Abstract

This research seeks to describe All-Okinawa Council’s transnational advocacy network strategy in response towards the United States’ military base construction in Henoko, Okinawa. This research utilizes descriptive qualitative method, with documentation data collection technique. The results of this research found that there are four strategies conducted by All-Okinawa Council, as a non-governmental organization in opposing the United States’ military base construction in Okinawa. Firstly, information politics by strengthening communication networks with mass media, government, and international non-governmental organizations. Secondly, symbolic politics by forming alliances with other advocacy groups with similar goals. Thirdly, leverage politics by organizing direct action campaigns and demonstrations to gain public attention and increase political pressure. Finally, accountability politics by holding meetings and discussions with political leaders and diplomatic representatives from the involved countries. This research concludes that All-Okinawa Council’s transnational advocacy network strategy has successfully influenced public opinion, obtained international support, and increased political pressure on the Japanese and American governments.

Abstract

Public transportation is a critical element of urban mobility, yet perceptions of safety often vary across gender. In Jabodetabek, the KRL Commuter Line serves millions of passengers daily, providing essential connectivity but also raising concerns about harassment, overcrowding, and unequal access to secure spaces. This study explores how male and female commuters perceive and experience safety while using the KRL, with attention to both physical security and psychological comfort. Data were collected through in-depth interviews with ten regular KRL users, supported by field observations and another publication discussing perceptions and security on the Jabodetabek commuter line. Using a gendered perspective, an analysis was then applied to examine differences in gendered perceptions, self-regulatory behavior strategies employed to achieve a sense of security, and the effectiveness of women-only carriages. The findings reveal notable differences in safety perceptions between male and female KRL passengers. Female passengers often report discomfort when traveling in mixed carriages with male passengers, particularly in situations where close physical contact is unavoidable due to overcrowding. Such proximity can evoke feelings of fear and unease, leading to heightened vigilance during travel. In contrast, male passengers generally do not perceive close contact in crowded carriages as problematic. Consequently, many female passengers opt for women-only carriages as a preferred strategy to mitigate feelings of insecurity and enhance their sense of safety. The study underscores the role of women-only carriages in fostering a sense of safety for female passengers within Jabodetabek’s urban mobility network. Nevertheless, these dedicated carriages are not without challenges, as instances of more assertive or aggressive passenger behavior are reported to occur more frequently compared to mixed carriages.

Abstract

Research on fishing gear conflicts has been conducted extensively by experts, but conflicts related to space, policy, and the existence of awig-awig (local knowledge) have not received much attention. This study aims to analyse fishing gear conflicts caused by spatial exploitation, while also examining them from the perspective of government policy and the existence of local knowledge that regulates space in awig-awig, which is shared among fishermen. This study uses a qualitative approach with the Ethnohistory method. The research data comes from primary data in the form of interviews and observations as well as document reviews, while secondary data comes from articles, books, and other written documents. The data analysis techniques used are domain analysis, taxonomy, component analysis, and cultural theme analysis, with data validity reinforced using triangulation techniques. The results of the study show the following: 1) Historically, since the 1970s, there have been frequent conflicts between fishermen in Tanjung Luar, mainly caused by competition for fishing grounds between traditional and modern fishermen; 2) In Tanjung Luar, there are local customs and government policies that regulate fishing areas between traditional and modern fishermen, but in practice, modern fishermen have so far operated in small-scale fishing areas; 3) Conflicts over fishing gear in Tanjung Luar are due to the gap in access and income between small-scale and modern fishermen, both those who use Kerakat Mini and Rumpon.

Abstract

The Houthi attacks on United States commercial vessels in the Red Sea during 2023–2024 have drawn global attention to maritime security dynamics and regional conflicts. This study aims to analyze the ideas, identities, and narratives that shape Houthi actions through the lens of constructivism in international relations. Employing a qualitative approach and in-depth case study, data were collected through semi-structured interviews with global security experts and content analysis of official Houthi statements and international media coverage. Findings indicate that Houthi actions are not solely driven by military objectives but are also motivated by ideas of solidarity with Gaza, the collective identity of the Arab world, and a Global South resistance against Western hegemony. Furthermore, Shia ideology reinforces the alliance with Iran as Houthi’s primary backer, with suspicions of major power involvement such as China within a proxy war context. Houthi narratives frame the attacks as a moral and political struggle against global injustice, resonating broadly across the region. The study underscores the importance of ideational and identity dimensions in understanding contemporary conflict dynamics and recommends strengthening narrative analysis in international security studies.

Abstract

Urban stunting is not just a manifestation of malnutrition, but a complex phenomenon formed by social stratification, food policy, stigma, and community coping and resilience strategies. This study is a systematic narrative review of 30 international and national articles relevant to the issues of stunting, urban vulnerability, food policy, and coping-resilience. The analysis is carried out through thematic synthesis to identify patterns and interconnections. As a result, positions in social structures (class, gender, maternal education, economic status, and ethnicity) were identified as the main determinants of a child's vulnerability to malnutrition. Dietary practices are strongly influenced by food policies such as nutrition labeling, sugar-sweetened beverage taxes, and advertising restrictions, but the impact on stunting still varies between social groups due to limited purchasing power and nutritional literacy. Social stigma exacerbates inequality by restricting poor families' access to formal services. Meanwhile, coping strategies and community resilience capacity show an important mediating role: adaptive coping (problem-solving, community solidarity, faith-based support) strengthens the resilience of urban poor families, while maladaptive coping (reduction of meal portions, substitution of low-nutritious cheap food, selling productive assets) actually deepens the cycle of vulnerability. In conclusion, urban stunting must be understood as a reflection of structural health injustices as well as the adaptive capacity of households and communities. This study proposes an integrated framework that links social stratification (class, gender, ethnicity), food policy, stigma, and coping-resilience, as a basis for interventions that are equitable, culturally sensitive, and oriented towards strengthening the resilience of urban communities.

Abstract

This study aims to reconstruct Islamic theology through the lens of Nusantara spirituality by synthesizing local wisdom, social philosophy, and theological ethics. Using a Systematic Literature Review (SLR) approach following PRISMA 2020 guidelines, twenty-three peer-reviewed articles published between 2020 and 2025 were analyzed to identify conceptual patterns, theoretical frameworks, and methodological trends. The research focuses on three core questions: (1) how local wisdom, religious tolerance, and spirituality are conceptualized within social and theological contexts; (2) what theoretical and methodological approaches integrate Islamic theology, indigenous knowledge, and social philosophy; and (3) what gaps and directions emerge concerning spiritual–ecological ethics and dialogical spirituality.The results indicate that local wisdom functions as a moral epistemology connecting culture, faith, and social ethics. The reviewed studies demonstrate that spirituality is not confined to ritual practice but serves as a foundation for religious tolerance, ecological ethics, and community resilience. Methodologically, the combination of two-way seeing, cultural interface, and theological reflection fosters an integrative paradigm that bridges revelation (wahy) and reason (‘aql). The study introduces the concept of Filsafat Sosial Teologis Nusantara (Nusantara Theological Social Philosophy), which positions spirituality as a dialogical and ecological ethics for plural societies.In conclusion, this research contributes to the decolonization of Islamic theology by emphasizing contextual, participatory, and intercultural approaches. It provides a theoretical basis for peace education, interfaith dialogue, and sustainable social harmony rooted in the spiritual values of Nusantara.

Abstract

This study focuses on analyzing the role of Wahana Lingkungan Hidup Indonesia (WALHI) in advocating for the Astra Agro Lestari (AAL) palm oil case in international forums. The AAL palm oil case in Central Sulawesi and West Sulawesi has been in the spotlight due to land grabbing, environmental pollution, and human rights violations against indigenous peoples and local farmers. This study also comprehensively discusses WALHI's strategies in conducting advocacy in international forums. The Transnational Advocacy Networks theoretical framework is used to help analyze the case in this study, with a focus on WALHI's role and strategies in advocating the AAL palm oil case in international forums. Through literature analysis of secondary data and structured interviews as primary data, this study found that WALHI's actions constitute transnational advocacy network practices. In this case, WALHI significantly utilizes its membership in Friends of the Earth International (FoEI) as a means of advocating at international forums, thereby gaining the attention of the United Nations through the publication of Special Rapporteurs. This study concludes that in the AAL palm oil case, WALHI has significantly contributed to advocating for the AAL palm oil case in international forums through its strategy of leveraging its relationships within FoEI. This study contributes to education on the role and strategies employed by NGOs like WALHI in international advocacy practices using the Transnational Advocacy Networks (TANs) theory.

Abstract

The "Kampung Tangguh" concept, originally conceived as a response to the COVID-19 pandemic, has evolved into a multidimensional resilience model encompassing social, economic, and environmental aspects in Sidorejo Village. Therefore, this study focuses on how this communitybased initiative can be modified and strengthened to mitigate natural disasters. The research methodology employed a qualitative approach with a case study in Semampir Hamlet, Sidorejo Village, Krian District, Sidoarjo Regency. Data were collected through in-depth interviews with community leaders, village officials, volunteers, and residents, as well as through participant observation and document review. The results show that the “Kampung Tangguh” success in handling the pandemic, such as the formation of volunteer teams, the establishment of command posts, and an effective information system, has also increased economic value through agricultural and fisheries practices, particularly pomfret and paddy cultivation. These aquaculture and agriculture provide a strong foundation for adaptation to natural disasters. Active community participation in community service, preparedness training, and the utilization of local resources are key factors. However, challenges remain, such as a lack of formal funding and the need for more specific technical training. In conclusion, the "Kampung Tangguh" concept in Sidorejo Village, Krian District, Sidoarjo Regency, demonstrates that social capital and active community participation are key to building sustainable disaster resilience. This model serves not only as an emergency response mechanism but also as an education and empowerment platform that enhances community capacity to face future threats. This study recommends closer collaboration between the village government, relevant agencies, and the community to strengthen the technical capacity and sustainability of this program.

Abstract

This article examines how Giorgio Agamben's concept of the state of exception is relevant to explaining Tunisia's failure to shift away from authoritarianism. Kais Saied's leadership's use of the state of exception routine is not merely seen as an attempt to expand his power. More deeply, the state of exception represents a normal state for governing every aspect of Tunisian society through authoritarian-neoliberalism discourse. Through an analysis of legal decrees, political speeches, and secondary literature, this study finds that Saied has transformed the emergency situation into normal governance by integrating legality, morality, and security into a permanent form of government. These findings reveal that democracy itself latently legitimizes the state of exception as a paradigm exploited by the privilege-determiners. The state of exception, repeatedly declared by ruling regimes, no longer serves to expand power but rather to ensure the continued regulation of social and physical life. Through the state of exception, authoritarianism infiltrates democracy, arbitrarily suspending the constitutional order and the separation of powers. Saied inherited this normalization only in a more subtle form through the co-optation of parliament, the delegitimization of the opposition, and the fragmentation of progressive political movements in the name of "securitization." Thus, the state of exception is not a suspension of the law, but rather the law itself. From an Agambenian perspective, the article argues that the primordial political relationship is one of abandonment: the state absorbs everyone into its order while simultaneously abandoning them to bare life, rendering Tunisian society a bulwark where violence is inevitable.
