Abstract

This study examines the international media's portrayal of the vasectomy policy as a prerequisite for accessing social assistance, as proposed by West Java Governor Dedi Mulyadi. Using Robert Entman's theoretical framework, this research examines how three international media outlets (Channel News Asia, South China Morning Post, and The Telegraph) frame this controversial policy through four key elements: problem definition, causal interpretation, moral evaluation, and treatment recommendation. The research method employs qualitative framing analysis with a systematic approach to the news corpus from the three media outlets. Results indicate that all three media outlets use negative framing with a dominance of moral evaluation (90%) and problem definition (85%), yet with different strategies: SCMP uses a "discriminatory policy" frame (9/10), Telegraph emphasizes "human rights violation" (8/10), and CNA employs a "governance problem" approach (7/10). Differences in intensity and editorial tone reflect the geographical and ideological orientations of each media outlet, with the SCMP being the most critical, the Telegraph focusing on international human rights standards, and CNA adopting a more contextual approach to the complexities of Southeast Asia. This study confirms the relevance of Entman's theory in the digital era and reveals that treatment recommendation is the most diverse element in international framing. These findings offer strategic implications for Indonesia's public diplomacy, suggesting the development of targeted and proactive communication strategies in response to the evolving global media landscape.

Abstract

This study investigates the transformation of political participation in the era of digital citizenship, where information and communication technologies have reshaped how citizens engage in democratic processes. Moving beyond traditional notions of rights and obligations, citizenship is increasingly characterized by the ability to participate actively in public affairs through digital platforms. Using a bibliometric analysis of 339 Scopus-indexed articles published between 2019 and 2024, this research maps publication trends, conceptual clusters, and thematic evolutions related to digital citizenship and political participation. The findings reveal four dominant clusters: digital citizenship, citizenship, political participation, and digital transformation that organize the field, with emerging themes such as COVID-19, gender, and digital education policies shaping more recent scholarship. Results highlight the strategic role of digital technologies in enabling political campaigns, online petitions, e-voting, and social media activism while exposing persistent challenges such as misinformation, privacy concerns, and digital divides. This study contributes to the literature by offering a comprehensive mapping of global scholarship, clarifying conceptual linkages, and identifying research gaps related to inclusivity and cross-regional comparisons. Strengthening digital and media literacy is crucial to ensure more inclusive, ethical, and meaningful forms of political participation in the digital age.

Abstract

This study examines how narrative and cinematic constructions in the short films of Banyumas Raya, Indonesia, contribute to the formation of a distinct Panginyongan film identity. Focusing on three fictional film works, Dolanan Layangan, Pur, and SETAN: Seni Tani, this research employs a qualitative content analysis method grounded in Bordwell's film concept, integrated with theories of realism (Bazin), creative improvisation (Sawyer), and identity representation (Hall). The findings reveal a synergistic construction of identity through three interconnected themes: (1) narratives centered on everyday conflicts resolved through communal values, (2) a realist-improvisational aesthetic using long takes, natural lighting, and non-professional actors to achieve authenticity, and (3) the use of the Ngapak language and local cultural symbols as markers of identity and symbolic resistance. The study concludes that these films function not merely as cultural representations but as active sites of identity negotiation. Furthermore, it proposes a Panginyongan Film Identity Model that synthesizes these elements, offering a framework for understanding similar practices in other Indonesian regional cinemas. This research underscores the significance of local cinema as a vital cultural practice that challenges mainstream aesthetics and contributes to Indonesia's diverse national cinematic landscape.

Abstract

Electronic Traffic Law Enforcement (ETLE) represents a significant innovation in the digitalization of traffic law enforcement in Indonesia. This study aims to analyze the implementation of ETLE within the framework of Cyber-Physical Systems (CPS), examine its challenges and opportunities, and formulate governance-oriented policy recommendations. A descriptive qualitative approach was employed, using semi-structured interviews with 12 informants, including police officers, transportation experts, and road users. Legislative and comparative approaches were also adopted to assess the compatibility of ETLE with national regulations and to benchmark practices from Singapore, Japan, and South Korea. The findings reveal four key issues in ETLE implementation: infrastructure inequality, incomplete derivative regulations, uneven human resource capacity, and public resistance. The discussion highlights that while ETLE enhances transparency, accountability, and effectiveness, its sustainability depends on regulatory strengthening, infrastructure equity, officer capacity building, and community engagement. This study further proposes the integration of restorative justice principles as a participatory alternative in traffic law enforcement. Theoretically, it contributes to socio-legal studies by linking ETLE with CPS, while practically emphasizing governance reforms to ensure fairness, legitimacy, and sustainability.

Abstract

This article examines how Indonesian TikTok creators narrate bipolar disorder, depression, and anxiety, and how platform logics shape those representations. Using a corpus-driven Digital Discourse Analysis operationalized across four elements: Text, Interaction, Context, and Ideology/Power (Jones, 2012), we analyze four public accounts over January–July 2025. The corpus includes videos, captions, on-screen text, hashtags, and top-level comments, complemented by a brief review of Indonesia’s mental-health landscape to situate platform uptake. Findings show that self-disclosure works simultaneously as therapeutic expression and performative practice: creators signal authenticity while adapting to affordances/algorithms (FYP, hashtags, duet/stitch, trending sounds), with reach asymmetries mediating whose narratives circulate. Interactional practices, creator replies, comment curation/pinning, and audience boundary-policing, co-construct norms of “responsible telling.” Notably, counter-evidence indicates that supportive uptake can occur without trending sounds or heavy tagging when contextual fit is strong, suggesting algorithms are consequential but not exhaustive determinants. Contributions include bridging Hall’s representation with Jones’s Digital Discourse Analysis in a Global South setting and demonstrating how authenticity, intimacy, and visibility become forms of symbolic and platform value. Implications point to harm-minimization for creators (bounded disclosure, resource signposting), opportunities for public-health messaging that leverages peer-support affordances, and platform nudges (e.g., prompts to add help resources on mental-health tags) to preserve supportive communication without incentivizing the aestheticization of distress.

Abstract

This study provides exploratory insight into how Generation Z users search for travel information on TikTok, interpreted through the lens of the Uses and Gratifications Theory (UGT). Using a qualitative phenomenological design, data were gathered through in-depth interviews with five female respondents aged 20–29 from major Indonesian cities. Thematic analysis with NVivo 15 identified four interconnected gratification dimensions: affective gratification, social gratification, cognitive-credibility gratification, and cognitive-efficiency gratification. These findings reveal that TikTok functions not merely as an entertainment platform but as an algorithmically mediated information ecosystem that blends emotion, trust, and efficiency in digital discovery. From a theoretical perspective, the study contributes to the contextual application of UGT by introducing the exploratory concept of Algorithmically Mediated Gratification (AMG). Practically, the findings offer actionable insights for business owners and tourism marketers by designing authentic, visually compelling, and interactive short-form content, collaborating with credible micro-influencers, and maintaining consistency across digital platforms to enhance user trust and engagement.

Abstract

Forming a romantic relationship at a young age is a complex process, requiring the search for personal meaning, emotional adjustment, and customized communication techniques. This research examines the dynamics of love language communication through social media and the socio-cultural aspects of expressing affection among Generation Z in Yogyakarta. The research employed a qualitative methodology with a phenomenological Moustakas perspective. Data were collected via in-depth interviews with four men and seven women, Gen Z, a total of 11 informants who were selected using snowball sampling methods. The results suggest that quality time and acts of service are the two most prevalent forms of love language, as they are seen as effective in creating emotional closeness and showcasing genuine care. This preference for limited physical touch in public spaces is consistent with Yogyakarta’s cultural values, which emphasize politeness. Research suggests that platforms like TikTok, WhatsApp, and Instagram contribute to romantic expectations and the use of love language, though they are not the key players in relationship dynamics. Establishing open communication is crucial for reconciling disparities in love preferences and sustaining long-term relationships amidst cultural and technological advancements.

Abstract

This study examines the digital discourse regarding toll road services during the 2025 Eid homecoming using Topic Modeling with the Latent Dirichlet Allocation (LDA) method, grounded in the Reverse Agenda-Setting theory and the concept of Agenda Rippling. Data were collected from conversations on the social media platform X (Twitter) during the period from seven days before to seven days after Eid (March 24-April 8, 2025). The analysis identified three main issues: direct user experiences related to traffic conditions, driving behavior, and accidents (Topic 6); official communications from relevant authorities such as the Police and Jasa Marga (Topic 8); and public disappointment due to the gap between expectations and the actual quality of toll road services (Topic 3). This study employs Reverse Agenda-Setting Theory and the concept of Agenda Rippling to explain how public opinion can reshape the direction of media communication. The findings highlight the importance of monitoring digital public discourse to address the informational needs and aspirations of society, particularly in strategic moments such as the Eid homecoming season.

Abstract

This study analyzes the authoritative narrative construction regarding the postponement of the Civil Servant (ASN) relocation to Indonesia’s New Capital City (IKN) Nusantara. Addressing a gap in the literature that often focuses on social media sentiment, this research investigates the framing strategies employed by the highly influential mainstream source, DetikNews.com. Employing a qualitative Corpus-Assisted Discourse Studies (CADS) design, this research analyzes a corpus of 46 news articles published between August 2024 and March 2025. The methodology integrates quantitative corpus linguistics (Word Frequency, Collocation, and Concordance) with the interpretive lens of Stuart Hall’s Representation Theory and Critical Discourse Analysis (CDA). Key findings reveal that the media consistently frames the postponement as a procedural adjustment (evidenced by collocates such as sementara and kontrak) and an inevitable logistical challenge, rather than a political failure. The study concludes that DetikNews.com engages in discursive legitimation, successfully encoding a Preferred Meaning of project continuity that stabilizes public perception and legitimizes policy continuation.

Abstract

This study analyzes the strategic use of the Twitter/X account @hivaidspimsid as a government HIV/AIDS prevention tool. This research method uses qualitative content analysis. The 280-character data were obtained from the government's Twitter/X account (@hivaidspimsid) from April 2021 to September 2022. The selection criteria focused on issues covering HIV/AIDS education, prevention, and treatment, awareness campaigns, community interaction, and issues of stigma or discrimination. This research data analysis used NVivo 12 Plus software. The results of this study indicate that the government Twitter/X account @hivaidspimsid peaked in July-September 2021, with 55.26% of the campaign information on HIV/AIDS prevention efforts provided, and decreased in July-September 2022 to 5.25%. The X account @hivaidspimsid's activity conveyed messages to increase public knowledge about HIV/AIDS through education, prevention campaigns, testing and treatment promotions, and correcting hoaxes, by encouraging early detection and healthy living. Frequent conversations on the @hivaidspimsid account revolved around HIV, health, films, testing, and treatment. This is relevant to the important hashtags on the @hivaidspimsid account, which include HIV (23.58%), I Am Brave (19.51%), and HIV/AIDS (5.69%). Furthermore, SayaBerani.id and the Indonesian Ministry of Health were also frequently mentioned on the @hivaidspimsid account. The DKI Jakarta area is a central location for accounts that interact extensively with the @hivaidspimsid account.
