Abstract

This study aims to analyze the optimization of the implementation of the Decent Habitable House (Rumah Layak Huni or RLH) Assistance policy in Sulabesi Tengah District, Kepulauan Sula Regency, North Maluku. The research investigates how the policy, designed to improve housing conditions for low-income communities, aligns with the standards established in Law No. 1 of 2011 on Housing and Settlement Areas. Employing a structured descriptive qualitative approach, data were collected through interviews, observations, and document analysis to assess policy execution, institutional coordination, and social impacts. The findings reveal that the RLH program has contributed positively to the welfare of low-income residents by improving access to livable housing. However, the program also faces several persistent challenges, such as rising construction costs due to increases in fuel prices and limited coordination and communication among central, regional, and village governments. The roles of the Head of the Department and the Head of the Housing and Settlement Area Division are pivotal in overseeing, supervising, and evaluating program implementation. Additionally, social tensions and issues in verifying eligible recipients highlight the need for clearer criteria and more inclusive communication. Periodic evaluations are crucial for addressing these concerns and enhancing program effectiveness. The novelty of this study lies in its detailed examination of housing policy implementation in a remote island regency context, contributing fresh insights into public policy execution in peripheral regions. The study recommends strengthening intergovernmental coordination, improving beneficiary targeting, and institutionalizing regular monitoring and evaluation to support the advancement of social and human sciences in the area of inclusive development policy.

Abstract

This study investigates the dynamics of community participation in human resource development within Barakkae Village, Lamuru District, Bone Regency, Eastern Indonesia. The primary objective is to explore the extent to which rural communities shift from being passive recipients of development initiatives to becoming active agents in shaping human capital outcomes. Employing a descriptive qualitative method, data were collected through in-depth interviews, observations, and documentation involving eight community members over the course of one month. The findings reveal a significant gap between theoretical models of participatory development and actual practice. Community involvement remains limited, particularly in decision-making processes, which are largely monopolized by village elites. This exclusion results in a lack of awareness, limited grassroots engagement, and diminished program ownership among the broader population. Additionally, the effectiveness and sustainability of human resource development programs are hindered by inadequate socialization strategies and insufficient funding. Evaluation mechanisms currently employed by village authorities also lack systematic integration of community feedback, further weakening the impact and relevance of ongoing initiatives. The novelty of this research lies in its contextual analysis of participatory barriers in a rural Indonesian setting, contributing to a deeper understanding of how local power structures and institutional limitations influence community agency. The study recommends the adoption of inclusive planning forums, the institutionalization of proposal repositories for bottom-up input, and stronger budget advocacy as pathways to reinforce local participation. These insights provide a valuable contribution to the broader discourse in social sciences and humanities by emphasizing the transformative potential of community-driven human development in peripheral regions.

Abstract

This study explores the dynamics of social transformation in educational settings by focusing on the role of teachers in fostering a bully-free school environment. The research seeks to identify the forms, causes, and handling strategies of bullying, as well as to understand the contributions of teachers in addressing such behaviors. Employing a qualitative descriptive approach with a case study design, data were collected through classroom observations and in-depth interviews with teachers and students. Data analysis involved reduction, display, and conclusion drawing, supported by methodological and source triangulation to ensure validity. The findings reveal that bullying behaviors in schools manifest in both verbal and physical forms, including name-calling, unauthorized borrowing of belongings, insults involving family members, hitting, and other forms of physical contact. These actions are often rooted in family-related factors and are reinforced by media exposure, particularly through television and mobile phone content. Teachers play a pivotal role in managing bullying by implementing direct intervention strategies, facilitating moments of reflection such as ritual ablution, and providing platforms for dialogue and resolution. In severe cases, professional counseling services within the school are activated to support affected students. This research highlights the significance of teacher responsiveness and culturally adapted conflict resolution in transforming school climates. Its novelty lies in examining how character education programs can be practically integrated with anti-bullying strategies in the classroom. The study recommends further exploration involving schools with diverse backgrounds across Indonesia to broaden the understanding of bullying prevention efforts. These insights contribute to the advancement of social sciences and humanities, particularly in educational reform and the promotion of safe learning environments.

Abstract

This study explores intergenerational dynamics in digital literacy education within millennial families in Suli Village, Central Maluku. The research aims to understand how intergenerational interaction facilitates the transfer of digital competencies and cultural values, positioning millennial family members as digital literacy facilitators and baby boomers as sources of ethical and traditional wisdom. Employing a structured descriptive qualitative approach, data were gathered through interviews, participant observation, and documentation analysis to uncover the nature, challenges, and potentials of digital learning across generations. Findings indicate that millennials play a transformative role in introducing and guiding older family members—particularly baby boomers—through the digital landscape. In turn, baby boomers contribute by reinforcing values related to digital responsibility and cultural ethics. This reciprocal relationship not only strengthens family cohesion but also promotes adaptive digital behaviors across age groups. Moreover, the research underscores the pivotal role of schools in shaping critical digital literacy among youth and the potential of community-based initiatives to bridge generational gaps in digital understanding. The novelty of this study lies in its contextual focus on millennial families in a rural Indonesian setting and the integration of cultural values into digital education. By framing digital literacy as both a technical and socio-cultural competency, the study contributes to the advancement of social and human sciences. It recommends the development of intergenerational digital literacy campaigns involving families, schools, and community actors as a strategic approach to foster inclusive and sustainable digital literacy in local contexts.

Abstract

This article investigates the role of community-based health movements as a form of social innovation in addressing stunting in Supiori Regency, Papua. The study aims to explore how integrated strategies combining government initiative and grassroots participation can effectively combat stunting, which is not merely a health issue but also deeply rooted in the region’s socio-economic and cultural context. Using a structured descriptive qualitative approach, the research involved field observations, interviews with key stakeholders, and policy analysis to understand the dynamics and outcomes of stunting interventions. The findings reveal that Supiori Regency has successfully implemented a hybrid model that combines top-down governmental directives with bottom-up community engagement. This approach, driven by strong leadership—particularly the active role of the Regent—has facilitated cross-sectoral coordination among health, education, and economic departments. It has also promoted community ownership and responsiveness, contributing significantly to stunting reduction. However, the study also uncovers that stunting persists even among families receiving social protection assistance, indicating the limitations of sectoral and welfare-based approaches when applied in isolation. The novelty of this study lies in its emphasis on stunting as a multidimensional challenge requiring systemic and inclusive solutions beyond the health sector. It contributes to the development of social and human sciences by providing a grounded model of collaborative governance, localized innovation, and integrated public health strategy. The study recommends adopting holistic, community-centered frameworks in policymaking, particularly in marginalized regions, to achieve sustainable health outcomes.

Abstract

This study examines the implementation of bureaucratic reform within the One Stop Integrated Services (PTSP) Department in Bone Regency, Indonesia. The main objective is to analyze how regulatory frameworks and community behavior intersect in shaping the outcomes of public service reform. Utilizing a descriptive qualitative approach, the research draws on primary data gathered through field observations, interviews, and documentation analysis. The study focuses on institutional arrangements governed by local regulations and the real-world practices within the PTSP service delivery system. The findings reveal that while the PTSP initiative has contributed to improved administrative efficiency and the standardization of licensing procedures, its effectiveness is challenged by persistent informal practices. In Bone Regency, social norms and community behaviors—typical of a transitional or “prismatic” society—often diverge from formal regulations. A notable phenomenon identified in this context is “regulatory heresy,” where citizens voluntarily offer additional incentives to expedite service, thus creating tension between formal bureaucratic standards and local cultural expectations. The novelty of this study lies in its critical analysis of how informal societal practices interact with formal public sector reforms, highlighting the complexities of achieving good governance in decentralized and culturally diverse settings. The research recommends strengthening institutional integrity mechanisms and promoting civic education to foster behavioral change among both service providers and recipients. These insights contribute meaningfully to the discourse on public administration, governance, and social transformation in developing regions.

Abstract

This study explores the commodification of local culture in the development of Kepuhsari as a Wayang-themed tourism village. The objective is to identify the internal and external factors that drive the integration of local cultural assets, particularly wayang kulit (shadow puppetry), into tourism development, as well as to analyze the processes through which commodification occurs. Employing a qualitative research approach, data were collected through direct observations and in-depth interviews with community members and stakeholders. The findings reveal that internal factors such as the community’s modern mindset, the presence of cultural resources, economic aspirations, cultural preservation efforts, and local creativity are pivotal in shaping tourism development. Externally, market demands, consumer preferences, and institutional support play significant roles. The commodification of wayang manifests through functional and aesthetic transformations, including changes in performance context, design, production methods, and consumption patterns. Once a ritual medium used in ruwatan ceremonies, wayang has been adapted into customizable tourism products that cater to visitor interests and educational values. This study offers a nuanced understanding of how traditional cultural forms are recontextualized within the tourism economy, highlighting both opportunities and risks in balancing cultural preservation with economic objectives. The novelty of this research lies in its focused examination of cultural commodification at the micro-community level, providing theoretical and practical insights for future studies in cultural studies, tourism development, and socio-economic anthropology. It recommends a more ethical and participatory model of tourism that respects cultural integrity while fostering local economic resilience.

Abstract

This study explores the cosmological significance of the Sao Stone within the indigenous Aman Seri community in Urimessing, aiming to reveal the philosophical dimensions of their worldview and its role in sustaining cultural identity and cosmic continuity. Employing a qualitative approach, the research was conducted through fieldwork, including in-depth interviews, guided discussions, and participant observations. The study examines how the cosmological process surrounding the Sao Stone intertwines the development of human beings, the indigenous Aman Seri community, and other cosmic substances in a continuous, layered flow. The findings demonstrate that the Sao Stone is not merely a physical object but a symbol of existential cohesion that shapes and reflects the evolving identity of the Aman Seri cosmos. Its cosmology is marked by two core characteristics: first, the unceasing, accumulative nature of growth across human, communal, and cosmic levels, where each new incident contributes to an ever-renewing heritage; and second, the sequential realization of cosmic elements, indicating a process without abrupt leaps, grounded in the maturity and density of preceding developments. Each stage in the cosmological process holds autonomous significance, while simultaneously depending on the pressure and specificity of the moment it emerges from. The novelty of this research lies in articulating the dynamic and recursive nature of Aman Seri’s cosmology as a framework of cultural resilience and adaptive identity. It contributes to broader discourses in social sciences and the humanities by emphasizing the relevance of indigenous cosmological systems in understanding community-based environmental philosophies, historical endurance, and cultural regeneration. Further studies are encouraged to investigate other cosmological symbols across Maluku that may offer parallel insights into local knowledge systems and their ongoing transformation.
