Abstract

Indonesia, as a global maritime axis nation, has a long history in sea trade that has shaped its cultural diversity. With its rich biodiversity and thousands of islands, Indonesia, particularly the Riau Islands, is a megabiodiverse country with strategic maritime potential. The national economy focuses on the concept of the "blue economy," with the Riau Islands expected to pioneer sustainable blue economy practices. The complex challenges faced by the Riau Islands in achieving the blue economy vision require multisectoral involvement. The pentahelix concept can be a solution to address issues of ecosystem degradation, suboptimal resource management, and limited community capacity, through collaboration between the government, industry, academia, society, and media. This study aims to evaluate the potential and challenges of the blue economy in the Riau Islands Province, as well as strategic solutions through pentahelix actor involvement. The study employs a Systematic Review method using 55 articles indexed in Scopus, Sinta Indonesia, and Google Scholar. The results show significant potential in the fisheries and marine tourism sectors, contributing notably to employment and welfare. Serious challenges such as biological pollution, climate change, and marine pollution require government strategies, including technology and renewable energy policies. Higher education institutions play a crucial role in supporting the blue economy through research and human resource development. Marine business actors and coastal tourism, with the support of society and media, are responsible for maintaining and supporting the conception of a sustainable blue economy. Synergy among all parties is key to realizing a sustainable and inclusive blue economy vision in the Riau Islands Province.

Abstract

Inclusive and sustainable economic transformation in Riau Islands Province (Riau Islands) is significant, it can be done by making natural resources (SDA) as a foundation. However, it faces challenges such as environmental damage, social conflict, and dependence on non-renewable resources. This research aims to find strategies for managing natural resources as a foundation for inclusive and sustainable economic transformation in Riau Islands Province, in terms of several relevant concepts that can be integrated, such as Sustainable Development Goals (SDGs), Green Economy (GE), Blue Economy (BE), and Economic Democracy (EK). The research method used is a qualitative literature study by collecting information from books, scientific articles, and government documents. First, through the concept of SDGs, sustainable development can be implemented by empowering local communities, ensuring equitable and inclusive resource management, minimizing environmental damage, and promoting access to a natural resource-based economy. Second, through the GE concept, sustainable development can be carried out by mapping resource potential, developing environmentally friendly sectors, increasing human resource capacity, developing multi-stakeholder partnerships, building supporting infrastructure, and implementing strict monitoring and evaluation mechanisms. Third, through the BE concept, research focuses on mapping and evaluating marine resources, encouraging investment and infrastructure, involving coastal communities, increasing community capacity through training, prioritizing the protection of marine ecosystems, and mitigating environmental impacts. Fourth, through the representation of the EK concept, the Government can involve the community in policy-making, empowering the local economy, equalizing access to natural resources, and enforcing environmental regulations in maintaining the sustainability of natural resource management.

Abstract

The regional advantage of   Riau Islands Province are it has the best tourism destinations, vast seas and abundant potentials, as well as  strategic geographical location with neighboring countries, but in reality these advantages has not been able to increase regional economic growth. There is a problem of decreasing economic growth accompanied by increases and decreases in the percentage of poverty levels that occur every year. The growth rate in the GRDP level also looks less satisfactory. Based on the regional advantages with declining economic growth conditions, this indicates that there is a gap so   inclusive and sustainable economic transformation is necessary. The research objective is to determine the development of economic transformation by examining triple concepts (tourism, blue economy, and international cooperation). This research is interesting to be further investigated because currently there are no studies that discuss international cooperation in achieving inclusive and sustainable economic transformation. This research method is descriptive qualitative to better understand economic transformation through analysis which is described into triple concepts. The results shows that the tourism concept and the blue economy concept as part of the inclusive and sustainable economic transformation needed for the development of flagship tourist attractions. Support from  the IMT-GT international cooperation concept would be able to increase the economic growth of the Riau Islands Province.

Abstract

Island economies face complex economic barriers and environmental threats. To address these issues while prioritizing sustainability, innovative solutions are required. This research aims to analyze the role of sustainable innovation in inclusive and sustainable island economic transformation. By identifying creative solutions from existing opportunities and developing sustainable solutions to infrastructure limitations, the paper explores how innovation can overcome these challenges. Sustainable innovation can empower vulnerable groups, enhance productivity, reduce environmental impacts, and promote climate resilience. For instance, developing environmentally friendly and efficient maritime transportation technologies can improve connectivity and reduce environmental impacts. Additionally, innovative agricultural technologies can enhance productivity and food security in remote islands.Innovation can also foster inclusivity by creating new economic opportunities for vulnerable groups. This can be achieved through the application of appropriate technologies in agriculture and fisheries, including self-reliant production to increase product value, skills training, and participatory social infrastructure development. Furthermore, approaches to increase the participation of vulnerable groups in local economic supply chains can strengthen social and economic inclusion. To achieve sustainability, developing renewable energy technologies can help reduce reliance on fossil fuels and carbon emissions in island regions. Additionally, infrastructure sharing, training for home-based creative industries, processing of unique island products, and the utilization of alternative mobile air transportation (drones) can provide innovative solutions.By implementing these innovations, positive impacts are expected, including economic sector diversification, inclusive policy implementation, and improved quality of life for island communities. Through an integrated sustainable innovation approach, innovation can be a key driver of inclusive economic growth in island regions.

Abstract

Over the last decade, the Riau Islands Province has demonstrated strong economic growth resilience, driven by three leading sectors: Manufacturing Industry, Construction, and Mining and Quarrying. However, this growth has not inclusively addressed socio-economic issues such as poverty, inequality, and unemployment. This study aims to identify the impacts of these key sectors on inclusive growth in the Riau Islands through panel data regression. Additionally, this study calculates the index of inclusive growth using the Poverty Equivalent Growth Rate (PEGR) method. The results indicate that overall, economic inclusivity levels have not been achieved by districts/cities in the Riau Islands Province during 2015-2022, particularly in the lowest inclusive region of the Anambas Islands. Furthermore, the estimated fixed effects model shows that the Manufacturing Industry, Construction, and Mining and Quarrying sectors have a positive and significant influence on inclusive growth in the Riau Islands Province, underscoring the importance of harnessing sectoral potential to achieve inclusive economic growth.

Abstract

Inclusive and sustainable economic development is carried out to strengthen the economy of a region by maximizing its potential and still paying attention to the long-term sustainability of life. The same efforts are being made in island areas to maximize regional wealth with the aim of increasing the economic welfare of the community. This research aims to analyze the dimensions of inclusive and sustainable economic development, obstacles and opportunities for inclusive and sustainable economic development. This research is a critical literature review  by reviewing 33 articles from 2017 to 2024, and focuses on progress research on inclusive and sustainable economic development. The findings, the focus on inclusive and sustainable economic development is carried out with good and direct coordination between the government and the community, designing green economic and blue economic development, improving infrastructure and maintaining the quality of natural resources in the archipelagic region. The obstacles experienced include the readiness and quality of the community, inadequate infrastructure, lack of coordination between the government and the community, as well as poor regulations and implementation. Opportunities that were successfully analyzed were in the form of utilization of natural resource potential, an economy based on green economy and blue economy, collaboration between government and society. Full involvement from the government and good cooperation with community members and MSMEs (creative community groups) is recommended as one of the efforts to encourage inclusive and sustainable economic development in various islands and is also recommended for plans for inclusive and sustainable economic development programs.

Abstract

This research discusses the potential of creative industries in diversifying the blue economy concept in the Riau Islands. The region's topography holds potential for sustainable marine resource utilization. Including through the creative industry which offers innovative approaches in its development. Few studies have integrated these two economic concepts, typically focusing on each concept separately as if there is a gap in their implementation. This research aims to explore the potential of creative industries that can be integrated into the blue economy concept. Using a qualitative approach with an explorative design through textual analysis of secondary data, the findings indicate that the creative industries and blue economy can jointly contribute to an inclusive and sustainable economy, aligning with regulations and the discourse on economic transformation strategies. Innovation across 17 creative industry subsectors could diversify the blue economy, particularly in the Riau Islands, considering four pillars of blue growth and three pillars of the Indonesia Blue Economy Index (IBEI). This includes advertising promoting ecotourism, architecture and crafts using sustainable marine materials, performing arts and fashion reflecting maritime culture, environmentally friendly product design, photography showcasing the beauty of the sea, and culinary offerings of sustainable seafood. Visual communication design, music, television, radio, publishing, film, animation, and video increase awareness about marine preservation. Sea-themed interior design supports tourism, and game-application development broadens maritime knowledge. The potential outlined in this research can evolve into business ideas and creative industry products, influence government policy, and lay the groundwork for further research in creative industry development strategies.

Abstract

The support of the health system is crucial for the sustainable economic transformation of island regions. The health system is also inseparable from education programs. The relationship between the health system and sustainable economic development (transformation) can be established through empirical studies, surveys, and literature approaches. In literature studies, bibliometric analysis can be used. The main objective of this study is to examine the relationship between the health system and economic transformation in island regions. The method used in this study is bibliometric analysis with keyword co-occurrence as the unit of analysis, supplemented with relevant literature studies. Based on 1433 documents, four main clusters were obtained, namely health policy-public health, universal coverage-primary health care, health system strengthening, and digital health care-governance. The results of this study show a strong relationship between the health system and the economy and sustainable development (sustainable development) of a region. The results of this study can be used as empirical evidence for the basis of formulating regulations in island regions.

Abstract

Economic transformation in the Islands requires a comprehensive and multi-sectoral approach to create inclusive and sustainable development. This research aims to identify and analyze strategies that can drive economic growth in the islands, while ensuring inclusiveness and environmental sustainability. Descriptive qualitative analysis and case study methods were used to explore how integration between sectors can enhance the economic, social and environmental value of the islands. The results show that collaboration between the agriculture, fisheries, tourism and renewable energy sectors can create synergies that strengthen island economies. The proposed economic transformation model emphasizes local community empowerment, sustainable use of natural resources, and technological innovation. This research provides insights into how island regions can address their economic, social and environmental challenges, and offers policy recommendations for stakeholders at the local, national and international levels.

Abstract

This research examines the importance of accessibility to financial infrastructure in efforts to alleviate poverty in the archipelagic region of the Riau Islands Province. The geographical condition consisting of numerous islands poses unique challenges in providing equitable access to financial services. Utilizing the Spatial Error Model and granular data down to the village/sub-district level, this study finds that the number of Banks and the presence of Automatic Teller Machines have a significant influence on the Global Relative Deprivation Index (GRDI) of poverty. The more Banks and ATMs in an area, the lower the poverty level tends to be. However, the accessibility of financial infrastructure in the Riau Islands is still uneven, especially in rural areas that have higher poverty rates. Therefore, the recommended policy measures include expanding Bank networks and placing ATMs in rural areas, innovating financial services tailored to the archipelagic conditions, improving financial literacy and inclusion among the community, developing digital finance, as well as improving inter-island transportation infrastructure. These recommendations are expected to broaden access to financial services and contribute to poverty alleviation efforts in Riau Islands Province.
