Abstract

This study aims to analyze the quality of public services at the Tirta Berkah Regional Public Company of Drinking Water (PERUMDAM) Labuan Branch, as well as identify obstacles and efforts made by the company in improving the quality of service to the community. The research method used is a qualitative approach with data collection techniques through observation, interviews, and documentation. Data analysis is carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study show that the quality of public services at PERUMDAM Tirta Berkah Labuan Branch has not been fully optimal. Of the five public service indicators used as a reference—tangible evidence, reliability, responsiveness, assurance, and empathy—the empathy indicators still show weaknesses, especially in the responsiveness of officers to customer problems. The main problem faced by customers is water distribution disruptions such as dead water and turbid water that has not been completely resolved. In addition, there have been no significant steps from the company to suppress these complaints. Thus, improving the competence of officers and evaluating the water distribution system is an urgent need to improve the quality of public services in a sustainable manner.

Abstract

This study aims to evaluate the comparison of the implementation of simultaneous village head elections in Pandeglang Regency, focusing on two villages, namely Tegalwangi Village, Menes District and Tegal Cikedal Village, Pandeglang Regency. This study examines the extent of effectiveness, community participation, as well as driving and inhibiting factors in the village head election process in the two regions. The study uses William N. Dunn's evaluation theory as an analytical framework, with a qualitative descriptive method. Data was collected through interviews, observations, and documentation of ten key informants directly involved in the implementation of the village head election. Data analysis was carried out using the Miles and Huberman interactive model which included data reduction, data presentation, and conclusion drawn. The results of the study show that the implementation of simultaneous village head elections in Pandeglang Regency is generally going well and democratically, reflected in the increase in community participation and acceptance of the election results. However, it was found that there are potential obstacles such as the practice of black campaigns that still occur in several village head candidates. Therefore, it is necessary to increase supervision and enforcement of rules to ensure that the implementation of the next village head election runs more transparently, honestly, and with integrity.

Abstract

Indonesia's heavy reliance on fossil fuels, particularly coal which accounts for over 62 percent of national electricity generation, renders energy transition an urgent priority within the framework of global climate commitments. This study aims to analyze the mechanism and implementation of JETP in supporting Indonesia's energy transition, evaluate its contribution to SDG 13 achievement, and identify factors influencing its effectiveness during the 2022–2025 period. Employing a qualitative literature review method with thematic analysis of ten relevant scientific sources, this study finds that JETP with a financing commitment of USD 20 billion makes significant contributions through five strategic investment areas driving decarbonization of the power sector. Nevertheless, the dominance of loan-based financing, with grants comprising only 1.37 percent of total funds, risks creating new fiscal burdens and deepening Indonesia's technological dependency on developed nations. JETP's effectiveness in accelerating SDG 13 achievement is further constrained by regulatory inconsistencies, resistance from fossil fuel industry stakeholders, and limited adaptive governance capacity. This study concludes that structural reforms in financing architecture and strengthened inclusive governance are absolute prerequisites for JETP to genuinely realize a just and sustainable energy transition in Indonesia.

Abstract

This study analyzes Indonesia’s economic diplomacy strategy in strengthening the attractiveness of foreign investment in the industrial sector during the 2021–2024 economic recovery. It uses descriptive qualitative document analysis. Data were collected from reports by the Ministry of Investment and Downstreaming/BKPM, the Ministry of Foreign Affairs, international organizations, and scholarly literature. The findings show that economic diplomacy was pursued through multilateral forums, bilateral and regional economic cooperation, investment promotion, and interagency coordination. Realized investment in manufacturing increased from IDR 325.4 trillion in 2021 to IDR 721.3 trillion in 2024, while foreign direct investment reached IDR 900.2 trillion in 2024. Economic diplomacy supported confidence and investment opportunities, but it was not the sole determinant of investment realization. Downstreaming, regulatory certainty, infrastructure, land readiness, and global economic conditions also shaped investment outcomes. The study recommends stronger central-local coordination, post-investment facilitation, and investment diversification toward green and technology-intensive industries. Abstrak Penelitian ini menganalisis strategi diplomasi ekonomi Indonesia dalam meningkatkan daya tarik investasi asing di sektor industri selama pemulihan ekonomi tahun 2021–2024. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus deskriptif dan analisis dokumen. Data diperoleh dari laporan Kementerian Investasi dan Hilirisasi/BKPM, Kementerian Luar Negeri, organisasi internasional, serta literatur ilmiah mutakhir. Hasil penelitian menunjukkan bahwa diplomasi ekonomi dijalankan melalui forum multilateral, kerja sama ekonomi bilateral dan regional, promosi investasi, serta koordinasi antarlembaga. Realisasi investasi industri pengolahan meningkat dari Rp325,4 triliun pada 2021 menjadi Rp721,3 triliun pada 2024, sementara PMA mencapai Rp900,2 triliun pada 2024. Temuan ini menunjukkan bahwa diplomasi ekonomi mendukung pembentukan kepercayaan dan pembukaan peluang investasi, tetapi bukan satu-satunya penentu realisasi investasi. Hilirisasi, kepastian regulasi, infrastruktur, kesiapan lahan, dan kondisi ekonomi global turut menentukan hasilnya. Penelitian merekomendasikan penguatan koordinasi pusat-daerah, fasilitasi pascainvestasi, dan diversifikasi investasi menuju industri hijau serta berteknologi tinggi secara berkelanjutan pada masa depan. Abstract

This study aims to analyze the implementation of the sister city partnership between the City of Semarang and the City of Fuzhou, China, which has continued despite the absence of a Memorandum of Understanding (MoU) as a formal legal basis. The research employs a qualitative method, with data collected through interviews and document analysis. The analysis is conducted using the concepts of paradiplomacy and sister city cooperation.The findings indicate that the implementation of the Semarang–Fuzhou sister city partnership has been successfully realized through various activities in the fields of economy, education, culture, and tourism. In the economic sector, cooperation has been carried out through investment promotion and commodity exports. In the field of education, collaboration has included student exchange programs, teacher exchanges, seminars, and knowledge-sharing activities. Meanwhile, cooperation in culture and tourism has been strengthened through the preservation of Chinese historical heritage and the organization of cultural festivals. The study further reveals that shared historical and cultural backgrounds, along with the support of the local Chinese community, have been important factors contributing to the success of the partnership. Therefore, paradiplomacy can be effectively implemented through concrete collaborative activities even in the absence of a formal framework in the form of an MoU. Abstrak Penelitian ini bertujuan menganalisis implementasi kerja sama sister city antara Kota Semarang dan Kota Fuzhou, Tiongkok, yang tetap berlangsung meskipun belum didukung oleh Memorandum of Understanding (MoU) sebagai dasar hukum formal. Penelitian menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara dan studi dokumentasi. Analisis dilakukan menggunakan konsep paradiplomasi dan sister city. Hasil penelitian menunjukkan bahwa implementasi sister city Semarang–Fuzhou berhasil diwujudkan melalui berbagai kegiatan di bidang ekonomi, pendidikan, budaya, dan pariwisata. Pada bidang ekonomi, kerja sama diwujudkan melalui promosi investasi dan ekspor komoditas. Pada bidang pendidikan, kerja sama dilakukan melalui pertukaran pelajar, pertukaran guru, seminar, dan berbagi pengetahuan. Sementara pada bidang budaya dan pariwisata, kerja sama diperkuat melalui pelestarian warisan sejarah Tionghoa dan penyelenggaraan festival budaya. Temuan penelitian menunjukkan bahwa kesamaan sejarah, budaya, serta dukungan komunitas Tionghoa lokal menjadi faktor penting dalam keberhasilan kerja sama tersebut. Dengan demikian, paradiplomasi dapat berjalan secara efektif melalui implementasi kegiatan konkret meskipun belum memiliki landasan formal berupa MoU.
