Abstract

Objective: This study aims to assess the effectiveness of Village Fund utilization in infrastructure development in Randegan Village, Tanggulangin District, Sidoarjo Regency, during the 2022-2024 fiscal year. The study focuses on the alignment of the program’s planning, implementation, and evaluation processes with community needs and established village development priorities. Method: This research was conducted using a descriptive approach, collecting data through interviews with village officials and community members, as well as reviewing village budget (APBDes) reports. The analysis process was based on the effectiveness theory proposed by Sutrisno (2007), using five main indicators as benchmarks. Through these indicators, the  effectiveness of Village Fund management can be comprehensively assessed, including in terms of planning, implementation, and community outcomes. Results: Based on the research results analyzed using Sutrisno’s (2007) theory of effectiveness with its five elements, several important findings can be obtained. First, in the aspect of Program Understanding, the village government, community, and village institutions have a good understanding of the mechanisms, objectives, and direction of development, where the deliberation process takes place effectively. Second, in the aspect of Right on Target, the infrastructure development program has been in accorcance with the needs of the local community. Third, in terms of Timeliness, most of the development was carried out on schedule through the self-management system, although there were external obstacles in the form of delays in the disbursement of funds. Fourth, in terms of Achivement of Goals, the realized development provided real benefits such as ease of access to infrastructure, increased productivity in the agricultural sector, and eonomic empowerment of local communities. Fifth, in the aspect of Real Change, there were significant changes in both physical and socio-economic forms that were directly felt by village residents. Novelty: The application of the five-indicator effectiveness model in the context of village infrastructure development, which combines policy analysis with field facts, and in this study it was found that self-management is not only cost-efficient, but also has an impact on local community empowerment.

Abstract

Objective: Stunting is a serious problem in health development in Indonesia because it impacts the quality of future human resources. This study aims to analyze the effectiveness of the KOPI PAHIT (Porong Innovation Complications to Prevent and Overcome Stunting) application as a digital innovation in stunting prevention efforts in the Porong Community Health Center (Puskesmas) work area, Sidoarjo Regency. This application is a digital innovation developed to support monitoring of the nutritional and health status of toddlers, as well as improve education for parents and integrated health post (Posyandu) cadres. Method: This study employed a descriptive qualitative method, with data collection techniques including observation, in-depth interviews, and documentation of key health worker informants. Data analysis was conducted using the Miles & Huberman interactive model, which includes word reduction, data presentation, and conclusion drawing. Results: The study results show that the KOPI PAHIT application is effective based on Campbell's five effectiveness indicators: program success, target success, program satisfaction, input and output suitability, and achievement of overall objectives. Implementation of this application can significantly reduce the prevalence of stunting from 28% in 2019 to 0.72% in 2025, while simultaneously increasing the ease of early detection, risk factor mapping, and nutrition education for the community. Therefore, challenges faced include limited digital literacy, unequal internet access, and the accuracy of self-measurement by the community. Novelty: This research focuses on a comprehensive analysis of the KOPI PAHIT app, a community-based digital innovation at the community health center level, proven effective in stunting prevention. These findings confirm that the use of digital technology can strengthen the national strategy to accelerate stunting reduction and has the potential to be replicated in other regions with similar conditions.

Abstract

Objective: This study aims to analyze the implementation of the digital access expansion program implemented by the Women's Empowerment, Child Protection, and Family Planning Office (P3AKB) of Sidoarjo Regency, identify the obstacles faced, and provide recommendations for strengthening women's digital literacy. Method: The method used is descriptive qualitative research with data collection techniques through in-depth interviews, observation, and documentation studies. Data analysis was conducted using the Miles and Huberman interactive model which includes data reduction, data presentation, and drawing conclusions. Results: The results of the study indicate that: (1) women's accessibility to internet devices and networks is still limited in rural areas; (2) digital literacy training has been implemented but its effectiveness is influenced by differences in the education level and experience of participants; (3) women's participation is quite high in micro-business actors, but is hampered by domestic burdens and a lack of confidence; and (4) the sustainability of the program still depends on the annual budget and external partnerships. These findings are in line with Rogers' Innovation Adoption theory, which emphasizes that technology adoption is influenced by access, understanding, motivation, and ongoing support. Novelty: This study recommends equitable distribution of digital infrastructure, tailored training to participants' abilities, strengthening women's participation by reducing socio-cultural barriers, and sustainable funding strategies through multi-stakeholder collaboration.

Abstract

Objective: This study aims to describe the implementation of digital transformation in Bluru Kidul Village, which covers three main focuses, namely public services, MSME empowerment, and increasing community digital literacy. Method: The method used is a descriptive qualitative approach with data collection techniques through in-depth interviews and observation. The theories used are Diffusion of Innovation by Everett Rogers and the concept of Sustainable Development from the Brundtland Report. Results: The results of the study show that digitization has accelerated public administration services, helped promote and facilitate transactions for SME actors, and increased community participation in digital technology, although there are still challenges in terms of equitable access and human resource capacity. Novelty: This study confirms that digital transformation can be a driving force for sustainable development if it is supported by regulations, collaboration, and equitable digital literacy.

Abstract

Objective: This study aims to analyze the role of the Gardenia Lestari Waste Bank, established on 19 October 2019, in enhancing environmental awareness, improving waste management efficiency, increasing community participation, and generating economic benefits in RW 8. Method: A qualitative descriptive approach was employed to gain an in-depth understanding of the institution’s functions. Data were collected through in-depth interviews with administrators and residents, participatory observations of waste management activities, and documentation analysis of waste collection records over time. Results: The findings indicate that the Gardenia Lestari Waste Bank serves not only as an organized system for waste collection and recycling but also as a community-based educational platform that effectively promotes environmental awareness. Through community engagement and consistent socialization strategies, the institution has demonstrated significant environmental improvements while generating financial benefits from the sale of recyclable materials. Novelty: This study provides empirical insights into the dual role of waste banks as both environmental management institutions and agents of social change, highlighting a sustainable, community-driven model for addressing environmental challenges at the local level.

Abstract

Objective: This study aims to analyze the effectiveness of digital marketing training in improving the marketing of Micro, Small, and Medium Enterprises (MSMEs) products in Lemahputro Village, Sidoarjo. Method: The research uses a qualitative descriptive approach by applying Campbell's effectiveness theory through four indicators, namely program success, target accuracy, program satisfaction, and overall goal achievement. Data were collected through interviews, observations, and documentation, and reinforced with secondary data from government reports and village profiles. Results: The results showed that digital marketing training was considered effective in all four indicators: program success was supported by the active involvement of the village and regional governments, target accuracy was achieved through the selection of relevant participants, participant satisfaction increased thanks to interactive methods and adequate facilities, and overall objectives were proven through increased MSME turnover and the implementation of digital marketing practices. This training not only changed the marketing behavior of MSME actors but also contributed to village economic growth. Novelty: The novelty of this research lies in its emphasis on the important role of the village government as a determining factor in the success of MSME digital transformation, making synergy between MSMEs and the government the key to sustainable village economic development.

Abstract

Objective: The results of this study indicate that, to analyse the effectiveness of the TukuoYuk platform in the growth of MSMEs in Sidoarjo. Method: This type of research is qualitative descriptive research, using purposive sampling to select informants. Data collection techniques include interviews, observation, and documentation. The focus of this research is to analyse the effectiveness of the TukuoYuk Platform programme. The data analysis technique used is the interactive data analysis model from Miles & Huberman. Results:  The results of this study show that: First, programme understanding, the TukuoYuk Platform has created significant transformative change by increasing the number of MSMEs with planned digital marketing strategies from 18% to 65%. Second, accuracy of target, the TukuoYuk Platform is highly accurate in its targeting, successfully reaching 70% of MSMEs that have never sold online. Third, timeliness, the implementation of the TukuoYuk Platform demonstrates good timeliness, exceeding expectations in achieving its targets. Fourth, achievement of objectives, the TukuoYuk Platform has successfully achieved its main objective by increasing the average turnover of MSMEs by 40%. Fifth, tangible change. The TukuoYuk Platform has created significant transformative change by increasing the number of SMEs with planned digital marketing strategies from 18% to 65%. This is evidenced by increased sales turnover, expanded market reach beyond Sidoarjo, and the creation of new jobs within a year. Novelty: In identifying local digital platform models capable of generating transformative impacts on traditional MSME ecosystems without dependence on national marketplaces, this is evidenced by changes in the business patterns of active merchants who now have planned digital marketing strategies compared to only 18% previously. This study also reveals the phenomenon of collaboration between MSMEs facilitated through local digital platforms, through the TukuoYuk network, which creates a symbiotic business ecosystem model on a local scale but with regional impact.

Abstract

Objective: The Village Asset Management System (SIPADES) is an application developed by the Ministry of Home Affairs that aims to increase transparency and accountability in village asset management. However, in early 2024, SIPADES was updated to version 3.0 to address weaknesses in the previous version. However, in its implementation in the field, the SIPADES application in various villages, including Larangan Village, Candi District, still faces several obstacles. This study aims to evaluate SIPADES after the version 3.0 update using William N. Dunn's evaluation theory, which includes aspects of effectiveness, efficiency, adequacy, equity, and responsiveness. Method: The research method used is descriptive qualitative with purposive sampling technique, involving village officials as key informants. Results: The research results show that SIPADES helps in recording village assets to be more orderly and efficient, but still faces technical obstacles such as unstable application access, limited human resources, and a lack of ongoing training. Novelty: Thus, SIPADES version 3.0 is not yet fully optimal, but still has the potential to improve the governance if village assets supported by technical improvements and increased user capacity.

Abstract

Objective: This study aims to examine the effectiveness of the SIREKAP application in the implementation of the 2024 Sidoarjo Pilkada in an effort to ensure transparency in the results of the vote recapitulation, and researchers want to examine the results of using the SIREKAP application. Method: Researchers used a descriptive qualitative method, conducting in-depth interviews with specific informants and gathering the information and data needed for the study. They then presented the research findings in the form of descriptive sentences. Results: The results of this study indicate that SIREKAP has been effective in streamlining time, effort, and human resources in the regional elections. However, there are still challenges that can be addressed in the coming period. Improvements such as strengthening the internet network, tightening data security systems, and ensuring data confidentiality will bolster public trust and enhance bureaucratic transparency. Novelty: Villages as the spearhead of policy, this study examines the implementation of the SIREKAP application at polling station 02 in Tanjek Wagir village, Krembung sub-district, Sidoarjo regency. The researchers aimed to assess the application's effectiveness and whether the results achieved the objectives of its creation. They also examined the socialization process prior to the regional elections.

Abstract

Objective: This study aims to find out about the Implementation of the Next Generation Social Welfare Information System (SIKS-NG) as a form of digital governance in Sekardangan Village, Sidoarjo District. Method: The method used is a descriptive qualitative method with interview techniques with application operators, field observations, and documentation studies in the form of archives, reports, and related administrative data. And data analysis developed by Miles and Huberman, which includes data reduction, data presentation, and conclusion drawn. Results:  The results of the study show that the implementation of SIKS-NG in Sekardangan Village is going relatively well. However, there are still obstacles in several indicators according to Edward III: external communication is not optimal due to lack of official socialization, the disposition of implementers has not been maximized due to appointments without formal selection and the absence of special incentives, as well as bureaucratic structures that have not been supported by written SOPs despite the lack of fragmentation to make data consistent with the center. Novelty:  The novelty of this research lies in the analysis of the implementation of SIKS-NG at the village level using the framework of Edward III's theory comprehensively. This study presents a combination of results between the advantages and disadvantages of each indicator, as well as providing a contextual picture of e-government practices at the local level.
