Abstract

The Supervision of Sectoral Minimum Wage in South Sumatra Province is an activity aimed at ensuring that every employer and company in South Sumatra Province, in providing wages to workers, does not deviate from the Sectoral Minimum Wage set by the Governor of South Sumatra Province. In practice, there are often deviations from the Minimum Wage for Workers in palm oil plantation companies. One of the issues is the lack of supervision over wages that do not comply with the provisions of the South Sumatra Provincial Sectoral Minimum Wage, which has been established. Some companies fail to pay overtime according to the Sectoral Minimum Wage for workers who work more than 8 hours a day. There is also a lack of strict penalties for companies that do not comply with the legal provisions on Minimum Sectoral Wage determination, and a lack of awareness among companies about the importance of the South Sumatra Provincial Sectoral Minimum Wage. Furthermore, there is insufficient information and socialization provided by the South Sumatra Provincial Manpower Office to companies regarding the minimum wage system for labor and the standards set by companies for their employees. The purpose of this research is to analyze the Implementation of Supervision of the Sectoral Minimum Wage for Palm Oil Plantation in South Sumatra Province. The results revealed that some aspects have been implemented effectively, while others have not, such as setting the measurement and standards, which oblige companies to establish the Sectoral Minimum Wage for Palm Oil Plantation in South Sumatra Province, amounting to 3,404,177 as of February 3, 2022, following the provisions of Law No. 11 of 2021.

Abstract

The South Sumatra Provincial Revenue Agency is a local agency specifically tasked with managing local revenue sources in the government's efforts to collect funds for regional development tasks. One of the taxes with suboptimal revenue collection is the Motor Vehicle Tax, as many taxpayers are not aware of their obligations, resulting in the Motor Vehicle Tax collection not meeting the established target. The problem with motor vehicle tax collection is the frequent miscalculations made by taxpayers when purchasing vehicles. Taxpayers are also unaware of the rules concerning regular payments of the Motor Vehicle Tax when they sell motor vehicles. Consequently, when it comes to tax payments, taxpayers are more inclined to wait for the tax exemption process, hoping to avoid fines for late payment of their vehicle taxes. The purpose of this research is to evaluate changes in the Vehicle Tax collection target at the South Sumatra Provincial Revenue Agency. Based on the research results, the evaluation of the implementation of the Regional Revenue and Expenditure Budget (RKA SKPD) documents in the Musi Banyuasin Regency, considering the contextual aspect, is considered to be good as it meets the intended goals and has clear implementation objectives. However, in terms of input, it is known that there are limitations due to the lack of supporting infrastructure for the preparation and implementation of RKA documents. In terms of the process, there are challenges, including frequent network issues in inputting RKA into the budget application, and discrepancies in the schedule of public deliberations (musrenbang), which often lead to delays in preparing budget documents. As for the product aspect, it is known that the Work Plan documents at the Musi Banyuasin Regency Planning and Development Agency are available as a reference and guide for development implementation.

Abstract

Implementation of District Integrated Administration (PATEN) is defined as sub-district activities in providing public services, where the procedures for submitting applications and controlling documents take place at one counter or service point. ) covers the licensing sector, in this case business permits, as well as house building services and non-licensing services, in this case for example making succession certificates. The existence of the District Integrated Administration Administration (PATEN) program can facilitate heir deed services for the community, showing enthusiasm from the community. The inheritance deed service is first carried out at the village/district office by bringing complete documents and certain conditions, and a court order is not used for implementation. The aim of this research is to analyze the implementation of historical heritage protection in Plaju sub-district, Palembang city. The problems identified are: Many people do not understand the meaning and completeness of the requirements for making a succession certificate through the District Integrated Administration Program (PATEN) AND the time required to take care of succession matters is quite long. The data analysis technique used in this research is a qualitative data analysis technique. This research shows that: overall the implementation of historical heritage conservation in the Plaju Palembang area is going well

Abstract

This study entitled "Analysis of Quality of Integrated Administrative Services in Plaju District, Palembang City". This study aims to determine the quality of integrated administrative services in Plaju District, Palembang City. The method used is qualitative with data collection techniques namely interviews, documentation, and observation. This study uses Zeithaml's theory regarding the service quality model. The results of this study indicate that 1) Tangibles, Buildings, Office rooms and facilities, Personnel and uniforms have been implemented properly. 2) Reliability, consisting of: Service competence and professionalism have been well implemented. 3) Responsiveness, accessibility or ease of getting services has been implemented properly. 4) Assurance, assurance that the problems faced by the community can be resolved or their needs can be fulfilled has not been implemented properly. 5) Empathy, attention or compassion for the interests/problems faced by the community, has been implemented properly. This problem was found from the results of analysis of document data, results of interviews with stakeholders and the public.

Abstract

The effectiveness of implementing the General Procurement Information System (SiRUP) at the Regional Personnel Agency of South Sumatra Province is evaluated in this study. SiRUP serves as a means to carry out bureaucratic reforms in the procurement of goods and services (PBJ) by utilizing information technology. This implementation is in line with the government's commitment to implement e-Government and achieve Good Corporate Governance (GCG) principles.Through the electronically-based SiRUP application, PBJ processes are claimed to be faster, more accurate, transparent, and accountable. The General Procurement Plan is prepared and established within the SiRUP application. It provides information to the general public as a form of procurement transparency and also informs potential providers in a timely manner, allowing them to participate and compete in meeting government needs. The procurement process begins with needs planning, followed by the Regional Personnel Agency developing and finalizing the General Procurement Plan, and publicly announcing it on the designated website. Theee objective of this researchoh is to assess and understand the extent of the effectiveness of implementing the General Procurement Information System at the Regional Personnel Agency of South Sumatra Province. Additionally, the researchho aims to determine the influenceoe of Good Governance on the performance of procurement of goods and services. The research methodology employed in this study is a quantitative descriptive method. Based on the data analysis, it is found that the implementation of the SiRUP application has a positive and significant impact on the performance of procurement of goods and services.

Abstract

The village musrenbang in Duku Subdistrict, Ilir Timur Tiga District, Palembang is carried out by a team of village musrenbang organizers who have been formed or previously determined by the lurah, and the participants consist of community components (individuals or groups) residing in Duku Village, such as; RT/RW heads, hamlet/environment heads, Community Empowerment Institutions (LPM), customary leaders, community organizations, school committees, farmer/fisherman groups, and others. Representatives from the participants described the main problems encountered and formulated them to serve as priorities for development activity plans in Duku Subdistrict, Ilir Timur Tiga District, Palembang. In the village musrenbang in Duku Subdistrict, Ilir Timur Tiga District, Palembang, the lurah and the chairman and members of the Village Consultative Body (BPD) acted only as resource persons explaining the priority programs/activities listed in the village's Medium Term Development Plan (RPJM). The purpose of this study was to analyze the implementation of the Development Planning Conference in Duku Village, Ilir Timur Tiga Palembang District in 2022. The problem in the research is that there are still many proposed activities that have not been realized and that community participation in Musrenbang activities has not been optimal. The data analysis technique used in this study is a qualitative data analysis technique.This research shows that: overall the implementation of the Development Planning Meeting in Duku Village, Ilir Timur Tiga District, Palembang has been running as it should. Even though there are still obstacles in its implementation, namely there are still many proposed activities that have not been realized and not yet optimal community participation in Musrenbang activities.

Abstract

South Sumatra Province has a forest area of ​​3,489,350.37 Ha. While the area of ​​non-forest area is 3,393,469.56 Ha and the area for LP2B is 2,443,324.09 Ha. Every Right Holder, Holder of Management Right, and Holder of Basic Tenure Over Land is obliged to seek, use, utilize, and/or maintain the land that is owned or controlled must have a social function, this is in accordance with the policy formulation of Government Regulation of the Republic of Indonesia Number 20 of 2021 concerning Management of Abandoned Areas and Land which is carried out as land management. The purpose of this study was to analyze the implementation of policies for controlling abandoned areas and lands in the province of South Sumatra. The problem in this research is that there are still lands that are in dispute and there are still many areas that are indicated to be abandoned. The data analysis technique used in this study is a qualitative data analysis technique.This research shows that: overall the Implementation of the Policy for Controlling Abandoned Areas and Land in South Sumatra Province has been carried out properly, although in its implementation there are still obstacles/obstacles such as there are still lands that are in dispute and there are still many areas that are indicated to be abandoned.

Abstract

Efektivitas kinerja pegawai dalam tata kelola pemerintahan yang baik (Good Governance) merupakan praktek penyelenggaraan pegawai pemerintahan dalam rangka memberikan pelayanan kepada masyarakat secara baik dan benar agar bisa menghasilkan kinerja pegawai yang efektif dan efisien. Kinerja pegawai dalam tata kelola pemerintahan yang baik, dimana pegawai di Kelurahan Talang Jambe belum melaksanakan pekerjaannya yang dikatakan efektif karena hasil pekerjaan dan pencapaian kinerja yang belum maksimal. Penelitian ini bertujuan untuk untuk mengetahui Efektivitas kinerja pegawai dalam tata kelola pemerintahan yang baik di Kelurahan Talang Jambe Kecamatan Sukarami Kota Palembang. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Berdasarkan hasil penelitian dengan menggunakan Teori Efektivitas Menurut Saleh (2010), yang terdiri dari empat dimensi yaitu adaptasi (adaptability), konsistensi (consistency), keterlibatan (involvement) dan misi (mission) maka ditemukan dan disimpulkan telah menunjukkan hasil telah berjalan secara efektif secara efisien dan ada indikator yang belum berjalan secara efektif salah satunya diantaranya pegawai pemerintahan telah memberikan pelayanan secara cepat yang berfokus pada masyarakat sesuai yang dibutuhkan oleh masyarakat saat datang ke Kantor Lurah Talang Jambe walaupun mungkin memang belum bisa membuat masyarakat puas dikarenakan terbatasnya sumber daya manusia atau pegawai yang menyebabkan pelayanan menjadi kurang optimal. Namun Kelurahan Talang Jambe telah memberikan kemudahan untuk mengiirm dokumen dengan mudah dan praktis yang dapat diakses langsung oleh masyarakat melalui jaringan internet dan website Kelurahan Talang Jambe dan prosedur dirancang saat ini dapat dilakukan dengan mudah dan tidak berbelit-belit lagi tidak akan menyulitkan masyarakat tanpa dipungut biaya layanann apapun biaya dan akan terus dilakukan pegawasan akan dilakukan setiap harinya agar tidak ada lagi pungutan liar yang terjadi di Kelurahan Talang Jambe.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis kualitas pelayanan publik dalam pembuatan akta kematian di Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kota Palembang, khususnya pada masa pandemi Covid-19 ketika pelayanan dilakukan secara daring melalui aplikasi WhatsApp. Penelitian ini menggunakan pendekatan deskriptif dengan metode campuran kualitatif dan kuantitatif. Data diperoleh melalui wawancara, observasi, studi literatur, serta analisis dokumen dan data statistik. Analisis kualitas pelayanan mengacu pada lima dimensi model SERVQUAL menurut Parasuraman dkk., yaitu: tangibles, reliability, responsiveness, assurance, dan empathy.Hasil penelitian menunjukkan bahwa kualitas pelayanan pembuatan akta kematian di Disdukcapil Kota Palembang secara umum berada pada kategori baik di seluruh dimensi. Fasilitas fisik, kesiapan personil, kompetensi dan profesionalisme petugas, kecepatan dan ketepatan pelayanan, aksesibilitas, daya tanggap terhadap aspirasi dan kebutuhan masyarakat, jaminan penyelesaian masalah, keamanan dan kerahasiaan data, serta sikap sopan, ramah, dan empatik dari petugas dinilai memadai oleh masyarakat pengguna layanan. Penerapan layanan daring selama pandemi juga berjalan efektif tanpa mengurangi mutu pelayanan. Disdukcapil Palembang telah membentuk Unit Pelaksana Teknis (UPT) di sembilan kecamatan untuk memperluas jangkauan dan meningkatkan responsivitas pelayanan. Penelitian ini menyimpulkan bahwa keberhasilan pelayanan publik sangat bergantung pada kualitas sumber daya manusia, ketersediaan sarana prasarana, serta manajemen komplain yang responsif. Temuan ini diharapkan dapat menjadi dasar evaluasi dan perbaikan berkelanjutan dalam penyelenggaraan pelayanan publik, khususnya di bidang administrasi kependudukan.
