Abstract

This study aims to determine the learning strategy applied, the obstacles faced, and the efforts of the head of high school in North Sumatra in learning during the Covid-19 pandemic. This research uses a mixed method approach, combining quantitative and qualitative approaches. The document study was conducted to examine data on the role of the principal in the form of tasks and functions related to learning in helping teachers improve the quality of learning. Secondary data comes from the PSMA Directorate, Pusdatin Kemdikbud, and related units. A total of 71 high school principal respondents participated in the online principal instrument survey. The results showed that schools made plans by determining the curriculum, namely K-13, emergency curriculum, or curriculum development itself. Many SMAs follow the MoEC policy using a simplified 1-sheet RPP. Learning media that are considered effective are instructional videos, photos, and powerpoints. Most of them carry out lessons online, and advise teachers to use a variety of applications for assigning students so that students don't get bored. Learning constraints are limited internet quota, lack of internet facilities, no network, and many teachers are not used to using the internet. The assessment evaluation is based on the results of activity reports, exam results, and discussions with the teacher, in the form of essays, multiple choice, and project assignments. Follow-up assessments, provide feedback to teachers, students and parents, make remedials, and provide and enrichment. Penelitian ini bertujuan mengetahui strategi pembelajaran yang diterapkan, kendala yang dihadapi, serta upaya kepala Sekolah Menengah Atas di Sumatera Utara pada pembelajaran di masa pandemi Covid-19. Penelitian menggunakan pendekatan campuran (mixed method), menggabungkan pendekatan kuantitatif dan kualitatif. Studi dokumen dilakukan untuk mengkaji data peran kepala sekolah berupa tugas dan fungsi yang berkaitan dengan pembelajaran dalam membantu guru meningkatkan mutu pembelajaran. Data sekunder berasal dari Direktorat Pendidikan Sekolah Menengah Atas, Pusat Data dan Informasi Kementerian Pendidikan dan Kebudayaan, dan unit terkait. Sebanyak 71 responden kepala Sekolah Menengah Atas berpartisipasi dalam survei daring. Hasil penelitian menunjukkan, sekolah menyusun rencana dengan menentukan kurikulum yaitu Kurikulum 2013, kurikulum darurat, atau pengembangan kurikulum sendiri. Banyak Sekolah Menengah Atas mengikuti kebijakan Kementerian Pendidikan dan Kebudayaan menggunakan Rencana Pelaksanaan Pembelajaran satu lembar yang disederhanakan. Media pembelajaran yang dianggap efektif adalah video pembelajaran, foto, dan PowerPoint. Sebagian besar melaksanakan pembelajaran secara jarak jauh, dan menyarankan guru dalam pemberian tugas peserta didik memakai aplikasi yang bervariasi agar peserta didik tidak bosan. Kendala pembelajaran yaitu kuota internet terbatas, fasilitas internet kurang, tidak ada jaringan bahkan banyak guru tidak terbiasa menggunakan internet. Evaluasi penilaian berdasarkan hasil laporan kegiatan, hasil ujian, serta diskusi dengan guru, berbentuk esai, pilihan ganda, dan tugas proyek. Tindak lanjut penilaian, memberikan umpan balik kepada guru, peserta didik dan orang tua, melakukan remedial, dan memberikan pengayaan.

Abstract

Pada tahun ini, berdasarkan Surat Keputusan Menteri Riset dan Teknologi/Badan Riset dan Inovasi Nasional Republik Indonesia, Nomor 85/M/KPT/2020 tentang Peringkat Akreditasi Jurnal Ilmiah Periode I tahun 2020, Jurnal Penelitian Kebijakan Pendidikan (JPKP) telah ditetapkan sebagai Jurnal Terakreditasi Peringkat 5. Capaian tersebut menjadi pendorong bagi peningkatan kualitas JPKP pada terbitan-terbitan selanjutnya melalui peningkatan mutu artikel dan penampilan jurnal dari segi desain dan lay out. Sebagaimana terbitan terdahulu, JPKP Volume 12 nomor2 tahun 2020 ini menampilkan topik-topik yang bervariasi, mulai dari kebijakan sekolah, peningkatan mutu pembelajaran, pendanaan pendidikan, sampai budaya literasi. Dwirtya Sobat Ady Dharma membahas tentang kebijakan strategis di sekolah dalam pengurangan risiko bencana (PRB) pada masa pandemi tanpa mengurangi strategi pembelajaran yang berpusat pada siswa dan juga mampu memfasilitasi warga sekolah untuk menjalankan fungsinya dengan optimal. Selanjutnya, Mariani dkk, menyoroti tentang sikap dan perilaku disiplin siswa SMK dalam menggunakan alat pelindung diri dalam rangka penerapan keselamatan dan kesehatan kerja ketika melakukan praktik di bengkel/laboratorium/dapur. Selain itu, Bambang Suwardi Joko menulis tentang upaya-upaya Musyawarah Guru Mata Pelajaran (MGMP) SMP dalam mengoptimalkan profesionalisme guru di tengah kendala dan keterbatasan. Sementara Zainul Mustofa menyampaikan penguasaan siswa SMK bidang Teknik Komputer dan Jaringan untuk topik Pengukuran dengan menggunakan media zipgrade. Meiynana dan Sari Viciawati Machdum, menyoroti keberhasilan penerapan PIP dengan dukungan empat aspek yang saling terkait yaitu komunikasi yang baik, koordinasi antar unsur yang terlibat, sumber daya yang memadai, dan birokrasi yang menjalankan peran dan fungsinya secara baik. Kemudian, M. Zaenul Muttaqin membahas bagaimana Komunitas Lontar menjalankan strategi penyebaran literasi dengan memanfaatkan ruang publik untuk melapak buku, diskusi ilmiah dan penulisan di dalam ruang kelas, serta memanfaatkan media sosial untuk kampanye literasi di dua kabupaten di Provinsi Nusa Tenggara Barat. Semua artikel tersebut diharapkan dapat memperkaya pengetahuan dan daya kritis para pembaca terhadap kebijakan pendidikan. Akhir kata, Dewan Redaksi Jurnal Penelitian Kebijakan Pendidikan mengucapkan selamat membaca dan semoga mendapatkan manfaat dari artikel-artikel yang disajikan.

Abstract

Students as the nation’s next generation are expected to master information literacy, but unfortunately, false information is still circulating even though there is a preventive program such as “Gerakan Literasi Sekolah” (or School Literacy Movement). This study aims to describe the initial profile of students’ information literacy in the global era to prepare for the implementation of the national assessment. The subjects of the study were 105 Vocational High School (SMK) students in the Bululawang District. Quantitative descriptive research was conducted to map students’ information literacy skills. The study found that the average result for students’ information literacy skill was in the category of needing special intervention with a score of 34.4. Furthermore, there was no significant difference between the information literacy skill of male and female students. Moreover, the students’ information literacy skill was divided into three categories, i.e.: 1) need special intervention (62.9%), 2) basic (30.5%), and 3) proficient (6.7%). The lack of information literacy skill was resulted from their tendency to use assumptions or intuition rather than absorbing and managing the information. Based on these data, it is essential to improve the quality of students’ literacy skills by improving the facilities, programs, and evaluation of the School Literacy Movement.

Abstract

Education in Indonesia is regulated in a law which mandates that basically every human being has the right to fulfill education. Humans here mean everyone despite different ethnicities, races or religions, or even age. Everyone has the right to get education. This includes children who were diagnosed with cancer and tumor. The education of children with cancer and tumor needs to be considered with policies that are formulated and made specifically. This research was conducted with data collection methods in the form of interviews and documentation, which were then analyzed through data reduction, data assessment, and data verification. Data verification was carried out at a social foundation that serves children with cancer, namely Yayasan Kasih Anak Kanker Indonesia (Indonesian Cancer Child Care Foundation), which has a program called My school, focused on the fulfillment of education for children diagnosed with cancer. The foundation was chosen to be a source of data in making appropriate policies for children with cancer, because with its 14-year career, YKAKI has contributed to the education of cancer children. Through problem formulation, forecasting, and recommendations, it was found that several things could be managed, including the hospital education system (hospital schooling), a special curriculum for children with cancer and tumor, the learning process for children with cancer and tumor, teachers for children with cancer and tumor, facilities that adapt the physical abilities of children with cancer and the continuity of education for children with cancer. From various points, it is concluded that a policy that focuses on the education of children with cancer and tumor is urgently needed. Pendidikan di Indonesia diatur dalam undang-undang yang mengamanatkan bahwa pada dasarnya setiap manusia mempunyai hak dalam memenuhi pendidikan. Manusia di sini tidak memandang suku, ras atau agama yang berbeda, atau bahkan usia dari kecil sampai tua. Semua memiliki hak dalam pendidikan. Tidak luput juga anak-anak yang terdiagnosis kanker dan tumor. Oleh karena itu, pendidikan anak-anak dengan penyakit kanker dan tumor perlu diperhatikan dengan kebijakan-kebijakan yang disusun dan dibuat khusus. Penelitian ini dilakukan dengan metode pengumpulan data berupa wawancara dan dokumentasi, yang kemudian dianalisis melalui reduksi data, pengkajian data, dan verifikasi data. Verifikasi data dilakukan di yayasan sosial yang melayani anak-anak kanker yaitu Yayasan Kasih Anak Kanker Indonesia dengan programnya sekolah-ku, yaitu pemenuhan pendidikan untuk anak-anak yang terdiagnosis kanker. Yayasan tersebut dipilih menjadi sumber data dalam pembuatan kebijakan yang tepat untuk anak-anak kanker, karena dengan kiprah yang sudah mencapai 14 tahun, YKAKI sudah memberikan kontribusi dalam memenuhi pendidikan anak-anak kanker. Melalui perumusan, forecasting, hingga rekomendasi kebijakan, ditemukan bahwa beberapa hal dapat menjadi pilihan, antara lain sistem pendidikan rumah sakit (hospital schooling), kurikulum khusus anak-anak kanker dan tumor, proses belajar anak-anak kanker dan tumor, guru-guru untuk anak-anak kanker dan tumor, fasilitas yang menyesuaikan kemampuan fisik anak-anak kanker dan keberlanjutan pendidikan anak-anak kanker. Dari berbagai telaah, disimpulkan bahwa sebuah kebijakan yang tertuju pada pendidikan anak anak kanker dan tumor sangat diperlukan.

Abstract

This study aims to analyze: (i) the teacher education system, (ii) the accreditation status of teacher’s colleges and study programs, (iii) the fulfillment of lecturer standards, (iv) the quality of student input, and (v) the quality of student internships. Study approach is a mix of quantitative and qualitative. The study utilizes secondary data from Higher Education Database and National Accreditation Board for Higher Education. Also used is survey data with students in four institutions around Jakarta. The study findings show that the teacher education system has changed for the better, but has not been implemented strictly. Previously, graduates of undergraduate education could immediately become teachers, but after the issuance of Minister of Education and Culture Regulation No 87/2013, a bachelor of education must take Teacher Professional Education first if he wants to become a teacher. Another study finding is that most of the study programs have not been accredited. Some study programs that have been accredited, only get a C grade. Regarding the standard of lecturers, some teacher’s colleges have met the minimum standard of having a master’s degree for lecturers. The number of lecturers at certain teacher’s colleges is excessive so that the workload is less than the standard. The quality of student input is quite good. Most students feel that they have had sufficient experience during their internship. The study 50 recommends that the ministry and teacher’s colleges apply Minister of Education and Culture Regulation No 87/2013 to produce professional teachers. The Ministry of Education and Culture must work closely with local governments so that teacher recruitment only accepts the graduates from teacher professional education. Teacher professional education must prioritize quality by only accepting graduates with Bachelor’s degree in education. If there is a study program that does not meet the requirements, it should be proposed to have its operational permit terminated. Studi ini bertujuan menganalisis: (i) sistem pendidikan keguruan, (ii) status akreditasi lembaga pendidikan keguruan dan program studi, (iii) pemenuhan standar dosen, (iv) mutu input mahasiswa, dan (v) mutu magang mahasiswa. Pendekatan studi menggunakan campuran kuantitatif dan kualitatif. Studi memanfaatkan data sekunder dari Pangkalan Data Pendidikan Tinggi dan Badan Akreditasi Nasional Perguruan Tinggi. Digunakan pula data survei dengan mahasiswa di empat lembaga di sekitar Jakarta. Temuan studi menunjukkan bahwa sistem pendidikan keguruan mengalami perubahan ke arah yang lebih baik, namun belum diimplementasikan secara ketat. Sebelumnya lulusan sarjana pendidikan bisa langsung menjadi guru, namun setelah terbitnya Peraturan Menteri Pendidikan dan Kebudayaan Nomor 87/2013, seorang sarjana pendidikan harus mengikuti Pendidikan Profesi Guru terlebih dahulu jika ingin menjadi guru. Temuan studi lainnya yaitu sebagian besar program studi belum terakreditasi. program studi yang sudah terakreditasi, sebagian hanya memperoleh nilai C. Terkait standar dosen, sebagian lembaga pendidikan keguruan sudah memenuhi standar minimal berpendidikan pasca sarjana. Jumlah dosen pada lembaga pendidikan keguruan tertentu berlebih sehingga beban kerjanya kurang dari standar. Mutu input mahasiswa sudah cukup baik. Sebagian besar mahasiswa merasa telah mendapat pengalaman memadai dari magang. Kajian merekomendasikan agar kementerian dan lembaga pendidikan keguruan menerapkan Peraturan Menteri Pendidikan dan Kebudayaan Nomor 87/2013 untuk menghasilkan guru profesional. Kementerian Pendidikan dan Kebudayaan harus bekerja sama dengan pemerintah daerah agar rekrutmen guru hanya menerima lulusan pendidikan profesi guru. Pendidikan profesi guru harus mengutamakan mutu sehingga hanya menerima lulusan sarjana pendidikan. Jika ada program studi yang tidak memenuhi persyaratan, sebaiknya diusulkan untuk dihentikan ijin operasionalnya.

Abstract

The 2020 school accreditation instrument (IASP2020) has changed the paradigm from accreditation as simply fulfilling administrative requirements to performance-based evaluation. IASP2020 focuses on measuring the quality of graduates, the learning process, quality of teachers, and school management. This research aims to examine the roadmap of education quality by type, level and area, and performance quality based on the accreditation components in IASP 2020 and the challenges to attain higher education quality. The data analyzed were the results of the piloting accreditation conducted by Board of National Accreditation for Schools/Madrasas (BAN-S/M) in 2020 on 4817 schools and madrasas. Sample selection was done through quota sampling. The results concluded that the majority of schools were accredited B. Senior High Schools (SMA) had better accreditation rating compared to other levels. In contrast, Elementary Schools/Madrasas (SD/MI) had the fewest A accreditation rating. Quality between provinces vary widely. DKI had the highest percentage of A rating while the lowest is NTT. The teacher quality component had the lowest score compared to the other three components. The factors causing the low quality at SD/MI were the students' low ability to communicate effectively, think critically in problem-solving and the lack of teachers’ initiative to carry out sustainable professional development. The low quality of SMK was due to the lack of graduates who were able to obtain competency certificates from the Professional Certification Institute, the poor management of the production unit/business center/techno park, and the lack of teachers who apply the results of training in the learning process. Instrumen Akreditasi Satuan Pendidikan tahun 2020 (IASP2020) mengubah paradigma penilaian akreditasi dari berbasis pemenuhan administratif menjadi berbasis kinerja. IASP2020 fokus mengukur komponen mutu lulusan, proses pembelajaran, mutu guru, dan manajemen sekolah. Tujuan dari penelitian ini adalah mengkaji peta mutu pendidikan berdasarkan jenis, jenjang dan wilayah serta kinerja komponen mutu dan faktor kendala pencapaian mutu berdasarkan hasil IASP2020. Data yang dianalisis berasal dari hasil piloting yang dilakukan oleh BAN-S/M tahun 2020 terhadap 4817 sekolah dan madrasah. Sekolah sampel pada piloting ini dipilih melalui sampling kuota, yang terwakili di seluruh provinsi, jenjang, dan jenis satuan pendidikan. Hasil analisis menyimpulkan bahwa mayoritas sekolah/ madrasah terakreditasi B. SMA memiliki peringkat akreditasi lebih baik dibandingkan dengan jenjang lainnya, sebaliknya SD/MI memiliki jumlah peringkat akreditasi A terkecil. Mutu antar provinsi sangat bervariasi. Provinsi DKI memiliki jumlah peringkat A terbanyak sedangkan terendah adalah NTT. Komponen mutu guru memiliki skor paling rendah dibandingkan tiga komponen lainnya. Faktor penyebab rendahnya mutu jenjang SD/MI adalah masih rendahnya kemampuan siswa dalam berkomunikasi secara efektif, berpikir kritis dalam pemecahan masalah, dan inisiatif guru melakukan pengembangan profesi berkelanjutan. Rendahnya mutu SMK terletak pada kurangnya lulusan yang memperoleh sertifikat kompetensi dari Lembaga Sertifikat Profesi, pengelolaan unit produksi/business center/technopark belum baik, dan rendahnya guru yang menerapkan hasil pelatihan dalam proses pembelajaran.

Abstract

Nudging majors and courses may increase the  ompetitiveness of Indonesian graduates. In order to nudge them, university corporations shall provide the characteristics of majors and courses on their websites. This paper will discuss the value of choice and an understanding of choice in decision-making, the impact of choosing wrong majors on the competitiveness of graduates, and the relation between law and human development. This paper will examine the existing laws and regulation proposal on the provision of the characteristics of majors and courses on the university corporation websites in Indonesia. The research is based on laws and regulations on education and public information related to such information provision and supported by website samples from various university corporations in Indonesia and overseas. The author proposes the government to regulate a Minister of Research, Technology and Higher Education Regulation that requires university corporations in Indonesia to provide the characteristics of majors and courses on their websites to increase the competitiveness of Indonesian graduates. With the availability of the characteristics of majors and courses, prospective students may know and understand better the available majors and its learning materials. This knowledge and understanding will empower prospective students to choose majors that align with their interests and talents. Peningkatkan daya saing lulusan perguruan tinggi di Indonesia dapat dilakukan melalui nudging jurusan dan mata kuliah. Untuk melaksanakan nudge jurusan dan mata kuliah, perguruan tinggi wajib menyediakan informasi jurusan dan mata kuliah dalam situsnya. Karya tulis ilmiah ini akan membahas pentingnya pilihan dan pemahaman akan pilihan dalam pengambilan keputusan, dampak kekeliruan pilihan jurusan terhadap daya saing lulusan, dan keterkaitan pengaturan dengan pembangunan sumber daya manusia. Karya tulis ilmiah ini akan mengkaji pengaturan yang ada dan usulan pengaturan tentang penyediaan informasi jurusan mata kuliah dalam sistem elektronik perguruan tinggi diIndonesia. Penelitian didasarkan pada peraturan perundang-undangan di bidang pendidikan dan informasi publik terkait dengan penyediaan informasi tersebut dan didukung dengan sampel situs pelbagai perguruan tinggi di Indonesia dan mancanegara. Penulis mengusulkan pemerintah untuk mengatur suatu Peraturan Menteri Riset, Teknologi dan Pendidikan Tinggi yang mensyaratkan perguruan tinggi di Indonesia untuk menyediakan informasi jurusan dan mata kuliah dalam sistem elektronik untuk meningkatkan daya saing lulusan Indonesia. Dengan ketersediaan informasi jurusan dan mata kuliah, calon mahasiswa dapat mengetahui dan memahami secara lebih jelas tentang jurusan yang tersedia dan materi ajar dalam suatu jurusan. Pengetahuan dan pemahaman ini akan memampukan calon mahasiswa untuk memilih jurusan yang selaras dengan minat dan bakatnya.

Abstract

The purpose of this research is to describe the implementation of semester credit sistem at SMA Negeri 1 Lawang. This means the research aims to find out how the semester credit sistem is applied at SMA Negeri 1 Lawang, the obstacles, and the efforts made to overcome them. This is policy research that uses a qualitative approach. Data collection methods used in this study were interviews, observations, document and archive studies. The informants in this study were the principal, vice principal in curriculum, teachers, school committees, and students. The data were analyzed using descriptive analysis following the stages of data reduction, data presentation, making conclusions and verification. The results of this study indicate that the application of the semester credit sistem at SMA Negeri 1 Lawang is a new semester credit sistem and its application is in accordance with the Regulation of Ministry of Education and Culture (Permendikbud) Number 158 of 2014. The obstacles faced in implementing the semester credit sistem were the lack of teacher commitment and support from parents whose children belong to the fast-learning group. Efforts made to overcome the problems were to choose teachers who had strong commitment and to conduct dissemination to parents and employing a statement letter.

Abstract

One of the targets aimed by the Smart Indonesia Program through the implementation of the 12-year Compulsory Education in the National Mid-Term Development Plan (RPJMN) 2015-2019 is to increase the education continuation rate which is marked by an increase in the average years of schooling and a decrease in the dropout rate. The dropout rate reflects school-age children who are no longer in school or who have not completed a certain level of education. The purpose of this study is to identify the factors that influence students dropping out of school. The data used is from the 2019 national socio-economic survey of West Sumatra Province, and the analysis method uses survival analysis with the Cox regression approach. The results show that the factors of residence, working/not working, receiving Rastra social assistance, taking care of the household, ever/never been married, status in the household, and the head of the household’s job affect the failure of a student to stay in school in West Sumatra Province in 2019. In addition, residents aged 15 years and above who live in rural areas, work, do not receive Rastra social assistance, take care of the household, have been married, are not in the nuclear family, having a household head who works in the agricultural sector have a significant decrease in the education survival rate at high school level.

Abstract

The reality of homeschooling as a choice for parents in providing education to children is one of the efforts to solve various educational problems that exist in society. However, the legality of home education and the learning approach has become a significant issue. With a descriptive qualitative approach, this research reveals the legal aspects and the various learning approaches of home education. Regarding the legality of homeschooling, the government should carry out the mandate of the Constitution, ensuring that every citizen receives a proper education, as stated in Article 31 of the 1945 Constitution, which is further elaborated in Law Number 20 of 2003 concerning the National Education System, Government Regulation Number 57 of 2021 concerning National Education Standards, and Regulation of the Minister of Education and Culture Number 129 of 2014 concerning Home Schools. Homeschooling is one of the informal education paths which is carried out by families. The approach in the practice has a wide range, from very unstructured models such as unschooling to highly structured ones such as school at home. To facilitate home school practitioners, the existence of a test center will significantly encourage the emergence of initiative and creativity in the development of learning methods and education models.
