Abstract

Policy paper ini menyajikan analisis komprehensif terkait pemetaan program dan kegiatan penurunan emisi gas rumah kaca (GRK) di Provinsi Kepulauan Riau periode 2023–2025. Dengan wilayah laut mencapai 96%, Kepulauan Riau memiliki peran strategis dalam mendukung target pengurangan emisi nasional sebesar 31,89% pada 2030 melalui sektor berbasis lahan, energi, transportasi, limbah, serta kawasan pesisir dan kelautan. Pendekatan ini tidak hanya bertujuan untuk mitigasi perubahan iklim tetapi juga berorientasi pada pertumbuhan ekonomi rendah karbon yang inklusif dan berkelanjutan. Analisis menunjukkan potensi besar Kepulauan Riau dalam memanfaatkan energi terbarukan (dengan kontribusi saat ini sebesar 5%), merehabilitasi 109.000 hektar mangrove dengan tingkat kerusakan 23,5%, serta mengelola 1.400 ton sampah domestik per hari untuk mengurangi emisi metana. Strategi mitigasi mencakup efisiensi energi, konversi bahan bakar ramah lingkungan, dan rehabilitasi ekosistem kritis seperti mangrove dan terumbu karang. Dokumen ini menawarkan roadmap yang terintegrasi dengan prioritas nasional dan SDGs, terutama tujuan ke-13 tentang penanganan perubahan iklim. Implementasi dilakukan melalui sinergi pemerintah daerah, sektor swasta, dan masyarakat lokal, dengan pemantauan berbasis data yang terukur. Kesimpulannya, pendekatan ini diharapkan mampu mempercepat transisi menuju pembangunan rendah karbon, sekaligus meningkatkan kesejahteraan sosial-ekonomi dan pelestarian lingkungan di Kepulauan Riau. Abstract

Development aims to achieve community prosperity through economic progress by addressing various social issues, such as unemployment and poverty. In the Riau Islands Province, poverty and unemployment remain significant challenges to development. This analysis focuses on examining the correlation between the unemployment rate and poverty levels across different districts and cities within the Riau Islands Province. The analysis will provide valuable insights for evaluating regional development and will serve as input for formulating regional planning efforts related to poverty alleviation and employment. The study employs a regression analysis method, utilizing a panel data model that combines time series data (collected over a specific period for an individual) with cross-sectional data (collected over the same period for multiple individuals). The findings indicate that the open unemployment rate partially influences the poverty rate in the districts and cities of Riau Islands Province. Specifically, the unemployment rate accounts for approximately 10.7% of the variation in poverty levels, while the remaining 89.3% is attributed to other factors not examined in this model. Based on these results, recommendations suggest that addressing the issues of open unemployment and poverty should be undertaken simultaneously and synergistically, incorporating additional variables such as education and training, as well as promoting inclusive economic development. Furthermore, the government needs to enhance employment opportunities to reduce the number of unemployed and impoverished individuals in the Riau Islands Province. This can be accomplished through government programs that prioritize labor-intensive job creation and focus on poverty alleviation initiatives.

Abstract

Strategy and implementation of six minimum service standards for Posyandu as an Integrated Service Post in the Riau Islands Province include education, health, public works, public housing, social, public order, and community protection. The aim is to determine the level of public satisfaction with the quality of Public Services. The Public Satisfaction Survey is a necessity for Regional Government Agencies that organize public services to improve the performance of Posyandu which is a reflection of public service performance and identify public expectations for Public services at Posyandu throughout the Riau Islands Province. This study is an observational study that is descriptive qualitative through observation using data on the SIDEWI Application. The results showed that there were 3.054 Respondents who filled out the Consumer Satisfaction Survey with an IKM of 86.92 Good Predicate for the six Community Service Standards at Posyandu throughout the Riau Islands Province.

Abstract

Abstrack : The Lingga Cluster in the Riau Islands Province holds significant potential for nature- and culture-based tourism, yet its development has not fully embraced sustainability principles. This study aims to formulate slow tourism as a strategic approach for sustainable tourism development in the region. A descriptive qualitative method was employed through literature review, field observation, and in-depth interviews with key stakeholders. The findings reveal that slow tourism enhances the quality of travel experiences by promoting relaxed travel, direct interaction with local communities, and appreciation of cultural and environmental values. Proposed strategies include active community involvement in destination management, development of experience-based tourism products, promotion rooted in local wisdom, and provision of eco-friendly infrastructure. This concept aligns with the geographical and social characteristics of the Lingga Cluster, which consists of a network of small islands with unique natural and cultural features. The implementation of slow tourism is expected to not only foster local economic growth but also strengthen environmental conservation and cultural heritage preservation. These recommendations serve as a policy direction for balanced tourism development that integrates economic, social, and ecological dimensions in island regions. Abstract

The Riau Islands Province has great potential due to its strategic location. However, up to this point, the Riau Islands Province still faces issues of Disparity in Development Among Regions. In the Regional Development Plan Document, uneven infrastructure, suboptimal human resource competitiveness, and weak coordination among stakeholders are considered to be the causes of the issues that occur. Using the USG method or Urgency, Seriousness, and Growth, uneven infrastructure received a score of 56 and was determined to be the main problem. Furthermore, strengthening infrastructure and regional connectivity, economic diversification, and empowerment of micro, small, and medium enterprises (MSMEs), as well as improving social services and human resources were selected as policy alternatives that can be taken by policymakers. Then, using the Analytical Hierarchy Process (AHP) method, Strengthening Infrastructure and Regional Connectivity received a score of 0.93 and was chosen as a policy recommendation that should be implemented immediately by decision-makers.

Abstract

Abstrack : This study analyzes the effectiveness of classical learning methods on students' cognitive assessments, considering the role of motivation as a moderating variable. This study uses a quantitative experimental design on students from SMK Negeri 3 Tanjungpinang. The research results indicate that classical learning has an insignificant negative impact on students' cognitive assessment. Student motivation shows a significant impact, both directly and through interaction with cognitive assessment, substantially improving learning outcomes. An R Square value of 97.9% indicates that the variation in cognitive assessment is predominantly explained by the motivation variable and its interactions. These findings underscore the importance of designing learning experiences that consider motivational factors to enhance student engagement and performance. A contextual approach based on technology and adaptive strategies is recommended to address the limitations of classical methods in improving cognitive outcomes. Abstract

BPPD of Riau Islands Province is a Regional Apparatus Organization under the auspices of the National Border Management Agency (BNPP). The purpose of this study is to determine the role of BPPD Kepri in helping to improve the welfare of the border communities of Riau Islands Province. The method used in this writing is to use literature study techniques, namely collecting several sources such as books, magazines, journals, and news. The results found in this study are that BPPD of Riau Islands Province plays a role in coordinating and supervising development and utilization in border areas. There are several regencies/cities that are the priority of BPPD of Riau Islands Province, namely Bintan Regency, Batam City, Karimun Regency, Anambas Islands Regency, and Natuna Regency. BPPD Kepri also plays a role in the Malindo Sosek Cooperation in the fields of Health, Industry and Trade, Tourism, Transportation, Safety and Management, and Immigration and Customs.

Abstract

The Riau Islands as a strategic region with great maritime economic potential face challenges in managing quality human resources. This study aims to analyze human resource management strategies in the Riau Islands from educational and economic aspects in supporting sustainable development. Using a literature review method with qualitative descriptive analysis, this research examines various secondary sources including scientific journals, government reports, and official publications for the 2021-2025 period. Gap analysis shows the limited integration between the education system and the needs of the maritime industry and people's economy. The novelty of the research lies in identifying an integrated HRM management model that combines maritime vocational education approaches with digital economic development. The results show that effective HRM strategies require synergy between improving education quality, developing digital competencies, and optimizing maritime economic potential. Important findings indicate the need for educational curriculum transformation responsive to Industry 4.0 needs, strengthening institutional capacity of education, and developing a creative economy ecosystem based on local wisdom. The practical implications of this research provide policy recommendations for improving the Human Development Index of the Riau Islands through strategic investment in quality education and sustainable economic development centered on society
