Abstract

Sanitation issues in slum areas in Tanjungbalai City are a major concern in efforts to improve the quality of life and public health. This study aims to explore the factors that influence sanitation management in slum areas and provide policy recommendations to improve sanitation management. The research method used is a qualitative approach with data collection through interviews and field observations. The results of the study indicate that the main factors that hinder effective and sustainable sanitation management in slum areas are limited infrastructure, low community participation, and limited budget. In addition, the impact of poor sanitation on health and the environment is very significant, including increasing rates of water-based diseases and environmental pollution. The suggested policy recommendations include improving sanitation infrastructure, implementing environmentally friendly waste processing technology, empowering communities, and stricter law enforcement. Collaboration between the government, private sector, and communities is also needed to ensure the sustainability of sanitation programs in the future.

Abstract

This study aims to analyze the patterns, driving factors, and impacts of housing development growth in Datuk Bandar Timur District, Tanjungbalai City. Using a qualitative approach, this study reveals that housing development in the area shows a rapid spread pattern towards the suburbs with characteristics of cluster and sporadic development. The main driving factors include population growth, local economic development, infrastructure development, changes in people's lifestyles, government policy support, and land availability. This growth has an impact on the environment, society, and infrastructure, such as reduced green open space, changes in social structure, and uneven distribution of public facilities. To overcome these impacts, a sustainable housing development management strategy is needed through spatial planning enforcement, strengthening licensing supervision, environmentally based development, and public education. This research is expected to be the basis for designing more targeted and sustainable housing development policies in the future.

Abstract

Determination of slum status is an important initial step in sustainable development planning in Tanjungbalai City. This study aims to evaluate the existing conditions of slum areas in the city and analyze the role of slum status determination in supporting sustainable urban development planning. Based on the data collected, slum status determination allows for more targeted planning in infrastructure improvement, fulfillment of basic needs, and community empowerment. However, there are a number of obstacles in this process, including limited accurate data, less than optimal inter-sectoral coordination, and community resistance to change. Therefore, a comprehensive strategy is needed, including strengthening data systems, cross-sectoral coordination, increasing community participation, supportive policies, and sustainable funding to strengthen the slum status determination process and realize sustainable urban development. This study provides recommendations for the Tanjungbalai City government to continue to strengthen collaboration between the government, community, and private sector in order to achieve inclusive and sustainable development goals.

Abstract

This study aims to examine the arrangement of residential areas and fisheries activities in Seberang Belawan Fishermen's Village, as part of sustainable tourism development. This area has great potential in the fisheries and tourism sectors, but has not been properly regulated, so integrated arrangement is needed. The method used in this study is a descriptive approach with qualitative analysis, which involves field studies, interviews with the community, and secondary data collection related to policies and existing conditions of the area. The results of the study indicate that the current condition of the area faces various challenges, including limited infrastructure, suboptimal natural resource management, and a lack of integration between fisheries and tourism activities. Area planning based on the principles of sustainability is needed to integrate these two sectors. The recommended area planning model includes clear zoning between fisheries, residential, and tourism areas, development of environmentally friendly infrastructure, community empowerment through training and education, and participatory natural resource management. With appropriate planning, it is hoped that Seberang Belawan Fishermen's Village can optimize its fisheries and tourism potential in a sustainable manner, which in turn can improve the welfare of local communities and maintain environmental sustainability. This research provides recommendations for more structured and sustainable regional development, by involving all parties in the management and decision-making process.

Abstract

Seberang Fishermen's Village, Paluh Kurau, Muara Belawan, North Sumatra Province, is an area that functions as a residence and fishing ground. Slum areas, inconsistencies in spatial planning, limited land, irregular buildings with poor quality, high density, disease susceptibility, poor infrastructure, vulnerability to social problems and poverty are the problems facing microorganisms in Seberang Fishermen's Village, Paluh Kurau. This study used qualitative methods with a descriptive approach to provide an assessment of organizational planning strategies, focusing on harmony through the linkages and unity between policies, natural conditions, economics, and socio-cultural aspects, while considering ecological values in line with national development goals. The study concluded that planning focuses on increasing community empowerment, ecological planning, and enhancing the community's social capital structure.

Abstract

Silalahisabungan District in Dairi Regency has great potential for development as a culture-based tourism area. The natural beauty of the Lake Toba coast, the richness of local traditions, and cultural sites make this area unique and attractive. However, the development of this area faces challenges such as a lack of supporting infrastructure, low community involvement, and suboptimal policies and governance. This study aims to analyze the existing potential and challenges and formulate an appropriate regional planning strategy to support the development of culture-based tourism in Silalahisabungan District. The research method used a qualitative approach with data collection techniques such as interviews, surveys, and documentation. Data analysis was conducted using the SWOT method to formulate an effective strategy. The results indicate that recommended strategies include the development of supporting infrastructure, tourism promotion and marketing, local community and stakeholder involvement, environmental and cultural preservation, and the provision of attractive cultural attractions. In addition, the preservation of local cultural wisdom such as regional arts and cultural sites is a primary focus in the development of this area. A sustainable regional planning strategy not only encourages tourism development but also improves the welfare of local communities and maintains cultural and environmental authenticity. With proper implementation, Silalahisabungan District can become a superior and globally competitive culture-based tourism destination.

Abstract

This study aims to explore the management of uninhabitable housing in coastal slum areas of Batu Bara Regency. The main focus of this study is to identify the factors causing the high number of uninhabitable housing and the efforts that have been made by the local government and community to address it. The research findings indicate that the main obstacles in managing uninhabitable housing are budget constraints, land ownership issues, and low community participation. Furthermore, existing government assistance programs are still insufficient to cover all homes in need of repair. This study proposes several strategies to improve the effectiveness of uninhabitable housing management, including increasing the budget, empowering communities, and improving coordination between the government, the private sector, and the community. With a more holistic and coordinated approach, it is hoped that the condition of uninhabitable housing in coastal slum areas of Batu Bara Regency can be improved sustainably.

Abstract

Environmental infrastructure planning that is effective and appropriate plays an important role in increasing the productivity of fishing communities and supporting sustainable regional development. Kampung Nelayan Seberang Belawan, where the majority of residents depend on the fisheries sector, requires better environmental infrastructure planning to support fishing activities and improve community welfare. This study aims to analyze the existing infrastructure conditions, identify environmental infrastructure needs, and formulate appropriate strategies for environmental infrastructure planning to enhance fishermen's urgent productivity and support regional development. The research uses a qualitative method with a case study approach, interviews, and direct observation. The results show that the current environmental infrastructure is inadequate. Coastal protection infrastructure, such as wave barriers and mangrove planting, is crucial for maintaining environmental resilience and preventing damage caused by abrasion and natural disasters. Proper management of waste and domestic wastewater will also improve environmental quality and public health. The provision of better educational and health facilities will improve the quality of life for fishing communities and create opportunities for a more creative and technologically literate younger generation. This has a positive impact on the environmental infrastructure planning of Kampung Nelayan Seberang in regional development. The planning of environmental infrastructure in Kampung Nelayan Seberang constitutes a strategic key in developing competitive coastal areas. The success of this arrangement greatly depends on multi-party collaboration, sustainable planning, and policy support for marginal areas. By maximizing strengths and opportunities and mitigating weaknesses and threats, this area can grow into an inclusive and productive community.

Abstract

This study aims to explore the existing conditions and constraints faced in the management and distribution of clean water in Padang Tualang District, and to propose effective development strategies. Using a qualitative approach, this study identified key issues, including limited capacity of the water treatment system, damage to the distribution network, and uneven water quality. Various strategies are proposed, such as increasing the capacity of water treatment plants, repairing and expanding the distribution network, diversifying water sources, and empowering communities. This study provides recommendations to local governments, SPAM managers, and communities to work together to realize a more effective and sustainable clean water management system.

Abstract

Bagan Deli Village, located in Medan Belawan District, is a coastal area that is vulnerable to tidal flooding due to rising sea levels and land subsidence. The land subsidence and speed of land subsidence that occurred in Bagan Deli Village, Medan Belawan District, amounted to 6.50 cm. This problem has a significant impact on the social, economic, and environmental lives of the local community. This study aims to analyze tidal flood mitigation strategies that can be applied to reduce its impact. The method used is descriptive qualitative with a field study approach, interviews, and documentation. The results of the analysis show that the construction of drainage channels, river dredging, raising floors, infiltration wells, water gates, socialization and formation of working groups, planting mangroves, pump houses, and stilt houses are effective mitigations. This study provides strategic recommendations for local governments and related parties in formulating appropriate and sustainable tidal flood mitigation policies.
