Abstract

The maritime industry requires highly competent human resources to ensure the effectiveness and efficiency of ship agency services. Maritime education plays a crucial role in equipping prospective ship agents not only with technical knowledge and practical skills, but also with essential non-technical competencies such as communication, leadership, adaptability, and problem-solving abilities. This study aims to analyze the role of maritime education in improving the performance of ship agency services, particularly in the context of modern challenges such as digitalization, automation, environmental sustainability, and increasingly complex global trade dynamics. The research applies a qualitative method with a literature review approach, examining scientific articles, institutional reports, and empirical studies published between 2020 and 2025. Findings indicate that maritime education contributes significantly to enhancing the professionalism and performance of ship agents through the integration of updated curricula, practical vocational internships, digital literacy programs, and the inclusion of green shipping awareness in learning processes. Moreover, collaboration between educational institutions, government bodies, and maritime industries is identified as a key driver in aligning educational outcomes with market demands. Educational policies that adapt to technological and environmental transitions are proven to increase employability, service quality, and competitiveness of ship agents. In conclusion, strengthening maritime education not only improves the operational effectiveness of ship agencies but also ensures their resilience and relevance in the rapidly evolving global maritime service sector.

Abstract

Maritime transportation safety is a crucial aspect in supporting maritime efficiency, sustainability, and competitiveness. This study aims to analyze the implementation of government policies to improve maritime transportation safety through a literature review of various journals, international reports, and policy documents over the past five years. The study results indicate that policy effectiveness is influenced by four main factors: regulatory alignment with international standards, institutional effectiveness in supervision, utilization of technology and innovation, and strengthening a safety culture. Although Indonesia has adopted global standards such as SOLAS, MARPOL, and the ISM Code, their implementation still faces challenges such as weak oversight, low compliance, and limited cross sectoral coordination. The study's conclusions emphasize the need for an integrated approach that integrates regulation, technology, and safety culture with the support of evidence-based policies. National and international collaboration is key to realizing a safe maritime transportation system while contributing to sustainable maritime development.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh disiplin dan pengembangan sosial terhadap kesehatan mental taruna/i di Politeknik Pelayaran Sumatera Barat. Latar belakang penelitian ini didasarkan pada pentingnya keseimbangan antara penerapan aturan disiplin yang ketat dan lingkungan sosial yang mendukung dalam proses pendidikan dan pembentukan karakter taruna putri di Politeknik Pelayaran Sumatera Barat. Metode penelitian yang digunakan adalah metode kualitatif. Data yang diperoleh kemudian dianalisis menggunakan sistem studi tinjauan pustaka. Penelitian dilakukan dengan mengkaji berbagai sumber ilmiah berupa buku, artikel jurnal, dan hasil penelitian terdahulu yang relevan dengan topik pengembangan disiplin, lingkungan sosial, dan kesehatan mental taruna/i. Hasil penelitian menunjukkan bahwa pengembangan disiplin yang terstruktur dapat meningkatkan disiplin dan ketahanan mental taruna/i, namun penerapan disiplin yang berlebihan tanpa dukungan psikososial berpotensi menimbulkan stres mental. Di sisi lain, lingkungan sosial yang sehat, suportif, dan harmonis terbukti dapat memperkuat kondisi psikologis taruna/i dan menjadi faktor pendukung utama dalam menciptakan keseimbangan mental. Secara keseluruhan, penelitian ini menegaskan bahwa keterpaduan pembinaan disiplin ilmu yang proporsional dengan lingkungan sosial yang kondusif menjadi kunci dalam menjaga kesehatan mental taruna/i Politeknik Pelayaran Sumatera Barat.

Abstract

This study aims to analyze the contribution of the Class III Talang Duku Port Authority (KSOP) in supporting the operational efficiency of national maritime transportation. As an important hub in the distribution of strategic commodities in Jambi Province, Talang Duku Port faces challengin terms of infrastructure limitations, river channel sedimentation, and suboptimal inter-agency coordination. The research method used was qualitative through interviews, field observations, and literature studies. The results of the study show that KSOP plays a significant role in four main aspects, namely: Licensing and ship administration services through the digitization of Inaportnet, which speeds up bureaucratic processes and increases transparency; mooring arrangements and smooth ship traffic, which reduce waiting times and increase turn-around time; effective sailing safety supervision and technical inspections, which prevent incidents and increase operational safety; and collaboration with stakeholders through cross-sector coordination that facilitates the distribution of goods. In general, the contribution of KSOP Talang Duku has been proven to help reduce logistics costs, accelerate distribution flows, and strengthen the competitiveness of river ports. However, the sustainability of KSOP's effectiveness is highly dependent on improvements in infrastructure, the quality of human resources, and cross-sector integration in the national logistics system.

Abstract

The Issuance of Foreign Ship Agency Approval (PKKA) is one of the essential documents in the process of a ship’s arrival at the port, as it serves as the legal basis for agents in carrying out services for foreign vessels. However, in practice, delays in the issuance of PKKA often occur, which affects other administrative processes, including the preparation of the ship arrival notice. This study aims to analyze the factors causing delays in PKKA issuance and their impact on the preparation of the arrival notice in the case of MV. Manzanilo at the Balikpapan Coal Terminal.The research method used is a descriptive qualitative approach with data collection techniques through observation, interviews, and document studies. The data were analyzed by comparing the standard procedures for PKKA issuance with the practices occurring in the field. The results of the study show that delays in PKKA issuance are caused by incomplete or mismatched documents, limited coordination between agents and relevant authorities, as well as technical issues in the online application system.The impact of these delays is the obstruction of the preparation of the arrival notice, which in turn can disrupt the accuracy of ship service schedules and reduce the operational efficiency of the terminal. The conclusion of this study is that the effectiveness of the PKKA issuance process significantly influences the smoothness of ship arrival administration. Therefore, improvements in inter-agency coordination, optimization of digital systems, and enforcement of administrative discipline by agents are required to minimize delays in the future.

Abstract

Ports play a vital role as maritime transport hubs, logistics centers, and gateways for international trade. However, port operations also pose potential negative impacts on the marine environment, including water and air pollution as well as degradation of coastal ecosystems. To address these challenges, the Green Port concept emerges as a strategic solution that emphasizes sustainable port management through the adoption of environmentally friendly technologies, emission reduction, energy efficiency, and improved waste management systems. This study aims to analyze the influence of Green Port implementation on preventing marine environmental pollution in Indonesian ports. The research employs a descriptive qualitative approach through literature review, analysis of international and national regulations, and case studies of Green Port practices in several major Indonesian ports. The findings indicate that the implementation of Green Port significantly reduces pollution risks through the application of eco-friendly operational standards, development of waste treatment facilities, utilization of renewable energy, and digitalization of port systems to improve operational efficiency. Furthermore, adopting Green Port practices enhances the global competitiveness of Indonesian ports by aligning with international standards such as those set by the International Maritime Organization (IMO) and the Environmental Management System ISO 14001. The study concludes that the success of Green Port implementation relies not only on technological innovation but also on the commitment of government, port operators, and the awareness of all maritime stakeholders. Therefore, Green Port serves as an essential instrument in protecting environmental sustainability while supporting the growth of Indonesia’s maritime economy.

Abstract

Penerimaan Negara Bukan Pajak (PNBP) dari Terminal untuk Kepentingan Sendiri (TUKS) memiliki peran strategis dalam mendukung pembangunan maritim Indonesia. Namun, realisasi penerimaan tersebut masih belum optimal akibat permasalahan tata kelola, kualitas sumber daya manusia (SDM), dan kelemahan sistem pengawasan. Penelitian ini menggunakan metode Systematic Literature Review (SLR) dengan protokol PRISMA untuk mengidentifikasi, menilai, dan mensintesis 87 referensi ilmiah yang relevan. Hasil kajian menunjukkan bahwa tata kelola pelabuhan yang tumpang tindih regulasi dan terfragmentasi menjadi hambatan utama dalam memastikan akuntabilitas pembayaran sewa perairan TUKS. Selain itu, kesenjangan kompetensi SDM, khususnya pada aspek literasi regulasi, keterampilan digital, dan integritas, menjadi faktor penghambat implementasi kebijakan yang efektif. Sistem pengawasan yang masih administratif juga terbukti tidak mampu menjamin transparansi dan mencegah maladministrasi, sehingga diperlukan transformasi menuju pengawasan digital berbasis blockchain, big data, serta pendekatan multi-level governance. Sintesis literatur menegaskan keterkaitan erat antara tata kelola, SDM, dan pengawasan dalam kerangka governance triangle, di mana SDM berperan sebagai mediator implementasi dan pengawasan berfungsi sebagai mekanisme kontrol. Kebaruan penelitian ini terletak pada pengembangan model konseptual integratif yang menghubungkan ketiga aspek tersebut secara simultan. Secara teoritis, penelitian ini memperkaya literatur mengenai tata kelola sektor maritim, sedangkan secara praktis memberikan rekomendasi strategis berupa penyederhanaan regulasi, peningkatan kapasitas SDM, dan digitalisasi pengawasan guna meningkatkan kontribusi PNBP TUKS bagi pembangunan nasional. Kata kunci: PNBP, TUKS, tata kelola pelabuhan, sumber daya manusia, pengawasan.

Abstract

Penelitian ini bertujuan untuk menggali pemahaman taruna dan taruni terhadap faktor pendukung dan penghambat kepatuhan dalam menjalankan Peraturan Harian Bersifat Tetap (PHST) di Politeknik Pelayaran Sumatera Barat. Kepatuhan terhadap PHST dipandang sebagai aspek fundamental dalam pendidikan vokasi maritim karena terkait langsung dengan pembentukan disiplin, tanggung jawab, dan profesionalisme calon pelaut. Metode penelitian yang digunakan adalah studi literatur dengan pendekatan kualitatif, melalui analisis terhadap sepuluh jurnal relevan yang diterbitkan dalam lima tahun terakhir (2020–2025). Hasil analisis menunjukkan bahwa faktor internal, seperti motivasi intrinsik, sikap, kontrol diri, dan kedewasaan emosional, berperan penting dalam meningkatkan kepatuhan. Sementara itu, faktor eksternal seperti teladan instruktur, sistem pengawasan, dukungan kelompok sebaya, serta budaya organisasi turut menentukan konsistensi perilaku disiplin. Temuan penelitian juga menegaskan bahwa pendekatan semi-militer, pembiasaan rutinitas harian, integrasi nilai moral dan spiritual, serta mentoring personal terbukti efektif membentuk karakter taruna secara holistik. Namun, ketidakpatuhan masih muncul akibat pengaruh lingkungan, rendahnya motivasi, dan kesulitan adaptasi taruna baru terhadap pola asrama yang ketat. Penelitian ini berkontribusi secara teoritis dalam memperluas kajian kepatuhan pada konteks pendidikan maritim, sekaligus memberikan implikasi praktis bagi pengembangan strategi pembinaan di institusi pelayaran. Dengan demikian, hasil penelitian diharapkan dapat mendukung pembentukan generasi pelaut yang disiplin, resilien, dan berintegritas tinggi.

Abstract

This study investigates how passenger satisfaction in marine transportation at Batam Port is impacted by trip time and service quality. Given Indonesia's archipelagic terrain, sea transportation is an essential means of connectivity; nonetheless, enduring problems like delays, long trips, and subpar service continue to be a problem. This study uses a quantitative design using multiple linear regression to examine both simultaneous and partial impacts of the variables. It is based on the SERVQUAL model and Expectancy Disconfirmation Theory. A Likert-scale survey was used to collect data from 100 respondents. The results indicate that travel time and service quality significantly influence passenger satisfaction, with a determination coefficient of 83.9%. Although punctuality contributes to positive perceptions, service quality stands out as the dominant factor in shaping user experience and fostering long-term loyalty. The findings not only reinforce the theoretical relevance of combining EDT and SERVQUAL in maritime studies but also provide practical insights for port authorities and operators to enhance efficiency and service standards in order to strengthen competitiveness and passenger trust. Abstract

Shipping and cargo handling activities at ports have the potential to cause marine pollution, including oil spills, solid waste, and operational residues from ships. This study aims to analyze the role of shipping agents in supporting marine pollution prevention at Teluk Bayur Port, Padang. The research employs a qualitative method with a case study approach to provide a comprehensive understanding of the issue. Data were collected through in-depth interviews with shipping agents, officers from the Port Authority (KSOP), and port operators, as well as through analysis of relevant supporting documents. The findings indicate that shipping agents play three main roles in marine pollution prevention: administrative, coordinative, and educational. Administratively, they are responsible for ensuring that ships comply with environmental standards and international conventions such as MARPOL. Coordinatively, they facilitate communication and cooperation among port stakeholders, including ship owners, operators, and regulatory authorities. Educationally, they contribute to raising awareness among maritime actors about environmentally friendly practices and the importance of pollution prevention. However, the implementation of these roles faces several obstacles, such as limited waste management facilities at the port, weak inter-agency coordination, and insufficient supervision of vessels that do not comply with existing regulations. The study concludes that improving the environmental competence of shipping agents through continuous maritime environmental training, as well as developing standardized operational guidelines for marine pollution prevention at the port level, are essential measures to enhance the effectiveness of pollution control efforts and promote sustainable maritime operations in Indonesia.
