Abstract

This study aims to analyze the strategic role of the Public Relations Bureau in reproducing public image and seeking political legitimacy for local government amidst dynamic socio-political change, focusing on the Provincial Government of Maluku. Employing a qualitative approach, the research was conducted in Ambon City through in-depth interviews, participatory observation, and document analysis within the Public Relations Bureau of the Maluku Governor's Office. The findings reveal that the Bureau has not effectively implemented public relations strategies to maintain and enhance the government’s image. Key obstacles include the inability to translate policies into public narratives, failure to adapt to evolving social dynamics, and weak two-way communication with stakeholders. Additionally, public relations personnel lack the analytical capacity to interpret socio-political trends or provide strategic recommendations to leadership. These shortcomings indicate that the Bureau’s role as a key actor in perception management and legitimacy-building remains suboptimal. The novelty of this study lies in its integrative approach, combining political communication theory and institutional dynamics at the local level, offering fresh insights into state-society relations through strategic communication. The study recommends strengthening institutional capacity and professionalizing public relations functions to meet the demands of contemporary political communication in local governance.

Abstract

This study examines the dysfunction of intra-familial linguistic transmission as a key factor in the decline of indigenous languages, focusing on the Wayoli ethnic group in Tulehu, Central Maluku. It explores socio-cultural barriers that hinder language preservation, particularly within family communication. Using a qualitative approach, data were collected through observation, in-depth interviews, and documentation. Findings reveal that indigenous language use is largely limited to older family members or occurs only between spouses. Children, as the next generation, are not actively involved in using the language, resulting in a discontinuity of transmission. Major obstacles include semantic barriers—children’s inability to understand the language; psychological barriers—parents' fear that using local language may impede their children’s mastery of Indonesian; and socio-institutional barriers—such as the weak role of traditional leaders and the absence of indigenous language education in schools. These dynamics point to a broader pattern of linguistic neglect rooted in structural and cultural shifts. This study contributes to the discourse on language endangerment by highlighting the need to revitalize the roles of family and educational institutions as agents of linguistic sustainability. It recommends collaborative strategies involving families, cultural leaders, and schools to reintegrate local languages into everyday life and the educational curriculum.

Abstract

This article aims to analyze the integrated communication strategy grounded in marketing paradigms implemented by the Siwalima Museum to enhance youth engagement. The study is motivated by the declining interest of younger generations in cultural institutions such as museums, and the urgent need for adaptive and innovative communication approaches. Employing a qualitative methodology, this research uses a case study design, participatory observation, and in-depth interviews with museum administrators, young visitors, and strategic partners. Findings reveal that Siwalima Museum structures its communication strategy through six key stages: situational analysis, goal setting, audience targeting, message formulation, communication program development, and evaluation. These strategies manifest in thematic events, digital media utilization, creative advertising, and student-specific discount programs. The museum also applies three core marketing approaches: internal marketing through team building and staff training; integrated marketing by aligning product, price, and promotion; and relationship marketing via partnerships with schools, communities, and private sector actors through the “Friends of Siwalima Museum” initiative. The novelty of this study lies in its integration of marketing principles within public and educational museum communication, offering a holistic approach that bridges cultural values with the communication preferences of younger audiences. The study recommends that other cultural institutions adopt integrated communication strategies responsive to youth dynamics to ensure social relevance and institutional sustainability in the social sciences and humanities domain.

Abstract

This article explores the transformation of adolescent social interaction patterns in the digital era, focusing on social media users in Liang Village, a rural community. This study is grounded in the growing phenomenon of a shift from face-to-face interaction to screen-mediated communication, a hallmark of contemporary digital culture. Employing a qualitative descriptive approach with a case study design, this research involved six adolescents aged 14–18 and two parents as key informants. Data were collected through in-depth interviews and participant observation to capture the nuanced dynamics of social interaction. The findings reveal that social media has reshaped the way adolescents connect, replacing meaningful face-to-face interactions with more superficial and instant digital engagements. The study also identifies a rising tendency toward social anxiety and a decline in adolescents’ ability to build authentic interpersonal relationships. While social media facilitates the maintenance of existing connections, its overall impact on the quality and quantity of social relationships appears to be largely detrimental. The novelty of this study lies in its rural context, which remains underrepresented in social media research. This article recommends adaptive educational and cultural interventions to strengthen adolescents' capacity to foster healthy social relationships. The study contributes to digital sociology and opens new avenues for discourse in social sciences and humanities, particularly regarding technology's impact on marginalized communities.

Abstract

This study explores the role of the Cia-Cia language in shaping the social dynamics of the Dusun Rahai community, particularly in fostering self-expression, collective identity, and conflict resolution. Utilizing a qualitative method through participatory observation and in-depth interviews with both younger and older generations, the research finds that Cia-Cia serves not only as a means of daily communication but also as an educational tool that imparts social values from an early age. Regular use of the language develops key social skills, including building interpersonal relationships, understanding others’ emotions and needs, resolving conflicts peacefully, and managing social emotions. Beyond its communicative function, Cia-Cia strengthens speakers’ confidence and comfort in expressing personal thoughts and feelings, reinforcing the community’s shared identity. The language also acts as an intimate and symbolic medium, often perceived as a “secret language” within social interactions. The novelty of this study lies in revealing Cia-Cia’s dual function as both a social and cultural mechanism that sustains community cohesion and manages conflicts harmoniously. This research emphasizes the critical need to preserve indigenous languages like Cia-Cia as strategic assets in advancing social and political sciences, especially in studies of language, culture, and community resilience.

Abstract

This article aims to evaluate governance, institutional capacity, and marketing strategies in the development of peripheral tourism destinations, using Matakus Beach in the Tanimbar Islands Regency as a case study. The study employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, and document analysis of promotional practices implemented by the local Tourism Office. The findings reveal that the promotion strategies applied align with the principles of the promotion mix, utilizing advertising, sales promotion, direct marketing, and public relations. However, personal selling methods have not been optimally implemented. The main challenges identified include budget constraints and limited human resources, which have affected the effectiveness of the promotional strategies. These findings contribute to a deeper understanding of the importance of strengthening institutional capacity in peripheral regions to support sustainable tourism promotion. The novelty of this study lies in its integration of governance and institutional capacity analysis into the evaluation of destination marketing strategies in peripheral areas, which have traditionally focused primarily on promotional aspects. Recommendations are proposed to ensure that the development of peripheral tourism destinations prioritizes not only intensified promotion efforts but also institutional restructuring and resource strengthening as foundations for tourism sustainability. This article is expected to contribute to the advancement of theory and practice in the social sciences and humanities, particularly in the fields of governance and regional tourism marketing studies.

Abstract

This study aims to examine the strategic marketing communication employed in building local identity and brand image at Kedai Kopi’ah in Eastern Indonesia, specifically in Ambon City, Maluku. The main focus is on how Kedai Kopi’ah designs and implements effective communication approaches to strengthen consumer attachment to local values while differentiating itself from competitors in an increasingly competitive coffee shop industry. A descriptive qualitative method was utilized, incorporating field observations, in-depth interviews with management and customers, and documentation of marketing activities. The findings reveal that Kedai Kopi’ah successfully established its brand image through the stages of the AIDA (Attention, Interest, Desire, Action) communication model. The process begins by capturing consumer attention through local symbols, followed by fostering interest and desire via cultural narratives, and culminating in actions such as customer visits and loyalty. These findings suggest that integrating local values into marketing communication strategies not only enhances brand identity but also improves the competitiveness of local businesses. The novelty of this research lies in its exploration of local wisdom-based marketing approaches as a strategic instrument for brand image development in Eastern Indonesia, a region that has been underrepresented in marketing studies. This study recommends further development of culturally grounded marketing communication models as a significant contribution to the advancement of social sciences and humanities, particularly within marketing and cultural communication studies.

Abstract

This study explores the factors shaping consumptive behavior among university students in the digital marketplace era, focusing on price, promotion, and lifestyle. Triggered by the growing trend of online shopping among students—particularly via Shopee—this research employs a qualitative approach through in-depth interviews with six Communication Science students from the Faculty of Social and Political Sciences at Pattimura University, Ambon. Findings reveal that consumptive behavior is influenced by both internal and external factors in purchase decision-making. Internal factors include product relevance, affordable pricing, attractive promotions (e.g., discounts and cashback), and fast delivery services. External factors encompass cultural values, social interactions, reference group influence, personal lifestyle, and psychological aspects such as motivation and perception. The novelty of this study lies in its comprehensive mapping of digital lifestyle influences on local student consumer behavior, a subject rarely addressed in previous research. These findings contribute to the broader discourse in social sciences and humanities by deepening the understanding of youth digital consumer dynamics. The study highlights the need for digital consumption literacy and critical awareness of online marketing strategies among university students.

Abstract

This article examines the strategic role of the Communication and Information Office (Diskominfo) of Southeast Maluku Regency in driving digital information transformation to support public service delivery and regional development in underdeveloped areas. The study aims to explore how Diskominfo manages and disseminates public information effectively, particularly in regions with limited internet access and low literacy levels. Using a qualitative descriptive approach and case study method, data were collected through observation, in-depth interviews, and document analysis. The findings reveal that Diskominfo implements multiple strategies, including the use of social media, digital platforms, and subscription-based radio and television broadcasts. The office has also developed seven digital-based public service applications and conducts a systematic information management process—ranging from collection and verification to distribution—guided by journalistic accuracy principles. Despite these efforts, significant challenges persist, such as telecommunication blank spots, infrastructure limitations, and low public awareness of government information. This study contributes novel insights by mapping adaptive digital strategies tailored to the geographical and social context of disadvantaged regions. It concludes by highlighting the need to strengthen human resource capacity, expand information technology infrastructure, and fully implement electronic public service systems. The recommendations are relevant to advancing social sciences and humanities, particularly in the domain of inclusive digital governance and regional development.

Abstract

This article examines the dynamics of cultural communication within the Obor Pattimura ritual, held in Tuhaha Village, East Saparua District, Central Maluku Regency. The study aims to understand how cultural symbols embedded in the ritual construct social solidarity and collective memory among the local community. Employing a qualitative approach, data were collected through participant observation, in-depth interviews, and content analysis of symbolic elements emerging throughout the ritual procession. The findings reveal that symbols such as the torch, traditional dances, and indigenous songs function not merely as forms of cultural expression, but also as vehicles of symbolic communication that reinforce communal identity and reproduce historical memory of the Maluku people's resistance. Symbolic communication in this ritual plays a vital role in sustaining social cohesion and affirming local values amidst ongoing social change. The novelty of this study lies in its exploration of the interrelation between symbols, collective emotions, and historical memory within the framework of cultural communication—a dimension often overlooked in ritual studies in eastern Indonesia. This article recommends the preservation of such cultural practices as a means to strengthen local identity and advance the development of cultural communication studies within the social sciences and humanities in Indonesia.
