Kajian Ilmiah Mahasiswa Administrasi Publik (KIMAP)
KIMAP: Kajian Ilmiah Administrasi Publik, dengan nomor terdaftar ISSN 2746-0460 (Online), adalah jurnal peer-review, akses terbuka yang diterbitkan enam kali setiap tahun atau sekali dalam dua bulan, yakni Februari, April, Juni, Agustus, Oktober, Desember oleh Program Studi Ilmu Administrasi Negara Fakultas Ilmu Sosial dan Ilmu Politik Universitas Muhammadiyah Makassar. Jurnal ini bertujuan menjadi wadah akademik bagi para peneliti, akademisi, praktisi, dan pembuat kebijakan dalam mengeksplorasi isu-isu strategis serta inovasi dalam tata kelola pemerintahan dan pelayanan publik. Cakupan utama jurnal ini mencakup kebijakan publik, manajemen publik, governance, desentralisasi, pelayanan publik, serta pembangunan berkelanjutan dalam konteks administrasi publik.

This study aimed to determine the productivity, responsiveness adan responbility of the Office of Customs and Excise Supervision and Service in tackling illegal cigarets in Makassar City. This study used qualitative research. The number of informants were 5 people. Data collection techniques was data reduction, data presentasion and conclusion. The results of this study showed that performance of the customs and ExciseSupervision and Service Office was good. This could be seen in terms of productivity in terms of discipline and punishment was quite good in terms of employee attendance on time, and the imposition of penalties while in awarding was still lacking because there was no special award for employees. In terms of responsiveness in terms of debriefing, socialization and the program was quite good seen from the training, regular outreach and the existence of an illegal cigarette quake program. For the aspect of responsibility in terms of intelligence operations, market operatios as well as delegation of authority from the head of department to the head of office at the time of market operations.

This study purposed to find out the strategy of the Public Works and Spatial Planning Office in improving road infrastructure in Bone Regency. This study used descriptive research type with qualitative research type. This research data was collected through observation, interviews and documentation. The technique of validating the data was done by triangulating the source, technique and time and analyzed through data reduction, data presentation and verification. The results showed that the strategy of the Public Works and Spatial Planning Office in improving infrastructure in Bone Regency was not yet effective. Based on several strategic indicators in this study, namely: 1) Human resources, work results or work quality was low quality because the results of road repairs did not last long and were not professional yet at work, 2) Effective, the work was still less effective due to limited funds which results in poor workmanship and damage quickly, 3) Efficient, not yet efficient because in road infrastructure improvements there were still some areas that had not been touched and evaluated for road infrastructure improvements, 4) Objectives, to improve the community's economy and the welfare of the people of Bone Regency.Keywords: Strategy, Repair, Road Infrastructure

This study purposed to determine how the role of the Social Service in fostering street children in Makassar City and to determine the supporting and inhibiting factors of the city government in handling street children in Makassar City. This study used qualitative research. Data collection techniques were observation, interview and documentation. The research informants in this study were 10 people. The results of the study showed that the aspect of prevention was carried out by patrol activities every day routinely by the Saribattang Rapid Reaction Team (TRC), the advanced coaching aspect was the activity carried out by the Makassar City Social Service for finding out the reason for children taking to the streets by way of identification or assessment in RSPA (Child Social Protection House), and aspects of rehabilitation of street children rehabilitation was the cooperation between the Makassar City Social Office and the Narcotics Abuse Group Foundation (YKP2N). This study purposed to determine participatory governance in empowering farmer groups. The study used qualitative research, while the informants were 4 people. Data collection techniques with in-depth interviews with a number of informants., Direct observation, documentation. The results of this study showed that the lack of socialization by the government to farmers about the importance of farmer groups, as well as the provision of counseling, understanding in socializing the problem. This was seen from the indicators: (1) Socialization in which the government provided knowledge about the function of the government as a facilitator and mentoring to farmer groups in community empowerment (2) Assistance in the process by which the government carried out both knowledge and technical assistance to the farming community (3) Training- training provided by the government to farmer groups in empowering farmer groups, both providing facilities and knowledge of hazardous materials used by farmers and (4) Field Visits conducted by the local government directly to farmers and carried out directly in the field or in the fields being cultivated by the farming community. This study aimed to find out how the organizational behavior affects successful implementation of slum management policies in Mariso District, Makassar City. This study used qualitative with descriptive research type. the number of informants was 3 people. Data collection techniques used interviews and observations of a number of informants. The results showed that the implementation process of slum management policies measured using indicators consisting of inter-organizational relationship behavior, lower-level implementor (apparatus) behavior and target group behavior was good. However, the behavioral indicators had not been implemented properly, it was necessary to adjust according to the vision and mission in the office so that it was carried out properly and for the target group the impact of the implementation of slum management was not evenly distributed because there were some people refused the implementation of handling slum areas resulting in some areas that were not handled.Keywords: Policy implementation, slum management

This study purposed to determine Smart Government through transaction Barcode Payment System at Pabaeng-baeng Market, Makassar City. Smart Government referred to the implementation of ICT ini public service in the field governance effectively. Meanwhile, Smart City in addition to covering administration government also deals with health services, transportation, education, and soon. The number of information in this study were 08 people. This study used qualitative with the type of phenomenological research that emphasized on the subjectivity of human life experience. Data collection techniques used methods of observation, interview and documentation. Data analysis used interactive analysis model. The result showed that Smart Government Through Barcode System Payment transaction at the Pabaeng-baeng Market in Makassar City had not fully implementation optimally this could be seen from the aspect of the Smart stage. Governtment through the payment transaction of the Barcode System in Pabaeng-baeng Market. This could be seen from the indicators (1) Simple (2) Moral (3) Reseponsiviness and (4)Transparaency. This research aimed to find out how to increase the motivation of productive civil servants. This study used a quantitative research with a descriptive type which was intended to provide a clear picture of the problems being studied at the Population and Civil Registration office of Enrekang Regency. The sample in this study amounted to 50 people, data collection used a questionnaire. Data analysis used simple linear regression with the help of the computer program Excel Statistic Analysis SPSS v 24.0. The results showed that there was a positive and significant influence between the influence of motivation on work productivity of the employees of the Population and Civil Registration Office of Enrekang Regency. The importance of motivation in increasing the work productivity of employees in the Population and Civil Registration office of Enrekang Regency.Keywords: Motivation, Employee Work Productivity.

The purpose of this study was to determine how the government's efforts in controlling and structuring night entertainment venues in Makassar City. This study used a qualitative descriptive that intended to describe the role of government in controlling and structuring night entertainment venues in the city of Makassar. The number of informants in this study was 11 people, the data source consisted of primary data and secondary data obtained through interviews, while secondary data from documents, records, reports and official archives that could be supported by completeness of data primary. The results showed that the role of the government in controlling and structuring night entertainment venues in the city of Makassar had been running well according to the applicable procedures. Control of government arrangement in this matter had provided assistance to owners of night entertainment venues, including in providing assistance. This study aimed to determine the synergy between the government and the community as well as the factors that support and hinder waste management in the central market of Enrekang Regency. Data collection technique used interview, observation and documentation. Data analysis were data reduction, data presentation and conclusions, while the validity of the data using triangulation of sources, techniques and time. The results showed that the synergy of the government and the community in handling waste in the Enrekang central market viewed from 3 dimensions, namely the problem solving aspect through the clean site solid waste service system, aspects of the role of the government in waste management that had not been optimal role of the government both in the form of institutions, operational techniques and regulatory systems and SOPs for the environmental and community services, and aspects of the communication network could be seen that the Government, starting from the Office of the Environment, Districts, and cleaners, had done the right thing to behave and communicate with the community while they were on duty.
