INTERNAL (Information System Journal) is a scientific journal published by the Information Systems Study Program, Masoem University. This journal is a forum for publication of scientific papers in the form of writings by academics, researchers and practitioners on pure and applied research in the fields of information systems, informatics engineering and computer engineering. INTERNAL is published twice a year, namely in June and December. This journal has been accredited by SINTA 4. In 2021, INTERNAL (Information System Journal) will be merged and recorded in the Masoem University journal. In addition, DOI Prefix 10.32627 which was originally used by STKOM Al Masoem was later changed by the DOI is affiliation to become Masoem University. The journal at STKOM Al Masoem has changed its form to a journal at Masoem University.

Abstract

The Quality Assurance Institute (QAI) is vital for improving higher education quality. To support its functions, strategic Information System (IS) planning is essential. This research aims to develop an IS strategic plan for Ma'soem University's QAI, using the Ward and Peppard method. This qualitative case study comprehensively analyzes the university's business and IS/IT environments, utilizing tools like PESTEL, SWOT, and others. The research results show that indicate Ma'soem University's QAI requires integrated IS/IT to optimize the PPEPP quality cycle and support decision-making. Challenges include fragmented data and manual processes. The proposed IS/IT strategy focuses on PPEPP effectiveness, integrated platforms, and sound IS/IT governance. The application portfolio includes a strategic e-SPMI system, quality analytics, and stakeholder collaboration. This planning is expected to enhance the QAI's efficiency, transparency, and accountability, thereby supporting the university's vision.

Abstract

The issue of lesbian, gay, bisexual, and transgender in Indonesia remain largely taboo and often provoke various public reactions, particularly on social media platforms. This phenomenon highlights the need to map public opinion through sentiment analysis. This study aims to compare the performance of three Indonesian-language transformer models IndoBERT, IndoRoBERTa, and NusaBERT in analyzing sentiment related to LGBT issues on platform X. The research methodology follows the Cross Industry Standard Process for Data Mining approach. Testing was conducted using 6,000 preprocessed and automatically labeled data points, showing that the IndoBERT model achieved the best performance with an accuracy of 90.50% and an F1-score of 56.88%. This best-performing model was then used to classify 12,804 tweets, revealing that 92.80% expressed negative sentiment, 6.71% neutral, and only 0.49% positive. These findings confirm that negative public perceptions of LGBT issues remain highly dominant in Indonesia’s digital space.

Abstract

The Bill of Quantity (RAB) is an essential document in the execution of construction projects, functioning to detail all cost requirements. This study aims to design and implement a web-based RAB information system at CV. Widjaya Sido Dadi. The main issue faced by the company is that the RAB preparation process is still carried out manually, making it prone to calculation errors and time-consuming. The development method used is Agile with an iterative approach, which allows the system to be developed gradually according to user needs. The system is built using PHP as the programming language and MySQL as the database, and it is designed using the Unified Modeling Language (UML) approach. The test results show that the system improves operational efficiency, speeds up the budgeting process, and minimizes errors in project cost calculations. With the implementation of this system, the company is expected to find it easier to prepare the RAB.

Abstract

The rapid development of digital technology has transformed how BRILink agents provide services and implement marketing strategies. This study designs a dashboard prototype to evaluate customer service performance, including transfer and cash withdrawal transactions, and to support data-driven decision-making. The research applies a design-based methodology, with data collected through surveys, interviews, and user needs analysis. The dashboard prototype, developed using Figma, presents service indicators, transaction metrics, and digital marketing performance in real-time through interactive visualizations. The evaluation results indicate that the dashboard facilitates monitoring service quality and supports more accurate digital marketing strategic planning. This research contributes to the development of digital tools aimed at enhancing service performance and marketing effectiveness for BRILink agents by integrating key metrics such as Conversion Rate, Customer Satisfaction Index (CSI), and Average Transaction Value (ATV).

Abstract

The digitalization of business processes has become an urgent need for Micro, Small, and Medium Enterprises (MSMEs) in Indonesia. However, technology implementation at the MSME level still faces limitations related to infrastructure, cost, and digital literacy. This research develops an on-premise (Windows-based) sales and purchase information system at Ibu Siti's Store in Cicalengka as a pragmatic solution to connectivity and reliability constraints. The system was designed using the Agile methodology, enabling iterative and adaptive development tailored to user needs. The on-premise platform was selected to support offline operations, integration with local cashier hardware, low implementation costs, and high stability within a small business environment. The system is equipped with role-based access control, automated database backups, and features for transaction and inventory reporting. Test results indicate an improvement in transaction efficiency and data accuracy. This research also outlines future development opportunities, including barcode scanner integration, minimum stock notifications, and cloud synchronization, to align with the trend toward smarter, more connected MSME digitalization.

Abstract

The utilization of information technology (IT) in hospitals plays a strategic role in improving healthcare service quality, operational efficiency, and managerial decision-making. Along with the increasing dependence on information systems, effective IT governance is required to ensure alignment with organizational objectives and proper risk management. This study aims to measure the maturity level of information system governance at dr. Slamet General Hospital, Garut, using the COBIT 4.1 framework. This research employs a descriptive quantitative approach. Data were collected through observations, interviews, documentation studies, and questionnaires developed based on the COBIT 4.1 domains and processes, namely Plan and Organise (PO), Acquire and Implement (AI), Deliver and Support (DS), and Monitor and Evaluate (ME). The results indicate that the overall maturity level of information system governance at dr. Slamet General Hospital is 2.59, which corresponds to Level 2 (Repeatable but Intuitive). The Deliver and Support (DS) domain achieved the highest maturity level, while the Monitor and Evaluate (ME) domain showed the lowest level. These findings reveal a gap between the current condition of IT governance and the expected maturity level. Therefore, continuous improvement in information system governance is necessary through the establishment of formal policies, process standardization, and the implementation of regular monitoring and evaluation mechanisms to effectively support the hospital’s strategic objectives.

Abstract

The utilization of information systems and information technology (IS/IT) has become a strategic factor in improving the quality of educational services and graduate outcomes in vocational education institutions. SMK Negeri 1 Cimahi, as a competency-based educational institution with a strong focus on IT, requires an information system strategic planning that is aligned with the organization’s business strategy in order to produce graduates who are competent and competitive in the labor market and industry. This study aimed to develop an information system strategic planning framework to improve graduate quality using the IT Balanced Scorecard as a measurement tool. The research employed a case study method with a descriptive qualitative approach, involving literature review, document analysis, observation of business processes, and strategic analysis using SWOT, value chain analysis, critical success factors, and the IT Balanced Scorecard. The results showed that the information system strategic planning produced ten priority IS strategies, which were grouped into two main focuses: IT service development and IT optimization. These findings indicate that improving graduate quality can be more effectively achieved through strengthening IS services that directly support the educational process. The output of this study is a blueprint for information system strategic planning that can serve as a reference for sustainable IS/IT development in vocational education institutions.

Abstract

The management of inventory and the dissemination of information related to e-Government applications within the Garut Regency Government are still carried out conventionally, which impacts low internal efficiency and a lack of transparency to the public. Therefore, this study focuses on the design and development of a Web-Based Digital Catalog Information System for Applications to serve as a centralized information platform solution. The methodology adopted for system development is the System Development Life Cycle (SDLC) Waterfall model, with code implementation utilizing the Laravel Framework and MySQL Database. The resulting system successfully integrates essential features, including Data Management (CRUD) capabilities for the administrator, as well as Search and Category Filtering functions accessible to the public. Functional verification of the system was performed through Black Box Testing, which demonstrated a 100% validation rate for the core functionalities. This system is proven effective in supporting the increase of internal operational efficiency within the Garut Regency Government and simplifying public access to application inventory information.

Abstract

This study aims to explore the application of Artificial Intelligence (AI), deep learning technologies, and machine learning approaches for optimizing sustainable agricultural production, particularly in agricultural price forecasting. Using a Systematic Literature Review approach, this research collects and analyzes literature indexed in Scispace, Google Scholar, DOAJ, and Scopus published between 2014 and 2024. The findings indicate that AI, deep learning, Support Vector Machine (SVM), and Relevance Vector Machine (RVM) technologies hold significant potential in improving operational efficiency, food security, and forecasting accuracy in the agricultural sector. These technologies can support various aspects of agriculture, including agricultural price forecasting, crop yield prediction, plant disease detection, and more efficient natural resource management. However, the implementation of these technologies still faces several significant challenges, such as inconsistent data quality, high implementation costs, ethical issues related to data usage, and infrastructure limitations in rural areas. This study concludes that while these technologies offer considerable potential, their successful implementation depends heavily on addressing these challenges and developing policies that support the sustainable adoption of technology in the agricultural sector.

Abstract

Internship attendance is one of the most important aspects of the administrative process in government agencies. The manual attendance recording process often causes various problems, such as recording errors and delays in data recapitulation. This study aims to design and build a website-based internship attendance information system at the Garut Regency Department of Industry, Trade, Energy, and Mineral Resources (DISPERINDAG ESDM). The system was developed using the CodeIgniter 3 framework with a Model-View-Controller (MVC) architecture and a MySQL database. Data collection methods were carried out through observation, interviews, and documentation, while the system development method used the Prototype method that involved users in the process of evaluating and refining the system. The implementation results showed that the website-based internship attendance system was able to accelerate the attendance recording process, reduce data input errors, and produce more accurate and user-friendly information. Thus, the system developed can improve the effectiveness and efficiency of internship administration management in government agencies.
