Abstract

Administrasi pendidikan merupakan bagian yang tidak terpisahkan dari sistem pendidikan. Hal ini disebabkan karena administrasi pendidikan berfungsi sebagai fondasi dalam dunia pendidikan. Sehingga dunia pendidikan akan berjalan secara efektif, efisien, dan terarah. Perkembangan dunia semakin dinamis. Hal ini diitandai dengan kemajuan teknologi informasi informasi dan komunikasi(TIK), globalisasi, serta perubahan kebutuhan peserta didik. Administrasi pendidikan tidak lagi dapat bersifat statis dan birokratis semata. Buku Inovasi dalam Administrasi Pendidikan karya Ade Suhendar hadir sebagai respons terhadap kebutuhan mendesak terhadap tantangan yang dihadapi oleh manajemen pendidikan. Inovasi dalam administrasi pendidikan tidak hanya penggunaan teknologi digital semata, tetapi juga mencakup pembaruan pola pikir, sistem kerja, struktur kelembagaan, dan strategi pengambilan keputusan. Penulis mengangkat isu-isu kontemporer dalam administrasi pendidikan dengan menekankan pentingnya fleksibilitas, kreativitas, dan keberanian untuk melakukan terobosan dalam tata kelola pendidikan. Hal ini sejalan dengan tuntutan zaman yang mengharuskan lembaga pendidikan untuk terus berkembang agar dapat menghasilkan lulusan yang relevan dengan kebutuhan masa depan. Dengan demikian, inovasi dalam administrasi pendidikan tidak hanya menjadi pilihan, tetapi telah menjadi keharusan dalam membangun sistem pendidikan yang transformatif dan berdaya saing tinggi.

Abstract

This research aims to identify the variables influencing the success of organisasi agile implementation in the Ministry of Energy and Mineral Resources (KESDM), thereby developing a conceptual framework for agile implementation in the Ministry of Energy and Mineral Resources (KESDM).Through this research, it can be determined the readiness of the Ministry of Energy and Mineral Resources (KESDM) in implementing organisasi agile and identify ways to overcome its challenges, thus making the transition process from waterfall system to agile system smoother. The researcher utilizes a mixed-method approach, combining literature review as a qualitative method followed by measurement using quantitative method.From the literature review, a conceptual framework for organisasi agile implementation in the public sector is developed, consisting of variables such as leadership identity, process & value creating, strategy, structure, and technology, which is then used to measure the maturity level of agile implementation readiness. The measurement results indicate that the Ministry of Energy and Mineral Resources (KESDM) is positioned at a level of "defined and improved," with the technology variable scoring 4.039, followed by strategy, leadership identity, process, value creating, and structure. The "defined and improved" position implies that agile implementation in the Ministry of Energy and Mineral Resources (KESDM) still requires improvement to reach the sustain position.Based on the findings of this research, it is hoped that the Ministry of Energy and Mineral Resources (KESDM) will continue to enhance the implementation of organisasi agile practices, thereby improving its services to all stakeholders.

Abstract

To improve organizational performance, it is necessary to have qualified employees with high levels of competence, enabling them to contribute effectively to the achievement of organizational goals. Based on this rationale, this study was conducted to examine the effect of optimizing One Stop Learning (OSL) training on employee competency at the Human Resources Development Center for Apparatus (PPSDMA), under the Ministry of Energy and Mineral Resources (ESDM). The study population comprised employees who had completed One Stop Learning training across five training programs with the highest levels of participant interest. The total population consisted of 107 individuals, from which 62 participants were randomly selected as the research sample. This study employed a mixed-methods approach, combining both quantitative and qualitative methods. The research results show that the research hypothesis is accepted, namely that Optimizing One Stop Learning Training has a significant influence on employee competency. From the qualitative perspective, several components of the OSL training program were identified as areas for potential optimization. These include: the development of training materials in terms of both content and visual presentation; increased utilization of information technology; enhancement of virtual teaching techniques; greater variation in the assignment of conceptual training tasks; enrichment of training features; the implementation of IT-based evaluation tools; and resolution of implementation-related challenges.

Abstract

Implementasi Sistem Akuntabilitas Kinerja Instansi Pemerintah (SAKIP) di Kabupaten Jombang merupakan langkah strategis dalam mendukung prinsip-prinsip Good Governance, yang mencakup responsivitas, transparansi, akuntabilitas, kesetaraan, dan kepatuhan terhadap hukum. Penelitian ini bertujuan untuk menganalisis penerapan SAKIP di lingkungan Pemerintah Kabupaten Jombang berdasarkan lima karakteristik utama Good Governance. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan teknik pengumpulan data berupa wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan bahwa implementasi SAKIP di Kabupaten Jombang telah mengalami kemajuan signifikan, terutama dalam aspek transparansi dan akuntabilitas, melalui pengelolaan kinerja berbasis sistem digital yang terintegrasi. Meskipun demikian, masih terdapat tantangan dalam meningkatkan literasi digital masyarakat, memastikan konsistensi unggahan laporan kinerja oleh Organisasi Perangkat Daerah (OPD), serta mengoptimalkan pemanfaatan teknologi informasi. Penelitian ini menyimpulkan bahwa SAKIP tidak hanya berfungsi sebagai alat ukur kinerja, tetapi juga sebagai instrumen strategis untuk memperkuat tata kelola pemerintahan yang akuntabel, transparan, dan inklusif. Dengan mengatasi tantangan-tantangan tersebut, Kabupaten Jombang memiliki potensi besar untuk mencapai tata kelola yang berkelanjutan dan berorientasi pada pelayanan publik.

Abstract

This study aims to formulate and validate an alternative model of Civil Servant (ASN) competency development strategy in Indonesia. This is because competency development is an obligation for every ASN. However, there are still many agencies that have not facilitated it properly, because they have not conducted an analysis of competency development needs and there are no Job Competency Standards. As a result, competency development is partial and not in line with organizational needs. The research was conducted using a mixed method. It begins with a literature review to construct the model, followed by validation and reformulation through triangulation. Validation sites include Pusjar SK TASNAS-LAN, BPSDM of West Java Province, and BKD of Garut Regency, with data collected from Agency Leaders, Division Heads/Coordinators, and Employees. The findings confirm the COACHEE Model as a relevant alternative strategy for ASN competency development. This model emphasizes the importance of commitment; needs analysis based on Activity Competency Standards (SKA); selection of forms and pathways aligned with levels and gap components; implementation integrated with IKU; and an evaluation system tied to IKU and SKP. Recommendations include embedding competency development commitments in planning documents, adopting SKA as an alternative in AKPK, selecting forms and pathways based on levels and gaps, accelerating the Corporate University (Corpu) system for integration with IKU, and establishing an evaluation system that measures IKU and SKP achievement

Abstract

The Ciburial Village Government has developed an innovation in order to make changes to the process of compiling a list of community proposals in the Village Development Planning Deliberation (Musrenbang Desa) process, namely through the Masagi Musrenbang application. The Masagi Musrenbang application is a website-based application used to input, store, and inform a list of community proposals through the RW head based on the results of deliberations at the RW level for the purposes of compiling village planning. This study aims to determine the utilization, obstacles and efforts that can be made in the utilization of the Masagi Musrenbang application in Ciburial Village in terms of the success factors of e-Government implementation. This study uses a descriptive qualitative approach. Data collection in this study was carried out through interviews, observations, and documentation studies. The results of this study indicate that the use of the Masagi Musrenbang application in Ciburial Village shows a positive step in the effort to digitize village development planning in a participatory manner. This application has supported the process of inputting community proposals through the RW Head, although it still faces a number of obstacles such as limited human resource capacity, internet infrastructure constraints, differences in user devices, and budget limitations. There are several efforts to support the utilization of the Masagi Musrenbang application produced in this study, including: The Ciburial Village Government needs to immediately strengthen the institution by establishing a clear division of tasks related to the management of the Masagi Musrenbang application and allocating a special budget in the Village Budget for the development and maintenance of the application.

Abstract

Target efisiensi anggaran sebesar Rp. 306,69 Triliun di awal tahun mulai menunjukkan dampaknya secara nyata di pertengahan tahun ini. Perlambatan ekonomi yang terasa sejak awal tahun kini diperparah oleh kebijakan efisiensi yang diterapkan di sektor pemerintah. Ketidakpastian ekonomi global dan nasional yang terus menguat turut menggoyahkan stabilitas sektor pemerintahan, yang sebelumnya sering dianggap sebagai sektor paling stabil dalam menghadapi fluktuasi ekonomi. Pagu anggaran yang sudah ditetapkan diawal tahun terpaksa mengalami bongkar pasang pasca keluarnya Inpres Nomor 1 Tahun 2025 tentang efisiensi belanja dalam pelaksanaan APBN dan APBD Tahun 2025. Keluarnya Inpres ini menekankan penghematan, dengan memangkas pos-pos yang dianggap “lemak” dalam struktur anggaran kegiatan belanja pemerintah seperti, perjalanan dinas, kegiatan seremonial dan percetakan. Sayangnya, diantara pos-pos anggaran yang dipangkas, terdapat anggaran untuk kegiatan kajian, analisis dan pendidikan, pelatihan (diklat), yang sebenarnya memiliki peran strategis dalam peningkatan kapasitas kelembagaan dan sumber daya manusia aparatur sipil negara. Efisiensi yang dirancang tanpa perencanaan matang sering kali hanya dipahami sebagai pemangkasaan anggaran, bukan sebagai upaya optimalisasi sumber daya.

Abstract

Studi ini meneliti hubungan antara komitmen afektif (AC) dan kesuksesan karier subjektif (SCS), dengan perilaku karier proaktif (PCB) sebagai variabel mediasi. Penelitian ini berfokus pada guru pendidikan khusus (SET) di Wilayah 6 (KCD 6) Jawa Barat, Indonesia. Sebanyak 77 responden berpartisipasi dalam studi cross-sectional ini, yang dilakukan dari 28 November hingga 14 Desember 2024. Jangka waktu yang singkat mengharuskan desain cross-sectional dipilih daripada pendekatan longitudinal.Data dikumpulkan melalui kuesioner dan dianalisis menggunakan partial least squares structural equation modeling (PLS-SEM). Hasil penelitian menunjukkan bahwa AC tidak memiliki efek langsung pada SCS (p > 0,05), yang mengarah pada penolakan satu hipotesis. Namun, ketika PCB diperkenalkan sebagai mediator, hubungan tersebut menjadi signifikan secara statistik (p < 0,05), yang mengonfirmasi peran mediasi penuh PCB. Sejauh pengetahuan kami, ini adalah studi pertama yang menyelidiki ketiga konstruk ini secara khusus di antara guru pendidikan khusus.Temuan ini memiliki implikasi praktis yang penting. Lembaga pendidikan dapat meningkatkan keberhasilan karier guru dengan mendorong PCB melalui intervensi yang terarah, seperti program bimbingan untuk berbagi pengetahuan, lokakarya pengembangan profesional, dan peluang jaringan terstruktur. Strategi semacam itu pada akhirnya dapat meningkatkan kualitas pendidikan dan memberi manfaat bagi siswa dan masyarakat.
