Abstract

This study aims to evaluate the effectiveness of the PUPM Scholarship Program in enhancing educational access for students at Muhammadiyah Islamic Boarding Schools (Pesantren). Employing a qualitative research design, data were collected through in-depth interviews with scholarship recipients, program administrators, and key stakeholders. The findings reveal that the program significantly alleviates financial barriers, allowing students—particularly those from low-income backgrounds—to pursue education without the burden of tuition and related costs. Additionally, the program provides academic support, including tutoring and language enrichment in Arabic and English, which enhances students’ learning experiences and self-confidence. Beyond academics, the scholarship fosters personal development by encouraging leadership and community service, aligning with Muhammadiyah’s core values. However, challenges remain, including limited awareness among potential applicants, initial communication gaps, and concerns over long-term financial sustainability. Participants emphasized the need for improved outreach and donor engagement to ensure the program’s growth and inclusivity. Overall, the PUPM Scholarship Program demonstrates strong potential in transforming the educational landscape of Muhammadiyah Pesantren. By addressing its existing challenges, the program can continue to empower underprivileged students, promote social responsibility, and contribute to a more equitable education system aligned with the vision of Muhammadiyah.

Abstract

This study aims to analyse the role of the Sabang Merah Award Programme in Sanggau Regency in optimising the contribution of Corporate Social Responsibility (CSR) to regional development, particularly in increasing company participation, directing CSR fund allocation, and creating synergy between the private sector and the government. The method used is a literature review with a descriptive-qualitative approach, collecting and analysing data from government reports, scientific journals, and related articles. The research findings indicate that this award has successfully increased corporate engagement and the amount of CSR funding support. This success is driven by the implementation of a transparent evaluation mechanism aligned with regional development priorities. However, the study also identified challenges that need to be addressed, including programme sustainability, strengthening CSR assessment indicators, and the need for long-term impact evaluation. Overall, the Sabang Merah Award has proven to be an effective policy instrument and an innovative model with the potential to be adopted by other regions to maximise CSR contributions towards sustainable development.

Abstract

The Aceh Special Autonomy Fund (Otsus), granted after the 2005 Helsinki Agreement, was intended to accelerate development, reduce inequality, and strengthen regional governance. However, two decades of implementation reveal a paradox: despite large fiscal transfers, improvements in welfare remain limited. This study aims to analyze the dynamics of stakeholders in the management of the Aceh Otsus Fund using Mendelow’s Matrix (1991). The research relies on secondary data from policy documents, reports, and academic studies to map actors’ levels of power and interest. The findings indicate that the Aceh Provincial Government and the Aceh Regional Parliament hold both high power and interest, placing them in the Key Players quadrant. Nevertheless, weak coordination between these actors has resulted in policy–implementation gaps. Meanwhile, the Central Government and the Supreme Audit Board act mainly as supervisors, exercising significant power but with limited direct interest in implementation, which reduces local effectiveness. Civil society groups and vulnerable communities remain marginalized due to the dominance of political elites and bureaucrats. The study concludes that strengthening transparency, enhancing community participation, and improving communication among stakeholders are critical for better fund management. Future research should adopt mixed-method approaches and conduct comparative studies with other autonomy regions to enrich analysis and policy recommendations.

Abstract

This study aims to analyze the effectiveness of the Pick Up the Ball program through the PECEL DESA innovation in Rokan Hulu Regency and to assess its impact on increasing ownership of population administration documents. The research employed a qualitative descriptive method, with data collected through interviews and documentation. Data analysis followed the stages of data reduction, data presentation, and drawing conclusions. The results show that the PECEL DESA program in Rokan Koto Ruang Village, Rokan Hulu Regency, has been effective in improving population administration services. Effectiveness is assessed using Riant Nugroho’s principles of accuracy: program, implementation, and target. In terms of program accuracy, PECEL DESA facilitated access for residents living far from the regency capital by simplifying the process of obtaining documents and reducing service time. Regarding implementation, the program was carried out in line with established Standard Operating Procedures (SOPs). In terms of target accuracy, the number of electronic ID card (e-KTP) holders increased significantly, reaching 98.12% of the village population. The study concludes that the PECEL DESA program is an effective innovation in strengthening village-level population administration services and can serve as a model for similar initiatives in other regions.

Abstract

This study aims to describe the Implementation of the Child Identity Card (KIA) Program at the Population and Civil Registration Office of Bukittinggi City. KIA is implemented based on the Regulation of the Minister of Home Affairs Number 2 of 2016 concerning Child Identity Cards. In the implementation, there are stakeholders involved, namely schools, LPKA Class II Payakumbuh in Tanjung Pati, and Bukittinggi City Hospital. This study was analyzed using the implementation theory according to Donald Van Meter and Carl Van Horn. The research method used is descriptive qualitative, with data collection techniques through interviews and documentation. Then the data validity technique uses source triangulation. The results of the study indicate that the Implementation of the Child Identity Card (KIA) Program at the Population and Civil Registration Office of Bukittinggi City has not run optimally. As the indicator of justice in the effort to pick up the ball to school has not been carried out evenly in Bukittinggi City, human resources in terms of quantity are inadequate, there is still a lack of budget, and the existence of facilities that are in a damaged condition, less supportive social conditions, and constraints on economic conditions.

Abstract

This study evaluates the implementation of the Electronic Parking Terminal (TPE) Program in Bandung City and its effectiveness in enhancing local revenue (PAD) from parking retribution. The research aims to assess the extent to which TPE improves efficiency, transparency, and accountability in parking management. Using a descriptive qualitative approach with the CIPP (Context, Input, Process, Product) evaluation model, data were collected through interviews, observations, documentation, and literature review. The findings show that although TPE was designed to reduce revenue leakage and illegal parking practices, its implementation has not yet achieved optimal outcomes. In the context dimension, social readiness and community adaptation to digital systems remain limited. From the input perspective, uneven machine distribution, frequent malfunction, and insufficient training for parking attendants hinder operational performance. In the process dimension, low digital literacy, technical issues, and weak supervision result in continued reliance on manual transactions. In terms of product, TPE contributes positively to transparency and accountability, yet its impact on increasing PAD remains below government targets. The study concludes that while TPE holds promising potential, significant improvements in infrastructure, human resources, and regulatory enforcement are required. Future research should adopt comparative and quantitative approaches to better measure financial impacts and deepen understanding of community behavior toward digital parking innovations.

Abstract

This study examines social conflicts arising from the poverty alleviation program through the provision of livable housing assistance for fishermen families in East Simeulue District, Simeulue Regency. The research aims to identify the sources of social conflict among fishermen receiving and not receiving housing assistance and to analyze the mechanisms used to resolve these conflicts. Grounded in Ralf Dahrendorf’s conflict theory, this study employs a qualitative method with a descriptive approach. Data were collected through observation, in-depth interviews, and documentation involving fishermen, community leaders, and local government representatives. The findings reveal that social conflicts emerged due to feelings of exclusion and unequal treatment experienced by fishermen who did not receive assistance, scarcity of resources, inadequate communication regarding program rules and eligibility criteria, and ineffective leadership characterized by unfair decision-making. Additionally, social jealousy and the presence of provocateurs within the fishing community intensified tensions. Conflict resolution was conducted through deliberative processes emphasizing communication facilitation between conflicting parties, primarily through arbitration and mediation as third-party interventions. Furthermore, local wisdom known as “salah manyamba” gawai mangisi” played a significant role in resolving disputes by involving respected community figures and prioritizing family-based deliberation. In conclusion, the study highlights the importance of transparent governance, effective communication, and the integration of local wisdom in minimizing social conflict and ensuring the equitable implementation of poverty alleviation programs in coastal communities.

Abstract

This study aims to analyze the empowerment of waste banks in Tanjungpinang City within a circular economy framework to support sustainable waste management. The study used a qualitative approach with a phenomenological method. The research location focused on three waste banks: the Main Waste Bank Berseri, the Kuantan Bersih Unit Waste Bank, and the Kembar Mandiri Unit Waste Bank. Data analysis used the ACTORS theory (Authority, Confidence and Competence, Trust, Opportunity, Responsibility, and Support) to understand the dynamics of community empowerment. The results showed that the three waste banks implemented empowerment through increasing manager capacity, environmental education, and circular economy-based waste management innovation. Empowerment was characterized by increased manager authority, social trust, and cross-sector support. The main challenges include budget constraints, low community participation, and fluctuations in recycling prices. This study recommends strengthening waste bank institutions, expanding cross-sector partnerships, and improving environmental education. Socially, empowerment through waste banks can foster ecological awareness and community economic independence. This study integrates ACTORS theory and the circular economy concept to explain environmentally based community empowerment, demonstrating that waste banks function as a means of social transformation toward participatory and sustainable environmental governance.

Abstract

Facing a persistent financial crisis and critical post-pandemic competency gaps, PT Garuda Indonesia (Persero) Tbk took a strategic step by recruiting two foreign nationals (FNs) to its board of directors in October 2025, supported by an amendment to the State-Owned Enterprise (SOE) Law. This decision is a manifestation of the external fit strategy within Strategic Human Resource Management (SHRM) to acquire specific expertise (financial turnaround and operational efficiency) that is scarce in the domestic market. This study analyzes the decision to appoint foreign directors as a response to the Global Talent Challenge and the challenge of institutional embeddedness. Data was obtained through a qualitative case study, in-depth interviews with Garuda Indonesia practitioners, and regulatory and media analysis. The decision is legally sound and demonstrates a meritocratic effort to overcome the competency gap. Findings show that integrating foreign leadership into the Indonesian SOE context requires more than just technical expertise. The acceptance of local human resources (overcoming in-group bias) is heavily determined by the foreign leadership's performance legitimacy and a conscious effort to implement a crossvergence culture (a blend of local values and global professionalism). To ensure long-term success and build domestic capacity, this strategy must be balanced with a global succession plan and a structured knowledge transfer system, ensuring foreign talent acts as a transformative catalyst. Garuda can achieve a win-win outcome by maintaining global competitiveness while strengthening local leadership.
