Abstract

This study aims to analyze the effectiveness of public services in Tondonggeu Subdistrict, Nambo District, Kendari City, focusing on six main indicators, namely procedures, completion time, service fees, service products, facilities and infrastructure, as well as the competence of service officers. This research employed a descriptive qualitative approach with a case study design. Data were collected through in-depth interviews, direct observation, and documentation, and were analyzed using the interactive model of Miles and Huberman, which includes data reduction, data display, and conclusion drawing. The results indicate that public service delivery in Tondonggeu Subdistrict has generally been quite effective. Service procedures are in line with the established standards, although they are still perceived as complicated. Completion time is relatively on target, though sometimes hindered by unstable internet networks. Service fees are transparent and free of charge, while service products are accurate and legally valid. Facilities and infrastructure are available but remain limited, whereas the competence of service officers is fairly good in terms of ethics and communication but still requires improvement in digital skills

Abstract

This study aims to analyze the use of telemedicine in improving access and quality of health services in remote areas and identify the factors that influence it. The method used is a quantitative approach with descriptive and inferential analysis, including correlation, regression, and paired sample t-test. The main results show that 63.3% of respondents have used telemedicine in the last three months, with a higher level of use among health workers (76.7%) than the public (58.3%). The implementation of telemedicine has been shown to significantly increase access to health services, indicated by an increase in the score from 2.3 to 3.6 (a 56.5% increase) with a significance value (p = 0.001 < 0.05). The most influential factor is perceived usefulness with an average value of 4.1 and a strong correlation (r = 0.68), followed by access to technology with a regression coefficient of 0.42. In addition, service quality has also improved, reflected in an increase in patient satisfaction from 3.1 to 4.0. These findings indicate that telemedicine is effective in improving access to and quality of healthcare services, although it still faces challenges in terms of digital literacy, technological infrastructure, and user trust.

Abstract

This study aims to formulate a sustainable development strategy for tourism and the creative economy based on local wisdom in Kuningan Regency. The region has significant potential supported by natural resources and cultural diversity; however, its development remains constrained by limited funding, low innovation capacity, and suboptimal community participation. This research employs a descriptive qualitative approach using data triangulation techniques, including in-depth interviews, focus group discussions (FGDs), observation, and document analysis. Data were analyzed through thematic coding with the assistance of NVivo software. The findings identify four key strategic factors: (1) the integration of local wisdom into tourism products, (2) multi-stakeholder collaboration, (3) the utilization of digital technology, and (4) community-based environmental conservation. These factors collectively shape a holistic and adaptive development model that strengthens regional competitiveness while ensuring sustainability. This study contributes by providing a context-based strategic framework that can be applied to similar regions seeking to develop tourism and creative economy sectors in a sustainable and inclusive manner.

Abstract

The reclaimed coastal area in the Raha Urban Area is a public space developed to support the waterfront city concept; however, its utilization has not been fully optimal. This study aims to evaluate the quality of public space and identify the characteristics of visitor behavior in the area. The research uses a descriptive method with a qualitative and quantitative approach (mixed methods). Data were collected through field observations, documentation, interviews, and questionnaires distributed to visitors as research respondents. Visitor behavior was analyzed using the Behavior Setting method by observing the types of activities, visiting times, and patterns of space use by visitors. Meanwhile, the quality of the public space was evaluated using the Public Space Index (PSI) method which assesses five main aspects: inclusiveness, meaningful activities, comfort, safety, and enjoyment. The results show that the public space is actively used, especially on weekends. However, several issues remain, such as waste management, unorganized street vendors, and limited supporting facilities. The PSI score of 72.04 indicates that the quality of the public space falls into the “fairly good” category, but still requires improvement, particularly in terms of comfort and safety.

Abstract

This study aims to analyze the implementation of the online-based New Student Admission (PPDB) policy at SD Negeri 20 Palembang from the perspective of collaborative governance. The research uses a qualitative approach with a descriptive analytical type. The informant determination technique is carried out using purposive sampling involving the Palembang City Education Office, the school principal, the PPDB committee, and parents of students. Data collection is conducted through in-depth interviews, observation, and documentation. The data analysis technique uses the Miles and Huberman interactive model, which includes data reduction, data presentation, and drawing conclusions. The validity of the data is tested through source triangulation and method triangulation. The research results indicate that the implementation of the PPDB policy at SD Negeri 20 Palembang has not been running optimally, although administratively it has complied with the applicable regulations. The success of digital-based education policies is influenced by technological readiness, regulations, society, and collaborative governance. The study is still limited to one elementary school and focuses more on collaborative governance, so the socio-economic aspects and the evaluation of the digital PPDB system have not been thoroughly examined. Future research is recommended to involve more schools, use mixed methods, and examine digital transformation and the quality of education services. This study also recommends increasing policy socialization, digital literacy, technology access, and collaboration between the government, schools, and the community.

Abstract

This study analyzes the vitality of Bima language among migrant communities in Balikpapan City through examining language shift and maintenance factors. Employing a qualitative descriptive approach, data were collected through participatory observation, in-depth interviews, and documentation of the Bima community in RT 09, Sepinggan Raya Sub-district. Data analysis used the interactive analysis model of Miles and Huberman encompassing data reduction, data display, and conclusion drawing/verification. Research findings identified 17 data comprising 6 language shift data (immigration, economic, and education factors) and 11 language maintenance data (family, social interaction, communication intensity, activities, and desire factors). Results indicate that despite language shift occurring in formal domains (35.3%), language maintenance is more dominant (64.7%), particularly in family and intra-ethnic social domains. The geographical concentration of the Bima community (80%) creates a linguistic enclave supporting language vitality. This study concludes that Bima language demonstrates strong linguistic resilience through intergenerational transmission and language loyalty, though requiring systematic intervention for long-term sustainability as a manifestation of local cultural existence. As a recommendation, synergy is needed among families, communities, educational institutions, and local governments through the integration of Bima language into local curriculum content, digital-based language documentation, and the strengthening of community organizations to ensure language transmission to future generations

Abstract

Industrial conflicts remain a challenge in labor relations in Indonesia and require effective preventive mechanisms. Bipartite institutions are designed as forums for communication between employers and workers to prevent industrial disputes at the company level; however, their effectiveness in practice remains questionable. This study aims to analyze the role and effectiveness of Bipartite Institutions as a mechanism for preventing industrial conflicts and to identify the factors that influence their performance. The study employs a legal-empirical approach using qualitative methods. Data were collected through in-depth interviews with Bipartite Institution officials, company management, labor union representatives, and officials from the Department of Labor, supplemented by an analysis of relevant regulations and documents. The data analysis technique used is descriptive-analytical qualitative data analysis. The research findings indicate that the Bipartite Institution has not yet functioned optimally as an instrument for preventing industrial conflicts. Major constraints include weak management commitment, low capacity of the board members, minimal government oversight, and an imbalance in the relationship of interests that renders bipartite dialogue merely a formality. However, companies that consistently activate the Bipartite Institution tend to have lower levels of disputes. This study underscores the importance of strengthening the institutional framework and capacity of Bipartite Institutions to foster more harmonious and equitable industrial relations

Abstract

Ketak handicraft is one of the leading creative industry sectors in West Nusa Tenggara Province that contributes to the local economy, yet it still faces challenges related to limited managerial capacity and technological adaptation of craftsmen. This study aims to analyze the effect of financial literacy and digital skills on the human resource performance of ketak craftsmen, with competitive advantage as a mediating variable. This research employs an explanatory quantitative approach by collecting data through questionnaires from 50 ketak craftsmen in Beleka Village, Central Lombok Regency, using purposive sampling. Data analysis was conducted using Partial Least Square (PLS-SEM) with SmartPLS 4.0. The results indicate that financial literacy and digital skills have a positive and significant effect on HR performance. Furthermore, competitive advantage significantly mediates the relationship between financial literacy, digital skills, and HR performance. These findings highlight that improving craftsmen’s performance depends not only on technical production skills but also on financial management capabilities and digital technology utilization to create market competitiveness. The limitation of this study lies in the limited sample size and its focus only on ketak artisans in Beleka Village. The recommendation of this study is the need for financial literacy and digital skills training for ketak artisans to improve competitiveness and human resource performance.
