Abstract

Objective: This study aims to analyze the implementation of digital marketing in MSMEs in Gedangan District by adopting the policy implementation theory model from George C. Edward III. Method: The approach used is qualitative descriptive, involving in-depth interviews, direct observation in the field, and document data collection. Results: The results of the study show that the use of digital marketing has resulted in an increase in revenue and the expansion of the small and medium enterprises (MSMEs) market. However, implementation still faces many challenges. This includes elderly business actors who do not have digital literacy, lack of technological infrastructure, and lack of post-training mentoring. Although policy communication has been carried out through socialization and training, it has not been consistent and equitable. While most senior business actors stick to conventional approaches, young human resources tend to be more flexible in social media management. Novelty: For continuous improvement, consistent implementation of digital marketing, more practical routine training and assistance are needed. In addition, it is necessary to increase access to financing and improve technological infrastructure so that MSME actors can maximize promotion and market expansion in a sustainable manner.

Abstract

Objective: This study aims to analyze the implementation of digital-based employment services through the Industrial Relations Information System (SIHUBIN) application at the Sidoarjo Regency Manpower Office. Digital transformation in the public service sector requires effectiveness, efficiency, and transparency, so it is important to examine how this application is run to support the improvement of service quality. Method: The research uses a descriptive qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation studies. The analysis was carried out with reference to Charles O. Jones' theory of policy implementation which includes three aspects: organization, interpretation, and application. Results: The results of the study show that the implementation of SIHUBIN has not been optimal. From the organizational side, institutional support is available, but it is constrained by limited human resources, lack of technical training, and the lack of a regular maintenance budget. In terms of interpretation, the understanding of apparatus and users is still low due to less directed socialization. Meanwhile, in the application aspect, some services still rely on manual procedures, such as the absence of electronic receipts and limited access to online documents. Novelty: This study contributes by integrating the analysis of the implementation of SIHUBIN using the theoretical framework of Charles O. Jones, so that it can highlight the inhibiting and supporting factors more comprehensively. The research recommendations emphasize the importance of strengthening apparatus capacity, sustainable budgeting, and public communication strategies so that SIHUBIN can become an effective, efficient, and accountable digital service instrument.

Abstract

Objective: This study aims to analyze the effectiveness of the Regional Public Service Agency Information System (SIBLUD) in financial management at the Buduran Health Center, Sidoarjo Regency. Effectiveness is measured based on the theory of Richard M. Steers through three main indicators, namely goal achievement, integration, and adaptation. Method: The research uses a descriptive qualitative approach with purposive sampling techniques to determine informants, including the treasurer of the Buduran Health Center as the admin and financial staff of the BOK. Data was obtained through interviews, observations, and documentation, then analyzed through the stages of data reduction, data presentation, and conclusion drawn. Results: The results of the study show that the implementation of SIBLUD is quite effective in accelerating the preparation of financial statements, SPJ, and budget management. In the indicator of achieving goals, the system has been proven to be able to increase efficiency even though it is still constrained by technical errors and manual inputs. In the integration indicators, SIBLUD has succeeded in uniting the financial process digitally centralized with routine socialization support. Meanwhile, in the adaptation indicators, some senior staff have difficulty switching from manual to digital systems, so the dependence on admins is still high. Novelty: This research contributes by examining the effectiveness of SIBLUD at the health center level using the theory of organizational effectiveness of Richard M. Steers (1985). These findings highlight the importance of system stability, continuous socialization, and increasing the digital literacy of senior health workers as the key to optimizing the implementation of SIBLUD.

Abstract

Objective: The purpose of this study is to examine how the Regional Civil Service Agency (BKD) of Sidoarjo Regency has increased the accountability of civil servants through the use of the Electronic Performance System (E-Kinerja). The background of this research is the transition from a manual performance appraisal system to a digital system, which is expected to improve employee discipline in achieving performance targets and increase transparency and efficiency. Method: qualitative with a descriptive approach through in-depth interviews, observations, and documentation with employees and managers of the e-Performance application at BKD Sidoarjo. Results:  shows that the implementation of e-Performance. Indicators of effective communication, adequate resources, positive employee disposition, and a clear bureaucratic structure. This system has proven to be effective in motivating employees, especially through its integration with the Employee Income Allowance (TPP), and has succeeded in encouraging the creation of a transparent and accountable work culture. Novelty: this research lies in the emphasis that the application of e-Performance does not only function as an administrative instrument, but also as a means to build a work culture that is oriented towards results and accountability in the local government environment.

Abstract

Objective: This study examines the effectiveness of the Village Financial System (Siskeudes) in supporting village financial management. This study focuses on the achievement of indicators of transparency, accountability, and user satisfaction, as well as the achievement of overall program objectives. Method: This study uses a qualitative descriptive approach with data collection techniques through observation, documentation, and interviews.  Results: The results show that the implementation of Siskeudes has succeeded in improving the transparency of information and the quality of village financial reports, which has contributed to the success of the program. Thanks to more accurate and accountable reports produced by village staff, the objectives of transparency and accountability have been largely achieved. Satisfaction with the program is also quite high, indicating that officials feel supported and the community feels there is greater transparency. Despite facing challenges related to operator skills and internet connectivity, Siskeudes has succeeded in speeding up the recording process and improving administrative order. Siskeudes has helped villages achieve transparent, accountable, and orderly financial management, although improvements are still needed in human resource capacity and infrastructure. This indicates the overall level of achievement of the objectives. Since most of the program objectives have been achieved, the implementation of Siskeudes can be considered effective overall. These results are in line with Campbell's (1989) theory, which states that the extent to which organizational goals can be achieved is consistent and repetitive. Novelty: The abstract does not explicitly state a separate novelty or contribution section, but the implied novelty is the confirmation of the effectiveness of Siskeudes in achieving transparency, accountability, and user satisfaction through empirical findings and linking the results to Campbell's (1989) theory regarding the consistent and repetitive achievement of organizational goals.

Abstract

Objective: Objective: This study aims to evaluate the implementation of population administration services through the Plavon Dukcapil website in Kalanganyar Village, Sedati District, Sidoarjo Regency as an innovation in digital-based public services. Method: The research employed a descriptive qualitative method with purposive sampling, involving village officials and community members as informants. Data were collected through interviews, observations, and documentation, and analyzed using the Miles & Huberman interactive model. Based on George C. Edward III's policy implementation theory, the study highlights that communication, resources, disposition, and bureaucratic structure are key dimensions influencing the effectiveness of this digital service. Results: The findings reveal that Plavon Dukcapil has improved service accessibility, reduced queues at the village office, and enhanced time and cost efficiency. However, the implementation is not yet optimal due to several challenges, such as low digital literacy among residents, limited capacity of village officials, technical system disruptions, and insufficient socialization efforts. Novelty: The novelty of this research lies in its focus on the implementation of Plavon Dukcapil at the village level, emphasizing both inhibiting factors and improvement strategies to ensure that digital public service innovation can achieve greater effectiveness and inclusion.

Abstract

Objective: This study aims to analyze and describe the role of the government in improving the quality of MSME products in Sepande village. Method: The research method used uses a qualitative method. This research was carried out in Sepande Village, Sidoarjo District, Sidoarjo Regency. The focus of the research is to analyze the role of the government, this role is divided into 5 indicators, namely l) Regulator, 2) Facilitator, 3) Dynamizer, 4) Protector, 5) Promoter. Data collection techniques use interviews, observation and documentation, data analysis using qualitative descriptive analysis.  Results: The results of the study concluded that the Government of Sidoarjo Regency and Sepande Village has tried to carry out its role as regulators, facilitators, dynamizers, protectors, and promoters through various programs such as "I Love Sepande MSMEs", product certification programs, digitization of MSMEs, the formation of cooperatives, and the MSME Expo.  Novelty:  Development of a comprehensive government role evaluation framework with five specific indicators (regulators, facilitators, dynamizers, protectors, and promoters) that are applied in-depth in the context of tourism villages with unique characteristics as "1000 MSME Villages", where there has been no previous research that analyzes these five roles simultaneously and integrated in specific geographical and demographic settings such as Sepande Village.

Abstract

Objective: This study aims to analyze the strategy of the Wonosari Village government in developing BUMDes Sumber Lestari as the manager of Sumber Dhuwur tourism. Method: A descriptive qualitative approach was used to collect data through observation, interviews, and documentation. The research informants were village officials, treasurers, and heads of BUMDes. Results: The results demonstrate that the village government is implementing promotional strategies through social media, collaboration with content creators, and the development of tourism-supporting infrastructure. However, challenges include insufficient funding, suboptimal social media management, and inadequate road infrastructure. Novelty: A SWOT analysis shows that the strengths of Sumber Dhuwur tourism lie in its natural potential and community support, while threats include competition with other destinations and declining visitor numbers. This study found that the SO (Strength-Opportunity) strategy is the primary approach to developing tourism based on local potential. The novelty of this study lies in the use of SWOT analysis in the context of developing a village-owned enterprise (BUMDes) tourism business based on community participation and comprehensive local innovation. These results are expected to serve as a strategic reference in developing sustainable village tourism.

Abstract

Objective: This study aims to analyze and describe the effectiveness of the Sidoarjo Public Service System (SIPRAJA) in improving the quality of administrative services, particularly correspondence at the village level, specifically in Larangan Village, Candi District, Sidoarjo Regency. Method: The approach used is a qualitative method with descriptive data collection through interviews, observations, and literature studies, with success indicators based on Sutrisno's theory of effectiveness, including program understanding, target accuracy, timeliness, achievement of objectives, and real change. Results: The results of the study show that SIPRAJA is generally effective in accelerating administrative processes and facilitating access to community services, as well as providing direct benefits and positive changes in public services. However, there are obstacles such as low digital literacy, which affects the level of understanding and use of this system. Novelty: The focus of this research lies in its specific focus on handling correspondence at the village level and in-depth analysis based on comprehensive effectiveness indicators. The conclusion shows that although SIPRAJA has been running effectively, increased socialization and digital education are urgently needed so that its benefits can be felt more evenly and optimally.

Abstract

Objective: This study aims to analyse the influence of social media marketing and content marketing on the consumer buying decision process, with electronic word of mouth (e-WOM) as a mediating variable among followers of food sector MSMEs on Instagram in Muara Bungo. Method: This study employs a survey-based approach and is a quantitative associative study with an explanatory research approach. The population in this study consists of Instagram followers of SMEs in the food sector in Muara Bungo who are interested in making online purchasing decisions for food snacks sold through Instagram accounts, with a sample size of 130 individuals. Data analysis was conducted using Partial Least Squares Structural Equation Modelling (PLS-SEM). Results: Based on the research findings, it was concluded that social media marketing has a positive and significant effect on the consumer buying decision process. Content marketing has a positive effect but is not significantly related to the consumer buying decision process. Social media marketing has a positive and significant effect on electronic word of mouth. Content marketing has a positive and significant effect on electronic word of mouth. Electronic word of mouth has a positive and significant effect on the consumer buying decision process. Novelty: Electronic word of mouth acts as a mediating variable between the effect of social media marketing on the consumer buying decision process, with the form of mediation being complementary mediation in the form of partial mediation. Electronic word of mouth also acts as a mediating variable between the influence of content marketing on the consumer buying decision process, with the form of mediation being indirect-only mediation, which is a form of full mediation.
