. Suggestions are given to the management of the Health Center to pay attention to the need for facilities and infrastructure and optimize queue management to reduce patient waiting time.

Abstract

This research aims to analyze the role of stakeholders in the implementation of ecotourism development policies in Sindang Panjang Village, Lahat Regency. The method used is qualitative descriptive with a case study approach, allowing the researcher to delve into the dynamics of interactions among government, local communities, business actors, and academics. The results show that stakeholder involvement is still suboptimal, particularly in terms of coordination and collaboration. The local government plays a crucial role in policy formulation and infrastructure provision; however, challenges such as limited budget allocation and external support hinder ecotourism development. The conclusion emphasizes the need for strengthening synergy among stakeholders to achieve sustainable ecotourism development that maximizes benefits for local communities.

Abstract

Optimal public service is an important aspect in increasing public trust and satisfaction. However, various obstacles are still faced by government agencies in providing adequate services. This study aims to analyze the quality of public services at the Population and Civil Registration Service (Disdukcapil) of Empat Lawang Regency through two main dimensions, namely tangible and reliability. This study uses a qualitative descriptive method with data collection techniques in the form of observation, interviews, and documentation studies. The results of the study indicate that the implementation of the tangible dimension at Disdukcapil is not optimal, as seen from inadequate physical facilities, such as uncomfortable waiting rooms and equipment that often experiences problems. In the reliability dimension, unreliable services were found, especially in terms of consistency and timeliness, due to limited human resources and less supportive technological equipment. The main inhibiting factors include budget constraints, lack of employee training, and limited technological infrastructure. The implications of this study indicate the need for improvements in terms of budget, employee training, and improvements in technological infrastructure to meet public expectations for better and more reliable services.
