Abstract

Road has a very strategic role in social, economy, culture and national integrity, however, in the time being (traffic load and environment) the pavement performance has been decreasing. To gain a pavement performance, which is suitable or better for the users’ demand, is very difficult to achieve. This is only one of the reasons of limited budget so the aging serv ice of the pavement is shorter than the planning, such as occurs on The East Sumatera Roads. Condition of that pavement is serious damage and needs improvement, moreover, there are some areas needed to be reconstructed. Meanwhile the available financial to support the construction in 2005 is only 10% from the estimating needed finance. This paper is discussing the road improvement planning strategy related to often-limited budget. Based on the analysis whenever the existing budget is very limited, it is better that the budget is not be allocated evenly for the long of existing road surface because the result will not be effective. To optimize the budget and fulfil the demand of road users’ a better pavement performance, improvement planning strategy for the whole road surfaces is done segmentally not distributing evenly. This segmentation way also including improvement suits to aging planning or ideally and for other parts are not planned optimally but still having strength structure for 1 to 2 years to fulfil road users’ demands. Nevertheless, to obtain pavement suitable to aging planning depends on the continuous maintenance (routine and period).

Abstract

The background of this paper is the problem of evaluation of the bridge structural condition during service life. The evaluation becomes important in determining the bridge capacities or influence of cyclic load to the bridge structure. The assessments of these problems often appear. Measurement of tension and strain of bridge structural elements are essential in technical discussions to assess the evaluation of actual bridge capacity. The tension and strain instrumentation are placed at critical section of the element. Strain data and tension are measured during passage of vehicles. The recorded data will contain maximum, minimum and average tension and strain measurement during testing. Evaluation of strain and tension data will reveal the pattern of tension cycles that occurred during the bridge testing by vehicle passage loading.

Abstract

Micro Deval has been developed in Europe as aggregate wear test, however from one of the specification used in this country not only Micro Deval was used to classify aggregate type but also Los Angeles Abrasion Value. Data show that LAA Value increases as Micro Deva l value increases, but some data show that the value of LAA is low while the micro deval value is high. Micro deval can be used to test the aggregate wear in wet condition.

Abstract

Traffic accident is an unexpected occurrence, scarry, and very costly, but difficult to avoid, it freightens all of the travelers. Traffic Police reported that there was at least 10,000 fatalities occurred in general roads throughout Indonesia, a huge number of wested potential. This is the reason to formulate effort for reducing and preventing accident in the future. This paper aims to discuss the need for developing data base and its effor for handling traffic accident. Background for basic information of accidents, development of database, and tool to execute data base are discussed. The traffic accident recording form as a product of the previous studies are presented as to disseminate to the stake holders and to gain critics and advices.

Abstract

Flexible pavement defect which is frequently occurred in some regions that have high temperature and heavy loaded traffic is called plastic deformation. There are two factors contributed significantly to plastic deformation in asphalt mixture, they are volumetric of mixture and the use of grade asphalt. Problem in volumetric of mixture can be overcome by choosing appropriate gradation of aggregate that have sufficient void to accommodate asphalt under densification by traffic. To solve the above problem, research on the selection of aggregate gradation as an alternative to anticipate plastic deformation in laboratory scale has been conducted. The result indicated that properties of asphalt mixtures with aggregate gradation cut across Fuller Curve (below restriction zone) is not sensitive to plastic deformation.

Abstract

Track of traffic flow crossing an uncontrolled T junction creates some conflict points and potentially as traffic accident site. This condition caused the maneuver of vehicles whereas crossing, merging and diverging conflict. Merging vehicle to mainstream vehicle run in a queue need a sufficient distance of gap in order to joint safely. The judgment of accepting or re fusing a distance of gap mostly depend on the decision of the driver which is not according to the priority and by forcing. This situation where as the angle form by the merging vehicle is smaller than 30 degrees will mostly accept by the driver than greater than 30 degrees. This has been proved according the result of empirical research carried out in several road links which type is 4 lanes, 2 direction. Merging with angle smaller than 30 degrees can be accepted if the exit road from the junction has been provided with taper or weaving section.

Abstract

Overlaid asphalt onto concrete pavement is another alternative than regrooving; it creates a composite layer of concrete-asphalt. Monolithic concrete-asphalts depend on bonding at its interface and affected by direction, space and depth of grooving, quantity and may type of tack coat used. This research aimed to know the effect of grooving direction to shear resistance the interface of on concrete-asphalt composite layer. Three types of grooving: transversal, angle of 45o and longitudinal, used. Emulsied asphalt of CRS-1 and cut back asphalt of RC-70 by quantity of 0, 2 l/m2 and 0, 6 l/m2 applied as a tack coat. As the results, it is known that shear resistance the interface of on concrete-asphalt composite layer affected not only on grooving direction but also quantity of tack coat and normal force applied. For concrete-asphalt composite layer, the highest shear resistance given by transversal grooving direction and 45o angle of grooving direction is better than longitudinal grooving. For all grooving direction, CRS-1 emulsified asphalt has a higher shear resistance than RC-70 cut back asphalt and changing of adhesiveness of RC-70 caused of normal force is more susceptible than CRS-1.

Abstract

Asphalt durability level has to be known early or before the asphalt is decided to be used for pavement. In principle, asphalt durability level can be known base on chemical composition. The asphalt that has more reactive component has lower durability level than the asphalt that has more unreactive component. To know asphalt durability level, the reactive component compare with the unreactive component and it is called durability index. On the other hand, SUPERPAVE has developed TFOT (Thin Film Oven Testing) and PAV (Pressure Agging Vessel) testing to simulate field condition of asphalt in pavement. By this test, asphalt durability can be predicted. This paper explains the relation of asphalt durability index base on asphalt chemical composition with asphalt durability base on TFOT and PAV testing. The results, there isn’t correlation between asphalt durability index with asphalt durability based on TOFT and PAV. Because of that, to predict durability of asphalt, it is better if use conditioning by TFOT and PAV as SHRP recommendation.

Abstract

Good asphalt derives from asphaltic base crude dil, but unfortmately such material is not much, asphalt from residual crude oil containing the mixture of asphaltic and parafine base is possibly used. Parafin changes easily in low different temperature. Therefore, the presence of parafin in asphalt will disturb the performance of asphalt mixture and predicted to be the reason of pvement deformation. To determine the effect of wax on asphalt rheology and mix proferties, 1-5% of solid and liquid wax can be used in asphalt. Asphalt quality and asphalt mixture can be done using Marshall test, dynamic stability by wheel tracking machine and resilient moduli by UMATTA. Research showed that wax decreased the properties of asphalt rheology in softening point differences penetration index, steffness moduli adhesion of asphalt to aggregates wax also decreased asphalt mix performance either by marshall test, dynamic stability and resilient moduli The effect of 4 % ot solid wax on asphalt in safe category, 2% of parafin influenced the adhesion of asphalt to aggreagates, the safe limit for liquid wax is 2 % it is suggested that the limit of parafin consent is 2% so that early pavement damage will not eusily happen.

Abstract

In order to improve efficiency on road infrastructure, it is necessary to apply various appropriate alternatives and innovation of road material technology, which has connection to the road fungction, traffic load and road location. In the meanwhile, it is often found earlier road distress before it reaches an ideal age service, especially in the areas which have high traffic volume and traffic load. There are many factor of earlier road deterioration, those are the wrong use of asphalt type, by using low penetration asphalt which lead to road cracking, while using high penetration with softening point and high temperature of road surface often causes plastic flow. One of the alternative to handle it by giving natural rubber into asphalt, to improve its phycical properties and qualities. Therefore it is beneficial to use natural rubber, not only because Indonesia is one of the biggest natural rubber production, but also improving natural rubber consumtion. In this research, the natural rubber used as additive substance are latex, sticky latex and Rubber Sir 20, the natural rubber resulted from domestic plantation, which has gond quality and relatively cheap for road. Laboratory test at Reseach and Development Centre for Road Infrastruc ture only limited to physical properties of hard asphalt penetration 60 by adding various rubber contents 1 – 5% of asphalt weight. Increasing small amount of natural rubber into asphalt penetration 60 is able to improve its physical properties by decreasing pene tration and softening point increasing. This is the fact that rubber asphalt is more resistance to high temperature, however, ductility value is not change means asphalt has high elastic properties
