Abstract

Early damage of pavement occurs when one of the factors does not meet specified requirements. Factors that cause pavement damage are quantity and quality of asphalt, numbers of passing in compaction, mixing and compaction temperature, etc. Therefore, research on pavement damage factors is required as early pavement damage occurred in many locations. The paper deals with the laboratory research results and the result of road improvement in several locations where early pavement damage occurred (less than a year). Research result shows that the causes of pavement damage are the lack of asphalt content (3.5 – 5.3%) and inadequate compaction so that asphalt easily hardened (penetration value of asphalt 20) as a result of high void content and low asphalt content. Laboratory research indicated that when mix temperature is lower than temperature of viscosity 270 ± 20cSt and low asphalt mix temperature will influence asphalt mix performance such as voids between aggregates are bigger, voids filled with asphalt are low. Abstract

Intersection is the potential point of traffic conflict because of the growth and the mixing of traffic. The existence of conflict data collection will help to identify the cause of the accident at intersection. One of the effort that has been done in order to improve the road safety is: Full scale implementation of road safety feature at Gatot Subroto – Gedung Empat Intersection, Kota Cimahi. The implementation done based on conflict data on the location. The activities are: the making of traffic island, angkot lane, priority sign, stop sign, the improvement of shoulder and facilities for pedestrians. To analyze the effectivess of handling, before-after method was used. In this pape, 5 (five) types of coflicts on 8 points (T1, T2, T3, T4, T5, T6, T7, andT8) were identified.The result showed that after handling, there were significant conflict reductions at points T1, T2, T6, T7, and T8. But there were no conflict reductions after handling at points T3, T4, and T5. After handling, generally there were reduction of total traffic conflict at Gatot Subroto – Gedung Empat Intersection by142,2 conflicts/1000 vehicles to 82,07 conflicts/1000 vehicles. Abstract

Development of urban traffic volume has reached 15% per year. Transportation is a mayor cause of air pollution, 70% of air pollution is generated from vehicle exhausts. Air pollution parameters from motor vehicles such as carbon monox ide (CO), Nitrogen oxide (NOX), Methane (CH4), Non Methane (NonCH 4), Sulfur dioxide (SOx) and Paticulate (SPM 10) contribute heavily to global warming. Monitoring result of air pollution in urban roads such as Surakarta, Yogyakarta, Semarang, Surabaya, Denpasar (Bali), and Serang (Banten), and other cities passed by North Coast Road links showed that the air quality in this area nearly the limit line or standard air quality ambient especially Nitrogen oxide (NOx), suspended particulate matter (SPM10) and hydrocarbon (HC). The range of air quality ambient for CH 4 : 1,0 – 1,97 ppm, NonCH4 : 1,5 – 3,78 ppm, NOx: 0,06 – 0,490 ppm, SOx: 0,001 – 0,276 ppm, CO : 0,01 -11,53 ppm and particulate (SPM 10): 6,0 – 260 ug/m3. According to Ministerial decree of Environment no. 45/1997. monitoring result with air pollution index (ISPU) showed that the condition was categorized “moderate” which mean the air quality will not affect on human health or animals, but can damage plants and aesthetics-value. Some correctives and measures to minimize air pollution are as follow : a.Consideration and application policy with environment regulations become important steps to the whole cycle road-projects. b.Social participation in environmen tal management as vehicle owners,road user and community of road environment. c. utilization of and environmental fuel and vehicles. d. Abstract

The biggest deposit of Asbuton (natural asphalt from Buton island) located in Lawele Region, it is called As buton Lawele, which has deposit about 100.000.000 tons. Compared to Asbuton Kabungka (the raw material of Granular Asbuton BGA which has met Special Specification of Hot Mix Asbuton). Asbuton Lawele relatively has higher bitumen content, higher light oil content, and higher bitumen penetration value. It has 30% bitumen content, 7% light oil content, and bitumen penetration value of 180 dmm. As Asbuton Lawele has special characteristic, there could be a special specification in order to use it for hot mix asphalt pavement. For that reason, based on the result of laboratory study, in this paper the Specification of Hot Mix Asbuton Lawele is proposed and with the reasons. Based on laboratory study, it is found that Hot Mix Asbuton Lawele hasrelatively similar characteristic with Hot Mix Asphalt Oil Pen 60/70, except the higher value of its Marshall Stability and Dynamic Stability. Hot Mix Asbuton Lawele has Marshal Stability value of 1030 kg, and Dynamic Stability of 3500 passing/mm. Whereas, Hot Mix Asphalt Pen 60/70 has Marshall Stability value of 930 kg, and Dynamic Stability of 1432 passing/mm. Keyword: Road pavement, Hot mix asphalt, Asbuton Lawele

Abstract

Indonesia has imported asphalt from other countries to meet the need for road construction and annual maintenance. Meanwhile in Buton Island, Southeast Sulawesi Province, there is natural asphalt known as asbuton that has been produced since 1926. Asbuton was produced in convensional granular asbuton with maximum granular size of 12.5 mm since 1987. In that case, pavement performance using convensional granular asbuton was unsatisfactory, its production was practically ceased in 1987. In the early 1990 granular asbuton has been reproduced in a smaller granular size, packed in the water proved plastic bagit was used either in the hot or cold asphalt mixes. This paper describes the laboratory research result on the properties of granular asbuton for hot mix in terms of the function of granular asbuton in the mixture. The failure of asphalt mix specimen with granular asbuton using Marshall test, the analysis of aggregate gradation resulted from granular asbuton addition in the mixture, material loosing by Cantabrian Method were also xamined. The experiments show that the bitumen in granular asbuton is difficult to separat e from its mineral so it cannot coat and bind the aggregates. The solubility experiment of granular asbuton using kerosene heated 90oC for one hour, only about 55% of bitumen was dissolved. Therefore, asbuton bitumen is functionally ineffective in asphalt mixture as petroleum bitumen. Consequently, it influences the performance of asphalt mix and pavements. It is proved that the bitumi nous mix failure using granular asbuton in marshall test was splitted into two parts. Considering the above result, asbuton extraction granular of asbuton should be developed and will be applied for achieving better performance of asphalt mix and for effective utilization of asbuton. Abstract

Air pollution is mostly caused by motor vehicle in big cities which 70% air pollution is caused by motor vehicle activities, besides fuel and kind of vehicles which have influence on degree of air pollution are condition of topography, meteorogy, and , a chemical relation of each parameter. Results of monitoring air quality at road sides of big cities like Surakarta, Yogyakarta, Semarang, Surabaya, Denpasar (Bali), and Serang (Banten), with cities that through Pantura track, the air quality in some road sides more over and nearly the limit line of standar air quality ambient, as specially for pollutants oxide nitrogen (NOx), suspended particulate matter (SPM10) and hydrocarbon (HC). Evaluation with air pollution of standard index (ISPU) according to environment-regulation (Environmental Ministrial Decree) no. 45/1997. the condition is categorized Medium. When the air quality is no influence to human health or animals, but influence on sensitive-plant and aesthetic-value. Some strategies for air quality control in road-environment : a. Abstract

One of the efforts in improving asphalt quality is intended to prevent deformation on pavement by adding rubber to asphalt. There are two types of rubber i.e. natural and synthetic rubbers. Natural rubber mostly can be found in rubber plantation in Indonesia. Therefore, the effective use of either natural or synthetic rubber can reduce the impact of heavy traffic load on road pavements which is currently occurred in some parts of Indonesia. Natural rubber has commonly been used, however, it is an organic substance that easily oxidized and polymerized by ultraviolet resulting in the reduction of its elasticity. On the other hand, synthetic rubber is less susceptible against oxidation and temperature. This paper describes a research result regarding the influence of addition a natural and synthetic rubber on asphalt quality and the performance of asphalt mix using Marshall test, Modulus resilient using UMATTA, dynamic stability and rate of deformation using Wheel Tracking Machine. The result showed that the addition of synthetic rubber to asphalt resulted in a better properties compared to the addition of natural asphalt especially in its resistance to aging, softening point, dynamic stability and rate of deformation. Abstract

Bobonaro clay spreading along national road in Timor Island at East Nusa Tenggara has high plasticity and contains Montmorillonite. It is potential to swell and shrinkage on rainy and dry season. On saturated condition, shear strength included bearing capacity Bobonaro clay will decrease significantly, and will not able to support design load. The damage that happenned to asphalt pavement such as longitudinal cracks, surface deformation, and subsidance at national road between Kupang-Atambua is predicted caused by the characteristic of Bobonaro clay. Abstract

Overload offences have not been a problem if developing countries. Various countries as well, even in the USA. However, the solutions taken have not considered the background of overload offences but tended to be pragmatic and neglected the main problem. The paper is a preliminary study of overload offences taken from some countries experiences. Study reveals that the solution has been focused on infrastructure providers side rather than dealing with the problem comprehensively. Abstract

The developing infrastructure sectors are increased as a result that there have been increasingly demands for the use of Standard Materials and influenced the increasing construction costs and has been predicted to increase still future. The use of Sub-standard Materials to replace the Occurrence of Standard Materials is now being strongly recommended as a solution however there is Any Test Guides do not deal appropriate to them due to indicate the different results due to an experiencing behaviour of the actual field performance. The use of sub-standard materials are being encouraged due to the regulation on maintaining the environmental balance, so therefore, the use of suitable standard materials have been limited. Further, the uses of sub-standard materials (local materials) have been also urged by the government body or any country, who are aware and responsible to the damages or changes of the environmental balance caused by land contaminations however may commonly susceptible to changes on their characteristic either in chemically or physically as a result of reacting processes when they contact with other mineral substances, such as water and air. The ‘unburnt spoils’ (minestone) as sub-standard materials are most found rather ‘burnt spoils’ and can be used as material contractions such as ‘fill materials’, ‘road base’ and ‘sub-base’ of materials in road constructions after the following recommendations, such as removing or protecting and treating the spoil dump heap to prevent the ground water pollutions, upgrading using thermal treatment towards basic materials for producing the quality of construction materials, investigating the occurrences of the potential leachability and economic calculations to get a brief overview of the Costs of Mineral Product (COMP) when used as material constructions.
