Abstract

Internal quality assurance is a strategic element in maintaining the quality and credibility of education delivery. However, the implementation still tends to be administratively oriented and has not fully touched the dimensions of academic values and integrity. This study aims to analyze the development of scientific studies on internal quality assurance and examine the relevance of Siri’ values as an ethical foundation in strengthening academic integrity. This study uses a quantitative approach with a bibliometric analysis method. Data was obtained from Scopus indexed scientific publications relevant to the topics of internal quality assurance and academic integrity, then analyzed using the VOSviewer software through keyword co-occurrence techniques. The results of the study show that internal quality assurance has a strong relationship with academic integrity, self-evaluation, quality implementation competence, and the role of external quality assurance. These findings confirm that integrity is a key prerequisite for the effectiveness of internal quality assurance. The value of Siri’ as local wisdom is seen as relevant to strengthen the dimensions of moral awareness, academic responsibility, and institutional honor in the implementation of quality assurance. This research contributes to the development of conceptual understanding of internal quality assurance based on local cultural values as an effort to build a sustainable culture of educational quality.

Abstract

The Role of Strategic Managers in Achieving Competitive Advantage This research investigates the crucial role of strategic managers in achieving long-term competitive advantage. Competitive advantage is the result of well-planned and implemented strategies, the roots of which lie in the managers' ability to formulate the organization's fundamental elements. Strategic managers function as principal architects who translate the company's aspirations into a cohesive direction for action. The main focus is on the formulation process of objectives, vision, mission, and company philosophy. The vision provides an inspirational outline of the desired future, acting as an emotional anchor and defining the overall direction. The mission clearly defines the purpose of the organization's existence, its scope of operations, and the value it offers to stakeholders. Operational objectives, derived from the vision and mission, provide measurable benchmarks for assessing strategic progress. Meanwhile, the company philosophy (or core values) shapes the organizational culture, guides ethical decision-making, and ensures consistency of actions across all levels. It is found that the clear articulation and effective communication of these elements are paramount. Strategic managers must ensure that each component aligns with one another and with the dynamic external environment. This alignment enables the company to optimally allocate resources, differentiate itself from competitors, and respond agilely to market changes. Thus, the strategic managers' ability to formulate this philosophical and objective foundation directly impacts the company's resilience and profitability over the long term, making them the key drivers in the creation and maintenance of sustainable competitive advantage.

Abstract

Village governance demands stable leadership to ensure the effective delivery of public services and development execution. However, a critical legal issue arises when a Village Head is temporarily suspended due to corruption charges, creating a transitional leadership vacuum. This study aims to comprehensively analyze the legal vacuum (lacuna legis) and regulatory disharmony regarding the filling of the Village Head position following temporary dismissal in Sidoarjo Regency, and to investigate the consequent socio-legal implications on village administration stability. The novelty of this research lies in its distinct focus; while existing literature largely discusses the criminal liability of corrupt village heads or the administrative procedures of dismissal, this study specifically isolates the "interim vacuum" phenomenon to demonstrate how regulatory gaps directly paralyze public service delivery during the legal process. Employing a socio-legal approach, this research integrates a normative analysis of Law Number 6 of 2014 and Sidoarjo Regional Regulations with empirical data obtained through in-depth interviews with officials from the Community and Village Empowerment Service, interim village officials (Plh), and community leaders. The results indicate a significant regulatory conflict where the appointment of a Daily Executive (Plh) provides only limited administrative authority, whereas an Acting Official (Pj) with full authority can only be appointed after permanent dismissal. Specific empirical evidence from Sidoarjo reveals that 71.4% of corruption-implicated villages are led by Plh who are legally restricted from making strategic decisions. This restriction has tangible negative impacts, including the inability to execute capital expenditures, leading to high remaining budget balances (SiLPA), stalled infrastructure projects, and bureaucratic paralysis due to internal resistance and fear of legal repercussions. Furthermore, the local government's attempt to bridge this gap through circular letters creates further legal ambiguity and risks of ultra vires actions. It is concluded that the current legal framework fails to address the transitional period effectively, resulting in a hostage situation for village development and a decline in public trust. To resolve this, this study recommends the revision of Minister of Home Affairs Regulation Number 82 of 2015 to formalize the authority of an Acting Officer (Plt) with limited strategic powers during temporary suspensions to ensure legal certainty and governance continuity.

Abstract

This study aims to analyze the management of parking fees by the Sidoarjo Regency Transportation Agency and identify inhibiting factors and optimization efforts. Using descriptive qualitative methods, this study examines the implementation of management functions, including planning, organizing, implementing, and controlling (POAC). The results indicate that the planning aspect faces data validity constraints, resulting in unrealistic revenue targets. Organization is hampered by contractual disputes with third parties, which weakens field coordination. Field implementation is still characterized by manual practices that are prone to leaks, while supervision has not been effective in suppressing illegal parking. The main inhibiting factors include limited Human Resources (HR), public rejection of the payment culture, and a non-integrated system. Efforts undertaken include digital transformation (e-parking) and joint operations. This study recommends accelerating digitalization and improving databases to increase Regional Revenue (PAD).

Abstract

The decline in revenue experienced by Selfscape Studio highlights the need to redefine the business strategy to remain competitive and respond to changing customer preferences. As an independent photo studio offering personal photography services, Selfscape faces challenges from increasing competition and shifting market trends. This study aims to formulate a strategic framework for Selfscape Studio to address these challenges through growth strategies identified using the Ansoff Matrix.This study uses a structured conceptual framework that includes internal analysis, such as Resources-Based View (RBV), VRIO, and Value Chain Analysis, as well as external analysis, such as PESTLE, Porter’s 5 Forces, Competitor Analysis, and Customer Insight. The findings from this analysis are formulated into SWOT and TOWS matrices to identify relevant strategies. A mixed-method approach was used, combining qualitative and quantitative methods. Data were collected through desk studies, observations, focus group discussions (FGDs) with stakeholders, and a survey of 200 loyal customers who have made at least two transactions.The results show that Product Development is the most relevant growth strategy for Selfscape Studio, as identified through the Ansoff Matrix. The proposed innovation strategy includes the introduction of AI-based editing services, personalized thematic photo packages, and a self-service product photo booth for MSMEs. This strategy is designed to enhance customer experience, expand market reach, and strengthen the company’s unique value proposition.
