Sanger Journal: Social, Administration and Government Review with registration number ISSN 3048-1589 (online) is an open access journal with double-blind peer-reviewed. The main purpose of this journal is to disseminate current and original articles from researchers and practitioners on various issues, such as social issues include social policy, social development, public welfare, gender and marginalized groups. Then the issue of public administration which includes public management and public policy. the next issue around the government which includes bureaucracy, decentralization and regional autonomy, and islamic governance. The concentration of scope in this journal prioritizes writings that are oriented towards Islamic perspectives. The articles of this journal are published 2 times a year; June and December. This journal is published in two languages, Indonesian and English. Submission of articles is open throughout the year.

Abstract

The Kota Tanpa Kumuh (KOTAKU) program is a government initiative designed to reduce slums in urban areas by empowering communities and strengthening local institutions. This research aims to analyze the strategies employed by village officials to implement the KOTAKU program in Gampong Setui, Baiturrahman District, Banda Aceh City. Using a qualitative method, this study collected data through interviews, observation, and documentation. The findings revealed that the program's implementation in Gampong Setui faced several significant challenges, including a lack of coordination among institutions, low community participation, and a limited budget. To address these obstacles, village officials adopted various strategies. These included enhancing coordination through regular meetings, mapping priority areas for intervention, and forming a dedicated Community Self-Help Agency (BKM) to manage the program. The BKM was specifically tasked with overseeing program implementation and fostering community economic empowerment. Despite these efforts, a major hurdle remains: the lack of community participation in maintaining the newly built infrastructure, which directly impacts the program's long-term sustainability. This research underscores the need for more intensive interventions, such as focused socialization, deeper community engagement, and continuous monitoring and evaluation. It confirms that a collaborative approach, tailored to the specific needs of the local community, is essential for the success of the KOTAKU program. The study concludes with recommendations to strengthen inter-agency coordination and explore technological innovations to improve future program management.

Abstract

This research aims to evaluate the policy implementation of the One Data Marine and Fisheries Program “(Satu Data-KP)” and its relevance to the efforts towards realizing Digital Indonesia 2045. This study employs a qualitative method with a descriptive approach and was conducted in Aceh Province. Data collection utilized observation, interviews, documentation, and audiovisual records. The collected data were subsequently analyzed using methods of data reduction, data presentation, and conclusion drawing. The research critically assesses the program's level of Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Appropriateness. The findings indicate that, in terms of data collection, the program has had a positive impact on decision-making and enhanced service efficiency. However, the program still presents fundamental shortcomings, such as the limited scope of digital transformation being undertaken and the minimal effort to enhance community readiness toward an inclusive, empowering, and sustainable Digital Indonesia.

Abstract

This research aims to analyze the impact of cash and QRIS payment systems on the revenue growth of Micro, Small, and Medium-sized Enterprises (MSMEs) in Darussalam, Banda Aceh. Data were collected using a quantitative method through questionnaires distributed to business owners in coffee shops, kiosks, and photocopy businesses. The research findings indicate that in coffee shops, only cash payments had a significant influence on revenue (t-test = 0.046, p < 0.05), while QRIS payments had no effect (t-test = 0.562, p > 0.05). Similarly, in kiosks, cash payments had a significant impact on revenue (t-test = 0.025, p < 0.05), whereas QRIS payments did not (t-test = 0.562, p > 0.05). Conversely, in photocopy businesses, cash payments had no significant effect (t-test = 0.296, p > 0.05), but QRIS payments had a significant impact on revenue. These findings underscore the importance of understanding the characteristics of a business sector when choosing a payment system that can support MSME revenue growth.

Abstract

Bali’s tourism has undergone significant transformation in the digital era, yet it still faces two major challenges, limited accessibility and uneven digitalization. These issues have sparked scholarly interest in examining the extent to which Bali has applied the principles of smart tourism through accessibility and digitalization to create an inclusive and modern tourist destination. This study employs a qualitative method with a literature review approach, analyzing various sources such as academic journals, government reports, and official tourism statistics. The findings reveal that Bali has implemented several smart tourism strategies, including the development of the “We Love Bali” application, digital training for tourism business actors, and the advancement of disability-friendly infrastructure such as wider sidewalks and inclusive transportation. Nevertheless, these implementations remain uneven across different regions of Bali. This article provides both academic and practical contributions to the development of modern tourism by emphasizing the importance of integrating information technology and inclusivity in building smart destinations. The value of this article lies in offering technology-based and public policy solutions to enhance Bali’s tourism competitiveness at the global level, while also reinforcing the principle of social equity within the tourism sector.

Abstract

The Indian Ocean earthquake and tsunami of 2004, and particularly in Aceh, highlighted the high vulnerability of coastal communities to natural disasters. This study aims to analyze the effectiveness of Village Funds in developing disaster mitigation infrastructure and its impact on improving community welfare in Gampong Ulee Lheue, Banda Aceh. A descriptive qualitative approach is adopted, employing data collection techniques such as in-depth interviews, field observations, and documentation. Data are analyzed through an interactive model, including data reduction, data presentation, and conclusion drawing. The results show that the Gampong Ulee Lheue government has integrated disaster mitigation aspects into village infrastructure development, such as the construction of sea walls, evacuation routes, and disaster information boards. Village Funds have been allocated effectively with active community participation in planning and supervision. Positive impacts can be seen in increased awareness of disaster preparedness, as well as an increased sense of security and community welfare. The uniqueness of this study lies in its focus on evaluating the implementation of Village Funds for the development of disaster mitigation infrastructure in post-tsunami coastal areas a topic that has not received adequate attention. This study highlights the strategic role of village governments in managing Village Funds to build sustainable, resilient communities.
