Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh implementasi Total Quality Management (TQM) terhadap pendidikan karakter taruna di Politeknik Pelayaran Sumatera Barat. Lembaga ini memegang peranan penting dalam mencetak sumber daya manusia maritim yang berkualitas, menjadikan pengelolaan mutu pendidikan dan pembentukan karakter sebagai aspek yang sangat krusial. Penelitian ini menggunakan pendekatan kuantitatif dengan total sampling sebanyak 103 taruna yang tinggal di asrama A sebagai responden. Untuk menganalisis data, digunakan berbagai uji statistik dengan bantuan SPSS versi 27, termasuk uji validitas, reliabilitas, normalitas, linearitas, heteroskedastisitas, regresi linear sederhana, uji t, serta koefisien determinasi (R²). Hasil penelitian menunjukkan bahwa semua item instrumen telah terbukti valid dan reliabel. Data yang diperoleh terdistribusi normal, hubungan antara TQM dan pendidikan karakter bersifat linear, dan tidak terdapat masalah heteroskedastisitas. Persamaan regresi yang diperoleh adalah Y = 14. 076 + 0. 582X, yang menunjukkan adanya pengaruh positif dan signifikan antara TQM terhadap pendidikan karakter. Nilai koefisien determinasi (R²) sebesar 0. 549 mengindikasikan bahwa 54,9% variasi dalam pendidikan karakter dapat dijelaskan oleh variabel TQM, sementara sisanya dipengaruhi oleh faktor-faktor lain. Penelitian ini menegaskan pentingnya manajemen mutu dalam mendukung pengembangan karakter peserta didik di lingkungan pendidikan vokasi maritim.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh kualitas fasilitas asrama terhadap kepuasan tinggal mahasiswa di Politeknik Pelayaran Sumatera Barat. Asrama sebagai fasilitas penunjang utama dalam proses pendidikan diharapkan mampu memberikan kenyamanan dan keamanan bagi mahasiswa, terlebih sejak kampus ini berstatus Badan Layanan Umum (BLU) dan tengah melakukan peningkatan mutu layanan. Namun, kondisi fasilitas yang masih dalam tahap pengembangan menimbulkan pertanyaan mengenai tingkat kepuasan mahasiswa terhadap asrama yang tersedia. Penelitian ini menggunakan metode kuantitatif dengan pendekatan survei. Data dikumpulkan melalui kuesioner yang disebarkan kepada mahasiswa yang tinggal di asrama. Analisis data dilakukan menggunakan uji validitas, reliabilitas, dan regresi linier sederhana untuk mengetahui hubungan antara variabel kualitas fasilitas asrama dan kepuasan tinggal mahasiswa. Hasil penelitian ini diharapkan dapat menunjukkan bahwa kualitas fasilitas asrama berpengaruh positif dan signifikan terhadap kepuasan mahasiswa. Temuan ini diharapkan menjadi masukan penting bagi pihak pengelola kampus dalam meningkatkan kualitas layanan asrama demi mendukung proses pendidikan yang lebih optimal.

Abstract

This study aims to determine whether stress affects crew performance and to understand the nature of that influence, particularly among crew members serving on the FSO Gagak Rimang vessel operated by PT Equinox Bahari Utama. In the maritime industry, human resources (HR) play a crucial role in ensuring vessel operations run smoothly and in achieving company objectives. Understanding the extent to which stress impacts crew performance is essential, as optimal performance is necessary to maintain operational efficiency. In this study, stress was measured using indicators such as workload, leadership attitude, working hours, conflict, communication, and job authority, while performance was assessed through indicators including quantity, quality, teamwork, responsibility, and initiative. A quantitative research method was employed, with statistical analysis conducted using SPSS version 27. The results revealed a significant negative relationship between stress and crew performance, with a correlation coefficient of 0.883, indicating that higher levels of stress are associated with lower performance. Simple regression analysis showed that stress accounts for 77.9% of the variation in crew performance, while the remaining 22.1% is influenced by other factors not examined in this study. Therefore, it can be concluded that stress has a significant and negative impact on the performance of crew members at PT Equinox Bahari Utama. Based on these findings, the company is encouraged to consider implementing measures to manage crew stress in order to enhance overall performance.

Abstract

Maritime transportation plays a vital role in supporting connectivity between the island regions of Indonesia, which consists of more than 17,000 islands. However, there are still challenges related to service quality, particularly in terms of passenger safety and comfort. On the other hand, passenger comfort still faces gaps, especially regarding the availability of basic facilities such as decent waiting rooms, adequate sanitation, and accessibility for persons with disabilities. This article aims to analyze the implementation of quality management in maritime transportation through a literature study of related journals and research reports. The findings of the study indicate that the application of quality management standards based on the International Organization for Standardization (ISO), improvement of Human Resources (HR) quality, and the utilization of digital technology are key to enhancing navigational safety and passenger comfort. This quality management effort also has a positive impact on public trust, operational efficiency, and the competitiveness of Indonesia's maritime transport at both regional and global levels. Overall, this study emphasizes that the success of improving maritime transport quality is influenced by four main factors: the implementation of international quality standards, strengthening human resources (HR) capacity, enhancement of comfort facilities, and the utilization of digital technology innovations. The integrated implementation of quality management is expected to realize a safe, comfortable, efficient, and globally competitive Indonesian maritime transport, while also strengthening its role as the backbone of national maritime connectivity.

Abstract

As governed in Ministerial Regulation No. 33 of 2021, the harbourmaster is a state official at the port with the most authority in managing the safety and security of shipping. This research aimed to analyse the role of Port Authority and Harbourmaster Office (KSOP) Class I Tanjung Emas in ensuring the safety and security of ships anchored at Tanjung Emas Port, Semarang. This research utilizes qualitative methods using observation, interview, documentation, and literature study. The messages report that the functioning of the inaportnet system rationalizes ship arrivals and departures administration, while enforcement of national and international regulations, like the ISPS Code, escalates surveillance and port security. KSOP's function is significant, both as an emergency regulator and coordinator, law enforcement agent, and enforcer of secure and orderly port facilities.

Abstract

This study analyzes the factors that influence the loading process of steel plates and coils at Cigading Port, Cilegon, Banten, which serves as a specialized terminal for the steel industry. Steel cargoes, due to their heavy weight and large dimensions, require specific handling facilities, reliable equipment, and skilled manpower to ensure operational efficiency and cargo safety. Using a qualitative descriptive approach, data were collected through field observations, in-depth interviews with port operators, and document analysis. The findings indicate that both internal factors—such as cargo conditions, equipment availability, labor skills, and stowage planning accuracy—and external factors, including weather conditions, port facility limitations, and high vessel traffic, significantly affect loading performance. Specific issues identified include waiting for dunnage, crane malfunctions, and hatch cover closures due to rain, which increase vessel waiting time and logistics costs. On the other hand, operational practices such as non-stop working can enhance efficiency and reduce delays when supported by adequate resources and safety measures. The study concludes that optimizing cargo handling at Cigading Port requires integrated management involving port authorities, shipping agents, steel industries, and logistics companies. Recommendations highlight the need for improved planning, real-time weather monitoring, preventive equipment maintenance, and stronger stakeholder coordination to minimize delays and support the smooth distribution of steel across Indonesia.

Abstract

Minimum Safe Manning Certificate (MSMC) adalah dokumen resmi yang diterbitkan oleh International Maritime Organization (IMO) untuk menjamin kecukupan jumlah, kualifikasi, dan kompetensi awak sesuai standar keselamatan internasional. Meski regulasi ini telah diberlakukan secara global, kenyataan di lapangan masih menunjukkan adanya ketidaksesuaian antara ketentuan dalam MSMC dengan kondisi aktual di atas kapal, yang berimplikasi langsung terhadap efisiensi operasional dan tingkat keselamatan pelayaran. Penelitian ini bertujuan menganalisis dampak ketidakpatuhan MSMC terhadap operasional kapal, khususnya terkait keterlambatan keberangkatan, aspek keselamatan, kepatuhan hukum, serta konsekuensi biaya. Pendekatan yang digunakan adalah penelitian kualitatif deskriptif dengan metode studi kasus pada sebuah kapal tugboat di Indonesia. Data dikumpulkan melalui wawancara mendalam dengan nahkoda, awak kapal, dan syahbandar; observasi langsung; serta telaah dokumen seperti MSMC, logbook, dan laporan audit. Hasil penelitian memperlihatkan bahwa ketidaksesuaian MSMC mengakibatkan peningkatan beban kerja awak, risiko fatigue, dan potensi human error yang dapat mengancam keselamatan pelayaran. Selain itu, kondisi ini berdampak pada tertundanya penerbitan Surat Persetujuan Berlayar (SPB), bertambahnya biaya operasional karena lembur, serta risiko sanksi hukum berupa denda dan detensi kapal. Temuan ini menegaskan bahwa kepatuhan terhadap MSMC bukan hanya kewajiban hukum, melainkan juga strategi manajemen risiko yang esensial untuk keberlanjutan operasional kapal. Penelitian ini memberikan kontribusi dengan menyoroti implikasi praktis ketidakpatuhan MSMC dalam konteks Indonesia, sekaligus merekomendasikan penguatan pengawasan serta pemanfaatan digitalisasi monitoring awak kapal untuk meningkatkan kepatuhan dan keselamatan.

Abstract

Pembentukan karakter taruna/i merupakan aspek krusial dalam pendidikan vokasi maritim, karena karakter yang kuat mendukung pengembangan profesionalisme, disiplin, dan kemampuan bekerja sama dalam konteks pelayaran. Kepemimpinan organisasi taruna dan dukungan sosial diyakini berperan penting dalam proses pembentukan karakter ini. Penelitian ini bertujuan untuk mengeksplorasi kontribusi kepemimpinan organisasi taruna dan dukungan sosial terhadap pengembangan karakter taruna/i di Politeknik Pelayaran Sumatera Barat. Menggunakan pendekatan kualitatif dengan desain deskriptif-analitik, subjek penelitian mencakup taruna/i yang aktif dalam organisasi, pengurus organisasi, serta pembina organisasi. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen organisasi, kemudian dianalisis secara tematik untuk mengidentifikasi pola, kategori, serta hubungan antarvariabel yang terkait dengan kepemimpinan, dukungan sosial, dan karakter taruna. Hasil penelitian menunjukkan bahwa kepemimpinan transformasional yang diterapkan pemimpin taruna memberikan inspirasi, keteladanan, dan motivasi yang efektif, sehingga menumbuhkan disiplin, tanggung jawab, solidaritas, integritas, dan kepedulian sosial. Dukungan sosial dari teman sebaya, senior, dosen, maupun keluarga turut memperkuat motivasi internal, kohesi kelompok, dan kemampuan taruna menghadapi tekanan akademik maupun organisasi. Sinergi antara kepemimpinan dan dukungan sosial menciptakan iklim organisasi yang kondusif bagi pengembangan karakter. Penelitian ini menegaskan bahwa kepemimpinan transformasional dan dukungan sosial merupakan pilar utama pembentukan karakter taruna/i, serta menekankan pentingnya strategi pembinaan karakter berbasis organisasi dan dukungan institusi. Penelitian lanjutan disarankan menggunakan pendekatan campuran untuk mengukur pengaruh variabel secara kuantitatif dan mendalam.

Abstract

This research delves into the ways Indonesia can enhance the competitiveness of its maritime transport industry through innovation in nautical education and human resource development in nautical schools. Utilizing a qualitative journal review, global publications, and UNCTAD, ILO, World Bank, and Statistics Indonesia (BPS) official data, the study confirms that new learning facilities in the shape of bridge and engine room simulators, computerized curricula, and harmonization with the STCW Convention increase the technical competence of cadets. Human resource development through global certification, trainer development, and competency-based courses also increases Indonesian graduates' employability globally. From a sectoral viewpoint, performance is also positive, at 21.5 million passengers and a growth of 5.2% in cargo handling in 2023. Nevertheless, Indonesia remains at position 61 in the 2023 Logistics Performance Index, below its regional neighbors Singapore and Malaysia. Major issues include uneven logistics distribution, no competition in port terminals, and a lag in human resources compared to global standards. Overall, the study shows that maritime competitiveness improvement requires more synergy between logistics policy reform, human resource development, and educational innovation. Improving these areas will not only develop the quality of maritime graduates but also lead Indonesia to achieve its long-term goal of being a global maritime hub.

Abstract

The structural damage to port infrastructure at PT Kilang Pertamina Internasional (KPI) RU II Dumai poses a significant risk of oil spills, which may impact marine ecosystems, company operations, and corporate reputation. The implementation of the ISO 14001 Environmental Management System serves as a critical instrument in preventing, mitigating, and recovering from such environmental incidents. This study aims to analyze the application of ISO 14001 in mitigating oil spill risks caused by infrastructure failures, focusing on planning, emergency response procedures, monitoring, and continuous evaluation. The research adopts a qualitative approach through literature review, field observation, and interviews with relevant stakeholders. The findings indicate that the adoption of ISO 14001 enhances corporate preparedness by identifying environmental aspects and impacts, developing Standard Operating Procedures (SOP) for oil spill response, and strengthening human resource competencies. Furthermore, the environmental management system supports regulatory compliance, minimizes economic losses, and fosters an environmentally conscious culture within refinery operations. In conclusion, the implementation of ISO 14001 is not only a matter of compliance but also an effective strategy for ensuring operational sustainability and environmental protection at PT KPI RU II Dumai.
