Abstract

Murder is one of the most serious crimes against life, carrying significant legal, social, and humanitarian consequences. Legal issues become more complex when the perpetrator is a Person with Mental Disorders (ODGJ), as the individual's mental condition may affect the capacity to understand and be held criminally responsible for the act committed. Under Article 44 of the Indonesian Criminal Code (KUHP), a person who commits a criminal act while suffering from a mental disorder cannot be punished if it is proven that they are incapable of being held responsible for their actions. This study aims to analyze the legal considerations underlying the decision of the Timor Tengah Selatan Regional Police to terminate the investigation of a murder case committed by a person with mental disorders and to examine the legal handling process applied to such offenders. This research employs an empirical legal method with a case approach. Data were collected through interviews with investigators and related parties at the Timor Tengah Selatan Regional Police and through a literature review of legislation, legal doctrines, and supporting documents. The data were analyzed qualitatively by correlating empirical findings with applicable legal provisions. The findings reveal that the termination of the investigation was based on Article 44 of the Indonesian Criminal Code, Article 109 paragraph (2) of the Criminal Procedure Code (KUHAP), Regulation of the Chief of Police Number 6 of 2019 concerning Criminal Investigations, and psychological examination results indicating that the offender suffered from a mental disorder and was therefore incapable of criminal responsibility. The legal handling process included preliminary investigation, formal investigation, witness examination, evidence collection, psychiatric assessment, case review, issuance of an Order for Termination of Investigation (SP3), and recommendations for medical rehabilitation. The study concludes that the handling of murder cases involving persons with mental disorders requires an integrated approach encompassing legal, medical, and humanitarian perspectives to ensure legal certainty, substantive justice, protection of human rights, and recovery of the offender’s mental condition. These findings highlight the importance of coordination among law enforcement agencies, mental health professionals, prosecutors, and the offender’s family in managing criminal cases involving persons with mental disorders in a professional and equitable manner.

Abstract

Rice (Oryza sativa L.) is a staple food commodity that underpins national food security; however, its productivity at the farm level is still constrained by inefficient conventional nursery techniques. This problem is also faced by farmers in Kedungwaduk Village, Sragen, who are unfamiliar with modern dapog-based nursery methods compatible with rice transplanter use. This community service program, implemented by students of the JARPAK Grant at Sebelas Maret University (UNS), aims to improve farmers’ capacity and skills through education and hands-on practice of the dapog rice seedling system. The method used was a participatory approach involving socialization, demonstration, and practical mentoring. The results showed an improvement in farmers’ understanding of growing media preparation, seed sowing in trays, seedling management, and seedling readiness for mechanical transplanting. The impact was reflected in increased farmer capacity to independently apply modern nursery technology, more efficient use of seeds, and growing awareness of the importance of agricultural mechanization in increasing farm productivity. This study concludes that dapog-based rice nursery education is effective as an initial step in building farmer capacity toward modern mechanized agriculture. Further assistance at the stages of planting, maintenance, and postharvest is recommended to ensure sustained economic benefits.

Abstract

This study, entitled "Analysis of Student Perceptions on the Use of Paylater and Its Impact on Financial Behavior," was written by Aditya Iskandar Syah, Rifki Riyadi, Saniman, and Nurul Musthofa from the Faculty of Economics and Business, Universitas Madura. This study aims to analyze student perceptions of the use of paylater services and their impact on financial behavior in the digital era. The research method used was a descriptive qualitative approach, with data collection techniques through interviews, observation, and documentation. The study sample consisted of 200 students who use paylater services such as Shopee Paylater, GoPayLater, Kredivo, and Akulaku, selected using a purposive sampling technique. The results show that students have a positive perception of paylater services because they are considered practical, easy to use, and offer easy payment options and various attractive promotions. However, the use of paylater also leads to increased consumer behavior, impulsive buying, and habitual behavior among students. Furthermore, low financial literacy and the influence of modern lifestyles also influence students' behavior in using paylater services. This study concludes that while using PayLater provides positive impacts in the form of transaction convenience and short-term financial assistance, it can also negatively impact financial management if used excessively. Therefore, improving financial literacy and self-control is necessary so that students can use PayLater services wisely and responsibly.

Abstract

The purpose of this study is to determine the implementation of the performance management system through the evaluation process, Performance Barriers and performance assessment at PT. Hamdalah Money Changer Jember. The method used in this study uses a qualitative method with direct observation and interviews with the Directors of PT. Hamdalah Money Changer Jember. The results of the study indicate that (1) The Performance Management System at PT. Hamdalah Changer Jember is family-like, simple, informal, and focuses on SOP standards. (2) The Performance Evaluation Process of PT. Hamdalah Money Changer Jember is carried out through interpersonal communication. (3) Performance Barriers at PT. Hamdalah in implementing the performance management system lie in the absence of clear work target determination, and the family-like Work System also has the potential to cause a lack of discipline and professionalism because there are no clear boundaries between personal relationships and work responsibilities, and other obstacles are seen in the performance evaluation process which is still simple and carried out internally without involving structured assessment indicators, the next obstacle lies in the generalized payroll system. (4) Performance assessment of PT. Hamdalah is carried out based on the results of observations, experiences and considerations of management regarding employee behavior and work achievements while carrying out their duties.

Abstract

This Community Service Program aimed to increase students' legal awareness regarding sexual harassment as a form of self-protection. The activity was conducted through legal counseling and interactive discussions at SMK Negeri 6 Kota Serang. The results showed an improvement in students' understanding of the forms of sexual harassment, its impacts, and preventive measures as well as legal protection. It is expected that this activity will contribute to creating a safer and more comfortable school environment.

Abstract

This research aims to identify the influence of transfer pricing practices, institutional ownership, and firm size on the level of tax avoidance in public companies in Indonesia. Data were collected from the annual financial reports of 100 public companies over the last five years and analyzed using multiple regression analysis. The research findings indicate that more aggressive transfer pricing practices are associated with higher levels of tax avoidance. Furthermore, companies with lower institutional ownership tend to engage in higher tax avoidance than those with higher institutional ownership. Additionally, firm size also plays a significant role, as larger companies exhibit higher levels of tax avoidance. These findings have important implications for tax practitioners and corporate managers in managing their taxes. They need to carefully consider their transfer pricing practices and understand that institutional ownership and firm size can also influence their tax strategies. Moreover, stringent tax regulations and changes in the tax environment add complexity to corporate tax management.

Abstract

Serious injuries are a type of injury that has little hope of healing or can be life-threatening. Age and gender in serious injuries increase the risk of patient death. The purpose of this study was to determine the relationship between age and gender with mortality in patients with serious injuries based on Visum et Repertum. This study design was an observational analytic with a cross-sectional design with sampling using the all sampling technique. The sample in this study was 56 samples that met the inclusion criteria including victims of serious injuries and recorded in VeR. This research data was obtained from Visum et Repertum for the period June 2024 - August 2025. Data were analyzed using the Fisher Exact test. Most victims with serious injuries at Bhayangkara Hospital were in the age range of 17-65 years (30 (62.5%) with male gender 33 (66.0%). The results of the Fisher Exact test obtained a p value = 0.698 (p>0.05) for the age variable and a p value = 0.030 (p<0.05) for the gender variable. There is a relationship between gender and mortality. There was no association between age and mortality in victims with serious injuries at Prof. Awaloedin Djamin Bhayangkara Hospital in Semarang City. Males and those aged 17-65 years were more likely to die.

Abstract

PKU Muhammadiyah Kartasura Hospital has successfully implemented a number of patient safety target indicators. However, there are still shortcomings in several aspects, such as compliance with effective communication, ensuring the correct surgical site, correct actions, and appropriate patients for surgery. In addition, there is also a need to reduce the incidence of patient falls and improve nurses' knowledge, which is still considered lacking. The socialization of patient safety targets according to the health standards aims to increase the understanding and awareness of all healthcare workers regarding the importance of implementing patient safety in every service. The benefits of this activity are improving the quality and safety of patients and healthcare workers. The method used is socialization. Descriptive analysis of pretest and posttest scores showed abnormal data with a p-value of less than 0.05 in the Shapiro-Wilk test found in counseling participants. Furthermore, using the Wilcoxon test, a p-value of 0.014 was obtained, indicating a significant difference in employee knowledge at PKU Muhammadiyah Kartasura Hospital. This is due to the socialization process regarding the six patient safety targets at the hospital. Participants followed the event well, enthusiastically, and were able to understand the material provided. Participants were able to follow the discussion session well and practice good hand hygiene. Participants were enthusiastic in participating in the entire activity.

Abstract

This study aims to identify factors influencing financial inclusion in Madura and assess banking strategies for increasing financial participation, including partnerships with FinTech, the development of micro-waqf products, and financial education programs. The research background is based on the low level of financial inclusion in Madura, which is below the national average, with the majority of the population still relying on informal financial services. This study used a qualitative approach, distributing open-ended questionnaires to 120 respondents in three main Madura regencies (Bangkalan, Sumenep, and Pamekasan) and conducting semi-structured interviews with 12 bank branch managers. The data were analyzed using thematic analysis. The results revealed five main themes: (1) limited physical accessibility of branch and ATM networks, (2) the high demand for digitalization of services, especially for MSMEs, (3) public trust in sharia products as an opportunity for portfolio development, (4) low digital financial literacy, which hinders the adoption of modern services, and (5) the need for local policy support. The study's conclusions emphasize that an effective banking strategy must be multifaceted, encompassing the development of mobile service units, collaboration with local fintech companies, sustainable digital financial literacy programs, segmented Sharia product development, and policy advocacy with local governments. Implementing this strategy is expected to increase financial participation among Madurese, expand the customer base, and support inclusive economic growth in the archipelago.

Abstract

This study aims to analyze the role of the banking sector in enhancing economic stability in Madura Island, particularly through financial inclusion, financial technology (fintech) adoption, and the integrity of financial reporting. This research employs a qualitative approach with an exploratory case study design involving banking practitioners, MSMEs, and local government officials. Data were collected through semi-structured interviews, focus group discussions (FGD), and document analysis. The results indicate that the banking sector plays a significant role in expanding financial access for MSMEs, improving business productivity, and reducing dependence on informal financing sources. Furthermore, the integration of fintech and the improvement of financial literacy have been proven to broaden the reach of banking services and increase transaction efficiency through digital payment systems. Government policy support also strengthens the effectiveness of banking in maintaining regional economic stability.
