Abstract

This study aims to determine the campaign activities of the Menuju Palu Adipura 2023 program and the obstacles faced during the campaign process. This type of research is a descriptive qualitative. The technique for determining the informants for this study used purposive sampling by selecting six (6) informants who were directly involved with the Adipura program. This study uses the Nowak and Warneryd campaign model theory and the communication barrier theory according to Cruden and Sherman. The data collection techniques used were direct observation and in-depth interviews and the data was analyzed descriptively qualitatively. The results indicate that the campaign is expected to change the mindset of the local community regarding environmental cleanliness. The obstacle is in the form of public apathy. This makes the Municipality Government focus on communication objects such as cleanliness slogans. The Adipura campaign is echoed by the use of print media, audio-visual media and social media with campaign messages containing the theme of cleanliness. The presence of communicators such as the Palu City Government, Regional Apparatus Organizations, the Adipura Task Force and Adipura Women can increase public trust based on credibility. The semantic barriers faced were dominated by the lack of understanding of the elderly regarding the campaign and human barriers were encountered in the form of differences in perception.

Abstract

This research was conducted to determine the perception of the basketball community regarding the implementation of the government's policy on saving the use of masks after the pandemic in Kaombona City Forest, Palu. In this study, the method used is qualitative method. The type of research used is descriptive case study. Interviews with informants to collect data, then analyzing, compiling and simplifying the data. The results in this study are that the perception of the basketball community regarding the government's policy on exempting the use of masks is a policy that is widely approved by people who are visitors to Kaombona Palu City Forest. Because people think that they need to breathe fresh air and also when using mask they are claustrophobic and many people have carried out the government program, namely the vaccination program so that people who often carry out outdoor activities or activities feel grateful for the government policy so that they no longer need to use masks. In this case, existing perceptions are shaped by perciever factors, The Object or The Target, and The Situation. And perception is influenced by functional factors and situational factors.

Abstract

This study aims to find out how BPBD Tolitoli Regency's communication management. In addition, in handling disasters using qualitative descriptive methods with the theory of Puji Lestari in Susanto et al. and collecting data through observation, personal interviews and structured, and documented. This study used a purposive sampling method by taking four informants. The results of this study indicate that the Tolitoli Regency Regional Disaster Management Agency carried out the stages in accordance with the Law of the Republic of Indonesia number 24 of 2007 concerning disaster management. In the communication management plan, they carry out pre-disaster and post-disaster stages. They themselves have their own organizing and duties in disaster management. Then from disaster management planning and evaluation they always coordinate cooperation with relevant stakeholders. Self-evaluation in the event of a disaster they make into an action plan report that is the gradual development of the area of the disaster incident. For the inhibiting factors we saw that BPPD has problems related to difficult communication networks for remote areas and budgets for disaster management as well as a lack of infrastructure which is an obstacle to BPBD activities in flood disaster management.

Abstract

This study aims to determine the role of the Poso Hydroelectric Power Plant Public Relations in maintaining the company's image. The method used in this study is descriptive qualitative, data collection techniques used are observation and interviews. The informants in this study numbered four people, who were selected by purposive sampling. The data analysis techniques in this study were data reduction, data display, and conclusion drawing. Based on the results of the data analysis conducted, the results of the study showed that in the role of the Poso Hydroelectric Power Plant Public Relations in dealing with the conflict with rice farmers in Toinasa village in an effort to maintain the company's good image. As an expert advisor, namely by advising on the replacement of farmers' land from previously rice fields to ponds or freshwater pools, a communication facilitator, namely conveying complaints about the first rice profit change to money in the second profit change, a problem-solving process facilitator, namely the Poso Hydroelectric Power Plant public relations, granting permission and accompanying the community around Lake Poso to carry out Megilu activities in the company area, and finally, the Poso Hydroelectric Power Plant public relations communication technician conveyed positive things done by the company through social media, namely Facebook and YouTube.

Abstract

This study aims to determine how communication patterns and inhibiting factors of the Poso Regency National and Political Unity Agency in preventing acts of terrorism, descriptive qualitative research method. Subject Employees of the Poso Regency National and Political Unity Agency, with the object of the Poso Regency National and Political Unity Agency. Conducting interviews with employees of the Poso Regency National and Political Unity Agency. The results of this study indicate that in the prevention carried out by the National and Political Unity Agency there is a linear communication pattern, and in its prevention there are several inhibiting factors. 1). The existing linear communication pattern is socialization and counseling carried out by the National Unity and Political Unity Agency in preventing acts of terrorism, In this communication process, the message conveyed by the National Unity and Political Unity Agency will be effective if there is planning before carrying out communication. 2). The National Unity and Political Agency of Poso Regency in carrying out prevention gets several obstacles, namely language barriers, there are still sympathizers who make it difficult for the National Unity and Political Agency to carry out prevention, besides that in conducting counseling the National Unity and Political Agency of Poso Regency gets a language barrier in communicating during socialization.

Abstract

The purpose of this research is to find out Kaili language teacher's persuasive communication in improving Kaili language skills among students at SD Unggulan Putra Kaili Permata Bangsa. This type of research is qualitative descriptive research. Using Hafied Cangara persuasive communication method, feard appeal, emotional appeal, reward appeal, motivational appeal and humorius appeal. The subjects in this research were teachers who taught Kaili language. The qualitative descriptive used in this research is data reduction, display and data verification. Data collection techniques were carried out using observation, interviews and literature studies. The results of this research indicate that several techniques for presenting persuasive communication messages used in the teaching and learning process between teachers and students at SD Unggulan Putra Kaili Permata Bangsa are effective for teachers to use in persuading students to develop students' Kaili language skills because this message presentation technique is easily accepted by students at SD Unggulan Putra Kaili Permata Bangsa. Meanwhile, the inhibiting factor for students in using Kaili language is the lack of the role of parents/guardians in getting students used to using Kaili language.

Abstract

This study aims to analyze the implementation of the Jurus ak3+ program in Probolinggo City as an innovation in public service that integrates death certificate issuance with direct financial assistance for bereaved families. A qualitative descriptive approach was employed, using data collection techniques such as in-depth interviews, observation, and documentation. The data were analyzed using David L. Weimer and Aidan R. Vining’s theory of policy implementation. The findings indicate that the implementation of Jurus ak3+ has been effective, fulfilling three key components of policy success: rational and contextual policy logic, supportive socio-institutional environment, and responsive implementer capacity. This program successfully addresses the real needs of economically vulnerable groups through timely, targeted, and socially impactful services. The study concludes that Jurus ak3+ is a best practice in vital event-based public policy implementation, effectively combining bureaucratic efficiency with social compassion in a sustainable and replicable model.

Abstract

This study aims to examine the influence of early marriage on household financial management in Ampana Kota District, Tojo Una-Una Regency. The research uses a quantitative method with a survey approach to statistically measure the relationship between variables. Data were collected through questionnaires. The population in this study consists of married couples who entered into early marriages between 2022 and 2024 and reside in Ampana Kota District. The sampling technique used was total sampling, involving 55 couples who married under the age of 19 and whose marriages have lasted less than three years within the 2022–2024 period. The results of data analysis show that early marriage significantly influences the ability of young couples to manage household finances. These findings indicate that early marriage not only affects social and psychological aspects but also has a direct impact on the economic condition of the family, particularly in terms of financial planning, management, and the wise use of household resources

Abstract

The welfare of tobacco farmers in Probolinggo Regency remains a major issue due to fluctuating market prices, limited access to subsidized fertilizers, and lack of technical training. To address this, the local government issued Regional Regulation No. 30 of 2022, utilizing Tobacco Excise Revenue Sharing Funds (DBHCHT) to support farmer welfare. This study aims to analyze the implementation of the policy in Tamansari Village using George C. Edward III’s policy implementation theory, which emphasizes four key factors: communication, resources, disposition, and bureaucratic structure. A qualitative descriptive method was employed, involving in-depth interviews, field observations, and documentation. The results show that the policy has been implemented in accordance with procedures and has contributed positively to improving the quality of tobacco yields through training and fertilizer assistance. However, several challenges remain, including incomplete beneficiary data, lack of information access, and uneven distribution of agricultural inputs.

Abstract

This research aims to determine the application of persuasive communication techniques used by debt collectors in collecting collections from problematic customers at PT. Woori Finance Indonesia Palu City Branch uses this qualitative descriptive method based on case study research using data collection and observation techniques, documentation and in- depth interviews with five informants selected using purposive sampling. Data analysis uses Interactive model analysis techniques (Miles and Hubernam). The results of this research show that there are 5 uses of effective persuasion communication techniques in persuading problem customers, 1.) Motivational appeal, 2.) Humorous appeal, 3.) Reward appeal, 4.) Emotional appeal, and 5.) fear appeal conveys.
