Abstract

The use of narcotics, psychotropic substances and other addictive substances has a huge impact if misused. However, on the other hand, these substances can provide benefits for the development of science and the treatment of disease if used according to the instructions of the authorities. Therefore, this scientific legal work discusses two main things: first, how the legal regulations relate to intermediaries in the sale and purchase of class I non-plant narcotics according to positive law, and second, how to apply criminal law to these perpetrators. This research uses a normative method with a statutory approach. Eradicating narcotics faces very complex obstacles, ranging from internal and external factors of perpetrators to the involvement of law enforcement officers in abuse. As a solution, the government needs to optimize the role of society to increase supervision and legal awareness, revise narcotics laws, and tighten supervision of the morality of law enforcement officers.

Abstract

The application of restorative justice in resolving minor crimes is increasingly receiving attention in Indonesia as a more humane alternative to the traditional criminal justice system. Resolving minor crimes using a restorative justice approach can be carried out if the conditions are met, such as the perpetrator admitting his actions and showing deep regret, and the victim or his family is willing to forgive. Apart from that, the community also supports deliberation, especially if the act is classified as a minor crime. If these conditions are met, law enforcement officials such as the police can use a restorative justice approach through mediation during the investigation process. The research method used is qualitative with a normative approach where the purpose of this research is to create balance in society. The use of traditional institutions in various regions also greatly supports the implementation of restorative justice, because this model is considered to be in accordance with the values of justice that have long been recognized and implemented in Indonesian society. Thus, restorative justice can be a more inclusive and just solution in resolving minor crimes in Indonesia.

Abstract

Literature Review on the interaction between legal awareness and legal culture as determinants of social order among Generation Z is a scientific article with the objective of analyzing whether legal awareness and legal culture play a role in shaping the dynamics of social order among Generation Z in the digital era. This research method using document analysis by reviewing relevant national and international journal articles, academic books, and scientific publications related to Generation Z, legal awareness, legal culture, and social order. The results of this article indicate that: 1) legal awareness significantly influences the formation of social order among Generation Z, particularly through reflective and evaluative legal compliance; 2) legal culture plays a crucial role in shaping legal legitimacy, trust, and patterns of compliance, especially within digital and participatory social environments. The interaction between legal awareness and legal culture determines the stability and sustainability of social order in contemporary society. In addition to these two exogenous variables, social order is also influenced by other factors, including legal legitimacy, digital norms, social values, and the effectiveness of legal education and public participation

Abstract

The phenomenon of street children reflects structural inequality, urban poverty, and weaknesses in the child protection system. In Ambon City, although official data indicate a decline in the number of street children between 2022 and 2025, recurring cases and contradictory practices on the ground suggest persistent implementation gaps in policy execution. This study analyses the strategies employed by the Ambon City Social Service in addressing street children within the framework of local regulations using a child rights approach and a social policy analysis perspective. A qualitative case study design was employed. Data were collected through in-depth semi-structured interviews with Social Service officials and street children, field observations in major public spaces in Ambon City, and analysis of relevant policy documents. The findings show that current strategies combine short-term outreach operations, fulfilment of basic needs, and family reintegration with longer-term rehabilitation, alternative education, and skills training programmes. However, testimonies from street children reveal the persistence of coercive practices during field operations, indicating inconsistencies between policy commitments to child-friendly governance and implementation practices. This study contributes to the literature on social policy and child protection by critically examining the paradox between quantitative policy success and the qualitative experiences of children as policy subjects. The novelty of this research lies in highlighting the gap between statistical reduction of street children and the actual quality of rights-based protection in a medium-sized city context in Eastern Indonesia. Strengthening rights-based implementation, institutional capacity, and participatory approaches is therefore essential to ensure sustainable child protection.

Abstract

The banking industry is a significant part of the financial services sector and continues to develop dynamically. However, this progress has not fully addressed society’s demand for diverse credit needs. Although the government has undertaken efforts to expand credit access and foster business growth through financial inclusion policies, challenges remain. This study examines how financial inclusion policies and credit distribution enhance the role of the banking industry in national economic development. This research employs a normative juridical method supported by economic analysis. The findings indicate the need to adjust the legal foundations of financial inclusion policies to align with societal developments and government economic strategies. The ultimate objective is to ensure legal certainty so that policy implementation can effectively realize the values of justice and utility.

Abstract

Previous studies in logistics and freight transportation have largely focused on service quality, customer satisfaction, or operational efficiency, but limited attention has been given to understanding how key service attributes influence customers’ behavioral intentions and final decisions in selecting freight forwarding services, particularly in the context of LCL shipping. This indicates a research gap in the existing literature on freight forwarding service selection. This study aims to develop a decision-making model for selecting freight forwarding services in Less-than-Container-Load (LCL) shipping by examining the influence of delivery time, price, and brand image on customers’ intention to use and decision to use freight forwarding services. A quantitative research approach was employed with data collected from 200 exporters and SMEs in Semarang, Surabaya, and Jakarta that utilize LCL shipping services. The data were analyzed using Structural Equation Modeling (SEM). The results indicate that delivery time, price, and brand image have significant positive effects on both intention to use and decision to use freight forwarding services. Among the independent variables, brand image shows the strongest influence on intention to use, while delivery time has the strongest impact on decision to use. Furthermore, intention to use significantly mediates the relationships between delivery time, price, brand image, and the decision to use freight forwarding services. This study contributes to the logistics and supply chain management literature by providing an integrated decision-making model for freight forwarding service selection in LCL shipping and offering practical insights for logistics providers to improve service strategies that enhance customer intention and decision to use their services.

Abstract

The principle of freedom of contract is a fundamental doctrine in private law that grants parties autonomy to determine agreements. In Indonesian civil law, this principle is reflected in Article 1338 of the Civil Code, which affirms that legally concluded agreements bind the parties. However, its application is more complex in government construction contracts because they involve public resources and public policy. This study analyzes the application and limitations of contractual freedom in government construction agreements under Law No. 2 of 2017 on Construction Services. This research uses a normative juridical approach to examine statutory regulations, legal doctrines, and scholarly perspectives. The findings show that contractual autonomy operates as regulated autonomy rather than absolute freedom. Procurement regulations, administrative authority, technical standards, and public accountability mechanisms significantly influence the structure and implementation of construction agreements. These regulatory constraints produce several legal consequences, including limited negotiability of contractual clauses, potential invalidity of provisions exceeding administrative authority, and stronger requirements for regulatory compliance in determining contractual validity. The study further indicates that these limitations require a more structured approach to drafting government construction contracts, emphasizing standardized clauses, transparent procurement procedures, and clear risk allocation. Strengthening the balance between contractual flexibility and regulatory oversight is therefore essential to improve legal certainty, accountability, and efficiency in public infrastructure development.

Abstract

This research explores strategies to develop a creative economy based on Communal Intellectual Property in ethnic minority communities, focusing on the Indian Tamil community in Medan. This urgency arises from the lack of systematic inventory and legal protection, which leads to cultural loss and limited economic opportunities. Using a mixed-method approach, quantitative analysis examines the relationship between cultural behaviour, ecotourism, digital literacy, and commercialization literacy in strengthening communal culture. Qualitative methods, including focus group discussions and interviews with the Tamil community, complement the analysis. Results indicate that Communal Intellectual Property inventory and bundling with national cultural intellectual property could strengthen cultural sustainability and contribute to Indonesia’s creative economy. The study proposes a strategic model for integrating ethnic minority culture into the national framework of cultural enrichment and sustainable creative economy development.

Abstract

Wearable artificial intelligence (AI) technologies are rapidly transforming how human communication is sensed, interpreted, and augmented across multiple social contexts. Despite increasing research interest, comprehensive synthesis of empirical studies examining wearable AI in communication remains limited. This study presents a systematic literature review following the PRISMA 2020 guidelines to map the development of wearable AI communication research published between 2015 and 2025. Searches were conducted across five major databases—Scopus, Web of Science, PubMed, IEEE Xplore, and ACM Digital Library—yielding 93 eligible studies, of which 58 were included in a quantitative meta-analysis. The findings identify five dominant research clusters: health communication, interpersonal and social communication, occupational communication, educational communication, and accessibility communication. Smartwatches, EEG headbands, and biosensor-based wearables emerged as the most frequently used technological platforms, while deep learning architectures dominated analytical approaches. Results indicate that wearable AI systems can effectively infer communicative states such as emotional arousal, cognitive workload, and behavioral intention, with pooled accuracy exceeding 80% across several domains. However, significant challenges remain regarding methodological heterogeneity, limited demographic diversity, algorithmic bias, and underdeveloped ethical governance. The study concludes that wearable AI is reshaping the communicative landscape by integrating physiological sensing with algorithmic interpretation, while emphasizing the need for interdisciplinary research, inclusive datasets, and robust ethical frameworks to ensure equitable and responsible deployment.

Abstract

Sedimentation and navigation aid deficiencies constitute two interacting technical hazards that persistently contribute to ship grounding accidents, yet their combined effect on vessel maneuverability remains underexamined in qualitative, multi-stakeholder research. This study investigates how sedimentation levels and navigation aid reliability jointly affect ship maneuverability and grounding risk in Indonesian maritime operations. A qualitative design was employed, drawing on semi-structured interviews and focus group discussions with 20 participants: 2 senior maritime professionals with over 20 years of operational experience, 5 maritime vocational lecturers, and 13 recent maritime graduates. Data were analyzed using a systematic six-phase thematic analysis with intercoder verification (Cohen's kappa κ = 0.81). The results reveal significant cross-group score differentials: experts rated chart accuracy at 8.9 and under-keel clearance management at 8.5, while graduates scored rudder effectiveness at 7.2 and stopping distance management at 7.1 — identifying these hydrodynamic parameters as the most critically underprepared domains in current vocational training. The study makes three specific contributions. First, it demonstrates empirically that the education–industry gap in sedimentation risk management is most acute in hydrodynamic competency rather than navigational aid familiarity. Second, it identifies real-time monitoring and predictive sediment modeling as the technological interventions with the broadest stakeholder consensus. Third, it proposes a structured curriculum integration pathway for sedimentation risk management in Indonesian maritime polytechnics.
