Abstract

This study explores the effectiveness of the role play method as a communicative educational tool to enhance early childhood learning in remote areas, focusing on TK Ilwiaru Watumera Wakarleli, Maluku Barat Daya. Employing a qualitative approach, the research utilized observation, interviews, and documentation to assess the process and impact of role play-based learning on children’s interpersonal communication development. Findings indicate that the role play method significantly improves key aspects such as openness, empathy, supportive behavior, positive attitudes, and equality among children. Initially passive children became more active in both verbal and non-verbal communication, demonstrated increased social awareness, and were able to express themselves more confidently, including in family settings. The novelty of this study lies in its application of role play in early childhood education within remote communities, which typically lack access to modern pedagogical approaches. The study recommends the integration of role play-based teacher training to foster character development, strengthen interpersonal communication, and create an engaging and participatory learning environment. These findings contribute to the advancement of social sciences and humanities in the field of early childhood education.

Abstract

This study explores the interpersonal communication patterns of Generation Z in forming romantic relationships through the MiChat application in Sidrap Regency, South Sulawesi. Using a qualitative approach that combines surveys, data analysis, and a netnographic research design, the study investigates the experiences of users aged 19–28. Particular attention is given to how platform affordances—especially location-based features—shape interactions while simultaneously raising privacy concerns. The findings reveal that Generation Z’s communication on MiChat is characterized by pragmatism, efficiency, and transactional orientation, with relatively low emotional investment. Platform architecture and the social reputation of MiChat significantly influence how users develop communication strategies, manage self-presentation, and negotiate privacy boundaries. Unlike other dating applications, MiChat fosters a distinct communication ecosystem where users adapt interaction patterns to balance relational opportunities with social and personal risks. The novelty of this research lies in demonstrating how technological affordances and privacy issues simultaneously shape romantic communication practices in a socially stigmatized digital space. This study contributes to the fields of social and political sciences by emphasizing the role of platform architecture in understanding interpersonal communication dynamics among youth. The study also recommends more sensitive policy and digital literacy approaches addressing privacy, communication ethics, and the broader social impact of location-based applications on younger generations.

Abstract

The phenomenon of self-harm among adolescents is an increasingly urgent social issue that requires in-depth investigation. This study aims to understand how self-harming behaviors are socially constructed, and how stigma and forms of social resistance emerge and are interpreted by those who engage in them. Conducted in the city of Mataram, this qualitative research employed in-depth interviews, participant observation, and document analysis as secondary data sources. The findings reveal that self-harm is not merely an expression of individual pathology, but rather a response to social pressures, structural inequalities, and cultural expectations that burden adolescents. Social stigma reinforces marginalization and deepens the sense of isolation experienced by individuals. Nevertheless, these conditions also give rise to forms of social resistance, such as peer support and solidarity within small communities. This study highlights the importance of a sociological approach to uncover the social dimensions of adolescent mental health issues. The novelty of this research lies in its revelation of self-harm as a symbolic battleground between social pressure and the search for self-meaning. It recommends the development of more inclusive and responsive social policies while contributing to a more empathetic and transformative social science and humanities discourse.

Abstract

The advancement of information technology has driven the transformation of library services into digital systems, enhancing public access to information and literacy. This study analyzes the implementation of the Pustaka Ambaralaya application by the Bali Provincial Regional Library as an innovation in digital public services. Employing a qualitative descriptive approach, data were collected through interviews with administrators and users, as well as direct observation. The analysis draws on Everett Rogers’ diffusion of innovation theory, focusing on five characteristics: relative advantage, compatibility, complexity, trialability, and observability. Findings show that Pustaka Ambaralaya offers unrestricted access to information, aligns with the digital habits of Balinese society, and features a simple, user-friendly interface. Despite lacking a trial version, its free access lowers barriers and enhances trialability. Observational data reveal a significant increase in user engagement with digital library services. The study concludes that Pustaka Ambaralaya serves as an effective public innovation for fostering digital literacy and reading culture. The novelty lies in its emphasis on the socio-political value of digital innovation in strengthening human capital at the regional level, offering significant contributions to social and political science discourse, particularly in the area of technology-based public service innovation.

Abstract

This study analyzes the effectiveness of public service innovation through the Jemput Bola (JEBOL) program in the electronic ID card (KTP-el) registration system at the Population and Civil Registration Office of Badung Regency, Indonesia. JEBOL was developed in response to the public demand for more accessible and inclusive administrative services, especially for residents in remote areas or with limited mobility. Using a descriptive qualitative approach, data were collected through in-depth interviews, field observations, and documentation. Findings show that the JEBOL program has improved accessibility and coverage of KTP-el registration services and has been well-received by the community. Nevertheless, challenges remain in document verification processes, limited human resources, and transportation infrastructure. While the program has proven effective in expediting KTP-el services, it has yet to comprehensively address other administrative needs. The novelty of this study lies in its inclusive governance approach to public service innovation, emphasizing grassroots engagement and collaboration with local actors. The study recommends optimizing digital technology use, enhancing community outreach, and strengthening partnerships between local governments and village administrations to ensure the program’s sustainability and scalability. These findings contribute to public service governance, social innovation, and community-based policy studies within the broader social sciences and humanities discourse.

Abstract

This study examines public service innovation through the "Saturday-Sunday Service Program" initiated by the Population and Civil Registration Office (Disdukcapil) of Badung Regency, Bali, aiming to improve public access to e-KTP (electronic ID card) issuance. The program addresses limited access to administrative services during weekdays, particularly for formal workers, students, and vulnerable groups. Employing a descriptive qualitative approach, the study was conducted at the Disdukcapil office in Badung Regency. Findings indicate that the program fulfills all five key attributes of innovation diffusion theory—relative advantage, compatibility, low complexity, trialability, and observability. It significantly improved public participation in e-KTP registration, achieving a 99.23% coverage rate, the highest in Bali. The initiative has transformed bureaucratic service models into more adaptive, inclusive, and responsive frameworks. The study's novelty lies in its focus on temporal governance—strategic service time management—as a means to reach previously underserved populations. This case demonstrates how need-based public service innovation can enhance administrative effectiveness without compromising regulatory standards. Policy recommendations include operational standardization, strengthening digital infrastructure and human resources, continuous evaluation mechanisms, and nationwide replication. This research contributes to the social sciences by highlighting the roles of time governance, social inclusion, and localized public policy innovation.

Abstract

Digital transformation in public services is reshaping the concept of citizenship through smart governance approaches, particularly in managing population documents such as the Non-Permanent Residence Certificate (Surat Keterangan Tinggal Tidak Tetap/SKTT). This study analyzes the service innovations implemented by the Civil Registry Office (Disdukcapil) of Badung Regency in issuing SKTTs as a response to the needs of non-permanent residents, including seasonal workers, university students, and temporary migrants. Using a qualitative method involving in-depth interviews, participatory observation, and document analysis, the study reveals several key innovations: integration with the Badung Smart civil registration system (SIAK), mobile service delivery, synchronization with Village Information Systems (SID), and simplified bureaucratic procedures. These efforts have significantly improved service efficiency, reduced processing time, increased application volume, and enhanced citizen satisfaction. The findings highlight a shift in the meaning of citizenship—from a static administrative status to one defined by digital access and service responsiveness. This study contributes a novel perspective by linking population administration innovation with the evolving concept of citizenship in the context of mobility and digitalization. To ensure sustainability, the article recommends strengthening human resource capacity, expanding public outreach, and transforming bureaucratic culture toward citizen-oriented service delivery.

Abstract

This article explores the dynamics of Public Sector Performance Management through the implementation of the Government Agency Performance Accountability System (SAKIP) within the Organizational Bureau of the Bali Provincial Secretariat. Using a descriptive qualitative approach, data were collected through observations, in-depth interviews, and document analysis. The study adopts Hatry’s five performance management indicators—input, output, outcome, efficiency, and effectiveness—as analytical lenses. Findings indicate that SAKIP has been systematically implemented, supported by organizational structure, performance-based budgeting, and an electronic information system (e-SAKIP). Key performance indicators have reached 100% achievement, demonstrating effective performance governance. However, challenges remain, particularly in cross-unit integration and human resource capacity. SAKIP is evolving from a compliance-oriented tool into a reflective instrument that fosters a data-driven accountability culture. The novelty of this study lies in its analysis of the interplay between performance indicators and local bureaucratic culture, emphasizing that successful implementation depends on the synergy of strategic planning, meaningful measurement, and transparent, outcome-oriented evaluation. The study recommends bureaucratic reform that embeds accountability values into organizational behavior and the development of integrated information systems to enhance long-term effectiveness. Accountability should thus be viewed not merely as an administrative requirement, but as a strategic governance process shaping performance-driven public institutions.

Abstract

This article examines the construction of visibility within peripheral creative economies through a case study of Batik Kei in the Kei Islands, Southeast Maluku. The study aims to understand how local creative actors establish cultural and economic presence through communicative strategies that are adaptive to social structures, geographic constraints, and local cultural values. Employing a descriptive qualitative approach, data were collected via in-depth interviews with the business owners of D.E Batik Kei, marketing personnel, employees, local government representatives, and consumers. Findings reveal that although the enterprise has implemented integrated marketing communication principles—including direct marketing, sales promotion, personal selling, public relations, and advertising—the strategies remain suboptimal. Limited human resources and low media engagement hinder consistent visibility and restrict broader market penetration. This study contributes to the sociology of communication by reframing visibility as a product of symbolic negotiation rather than mere promotional activity. It advocates for culturally grounded communication strategies and stronger engagement with local actors to strengthen peripheral creative economies as integral components of the national economic ecosystem. As such, the study offers both conceptual and practical insights at the intersection of communication, local culture, and creative industries.

Abstract

This study examines the effectiveness of interpersonal communication between educators and students in fostering creativity through an environment-based learning approach at Green Moluccas Nature School in Maluku. The focus lies in how social relations formed through interpersonal interaction can create a collaborative, open, and supportive learning space that enhances students' creative expression. Using a qualitative descriptive approach, data were collected through observation, in-depth interviews, and documentation. The data were analyzed using Miles and Huberman’s interactive model, comprising data reduction, display, and conclusion drawing. The findings reveal that students’ creativity is significantly influenced by the quality of interpersonal communication, particularly in terms of openness, empathy, equality, positive attitude, and active support from educators. Dialogic transactional communication fosters deep emotional understanding, enabling teachers to guide students contextually in environmental practices such as waste processing. The novelty of this study lies in its emphasis on integrating interpersonal communication into ecological pedagogy as a strategy to enhance creativity in island-based regions. This research contributes to the field of social sciences—especially the sociology of communication—by highlighting how interpersonal interaction functions not only as a medium of instruction but also as a transformative tool in socially and ecologically contextualized education.
