Abstract

Women's political representation in the world today has made significant progress, although it still faces many obstacles. Although many countries, including Rwanda and the Nordic countries, have successfully increased women's representation through quota policies, women still face major challenges in the form of discrimination, gender-based violence, and social stereotypes. The reality in Indonesia is still distant from this goal, even though the country has an affirmation policy that mandates a minimum quota of 30% of women`s representation. This study is to investigate the roles and difficulties faced by women in politics, the effects of affirmative action laws, and the necessary steps to enhance women's involvement in political decision-making. The research method used is qualitative, using an approach that emphasizes literature study. The results show that despite the increase in women's representation in parliament, structural barriers and patriarchal culture are still the main challenges. Therefore, sustainable efforts are needed in the form of political education, structural support from political parties, and revision of regulations to strengthen affirmation policies to realize more equal political representation of women.

Abstract

This writing analyzes the phenomenon of corruption in the Indonesian bureaucracy using a normative juridical approach and bureaucratic oversupply theory. This research aims to understand the concept of bureaucracy, opportunities for corruption in bureaucracy, and efforts to prevent it. The research results show that corruption in the Indonesian bureaucracy is still a serious problem caused by various factors, both internal and external. Bureaucratic oversupply theory provides a deeper understanding of how bureaucratic structure and behavior can create conditions conducive to corruption. This research concludes that to overcome the problem of corruption, comprehensive bureaucratic reform is needed, including strengthening supervision, improving the quality of human resources, and implementing good governance.

Abstract

The emergence of the doom spending phenomenon is triggered by anxiety and uncertainty about the future, particularly during crises such as pandemics or economic instability. However, the literature addressing the mitigation of doom spending through digital financial literacy remains very limited. Previous studies have primarily focused on traditional financial literacy without considering its digital components. This article presents a novel approach by integrating digital financial literacy, including access to information, application evaluation, and risk management, as a tool to mitigate doom spending. Using a narrative literature review approach, this study examines the relevance of Behavioral Finance Theory, Protection Motivation Theory, and Theory of Planned Behavior to understand the relationship between digital financial literacy and the transformation of impulsive thinking into rational financial decision-making. The analysis reveals that digital financial literacy plays a crucial role in enhancing perceived behavioral control, reducing the risks of destructive spending, and strengthening individuals’ financial resilience. This study also recommends longitudinal research to evaluate the long-term impact of digital financial literacy, as well as interdisciplinary explorations integrating social and cultural factors in the mitigation of doom spending. These findings offer significant new insights for policymakers, financial practitioners, and academics to address the challenges of the digital economy in the future.

Abstract

Community participation plays an important role in the development of sustainable tourism. In the concept of good governance, there are 9 principles of good governance indicators, one of which is community participation. This study aims to analyze and describe community participation in the efforts of Tenggarejo Village, Tanggunggunung District, Tulungagung Regency to realize Tenggar Cave as an educational tourism object. The method used in this research is a qualitative method with a descriptive approach. Data collection was carried out using interviews, document studies and observation methods. In-depth interviews were conducted with the Head of Tenggarejo Village, Secretary of Tenggarejo Village and Chairperson of the Tenggarejo Village POKDARWIS. The results showed that community participation in the development of Tenggar Cave as a tourist attraction was carried out in the form of: a) Participation in the planning dialogue for the development of Tenggar Cave as a tourist attraction; b) Participation in implementation by creating and managing social media, organizing events, participating in exhibition events and participating in the Tulungagung Geopark proposal; c) Participation in benefits by getting financial benefits from events held and providing homestays for researchers. The research shows that the degree of community participation in the development of Tenggar Cave as a tourist attraction is at the partnership level, which is indicated by the collaboration between the Tenggarejo Village community through POKDARWIS with the Tenggarejo Village government and the Tulungagung Regency Government. The conclusion of this study is the need for collaboration between the government, the community in designing inclusive programs oriented towards increasing community participation. The recommendation given is through regular dialogue within the Tenggarejo Village POKDARWIS itself, between the community and the Tenggarejo Village government. This is intended so that the community can discuss ideas, suggestions and suggestions. Provide authority in designing, implementing, monitoring and evaluating activities to the community in improving the quality and quantity of organizing events in the Tenggar Cave area to increase benefits for the community around Tenggar Cave. As well as creating special social media accounts related to Tenggar Cave, with the existence of special social media related to Tenggar Cave, it is hoped that it can provide information and promotion related to Tenggar Cave as a tourist attraction.

Abstract

This research examines the implementation of public sector leadership strategies in improving service quality at the Department of Community and Village Empowerment of Central Sulawesi Province. Using Van Wart's (2003) theoretical framework, this research analyzes three main dimensions: skills, traits, and leadership styles. Through qualitative methods including in-depth interviews with key informants and document analysis, the research reveals that effective public sector leadership requires a balanced integration between technical competencies, personal characteristics, and adaptive leadership approaches. The findings show that participative and transformational leadership styles, combined with strong technical skills and ethical traits, contribute significantly to improving public service quality

Abstract

This research examines the transformation of public policy post-disaster in Katanga District, Palu City, focusing on paradigm shifts and policy adaptation following the 2018 natural disaster. Employing a qualitative approach with case study methodology, the research was conducted through in-depth interviews with 15 key informants and analysis of policy documents from 2018-2024. The findings reveal a fundamental shift from economic development orientation toward a regional resilience-based approach. This transformation was driven by increased collective awareness about disaster mitigation urgency, stakeholder consensus formation, and demands for institutional capacity strengthening. The research findings contribute to the development of public policy adaptation theory in disaster management contexts, while providing a reference framework for formulating responsive policies to disaster dynamics in other regions.

Abstract

This study examines the impact of Black Lives Matter (BLM) protests on social acceptance of racial justice principles in the United States. The protests became one of the largest social movements in modern American history, but normative analysis of their long-term influence on social structures and legal norms is limited. This study uses a normative qualitative method with a literature study approach, legal document analysis, and evaluation of secondary data from social media. The results of the study show that BLM protests have succeeded in raising public awareness of issues of racism, systemic discrimination, and the importance of social justice values. However, the level of social acceptance of anti-racism principles is still fragmented and influenced by people's social, economic, and political backgrounds. These findings underscore the importance of establishing more inclusive legal norms based on the value of racial equality as the foundation for sustainable social change in the United States.

Abstract

Penelitian ini mengkaji pengaruh budaya organisasi, kepemimpinan, dan kompetensi karyawan terhadap kinerja karyawan di Kantor Pelayanan Utama Bea dan Cukai Tipe A Tanjung Priok dengan menggunakan pendekatan kuantitatif. Hasil penelitian menunjukkan bahwa seluruh asumsi klasik dalam analisis regresi telah terpenuhi, dan instrumen yang digunakan dinyatakan valid serta dapat diandalkan. Berdasarkan analisis regresi linier berganda, Transformational Leadership terbukti memiliki pengaruh positif dan signifikan terhadap Employee Performance. Sementara itu, Organizational Culture dan Competence karyawan tidak menunjukkan pengaruh yang signifikan secara individual terhadap Employee Performance. Namun, ketika ketiga variabel tersebut dipertimbangkan secara bersama-sama, ditemukan adanya pengaruh yang signifikan terhadap Employee Performance secara keseluruhan. Temuan ini menegaskan pentingnya Transformational Leadership yang efektif dalam meningkatkan Employee Performance, meskipun Organizational Culture dan Competence belum menunjukkan kontribusi yang kuat secara terpisah. Oleh karena itu, studi ini merekomendasikan penguatan kualitas Transformational Leadership melalui program pelatihan dan pengembangan yang terstruktur, serta perlunya evaluasi dan peningkatan terhadap budaya organisasi dan program pengembangan Competence guna mengoptimalkan Employee Performance. Perbedaan hasil ini dibandingkan dengan penelitian sebelumnya dibahas dalam konteks karakteristik khusus dari lingkungan kerja di Kantor Pelayanan Utama Bea dan Cukai Tipe A Tanjung Priok.

Abstract

This research aims to analyze the effectiveness of the Rukun Warga Police (RW Police) in Marawola District, Sigi Regency. The RW Police is an extension of the police in the neighborhood security system formed based on the Regulation of the Chief of the National Police of the Republic of Indonesia Number 4 of 2020 concerning Swakarsa Security. This research uses a qualitative approach with the Eugene Bardach model of policy analysis which consists of eight aspects, namely defining the problem, collecting evidence, constructing alternatives, selecting criteria, projecting outcomes, facing trade-offs, deciding, and telling stories. Data collection was carried out through in-depth interviews with key informants including the Marawola Police Chief, Head of Binmas Sub-District, Rukun Warga Police (RW Police), the implementation of the Rukun Warga Police (RW Police) policy in Marawola Sub-District shows a fairly good level of effectiveness, reflected in the success in handling security cases at the RW level and increasing the sense of security of the community. However, there are several obstacles that affect the effectiveness of the program, namely limited operational budget, non-standardized reporting system, and uneven distribution of personnel.

Abstract

Pernikahan dini merupakan permasalahan sosial yang masih terjadi di Kota Blitar dan berdampak pada berbagai aspek kehidupan remaja. BKKBN merancang program GenRe untuk menekan angka pernikahan dini dengan melibatkan Duta GenRe. Penelitian ini bertujuan untuk mengetahui peran Duta GenRe Kota Blitar dalam mencegah pernikahan dini serta menganalisis fungsinya berdasarkan teori fungsional Robert K. Merton. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa Duta GenRe Kota Blitar berperan sebagai humas, panutan, konselor sebaya, dan motivator dalam pencegahan pernikahan dini. Fungsi nyata, meningkatkan pengetahuan dan kesadaran remaja terhadap risiko pernikahan dini melalui kegiatan sosialisasi dan komitmen Duta GenRe untuk tidak melakukan pernikahan dini. Fungsi laten, menumbuhkan rasa ingin tahu dan minat belajar secara mandiri pada peserta dan pada Duta GenRe tumbuhnya peningkatan kepercayaan diri, keterampilan berbicara di depan umum, kemampuan membangun jejaring sosial, serta kemampuan dalam hal grooming dan penampilan diri.
