Abstract

Technology has transformed the process of creating visual art from conventional methods to digital imagery, one example being the tracing technique, a method of copying reference images or photographs to accelerate the learning process of anatomy, proportions, and the shapes of objects. Although beneficial as a means of practicing motor and visual skills, the tracing technique is often misused for commercial purposes without the original creator’s permission or claimed as an original work, thereby blurring the line between tracing as a legitimate learning activity and tracing as a copyright infringement, especially given the fair use doctrine, which allows for the use of creative works without the creator’s consent. This study aims to analyze the legal boundaries between tracing images as a copyright infringement and as a transformative work under Law No. 28 of 2014 on Copyright. This study using normative legal methodology with a legislative and conceptual approach examines copyright law provisions as well as the doctrines of fair use and transformative works. The results of the study indicate that tracing can be categorized as a transformative work as long as it is done for personal use, learning, or technical exploration without commercial intent and without a claim to originality; however, it constitutes a copyright infringement if it is commercialized, modified without permission, or presented as one’s own work without citing the source. It is hoped that these findings will become a guideline for digital artists in utilizing the tracing technique responsibly without infringing on the copyrights of others.

Abstract

Public administrative services at the urban village level are essential to meeting community needs. This study examines administrative service quality at Kelurahan Medokan Ayu Surabaya, using the five SERVQUAL dimensions. A descriptive qualitative approach was employed, involving four purposively selected informants who had used services for identity card replacement, relocation documents, family card separation, and university tuition fee appeal documents. Data were collected through face-to-face interviews lasting 5–10 minutes per informant, recorded, and transcribed. Data collection took place in September 2026. The findings show that the four informants experienced helpful staff, clear explanations, and courteous treatment. Digital information also helped one informant understand service procedures. However, a delay occurred when a document required the urban village head’s direct signature while the official was out of town. This highlights potential weaknesses in service continuity and completion time certainty. This study contributes by using SERVQUAL qualitatively to explore specific user experiences and identify vulnerabilities in administrative processes. The findings suggest the need for clearer service time standards and continuity mechanisms when authorized officials are unavailable. Since the study involved only four informants at one urban village, the findings cannot represent all service users.

Abstract

Digital transformation in public service delivery has encouraged local governments to develop electronic-based services, including the online Job Seeker Card (AK-1) registration service at the Palembang City Manpower Office. This study aims to evaluate the maturity level of the online AK-1 service based on the four stages of e-government development outlined in Presidential Instruction No. 3 of 2003, namely Preparation, Maturation, Consolidation, and Utilization. This study employs a descriptive qualitative approach using digital content analysis and document review of the official portal and available supporting documents. The findings indicate that the online AK-1 service exhibits characteristics of the Consolidation Stage, as reflected in the availability of information on requirements and procedures, communication channels, and information regarding online registration and document submission. However, the operational success of the verification process and the interoperability of the system with other agencies cannot be confirmed based on the analysis of publicly available content. These findings highlight the need for stronger evidence to assess service maturity and further evaluation of system integration and service delivery quality. Follow-up evaluations can utilize operational data and user experience to assess whether the AK-1 document submission and verification process is proceeding in accordance with the procedures outlined on the official portal.
