Abstract

Community-based ecotourism has become a potential strategy for supporting sustainable development, particularly in coastal areas. This study aims to analyze the dynamics of multi-actor collaboration in the development of mangrove ecotourism in Waiheru Village, Maluku, and its impact on the social and economic transformation of the local community. The research employs a qualitative approach, utilizing data collection techniques such as in-depth interviews, participatory observation, and document analysis. The findings indicate that the development of mangrove ecotourism in Waiheru Village involves three key actors: the village government, local Micro, Small, and Medium Enterprises (UMKM), and youth organizations under Karang Taruna. The collaboration among these actors has led to significant social changes, including increased community awareness of mangrove conservation and the emergence of local initiatives in ecotourism management. Economically, ecotourism development has created new business opportunities for the community, increased income through the tourism sector, and encouraged economic diversification within the village. The novelty of this study lies in identifying effective patterns of multi-actor collaboration within the context of community-based ecotourism, which can serve as a model for other regions with similar potential. This study recommends policies that support the sustainability of community-based ecotourism, capacity-building initiatives for local communities in ecotourism management, and the strengthening of synergy between the government, private sector, and local communities to ensure the long-term benefits of mangrove ecotourism. With a holistic and participatory approach, ecotourism can become a vital instrument for enhancing community welfare while preserving coastal ecosystems.

Abstract

Traditional markets play a strategic role in the regional economy, serving as central hubs for community economic activities. This study aims to analyze the policy and management of Mardika Market in Ambon City to create an empowered and well-organized market. A qualitative approach with a descriptive method was employed, relying on primary and secondary data obtained through interviews, observations, and document analysis. The findings indicate that the Ambon City Government plays a role as a regulator, monitor, and motivator in managing Mardika Market. As a regulator, the government formulates policies and regulations governing market activities. As a monitor, it is responsible for overseeing traders’ compliance and market management. As a motivator, the government strives to encourage traders to enhance productivity and maintain market cleanliness. However, waste management remains a major challenge. Additionally, transparency in management and open communication between market administrators and traders are deemed essential for improving market governance effectiveness. In terms of security, the market is relatively safe, yet further improvements in orderliness and cleanliness are still necessary. This study underscores the importance of synergy between the government and traders in realizing an empowered and well-organized market. The implications of this research provide recommendations for the development of social and political sciences, particularly in public policy and traditional market management. Moreover, this study highlights the significance of a participatory approach in market management to enhance community welfare and ensure local economic sustainability.

Abstract

Law Number 6 of 2014 on Villages (Undang-Undang Nomor 6 Tahun 2014 tentang Desa) establishes that villages play a central role in development, aiming to create self-sufficient and competitive communities. In this context, the Innovative Village Program (PDI) serves as a key strategy to enhance the effective use of village funds, develop local economic potential, and improve community welfare. This study examines the role of the Triple Helix model of collaboration in supporting innovation programs in Poka Village, Ambon City, to foster a knowledge-based economy. This research employs a qualitative method with a case study approach. Data collection was conducted through in-depth interviews, observations, and document analysis. The data were analyzed descriptively using triangulation techniques to enhance the validity of the findings. The results show that the Triple Helix collaboration, involving the village government, community, academics, and economic actors such as Village-Owned Enterprises (BUMDes) and Micro, Small, and Medium Enterprises (MSMEs), plays a crucial role in fostering innovation and accelerating technology adoption in Poka Village. The village government serves as a planner and facilitator, the village community acts as the primary driver of innovation, academics function as mentors and technology developers, while economic actors serve as users and managers of innovation outcomes. The uniqueness of this research lies in its collaborative approach to developing an innovation-driven village based on a knowledge economy. This study recommends enhancing community capacity through science and technology-based training, optimizing the role of academics in applying innovative technologies, and strengthening policies that promote synergy among actors within the Triple Helix model. These findings contribute to the advancement of social sciences and humanities, particularly in the study of innovation-driven rural development and multi-sectoral collaboration.

Abstract

This article explores the collaboration between the government and the community in building a sustainable marine tourism entrepreneurship ecosystem in Negeri Hukurila, Ambon City. The study aims to examine the roles and synergy between these actors in fostering the development of a local economy based on environmentally friendly and sustainable marine tourism. The research employs a qualitative approach through field observations, in-depth interviews with key stakeholders, and document analysis related to tourism policies and local development. The findings indicate that effective collaboration between the government and the community is crucial for the successful development of the tourism entrepreneurship ecosystem. The government acts as a facilitator by implementing supportive policies, providing entrepreneurship training, and developing infrastructure, while the community actively participates as key actors in businesses leveraging local potential, such as beach tourism, ecotourism, and creative products derived from marine resources. Challenges include limited resources, community capacity constraints, and environmental degradation threats. However, intensive and trust-based collaboration has proven to enhance the competitiveness of the tourism ecosystem in the region. The novelty of this study lies in identifying an adaptive and participatory collaboration model that can serve as a reference for developing tourism entrepreneurship ecosystems in other coastal areas. The study recommends strengthening community capacity, diversifying businesses based on local potential, and applying sustainable tourism principles to preserve the environment and improve local community welfare.

Abstract

This study aims to explore the implementation of inclusive services in early childhood education settings, specifically at Asy-Syifa Kindergarten in Ambon, with a focus on the role of teachers and parents in supporting the development of children with special needs (CSN). The research employs a descriptive qualitative approach, utilizing observations, in-depth interviews, and documentation as data collection techniques. The findings reveal that teachers at Asy-Syifa Kindergarten design learning activities tailored to children's age and abilities, following established guidelines. At the initial stage, the school provides parenting services for parents of children with special needs to foster synergy between teachers and parents in the educational process. Early detection is conducted to identify the needs and appropriate activities for each child. Additionally, the school recommends therapy as an extra stimulation effort outside school hours to optimize children's development. Assessment is carried out individually, considering each child's abilities and developmental stages. The novelty of this study lies in its emphasis on the importance of intensive collaboration between teachers and parents in ensuring the success of inclusive services, as well as the use of parenting services as a systematic initial strategy. This study recommends enhancing teacher training in early detection of children's special needs and developing specialized parenting modules for parents. The findings contribute to the advancement of social sciences, particularly in inclusive education studies and collaborative practices in early childhood education.

Abstract

The development of green tourism in Ambon City has become an urgent necessity in addressing environmental challenges and the sustainability of the tourism sector. However, the existing policies have not yet provided specific regulations to support the implementation of this concept. This study aims to analyze green tourism development strategies through a regulatory approach and multisectoral synergy. The research employs a qualitative method, including policy studies, interviews with stakeholders, and an analysis of best practices in sustainable destination management. The findings indicate that the absence of comprehensive regulations hinders the optimization of green tourism potential in Ambon. Therefore, a cross-sectoral policy approach is required, involving the government, tourism industry players, tourism-conscious communities, and academics in formulating adaptive and participatory strategies. This synergy is expected to enhance the competitiveness of Ambon City's tourism sector, encourage sustainable investment, and positively impact community welfare. This study contributes to the development of social sciences and humanities, particularly in sustainable tourism policy, and serves as a reference for local governments in formulating more inclusive policies to establish Ambon as a leading green tourism destination in Maluku.

Abstract

Digital transformation in rural areas is a crucial part of efforts to improve transparent and accountable village governance. This study aims to evaluate the implementation of the Village Information System (SID) in West Seram Regency, particularly in villages within Kairatu District, with a focus on identifying challenges and formulating strategic recommendations. This research employs a qualitative method with a case study approach, involving in-depth interviews, participatory observations, and document analysis related to SID implementation. The findings reveal various challenges in SID implementation, including the lack of supportive local regulations, limited human resource capacity, inadequate information technology infrastructure, and suboptimal performance of pilot applications. These challenges significantly affect the effectiveness of SID implementation at the village level. As a recommendation, strategic steps are needed, such as the formulation of local regulations supporting digital transformation, increased investment in information technology infrastructure, and training and capacity development for human resources at the village level. This study contributes to the development of social sciences and humanities, particularly in understanding the dynamics of digital transformation in rural areas and its implications for achieving the Village Sustainable Development Goals (SDGs).

Abstract

Teacher capacity development is a crucial aspect of improving the quality of education, but the model used can affect its effectiveness. This study analyzes the transformation of teacher capacity development in Ambon City from the cascade model approach to school-based training. The cascade model, which has been commonly applied, tends to experience material dilution during the delivery process and fails to fully meet the needs for improving teacher capacity. This model also limits the definition of capacity and its target beneficiaries. To address these limitations, this study proposes an expanded capacity development model, including continuous school-based training for all teachers, incremental training, and regular training for trainers and school principals. The study employs a qualitative approach with data collection techniques through in-depth interviews, observations, and document analysis. The findings show that the school-based approach is more effective in comprehensively improving teacher competence compared to the cascade model. This study contributes to the academic discourse on the best strategies for teacher capacity development in Indonesia, particularly in Ambon City. It also provides valuable insights for stakeholders in similar contexts. Therefore, the policy recommendations from this study can serve as a reference for the development of social sciences and humanities, particularly in designing more inclusive and sustainable education policies.

Abstract

This study aims to analyze the communication patterns between Village Heads and the Village Consultative Council (BPD) in village governance in Indonesia, focusing on aspects of leadership and consultation. Effective communication between these two actors is key to realizing participatory and responsive village governance that aligns with community aspirations. The study employs a qualitative approach using a case study method in Gale-Gale Village, Seram Bagian Barat Regency. Data collection was conducted through in-depth interviews, participatory observation, and document analysis. The findings reveal that although communication between Village Heads and the BPD has been established through cooperation, consultation, and coordination, its utilization in implementing core governance functions remains suboptimal. The main obstacle identified is the lack of understanding among BPD members regarding their roles as stipulated in existing regulations, which affects the coordination process in conveying community aspirations. Additionally, limited infrastructure impacts the effectiveness of communication at the village governance level. The novelty of this study lies in identifying the gap between regulation and communication practices in village governance, highlighting the need to enhance the capacity of BPD members to perform their functions more effectively. This study recommends strengthening training and socialization programs for BPD members and developing a more systematic communication mechanism to improve synergy between Village Heads and the BPD in fostering more democratic and inclusive village governance. These findings contribute to the development of social sciences and humanities, particularly in the study of local leadership and political communication at the village level.

Abstract

This study aims to develop strategic guidelines to enhance the efficiency of tourism potential utilization in the formation of a tourism ecosystem at Kairatu Beach, West Seram Regency, Maluku Province. The concept of a regional tourism ecosystem is examined by emphasizing the involvement of various actors, including government authorities and the business sector, in the management and development of tourist destinations. This research employs an ecosystem-based tourism attractiveness assessment approach, integrating key performance indicator evaluations to assess a region's tourism potential. The algorithm developed in this study enables data-driven assessment to understand the competitiveness and sustainability of the tourism ecosystem. The analysis results indicate that the regional tourism industry and its value chain can be interpreted as an ecosystem consisting of interrelated elements. Several development strategies are identified, including institutional strategies, business image, cultural and educational initiatives, as well as innovation and technology, all of which play a role in directing the development of Kairatu Beach’s tourism potential. These findings offer a novel perspective on understanding cross-sectoral tourism ecosystems at the regional level and provide recommendations for the development of social and political sciences, particularly in formulating ecosystem-based tourism policies. The practical implications of this study serve as a foundation for stakeholders in designing more effective, sustainable, and cross-sectorally synergized tourism management and development strategies.
