Abstract

Potatoes are a vital horticultural commodity in Indonesia, serving as an alternative staple food and an industrial raw material. However, potato farming in Sumber Brantas Village, Bumiaji District, Batu City faces inefficiencies due to excessive use of inputs, such as seeds and fertilizers, and financial constraints arising from rising input costs. This study aims to evaluate the efficiency and optimization of production inputs in potato farming to enhance productivity and sustainability. A quantitative research approach was employed, with data collected from 50 potato farmers through interviews and questionnaires. The Cobb-Douglas production function was used to analyze input efficiency, supported by classical assumption tests, including multicollinearity, heteroscedasticity, and normality tests. The findings reveal that land area and seeds are relatively efficient inputs, while fertilizers, pesticides, and labor remain inefficient and underutilized. Further optimization analysis showed that none of the production inputs had achieved optimal levels, indicating overuse in some cases and underutilization in others. These inefficiencies significantly limit production outcomes. The study concludes that targeted interventions are required to optimize resource allocation and improve input management. These insights provide valuable recommendations for farmers and policymakers to enhance agricultural productivity and economic viability in the region, contributing to more sustainable potato farming practices.

Abstract

Notaries serve as custodians of legal certainty, facilitating transactions and agreements in the public sphere. However, circumstances may necessitate the appointment of substitute notaries to ensure continuity of service when a definitive notary is unavailable. This study aims to analyze the legal position and responsibilities of substitute notaries in Indonesia, as stipulated in Law No. 2 of 2014, which amended Law No. 30 of 2004 on Notary Positions. Employing normative legal research methods, this study examines the authority, obligations, and accountability of substitute notaries in drafting deeds and maintaining justice. Findings reveal that substitute notaries, despite not requiring a Master of Notary degree, possess equivalent authority and responsibility as definitive notaries during their tenure. Their duties include ensuring the validity, material truth, and confidentiality of deeds while adhering to professional ethics. This research highlights gaps in qualifications and responsibilities between substitute and definitive notaries, calling for enhanced regulation and training to maintain equitable standards. These findings have implications for legal reforms, aiming to ensure fairness, accountability, and public trust in notary services.

Abstract

The common factors determining Commercial banks’ lending to SMEs are internal and external. This study assessed the combined effect of these two factors that determine the commercial banks’ credit accessibility and SMEs’ growth in Nigeria. Data from 1990 to 2023 were used to evaluate the hypothesis. The outcome demonstrates that the internal factors of commercial banks factors on credit accessibility to SMEs were 0.039110 and statistically significant at the 5% level (p-value = 0.0254). The outcome suggests that internal factors of commercial bank determinants on the availability of credit to SMEs play a significant impact on the expansion of SMEs in Nigeria. At the 5 per cent level, the external influence of commercial banks on SMEs' access to credit was -0.014003 and statistically insignificant (p-value = 0.2757). The results will substantially aid in designing and implementing monetary policy about the cash reserve requirement. It also conveys to SMEs the significance of cash reserve requirements in improving loan accessibility in Nigeria. As a result, the paper recommends that monetary policy be continually improved to favour SMEs because doing so will facilitate their expansion.

Abstract

The availability of professional and trained human resources is the key to the success of a company. However, it is unfortunate when employees who have received a training program actually resign from work. This is what happened in the PLN work environment. The mental readiness factor and the training program are not as expected to be the cause for new employees. This study aims to evaluate the implementation of pre-service learning for new employee candidates of PT PLN (Persero) and find out future implementation strategies. The research method uses mixed methods, namely quantitative and qualitative. This research uses the Kirkpatrick level I approach with data processing techniques using the Customer Satisfaction Index and Importance Performance Analysis methods, as well as the Eckenrode method. The results show that the strength level of the implementation of the pre-service training program shows very good results because the training program provided by company management provides useful value to support work activities. Furthermore, this pre-service training program is considered effective because it has provided a very high level of satisfaction for employees. Meanwhile, the factor that causes employees to resign from their jobs is because there is still a mismatch between training and the reality of work practices in the field. So the future strategy to retain new employees is to strengthen the mentorship program, strengthen the character of prospective new employees, and update content, and career development.

Abstract

The rapid and dynamic growth of the telecommunications and information industry in the era of Society 5.0 presents significant challenges for telecommunication providers, including PT XYZ, a leading telecommunications service company in Indonesia. This study aims to analyze internal and external factors affecting PT XYZ's business revenue, formulate alternative strategies, and prioritize business strategies to address challenges and enhance revenue. Using qualitative methods, data collection involved observation, interviews, surveys, and literature reviews, drawing from primary and secondary sources. The study employed SWOT, PESTLE, and Porter’s Five Forces analyses to evaluate the company’s environment comprehensively. Findings indicate that PT XYZ is positioned in cell I (Grow and Build) in the IE matrix, with IFE and EFE scores of 3.851 and 3.0, respectively. Recommended strategies include market penetration, product development, and integrative strategies such as ERP implementation to enhance operational efficiency and adapt to technological changes. The study underscores the importance of creating a diverse portfolio of customer-driven technology products and expanding market reach while adopting effective risk management practices. These strategies are expected to sustain PT XYZ’s competitive position and drive revenue growth in the telecommunications industry.

Abstract

Environmental damage due to the conversion of green land into uncontrolled mining areas is basically influenced by the issue of area allocation permits. Most of the RPJMD and the issuance of area allocation permits do not rely on the existing Regional Spatial Plan, in addition, the RTRW that is made often does not have clear certainty in terms of determining the zoning of the area allocation. The consequences of this ultimately result in various types of problematic mining business permit issuances and result in environmental damage, agrarian disputes, and the partialization of ecological justice. The threat of sanctions in the provisions of Article 165 as a medium to prevent mining permit crimes has in fact been abolished with the enactment of Law Number 3 of 2020 as an amendment to Law Number 4 of 2009 concerning Mineral and Coal Mining. This will clearly result in increasingly rampant criminal acts in the issuance of mineral and coal mining permits in Indonesia. This article uses a doctrinal research method, where the research conducted is research related to the analysis of the norms behind the text of laws and regulations, both legally and philosophically. Based on the study conducted, it can be seen that the implementation of sanctions in the issuance of deviant mineral and coal mining permits has not been able to realize fair legal justice, considering that the provisions of Article 165 of Law Number 4 of 2009 are not maintained in Law Number 3 of 2020, so that bureaucrats who make problematic mineral and coal permits cannot be subject to criminal penalties, either imprisonment or fines, then the threat of Article 165 of Law Number 4 of 2009 is relatively light when compared to the environmental damage caused by mineral and coal mining.

Abstract

Addressing cybercrime in Indonesia faces various complex challenges, including legal vacuums in existing regulations, such as the Law on Information and Electronic Transactions (UU ITE) and personal data protection. This study examines the necessity of regulatory reform that is more adaptive to the development of new technologies such as artificial intelligence, blockchain, and cryptocurrency, as well as the importance of balancing individual privacy protection and the data access needs of law enforcement. Furthermore, this research highlights the role of international collaboration in tackling cross-border cybercrime, which necessitates regulatory harmonization and extradition agreements to enhance the effectiveness of law enforcement. Through a comprehensive approach that includes legal reform, the implementation of stringent personal data protection, and strengthened international cooperation, Indonesia can create a safe and protected digital environment from the threats of cybercrime.

Abstract

Land disputes are legal issues that arise when there are overlapping or conflicting claims or demands regarding land rights among different parties. This study examines the role of Land Office mediators in resolving land disputes in Indonesia, focusing on challenges and strategies to enhance mediation effectiveness. The research identifies obstacles such as limited legal understanding among mediators, unclear procedures, pressure from third parties, and uncooperative attitudes from disputing parties. A normative legal research method, supported by legislative and conceptual approaches, is employed to analyze relevant laws and mediation practices. Findings indicate that effective mediation requires improving mediator capacity, standardizing procedures, fostering cooperation with stakeholders, and raising public awareness. Solutions proposed include targeted mediator training, developing clear protocols, and creating an enabling environment for constructive dialogue. These measures are expected to enhance the mediation process, ensuring fair and sustainable outcomes while promoting social harmony and economic stability in land management.

Abstract

This research addresses the legal vacuum concerning the bankruptcy of sharia financial institutions in Indonesia, arising from the incompatibility between Law No. 37 of 2004 on Bankruptcy and Law No. 3 of 2006, which grants authority to Religious Courts in resolving sharia economic disputes. The unique operational principles of sharia financial institutions are not adequately accommodated within the current legal framework, leading to legal uncertainty, procedural challenges, and risks to public trust. This study aims to identify these legal gaps, analyze their implications, and propose solutions to ensure legal certainty and justice. Using a normative juridical method, the research focuses on analyzing relevant laws, legal doctrines, and fatwas issued by the Indonesian Ulema Council (MUI) while conducting a comparative study of best practices in other jurisdictions. The findings reveal that the absence of specific regulations, limited technical capacity of Religious Courts, and insufficient legal literacy among stakeholders exacerbate the problem. To address this, the research proposes the creation of specific regulations tailored to sharia bankruptcies, the enhancement of Religious Court capacities, stakeholder education, and the active role of MUI in issuing fatwas as legal guidelines. These measures are expected to foster legal certainty, procedural fairness, and public trust in the sharia finance sector while ensuring a just and efficient dispute resolution system.

Abstract

This study aims to explore the influence of digital transformation on human resource (HR) development and community empowerment in villages, as well as to identify the challenges and potentials in the process. Digital transformation is considered one of the innovative strategies to improve the efficiency of village management and strengthen the capacity of communities to actively participate in various development programs. Digitalization can include increasing access to information, transparency of public services, and developing technological skills needed in today's digital era. This study uses a quantitative approach with a survey method involving 300 respondents from several villages that have implemented digital transformation at different scales. The data collection instrument in the form of a questionnaire was tested first to ensure its validity and reliability, which showed that all items had good validity and reliability values. The results of the data analysis revealed that the application of digital technology had a significant impact on community perception and involvement, especially in increasing knowledge and participation in village development programs. The younger generation proved to be more responsive and adaptive to the use of technology compared to the older generation, indicating a gap in technology acceptance between age groups. In addition, the results of the study also showed that increased use of technology was directly proportional to increased community participation in empowerment programs.
