Abstract

Purpose: Buli-buli tumors, also known as vesica urinaria (bladder) tumors, represent the second most common malignancy after prostate cancer and are found twice as often in men than in women. The most frequent clinical symptoms include painless hematuria and urinary tract complaints, such as frequency, urgency, and dysuria. According to the Global Cancer Incidence, Mortality, and Prevalence (GLOBOCAN) 2020 data, there were 573,000 cases of bladder tumors worldwide, accounting for approximately 3% of all new tumors. This study aims to identify and describe the epidemiological characteristics of patients with buli-buli tumors treated at Jayapura Hospital. Research Methodology: This research used a descriptive method by analyzing secondary data from the medical records of patients diagnosed with buli-buli tumors at Jayapura Hospital between 2017 and 2022. Results: The findings revealed 61 buli-buli tumors. The largest proportion was in patients aged >50 years (30 cases, 49.2%). The second largest group was 41–50 years with 24 cases (39.3%), followed by 31–40 years with five cases (8.2%), 20–30 years with one case (1.6%), and <20 years with one case (1.6%). Conclusions: Bladder tumors at Jayapura Hospital are most frequently found in patients over 50 years of age, suggesting that increasing age is an important risk factor. Limitations: This study is limited to retrospective secondary data from one hospital and may not fully represent the prevalence patterns in Papua or Indonesia as a whole. Contribution: This study provides initial epidemiological evidence of bladder tumor cases in Jayapura, serving as a reference for health authorities, future research, and the development of strategies for early detection and prevention in Eastern Indonesia.

Abstract

Purpose: This study aims to analyze the urgency of establishing and developing Public Service Malls (MPP) as a strategic instrument for realizing the principles of good governance in Indonesia. Research methodology: Using a literature review approach, this study examines the relationship between the existence of MPPs and the main elements of good governance, such as transparency, accountability, efficiency, and responsiveness. Results: The findings reveal that PSMs significantly contribute to the transformation of public services by integrating diverse government and private services into one-stop centers. This integration reduces bureaucratic complexity, accelerates service delivery, enhances public trust, and promotes institutional accountability in the public sector. Furthermore, this study highlights the importance of adopting the pentahelix collaboration model, which engages the government, academia, business, civil society, and the media, to optimize the role of PSMs in governance reform. Conclusions: PSMs represent a strategic solution to persistent governance challenges in Indonesia by fostering innovation, improving accessibility, and ensuring citizen-oriented public services. They are essential for achieving bureaucratic reform objectives and advancing sustainable governance practices. Limitations: This research relies exclusively on secondary data sources, limiting its ability to capture the first-hand experiences of service users and practitioners. Regional variations in PSM implementation have not been fully addressed due to the uneven availability of empirical studies. Contribution: This study contributes to the academic discourse on governance innovation by conceptualizing public service motivation (PSMs) as a practical embodiment of good governance principles. It also offers policy recommendations for strengthening digitalization, expanding public participation, and institutionalizing cross-sector collaboration through the pentahelix model, thereby providing a roadmap for enhancing public service governance in Indonesia.

Abstract

Purpose: This study examines the influence of efficiency and effectiveness in the use of School Operational Assistance (BOS) funds on the quality of teaching and learning services in Indonesia. This research focuses on two junior high schools in Papua—SMP Negeri 12 Mimika and SMP Negeri Naena Muktipura—which represent different demographic and resource contexts. Research/methodology: A mixed-method approach was applied, combining surveys, interviews, observations and document analysis. Quantitative data were tested using multiple linear regression, and qualitative insights were analyzed through content analysis. Results: Findings show that both efficiency (B = 0.670, p < 0.001) and effectiveness (B = 0.553, p < 0.001) in BOS fund utilization significantly improve the quality of teaching and learning. SMP Negeri 12 Mimika demonstrated higher efficiency, effectiveness, and overall service quality than SMP Negeri Naena Muktipura. BOS funds were used to enhance facilities, provide teaching aids, and support teacher training, although equitable access to training remained limited. Conclusions: Efficiency and effectiveness in BOS fund use are crucial for improving service quality, with efficient management exerting a stronger influence on facilities, teacher training, and learning tools. Transparent and well-targeted fund allocation is vital for improving educational outcomes. Limitations: This study was limited to two schools in Papua, potentially reducing its generalizability. Context-specific qualitative findings and time constraints also limited the perspectives of broader stakeholders. Contribution: This study adds to the educational finance and policy literature by showing how efficient and effective fund management enhances education quality in under-resourced settings, offering guidance for BOS policy improvements and school-level practices.

Abstract

Purpose: This study aims to analyze the potential and effectiveness of Local Own-Source Revenue (PAD) from the Livestock and Animal Health Service Office in Mimika Regency from 2017 to 2024. It also seeks to identify strategic efforts to optimize PAD contribution from the livestock sector, particularly through retribution on slaughterhouse services, animal health services, and livestock production. Research/methodology: A mixed-method approach was applied, combining quantitative descriptive analysis with qualitative insights. Data were sourced from secondary documents and field observations. The study used potential analysis, effectiveness ratio calculations, and SWOT analysis to examine income realization and improvement strategies. Results: The findings reveal that PAD from the Livestock and Animal Health Service has strong potential, especially in pig slaughterhouses (RPB), UPTD breeding units, and Puskeswan. Effectiveness levels often exceed 100%, indicating very effective performance, though certain units such as RPH-U remain underutilized. The retribution potential is not yet fully maximized due to limited public awareness, regulatory gaps, and infrastructural constraints. Conclusions: The livestock sector significantly contributes to regional income and holds untapped potential. With better regulatory support, infrastructure improvements, and digital system development, PAD from this sector can be further optimized. Strategic planning is essential for sustaining these gains. Limitations: This study is limited by the availability of consistent field data and affected by external factors such as disease outbreaks (e.g., ASF). Contribution: The research provides practical recommendations for local governments to enhance fiscal independence through livestock-based revenue streams and contributes a replicable framework for analyzing PAD potential and effectiveness.

Abstract

Purpose: This study aims to analyze the impact of the Family Hope Program (PKH) on alleviating extreme poverty in Mimika District. The main focus is to assess the effectiveness of government social assistance in reducing the number of extremely poor families using a panel data approach. Research methodology: Using panel data analysis methods through Fixed Effects (FE) and Random Effects (RE) models. The selection of the FE and RE models is based on the consideration that panel data allows for controlling unobserved heterogeneity between observation units. The Hausman test will be used to determine the most appropriate model between FE and RE. Data processing in this study was carried out using Eviews version 7.2. Results: Social assistance through PKH has a significant effect on reducing extreme poverty in Mimika District. The number of extremely poor families decreased from 3,709 families in 2022 to 2,691 families in 2024. Regression results indicate that every increase in PKH assistance contributes to a decrease in the number of extremely poor individuals. The program's effectiveness varies across districts, especially in remote areas with poor infrastructure. Conclusions: The Family Hope Program (PKH) has proven effective in helping to reduce extreme poverty in Mimika District. The conditional assistance provided through PKH has improved the welfare of beneficiary families, although its effectiveness differs across regions depending on infrastructure and access to basic services. Limitations: The variation in program effectiveness across districts indicates limitations in infrastructure and access to basic services (education and healthcare), which affect program success. This study does not deeply explore local social, cultural, and economic factors that may also influence program outcomes. Contribution: Provides empirical evidence on the effectiveness of conditional social assistance (PKH) in reducing extreme poverty in underdeveloped regions. Offers policy recommendations for local governments to better allocate and optimize social assistance programs based on infrastructure conditions and access to public services in each district.
