Jember Regency is known as one of the main tobacco producing regions in Indonesia. The number of tobacco processing factories has increased labor absorption. Small family income is still the main factor that causes many housewives and even family heads to become seasonal workers: (1) Describe the seasonal worker recruitment system; (2) identify the factors driving workers to become seasonal workers at PTPN I Regional IV; (3) analyze the contribution of seasonal workers' income. This research uses a quantitative descriptive approach with factor identification using a research questionnaire. Sampling used total sampling, which amounted to 40 people. Data collection was done through observation, interviews, literature study, and documentation. Data analysis used intervals from the total answers to the research questionnaire. From the research results it can be concluded that: (1) the recruitment system at PTPN I Regional IV is divided into five stages; (2) the wage indicator is the main driver of someone becoming a seasonal worker; (3) the contribution of seasonal workers' income to family income is moderate with an average percentage of 58.87%..

This study investigates the phenomenon of code mixing in English as a Foreign Language (EFL) classrooms, particularly focusing on students in a responsive speaking class at Universitas Muhammadiyah Jember. The research aims to identify the types of code mixing used, the contexts in which it occurs, and the reasons behind its usage. Utilizing a qualitative descriptive method, data were collected through classroom observations and semi-structured interviews. The analysis revealed that students frequently employ code mixing during group discussions and presentations. Four main types of code mixing were identified: word insertion, phrase insertion, hybrid forms, and clause mixing. The findings suggest that code mixing helps students articulate their ideas more effectively, especially when facing vocabulary limitations or feeling anxious. It also serves as a communicative strategy that supports language acquisition by boosting confidence and aiding understanding. This study concludes that code mixing is not merely a linguistic shortcut but a meaningful tool in the language learning process. The implications of this research underscore the pedagogical value of integrating code mixing into classroom practices to support EFL learners' speaking development.

As a crucial component of efficient and inclusive government, this study attempts to offer a conceptual and practical knowledge of the public policy-making process. This paper examines the important phases of the policy design process, including problem identification, policy formulation, implementation, and evaluation, using a descriptive qualitative approach based on a literature review. The essay also addresses the significance of employing data and evidence-based analysis to create fair and effective policies, as well as the role of important players in the policymaking process. The findings demonstrate that the original design of public policy, which must be mature, participative, evidence-based, and contextualized to the sociopolitical circumstances of the community, considerably influences its success. Therefore, creating public policy is a strategic process that establishes a policy's legitimacy and efficacy rather than merely being an administrative one.

The transformation of public policy in Indonesia takes place gradually and accumulatively, not through radical changes. The analytical framework of policy evolution theory can be used to understand this change as an adaptive process to internal and external dynamics. This research aims to describe the application of the incremental approach in education reform and regional autonomy in Indonesia. Utilizing a desk study method, the article traces patterns of policy change through analysis of academic literature. The findings reveal that curriculum reform and decentralization policy revision clearly embody evolutionary principles, such as institutional selection, collective learning, and adaptation to environmental pressures. The conclusion of the article emphasizes the relevance of the policy evolution approach to understand the complexity and contextuality of governance change in Indonesia.

This study aims to determine the perceptions of professional photographers in interpreting conceptual photographs by Darwis Triadi in the book "Emotions of a Photo." In addition, this study also seeks to understand the meaning contained in the images by analyzing the visual and artistic elements displayed in the work. The study uses a descriptive qualitative approach, with data collection techniques in the form of in-depth interviews, observation, and documentation. Interviews were conducted with five professional photographers in Jember Regency as sources who have experience in the field of conceptual photography. The results of the study indicate that conceptual photography is a form of photography that starts from an idea or concept that is carefully designed before the image is taken. The photographers consider that Darwis Triadi's photographs are full of strong emotional, symbolic, and visual aesthetic messages. The process of interpreting the photos is carried out through interpretation of visual elements such as lighting, model poses, colors, and composition. This study also found that factors of experience, visual references, and the photographer's background also influence the perception of the meaning of the photo. Thus, this study contributes to understanding how professional perceptions are formed in reading and interpreting conceptual photography works as a form of complex visual communication.
