Abstract

Perang dunia II pada dekade terakhir kolonialisme Belanda di Indonesia membawa sejumlah konsekuensi logis yang cukup signifikan bagi Belanda. Pendudukan Nazi Jerman di negeri kincir angin itu telah mengakibatkan kemiskinan pada titik klimaks. Kini, negeri yang dulu terpuruk itu menjadi salah satu negara dengan ekonomi paling kuat dengan peringkat terbesar ke tujuh untuk Produk Domestik Bruto (PDB) per kapita. Michiel S. De Vries, seorang professor Administrasi Publik pada Institute of Management Research, Radbound University Nijmegen, kemudian menyoroti fenomena ini dengan metode penelitian longitudinal. Ia mengamati perubahan fokus dan fleksibilitas kebijakan publik pemerintah Belanda dari tahun 1940 hingga 2000. Periodisasi yang kemudian disebutnya dengan istilah generasi kebijakan ini dibaginya ke dalam lima periode. Dengan pisau analisis teori ekonomi tentang kelangkaan dan perpaduan teori sosiologi mahzab fungsional-struktural serta teori kebudayaan, penelitian ini menghasilkan salah satu temuan pentingnya yakni isu yang diabaikan dalam kebijakan periode sebelumnya, bisa jadi isu yang krusial untuk mendukung kesuksesan kebijakan berikutnya.

Abstract

In general term, democracy involve people in government implementation reflected in phrase: “from the people, by the people, to the people”. There for, the government should develop the nation for the people’s concern. The policy making and administrative practice are carried out by executive and legislative bodies which later deals with implementation and control system. In democracy, there are also several issues to consider namely political policy and administration, administrative accountability, subjective and objective accountability, type of spezsialized mobility and democratic mechanism. These issues will be briefly discussed in this articles.

Abstract

The Quality Management of the Lecturers' Performance in the Polytechnic of Health Sciences (An Analysis of the Influence of Leadership Behavior, Organizational Climate, Achievement Motivation and Commitment on the the Lecturers' Performance in the Polytecnic of Health Sciences Ministry of Public Health in Bandung). The low competency of the Polytecnic of Health Sciences graduates in Indonesia is currently under the spotlight. This phenomenon is assumed to have a significant correlation with the achievement of the Human Development Index target. Based on the theoretical review, the low competency of the graduates is caused by the low performance of the lecturers. From the theoretical point of view, the low performance of the lecturers can be influenced by the lecttirers motivation, commitment, leadership and organizational climate. Based on this framework, the writer is interested to conduct the quantitative research through survey method. This research is carried out in the Polytecnic of Health Sciences in Bandung. The population of the research is 268 lecturers, and the sample is determined by Cochran theory (2009) and resulted in 161 lecturers as the sample. The respondents of this reseach are lecturers and students. Path analysis is used as the tehnique of analysis. The result of the research shows that the average score of the quality of the lecturer’s performance in the Polytecnic of Health Sciences is in average category. The aspect of teaching and learning process is more dominant compared to the performance of the research and community services aspects. This finding confirms the current practice of the lecturers who still prioritize teaching and learning, rather than the research and community service activities. The variables of achievement motivation, lecturers' commitment, leadership behavior, and organizational climate variables influence the lecturers' performance both simultaniously and individually. It means that the lecturers' performance is influenced by achievement motivation, lecturers' commitment, leadership behavior, and organizational climate variables. Among the four variables, the achievement motivation has the strongest influence on the lecturers' performance. This research offers an alternative hyphotetic strategy for managing the improvement of lecturers' performance which can be used by the leaders of the Polytecnic of Health Sciences as the input material to improve the quality of human resources, especially lecturers.

Kebijakan-kebijakan yang telah dikeluarkan misalnya Keputusan MENPAN No.63/KEP/M.PAN/7/2003 tentang Pedoman Umum Penyelenggaraan Pelayanan Publik; Peraturan Pemerintah No. 65/2005 tentang Pedoman Penyusunan dan Penerapan Standar Pelayanan Minimal; dan Peraturan Menteri PAN No. 20/2006 tentang Pedoman Penyusunan Standar Pelayanan Publik. Selanjutnya Tahun 2003, dikeluarkan Pedoman Umum Penanganan Pengaduan Masyarakat oleh Menteri Pendayagunaan Aparatur Republik Indonesia.

Abstract

Leadership training for supervisors (Diklatpim Tingkat IV) is one of the training, which is frequently implemented by public training organisations in Indonesia. This training aims at improving the supervisors’ leadership competencies in order to improve their performances. This article is a summary of the result of the research on the effectiveness of leadership training management for civil servants, implemented by two training institutions, Bandiklada Provinsi Jawa Barat and Balai Diklat PU Wilayah II Bandung. The research is intended to firstly describe the current practice, and secondly to analyze the effectiveness of leadership training management, and finally to formulate a hypothetical model of the management of leadership training for supervisors in these two training institutions. This research employed a qualitative method with three data gathering techniques, namely, interview, participant observation and document analysis. Based on the result of the data analysis, this research concludes that the management of leadership training for supervisors in these two training institutions has not been fully effective. Based on these findings, this research developed a hypothetical model used as the strategy to improve the effectiveness of leadership training management, namely, a competency-based leadership training for supervisor model, that can be implemented by these two training institutions.

Abstract

Tuntutan dilaksanakannya akuntabilitas publik, mengharuskan Pemerintah Daerah untuk memperbaiki sistem pencatatan dan pelaporan. Pemerintah Daerah dituntut untuk tidak sekedar melakukan vertical reporting, yaitu pelaporan kepada Pemerintah Atasan (Pemerintah Pusat), akan tetapi juga melakukan horizontal reporting, yaitu pelaporan kinerja pemerintah kepada DPRD dan masyarakat luas sebagai bentuk horizontal accountability sesuai dengan tujuan reformasi.

The model of local government management in Indonesia, if it was investigated be seen that its development experiences enough interesting dinamisc, both sentralization model and desentralization model. In this article, the writer try to pay attention close to development the local government management, with focus its analysis from ORBA Regime to Reform Regine. Abstract

The management of grants and bansos funds has become a problem in several local governments. The problem of grant and bansos management is related to transparency and accountability. Bandung City Government seeks to improve its public services by innovating the management of grants and bansos through the media website called Sabilulungan or Grants and Bansos Online to solve the problem. Through this research there will be discussed related to the management model of grants and bansos through grants and online bansos. This research uses descriptive qualitative research method (more specifically with the method of "action research") to see clearly the management of grants and bansos melelui innovation grants and bansos online. Based on the results of this study found that this innovation is very beneficial in the management of grant funds and bansos mainly improve transparency and accountability. This innovation has a positive impact that can be replicated by other regions

Pada masa orde baru, kedudukan lembaga eksekutif baik pusat maupun daerah begitu dominan sehingga menimbulkan tirani Eksekutif terhadap lembaga legislatif. Dengan berhembusnya era reformasi terjadi pergeseran peran DPRD menjadi dominan, akan tetapi jangan menimbulakn pembaliakan keadaan menjadi Tirani legislatif menjai kebutuhan yang tidak bisa ditunda-tunda lagi.
