Abstract

The quality of local government financial statements is an indicator of public financial accountability; however, research on the effect of internal control systems on financial statement quality remains inconsistent. This study aims to analyze the effect of the control environment and control activities on financial statement quality, as well as the role of human resource competence as a moderating variable, in the Government of Papua Pegunungan Province as a newly established autonomous region. This study employed a quantitative approach using primary data from 32 respondents selected through purposive sampling across Regional Apparatus Organizations. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with WarpPLS 5.0 software. The results show that the control environment had no significant effect on financial statement quality (β = 0.034; p = 0.423), whereas control activities had a positive and significant effect (β = 0.542; p = 0.001). Human resource competence was found to moderate the effect of the control environment on financial statement quality (β = 0.323; p = 0.020), but did not moderate the effect of control activities (β = −0.147; p = 0.189). These findings reveal an asymmetric moderation pattern, in which human resource competence tends to act as a leverage for effectiveness on the control dimension whose direct effect is weak. The study concludes that the elements of internal control do not contribute uniformly to financial statement quality, so that strengthening control activities and improving apparatus competence should become policy priorities.

Abstract

Employee performance is a key determinant of public sector organizational effectiveness; however, evidence regarding the effect of work motivation and work discipline on performance remains inconsistent, particularly concerning the moderating role of incentive systems. This study aims to analyze the effect of work motivation and work discipline on employee performance and to examine the moderating role of the Employee Income Allowance (Tunjangan Penghasilan Pegawai, TPP) incentive at the Regional Development Planning, Research, and Innovation Agency (BAPPERIDA) of Papua Province. A quantitative approach was employed using Structural Equation Modeling based on Partial Least Squares (PLS-SEM) with SmartPLS version 4.1.1.2. Data were collected from 65 employees determined using the Slovin formula. The results show that work motivation had no significant effect on performance, whereas work discipline and the TPP incentive each had a positive and significant effect. The TPP incentive was found to moderate the effects of both motivation and discipline on performance, with a stronger moderating effect on work discipline. The model explained 62.8% of the variance in employee performance. These findings confirm that work compliance and incentive systems are more decisive for performance than motivation alone, positioning incentives as an enabling condition that channels motivation into actual performance. This study offers implications for designing incentive policies and performance improvement strategies in the public sector.

Abstract

This study examines the effect of job satisfaction on lecturer performance at a state Islamic higher education institution in Papua, Indonesia, with organizational commitment as a mediating variable. Prior research on the job satisfaction–performance relationship has produced inconsistent findings, suggesting the need for a mediating mechanism, particularly within the under-researched setting of Islamic higher education in eastern Indonesia. Using a quantitative explanatory design, data were collected through questionnaires administered to a census of all 82 lecturers and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS. Four hypotheses covering three direct paths and one indirect path were tested through a bootstrapping procedure. The results reveal that job satisfaction has no significant direct effect on lecturer performance, whereas it exerts a positive and significant effect on organizational commitment, and organizational commitment in turn has a positive and significant effect on performance. The indirect path indicates that organizational commitment fully mediates the relationship between job satisfaction and lecturer performance. These findings suggest that job satisfaction does not automatically translate into performance; rather, it appears to operate through its internalization as commitment to the institution. The study contributes by extending the organizational-commitment mediation model to a state Islamic higher education context in eastern Indonesia and provides practical guidance for institutional leaders to convert lecturer satisfaction into commitment in order to strengthen the performance of the three pillars of higher education (tridharma).

Abstract

Employee performance is a critical factor in the success of public sector organizations, yet the mechanisms through which its determinants operate warrant further investigation. This study aims to analyze the effect of competence and work discipline on employee performance, with work motivation as a mediating variable, at the Regional Archives and Library Agency of Papua Province. A quantitative approach with a causal design was employed. The population and sample comprised 135 civil servants selected through a census technique. Data were collected using a five-point Likert-scale questionnaire and analyzed through Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4.0. The results indicate that all seven proposed hypotheses were supported. Competence positively affected work motivation (β = 0.384) and employee performance (β = 0.372); work discipline positively affected work motivation (β = 0.462) and employee performance (β = 0.199); and work motivation positively affected employee performance (β = 0.255). Work motivation mediated the effects of competence (β = 0.098) and work discipline (β = 0.118) on performance. The findings suggest an asymmetric mediation pattern in which competence appears to operate predominantly through a direct pathway, whereas work discipline appears to operate substantially through motivation. This study offers a theoretical contribution to the mediation literature and practical implications for public sector human resource management.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a vital role in the regional economy, yet the determinants of their income in eastern Indonesia remain understudied. This study aims to analyze the effect of business capital, business location, and information technology on the income level of MSMEs in Jayapura Regency, both partially and simultaneously. A quantitative approach was employed with 100 respondents selected through proportionate stratified random sampling from a population of 2,653 MSME actors. Data were collected using a Likert-scale questionnaire and analyzed through multiple linear regression with SPSS version 25. The results show that business capital (β = 0.265; Sig. 0.040), business location (β = 0.292; Sig. 0.037), and information technology (β = 0.315; Sig. 0.007) each have a positive and significant effect on income level. Simultaneously, the three variables have a significant effect (F = 21.917; Sig. 0.000) with an Adjusted R² of 0.388. Information technology has the largest contribution in the model. The study concludes that improving MSME income is associated with the combination of capital, location, and information technology, with digitalization as a priority for MSME empowerment policy in Jayapura Regency.
