Journal of Public Policy and Regional Government (JPPLG) adalah jurnal akademik yang fokus pada penelitian dan pengembangan dalam bidang kebijakan publik dan pemerintahan daerah. Jurnal ini bertujuan untuk menyajikan artikel-artikel yang memberikan kontribusi terhadap pemahaman serta solusi untuk tantangan dan isu-isu yang dihadapi dalam pengelolaan kebijakan publik dan tata kelola pemerintahan di tingkat daerah atau regional dengan fokus sebagai berikut: 1. Kebijakan Publik, yaitu analisis terhadap berbagai kebijakan yang diterapkan oleh pemerintah, baik di tingkat nasional maupun regional, serta evaluasi efektivitas dan dampaknya; 2. Pemerintahan Daerah, yaitu penelitian terkait otonomi daerah, desentralisasi, serta implementasi kebijakan yang berfokus pada penguatan pemerintahan lokal; 3. Tata Kelola Pemerintahan, yaitu kajian tentang transparansi, akuntabilitas, serta peran sektor publik dan privat dalam meningkatkan kualitas layanan publik di tingkat regional; 4. Pembangunan Daerah, yaitu fokus pada perencanaan dan implementasi kebijakan yang mendukung pembangunan ekonomi dan sosial di daerah, termasuk isu-isu seperti kemiskinan, ketimpangan, dan pembangunan berkelanjutan; 5. Partisipasi Masyarakat, yaitu enelitian yang membahas keterlibatan masyarakat dalam proses pembuatan kebijakan serta pengawasan pemerintahan daerah; 6. Isu-isu Sosial dan Ekonomi, yaitu mengkaji isu-isu penting seperti ketenagakerjaan, pendidikan, kesehatan, dan lingkungan hidup di tingkat daerah dalam kaitannya dengan kebijakan publik. Oleh karena itu, jurnal ini mengundang kontribusi dari para akademisi, praktisi, dan pembuat kebijakan untuk membagikan pengetahuan serta pengalaman yang relevan dalam meningkatkan kualitas kebijakan dan tata kelola pemerintahan daerah di berbagai belahan dunia.

Abstract

More effective and efficient administrative services could be influenced by employee performance. Organizations place a great deal of importance on performance since it can undoubtedly lower absenteeism and lazy work. The purpose of this study is to determine the impact of transformational leadership, the impact of leadership on employee performance, and the overall picture of employee performance. This study employs associative research design and a quantitative methodology. To accomplish the goals of this study, a variety of data-gathering methods were employed, such as documentation, questionnaires, and observation. The study's population consists of 95 employees, and a sample of 48 employees was drawn using the proportional random sampling sample extraction approach. To ascertain the impact of transformational leadership on staff performance at the South Sulawesi Province Teacher Mobilization Center (BBGP) office, the research data was further analyzed using descriptive and inferential statistical analysis. The study's findings demonstrated that the indicators applied to each variable concluded that both employee performance and the impact of transformational leadership fell into a very good range. The product moment correlation test findings indicate a strong link between the variables. Transformational leadership significantly improved staff performance in the South Sulawesi Province Teacher Mobilization Center (BBGP) office, according to the findings of a basic linear regression analysis.

Abstract

School administrative  is a series of processes, policies, and practices that are implemented to manage school activities effectively and efficiently. The goal is to ensure that all administrative activities support the achievement of educational goals, in accordance with the established standards. The main purpose of this study is to find out the efforts to realize national standard school administrative governance and to find out the supporting and inhibiting factors in efforts to realize national standard school administrative governance at SMKS Bina Insani Malunda Majene Regency. This research is qualitative descriptive research. This research focuses on efforts to realize national standard school administrative governance based on planning, organizing, implementing, and supervising indicators. To achieve the research objectives, data collection techniques were used, namely observation, interviews, and documentation. Based on the results of the study, it shows that efforts to realize national standard school administrative governance at SMKS Bina Insani Malunda Majene Regency can be seen from the indicators of planning, organizing, implementing, and supervising in the "quite good" category. This is seen from the planning aspect, which holds a plan preparation meeting with the participation of all school personnel to set clear and directed goals. Organizing by dividing tasks according to the ability of staff, even though the limited number of staff causes some staff to have double tasks, can still optimize performance and achieve set goals. The implementation of tasks is emphasized on seriousness and thoroughness in carrying out the predetermined plan, with each administrative staff playing an important role in completing the task according to the plan. Supervision, which is carried out periodically and collaboratively to monitor staff performance and identify obstacles that may arise. These measures demonstrate a strong commitment to improving the governance of school administration towards the desired national standards. Supporting factors include existing facilities and infrastructure, good cooperation, and the leadership of the principal. Inhibiting factors include lack of facilities and infrastructure, limited staff, and high workload.

Abstract

Human Resources (HR) quality reflects how these individuals can make valuable and practical contributions in achieving organizational or societal goals. Evaluate the quality of human resources at DISKOMIFO SP Gowa Regency and factors that support and hinder these qualities. The approach used is qualitative research with a descriptive approach. Data collection techniques include interviews and documentation, while data analysis techniques include data reduction, data presentation, and conclusion drawing and verification. The results of this study show that all indicators used in the research on the quality of human resources at the DISKOMIFO SP Office of Gowa Regency are relatively good. This is evidenced by relatively relevant indicators of knowledge and skills, which are reflected in their performance. Education is classified as good because most employees have a high educational background, which aligns with the Organization's performance needs. The Understanding Indicator is good because employees understand the importance of their work, which is achieved through various organizational initiatives, such as regular training, project participation, coaching, and team collaboration. The ability indicator is classified as good because employees can adapt to changes in work, and employee performance increases. The indicator of work morale is relatively good because each employee has fluency and internal motivation to maintain working time. Planning and organizing indicators are classified as good because, before the implementation of projects or activities, it is ensured that all activities are completed with a clear and organized approach.

Abstract

This study applies the Systematic Literature Review (SLR) approach to comprehensively explore the models, strategies, and factors that affect the successful implementation of e-government innovation at the city level. This approach was chosen to provide a structured and objective scientific synthesis of previous research results while mapping the development of knowledge and identifying research gaps. The literature review process follows the PRISMA protocol, encompassing the stages of identification, screening, eligibility, and inclusion, with a focus on Scopus-indexed articles published between 2021 and 2025 related to digital innovation, innovative city governance, and public service transformation. The analysis was conducted using a thematic analysis method to categorize findings based on key themes, including digital technology, organizational readiness, citizen participation, leadership, and regulations. The study's results demonstrate that e-government has excellent transformative potential in enhancing the efficiency of public services, strengthening transparency, and increasing citizen participation. The success of implementation is heavily influenced by the leadership role and organizational culture that supports innovation. However, challenges such as the digital divide, scalability, and contextual differences between cities remain obstacles that need to be overcome. This study highlights the significance of contextual approaches and community engagement in the development of inclusive and sustainable e-government. Thus, this research contributes to the development of conceptual mapping and recommendations for policy directions that support the effective and accountable digital transformation of urban governance.

Abstract

This literature review analyzes the impact of government policies on the improvement of teaching staff and educational institutions in developing countries. This study examines the impact of strategic government actions on the quality of education by drawing on a wealth of academic resources. Studies show that effective teacher development requires consistent investment in professional development, cohesive policy frameworks, and institutional capacity building. Additionally, utilizing technology and adhering to international educational standards is becoming increasingly important. However, these things must be carefully adjusted to fit the local school to be effective. The review emphasizes that context-sensitive, inclusive, and equitable policy approaches are more effective in addressing the specific problems facing education systems in developing countries. This assessment uses a qualitative method. It also reveals that the implementation of current policies has shortcomings, including the need for an equitable distribution of resources and significant stakeholder involvement. These findings underscore the importance of developing educational strategies that align with global trends by focusing on addressing local contexts and needs. This review supports adaptive and collaborative governance models to facilitate the development of teaching capacity and sustainable institutional development in the evolving educational context.

Abstract

Fair access to educational infrastructure continues to be a significant issue in numerous areas, especially in disadvantaged and under-resourced groups. This qualitative study examines the impact of education policy on the creation and allocation of school infrastructure, emphasizing the viewpoints of essential stakeholders such as educators, policymakers, and community leaders. The study reveals that although equitable rules are in place, their efficacy is significantly contingent upon context-specific implementation, stakeholder engagement, and local leadership. Participants identified obstacles that included bureaucratic impediments, insufficient consultation procedures, and the necessity for more inclusive planning. The results indicate that proactive community involvement and tailored policy frameworks are crucial for mitigating inequalities in infrastructure development. The report underscores the imperative for ongoing professional development for educators and administrators to effectively navigate policy contexts. This study contextualizes policy within the experiences of educational stakeholders, providing ideas for enhancing infrastructural equity and contributing to the dialogue on sustainable educational reform. The conclusions promote a more cohesive and inclusive methodology for policy formulation and implementation, harmonizing national strategies with local requirements.

Abstract

This study examines the transformation of public organizations from traditional bureaucratic structures to agile organizational models in response to digital disruption and evolving citizen expectations. Employing a sequential explanatory mixed-methods design, the research analyzed 45 public organizations across 12 administrative regions and six sectoral domains through quantitative surveys (n=127 respondents) and qualitative semi-structured interviews over a 24-month period. Results demonstrate that digital disruption serves as the primary transformation catalyst (78% of cases), with pilot-driven implementation strategies achieving significantly superior success rates (85.7%) compared to comprehensive redesign approaches (33.3%). Cross-sectoral analysis reveals substantial variation in transformation effectiveness, with service-oriented sectors (health: 89.3%, education: 87.1%) significantly outperforming traditional bureaucratic domains (regulatory: 58.7%, infrastructure: 54.2%). (F (5,39) = 12.47, p < 0.001, η² = 0.615). Post-transformation outcomes show statistically significant improvements in organizational performance, including a 45% reduction in response times and a 30% increase in citizen satisfaction scores, with large effect sizes (Cohen's d > 1.3) indicating practical significance. The findings suggest that successful agile transformation in public organizations requires adaptation rather than direct transplantation of private sector models, with sustainable change achieved through hybrid approaches that balance agile principles with democratic accountability requirements, establishing an empirical foundation for agile governance models in contemporary public administration.

Abstract

In recent years, arms proliferation has become a serious threat to peace and development in Nigeria, particularly in areas affected by farmer-herder conflicts. Anambra State, known for its agrarian communities, has experienced growing insecurity that erodes social cohesion and undermines communal welfare. This study adopted a cross-sectional survey design using structured questionnaires to collect data from selected local government areas with a high incidence of conflict. Respondents were purposively sampled from zones identified as high-risk, and data were analyzed using descriptive statistics and the Chi-square test to examine the impact of herdsmen activities on social relationships. Findings revealed widespread disruption of community life due to ongoing clashes, including a decline in hospitality, reduced attendance at cultural festivals, and heightened fear of violence and abductions. The statistical analysis indicated that herders’ activities do not contribute positively to social relationships, as the hypothesis suggesting a positive impact was rejected. The study concludes that arms proliferation has intensified the negative effects of the farmer-herder crisis, threatening sustainable social development across affected communities in Anambra State. In response to these challenges, the research recommends the adoption of community-driven peacebuilding initiatives and the implementation of more rigorous arms control policies. Strengthening local security mechanisms and fostering dialogue between conflicting groups are seen as critical steps toward restoring trust, rebuilding social bonds, and ensuring long-term stability in the region.

Abstract

This study explored the impact of e-administration on service delivery efficiency in selected ministries in Anambra State amid rising demands for digital transformation in the public sector. Using a survey design, data were collected through structured questionnaires administered to staff across the ministries of Education, Finance, Works, and Women Affairs. The study combined primary data from respondents with secondary data from documents and literature and employed both descriptive and inferential statistical analyses. Results revealed mixed perceptions of digital progress, with many respondents expressing skepticism about the effectiveness and consistency of digital tool adoption. While some acknowledged gradual improvements, others highlighted persistent reliance on manual processes, uneven implementation across ministries, and challenges such as limited infrastructure, insufficient training, and inconsistent policy enforcement. Leadership support and infrastructure development were recognized as essential enablers, yet the overall effectiveness of training programs remained unclear. Furthermore, statistical analysis found no significant gender-based differences in perceptions of service delivery outcomes, suggesting that the impact of digitization is broadly experienced across demographic groups. Despite ongoing efforts, the study concluded that systemic obstacles continue to constrain the full benefits of digital governance in the state. It recommends greater investment in infrastructure, continuous staff development, and stronger policy enforcement to ensure that digital transformation leads to meaningful improvements in public service delivery.

Abstract

Providing services to the community is a form of government function in realizing. This research aims to determine the mechanism for implementing the role of office administration in optimizing public services at the Ujung Pandang Subdistrict Office and the factors inhibiting office administration in optimizing the Ujung Pandang Subdistrict Office. This type of research uses a qualitative approach where the research carried out is descriptive, namely, to describe the reality of events that occurred in the field during the research, which makes it easier for this research to obtain objective data in order to determine the role of office administration in optimizing public services at the Ujung Pandang Subdistrict office. Research data was collected using interviews and observations and then analyzed using descriptive statistics by collecting, compiling, reducing and verifying data. This research shows that the implementation of office administration services at the Ujung Pandang sub-district office is quite optimal, as can be seen from the fast and simple administrative procedures as a requirement for providing services as well as comprehensive information related to the administration mechanism for every form of management by the community. The forms of service available at the Ujung Pandang sub-district office include administrative services, goods services, services and regulatory services. Factors inhibiting the role of administration in public services at the Ujung Pandang District Head's office are the lack of facilities to support the continuity of administration, human resources that need to be strengthened again by providing understanding or training related to secretariat to each related staff.
