Abstract

Employee competence is crucial in the success or failure of an organization in responding to environmental changes, as happened at PT. X, where this company seemed not ready to welcome post-pandemic conditions, this is known from the presence of employees who are considered incompetent. The purpose of this study is to conduct an analysis related to the readiness of widyaiswara competencies at PT. X in facing the learning transition based on blended learning and conducting AKD (Training Needs Analysis) related to training that can support the readiness of widyaiswara competencies at PT. X in dealing with blended learning based learning. This research method is descriptive - quantitative because the process of collecting, searching and obtaining data serves to describe real or actual conditions in the field with the help of instruments in the form of questionnaires. Based on the analysis, it was found that the competence readiness of the widyaiswara as a facilitator was capable in the very incapable category with a score of 3%, the category unable to get a score of 11%, the sufficient category to get a score of 14%, the able category to get a score of 49%, and the very able category to get a score 23%. The interpretation of the bar chart found that 7 people needed training in designing proposed learning materials in blended learning, 13 people needed training in designing thinking design training, 9 people needed training in creating learning content, 12 people needed assessment training in blended learning and 10 people needed training to become facilitators professional blended learning. departing from this phenomenon, PT.X must immediately optimize the training needs analysis process so that it can encourage the organization to move more dynamically in facing future challenges.

Abstract

Komisi II DPR RI mengusulkan pembubaran Komisi Aparatur Sipil Negara (KASN) dalam Revisi UU ASN. Alasannya, KASN tak memiliki kepentingan kuat dan perlu perampingan kelembagaan. Terdapat tiga poin perubahan dalam naskah akademik UU ASN, salah satunya pembubaran KASN. Namun, usulan tersebut tidak didasarkan pada bukti empiris yang telah diuji. Tidak satupun mencantumkan sumber penelitian primer yang relevan dengan poin yang diajukan. Padahal, sumber penelitian yang teruji merupakan syarat naskah akademik sebagaimana diatur dalam Pedoman Naskah Akdemik, Peraturan Menteri Hukum dan Hak Asasi Manusia No. M.HH-01.PP.01.01 Tahun 2008.

Abstract

Private Investment in one of the ways the government taken to recover from the last monetary crisis. The related efforts, however, slow down due to complicated problems in public services. Hence, in year 2006, the Government issued the Presidential Decree No.3/2006 on Policy Package for Enhancing Investment Climate. It is believed to be the starting point of public service reform programs. Prior to that, several policies have already been delivered, such as the Public Affair Ministerial Decree No. 25/1998 on One Roof Service. The goal of both policies is to improve public service deliveries to become as fast, cheap, right, and accountable as possible in accordance with those principles to be fulfilled so as to create good local governance. Yet, so far the public service is still the existing issue in enhancing investment in Kabupaten/Kota in Indonesia and it is assumed, owing to the negligence towards the GLG principles. In the light of the phenomenon, the study was conducted to formulate strategic recommendation and action plan for the implementation of GLG principles in public services reform. This article sums up the study which reveals some facts on: 1) the efforts taken by Regional Government in reforming public service, 2) the quality of public service in Kabupaten/Kota, 3) the implementation of GLG principles in public service delivery, and 4) the policy recommendation and action plan for implementinng GLG principles.

Abstract

Reformasi birokrasi telah dikenal luas di Indonesia baik dalam tataran konsep maupun praktis. Istilah reformasi birokrasi dikenal dengan sebutan reformasi administrasi negara yaitu sebuah terminologi yang mencakup domain politik, ekonomi, hukum, sosial, budaya hingga pertahanan dan keamanan; legislatif, eksekutif, dan yudikatif. Bahkan menurut Awaloeddin Djamin (1999), reformasi sektor publik di Indonesia sudah dilakukan sejak awal perjalanan Republik Indonesia. Reformasi sektor publik di Indonesia menurut Awaloedin Djamin (1999) dapat dibagi dalam dua tahap, yaitu pada tahun 1966 yang disebut sebagai overall administrative reform tahap pertama dan kemudian tahun 1999 disebutnya sebagai overall administrative reform tahap kedua. Oleh karena itu sesungguhnya di Indonesia, reformasi birokrasi bukanlah fenomena baru. Namun demikian hingga tahun 2006 ini “reformasi birokrasi” masih tetap menjadi permasalahan yang belum dapat diselesaikan secara tuntas.

Abstract

A written local autonomy policy in regulation of no 32 year 2004 states that the local government requires the improvement quality of public services and society prosperity. This reserarch purpose was to measure the public services quality, both in regency and city, those included three sectors (education, healthiness, and infrastructures). The method of this research was a descriptive-quantitative method by using questionnaire spreaded into 120 regencies and cities in Java. The data was analyzed to determine public service index (IPP) in the region. The highest region in public service index, especially in education, halthiness, and infrastructures were Klaten regency, Madiun, and Tegal. The lowest region in public service index, especially in education, halthiness, and infrastructures were Batu (Malang), Madiun regency and Banjarnegara regency. The region with highest public service index was Klaten regency and the lowest was Batu (Malang).

Abstract

NAGARAKRETAGAMA kiranya adalah sebuah kitab terpenting yang dihasikan oleh era Majapahit. Kitab yang ditulis Mpu Prapanca tersebut memuat dengan cukup rinci berbagai seluk-beluk kehidupan zaman Majapahit, khususnya pada sekitar masa pemerintahan Maharaja Hayam Wuruk. Uraian tentang Wangsa Rajasa selaku keluarga penguasa takhta Majapahit, deskripsi mengenai ibu kota Majapahit, rincian tentang negara-negara bagian Majapahit di Jawa Timur dan Jawa Tengah, daerah-daerah vazal Majapahit di Luar Jawa, risalah mengenai lawatan keliling Jawa Timur oleh Hayam Wuruk, deskripsi negara-negara jiran Majapahit d1 kawasan Asia Tenggara, juga upacara- upacara agama dan adat yang dihelat para penguasa Majapahit adalah hal-hal yang antara lain termuat dalam Nagarakretagama. Karenanya, sudah layak dan sepantasnya bahwa kitab berjudul ash Desawamana itu lantas diakui Unesco pada 2008 sebagai Memori Dunia.
