Abstract

Objective: This study aims to analyze the implementation of the Stunting Prevention Program in Sepande Village, Candi District, Sidoarjo Regency, focusing on four indicators of George Edward III's implementation theory, namely communication, resources, disposition, and bureaucratic structure. Method: This study uses a qualitative descriptive approach with data collection through in-depth interviews with key informants (village officials, health workers, and posyandu cadres), field observations, and document reviews. Result: The results of the study show that the implementation of the program has been quite effective in terms of communication and resource availability, with clear information channels from the District Health Office to the village level and adequate support in the form of health equipment and supplementary food, while the disposition of the implementers can be seen from their strong commitment and proactive efforts to approach families with stunted toddlers, and the bureaucratic structure has been well organized through a clear division of tasks based on the Village Head's Decree, although there are still overlapping tasks and a lack of detail in the SOP, especially in home visits and case referrals. Novelty: The novelty of this study lies in its focus on the internal coordination mechanisms of the village bureaucracy, which has been understudied in previous research that has emphasized program outcomes, with recommendations including strengthening horizontal coordination across sectors, detailing SOPs, and improving the monitoring system to ensure more sustainable stunting reduction at the village level.

Abstract

Objective: This research aims to determine the extent to which the evaluation of the policy has successfully achieved national goals and provided tangible benefits for the community. The main focus of this research is to measure the extent to which Jokowi's second-term strategic policy has successfully achieved national goals and provided real benefits for the community. Method: This research uses a qualitative descriptive approach, which includes six main indicators: effectiveness, efficiency, adequacy, accuracy, respon-siveness, and equity. Data was obtained through documentation studies in the form of official government reports, regulations, documents, the National Medium-Term De-velopment Plan 2020-2024, as well as evaluations of national strategic pro-jects. Results: The research results show that the six indicators have been well im-plemented. Effectiveness can be seen from the success of the program, program effi-ciency is assessed based on the program's ability to utilize existing resources, adequa-cy can be evaluated from the outcomes of a program in addressing existing issues, accuracy is judged by the success of improvements in various involved sectors, re-sponsiveness is evaluated from the success in addressing public complaints, and equi-ty is assessed by programs that can reach all layers of society.  Novelty: The novelty of this research is evident from the effort to conduct a comprehensive evaluation of the strategic policies of Jokowi's second term government.

Abstract

Objective: This study aims to analyze the role of the Sugihwaras Village Government in implementing public information disclosure as part of transparent, participatory, and accountable governance. Method: Using a descriptive qualitative approach, data were collected through observation, in-depth interviews, documentation, and digital questionnaires distributed to village officials and the community. The analytical framework adopts Biddle's role theory, which emphasizes how individuals understand, internalize, and perform their expected social roles within an organizational context. Results: The research findings reveal that although infrastructures such as the Village Information System (SID) and the Information and Documentation Management Officer (PPID) have been established, the implementation of information transparency remains suboptimal. Challenges include unclear role expectations among village officials, limited human resource capacity, weak inter-role coordination, and low digital literacy within the community. Furthermore, role ambiguity and passive disposition among implementers have reduced the effectiveness of the information disclosure policy. Therefore, the success of this policy requires clear role structuring, consistent role communication, support from higher-level government structures, and active public participation. Novelty: This study contributes theoretically by applying role theory in public administration and practically by offering recommendations to strengthen role alignment in village governance.

Abstract

Objective: This study aims to analyze the effectiveness of the E-Peken application in empowering Micro, Small, and Medium Enterprises (MSMEs) in Jambangan District, Surabaya City. E-Peken is a digital innovation from the Surabaya City Government designed to expand MSME market access through a local e-commerce platform. Method: This study uses a qualitative descriptive approach with data collection techniques in the form of observation, interviews, and documentation. Campbell J.P.'s program effectiveness theory is used as the basis for analysis, which includes five main indicators: program success, target success, user satisfaction, input and output effectiveness, and overall goal achievement. Results: The results of the study indicate that the E-Peken application has the potential to increase the visibility and competitiveness of MSME actors, but still faces a number of obstacles such as low digital literacy, lack of training and mentoring, and limited application features. MSME participation is dominated by the culinary sector, while business actors in other sectors feel that they are not yet optimally facilitated. Novelty: The novelty of this research lies in the holistic application of Campbell's effectiveness theory framework to evaluate digital programs based on local economic empowerment, as well as the specific focus on SMEs in Jambangan Subdistrict, which has not been extensively studied. These findings provide concrete recommendations for the government to refine its digital empowerment strategies based on society.

Abstract

Objective: This research aims to understand the implementation of E-Government in Bleberan Village, focusing on three main aspects: support, capacity, and benefits. Digitization of public services at the village level is important because villages are at the forefront of providing services to the community, but often face limited resources. Method: This study uses a descriptive qualitative approach with case studies, through interviews with village officials and direct observation of existing digital service processes. Results: The results of the study show that the implementation of E-Government in Bleberan Village is still highly dependent on applications provided by the local government, such as Siskeudes and Paradewi. The main obstacles arise from the limited capacity of village apparatus which is mostly not technologically advanced, lack of training, and unstable internet networks. However, digital applications have been proven to help the efficiency of financial management and population administration services. People are also starting to feel the benefits, especially the younger generation who use simple channels such as WhatsApp to take care of documents. Novelty: The novelty of this study lies in a realistic picture of the dynamics of the implementation of E-Government in remote villages. These findings show that the success of digitalization at the village level is highly dependent on the internal readiness of the village, the support of local governments, and the continuous improvement of people's digital literacy.

Abstract

Objective: This study aims to analyze the implementation of web-based work program submissions through the Regional Government Information System (SIPD) in Ngampelsari Village, Sidoarjo Regency, with a focus on the effectiveness of SIPD in supporting transparency, accountability, and smoothness of the village development planning process and evaluating the obstacles faced by village governments. Method: This study uses a descriptive qualitative approach with data collection techniques through interviews with village officials (Kaur Planning) and documentation of the 2025 APBDes, which is then analyzed using George C. Edward III's policy implementation theory with four main indicators, namely communication, resources, disposition, and bureaucratic structure. Results: The results of the study show that the implementation of SIPD in Ngampelsari Village is still not running optimally, as can be seen from communication constraints regarding authority between villages and districts which caused some proposals to be rejected, limited human resources who control SIPD (only two people out of seven village apparatus) and lack of training, the disposition of village officials which although committed is still limited to administrative and does not touch the aspect of public transparency.  as well as weak bureaucratic structures due to the absence of SOPs, irregular cross-level coordination, and dependence on district instructions. Novelty: This research makes a new contribution by presenting empirical data on the use of SIPD at the village level through the framework of Edward III's theory comprehensively, which shows the complex interaction between communication, resources, disposition, and bureaucratic structure in the implementation of digital policies in villages, and can be a reference for the development of village governance digitalization policies in other regions.

Abstract

Objective: This study aims to examine the contribution of the Regional Information System (SIPD) in Bangah Village, Gedangan District, Sidoarjo Regency. Method: The method applied is a descriptive qualitative research approach. Results: SIPD was implemented in Bangah Village, Gedangan District, Sidoarjo Regency in 2023. Various parties are involved in its implementation, including the sub-district head (camat), who holds the highest authority in management and administration, along with the implementation staff under him who possess expertise in information technology management. The government provides input in the form of system management by the sub-district head and implementing staff or employees. In addition, a Musrenbang system (development planning meeting) is also held. The Regional Information System (SIPD), which consists of a database divided into eight (8) data groups, is an effort by the regional government to enhance the role of data and information sourced from all Regional Work Units (SKPD) in Sidoarjo Regency for development planning processes. However, the database in Sidoarjo Regency has not yet been evenly distributed across various villages, including Bangah Village, where public access to data information in SIPD remains suboptimal. Novelty: The distinction between this study and previous research lies in its greater focus on how the contribution of the regional government’s information system is assessed using the CIPP evaluation model theory.

Abstract

Objective: This study aims to examine the effectiveness of the implementation of the SIKS-NG application in managing poverty data in Simoangin-angin Village, Wonoayu Sub-district, Sidoarjo Regency, using Richard M. Steers’ effectiveness theory with indicators covering goal attainment, integration, and adaptation. Method: This research employs a qualitative descriptive approach with data collection techniques consisting of interviews, observation, and documentation. Data analysis was carried out using the framework of Miles and Huberman, which includes data collection, data reduction, data presentation, and conclusion drawing. Results: The findings indicate that user adaptation to the application has improved over time; however, training for operators is still lacking. In terms of goal attainment, the results are not yet fully optimal because some beneficiary data remain unverified by the village, particularly those originating from independent proposals. Regarding integration, the community’s proposal process has been in accordance with field procedures, yet socialization efforts to the community are still limited. Novelty: The novelty of this study lies in examining the effectiveness of the SIKS-NG application at the village level, specifically in Simoangin-angin Village, where no in-depth study has previously been conducted.

Abstract

Objective: this research aims to analyze the implementation of the School Operational Assistance Fund (BOS) program at SMPN 1 Gempol. Method: The method used in this study was direct interviews with a number of relevant informants to obtain accurate and in-depth data in accordance with the study objectives. Results: The results of Edward III's theoretical research show that Dana BOS. First, transparency in the use of BOS Funds at SMPN 1 Gempol has been well fulfilled through regular reporting, information accessibility and effective accountability. Second, information transparency, efficiency of priority allocation, and effectiveness in the quality of educational services are indicators of accountability for the use of BOS Funds at SMPN 1 Gempol. Third, the active involvement of various stakeholders—, starting from school principals, teachers, committees, parents, students, to the education department— is very crucial in ensuring transparency, accountability and accuracy of BOS Fund management targets at SMPN 1 Gempol. Fourth, the implementation of BOS Funds at SMPN 1 Gempol has succeeded in improving the quality of education through improving facilities, providing learning tools, extracurricular support and teacher training, which directly fosters student enthusiasm and discipline. The five BOS Funds have proven to be very crucial in improving facilities and infrastructure at SMPN 1 Gempol, supporting the quality of learning and comfort, despite challenges related to budget limitations and usage rules. Overall, the implementation of BOS Funds at SMPN 1 Gempol shows positive results in improving the quality of education, but needs continuous improvement so that the benefits can be felt optimally and evenly. Novelty: This study provides a comprehensive evaluation of the BOS Fund implementation at SMPN 1 Gempol by directly linking transparency, accountability, and stakeholder involvement with the improvement of educational quality, an approach that highlights both managerial and pedagogical impacts simultaneously.

Abstract

Objective: This study aims to analyze the effectiveness of the DITAKOPUM (Digitalization of Cooperative and Micro Business Management) application as a means of facilitating public services in Sidoarjo Regency. Method: The research method used a qualitative descriptive approach with data collection techniques through interviews, observation, and documentation. Results: The results show that in terms of achieving objectives, MSMEs obtained business legality more quickly and the number of officially registered businesses increased. In terms of accuracy of target, the application has targeted cooperatives and MSMEs, although some businesses in remote areas still experience obstacles in digital literacy and networking. In terms of quantity and quality of results, thousands of MSMEs have been registered with more organized and integrated data, although there are still input errors. In terms of efficiency, administrative services can be completed within 2–3 days at no cost. Meanwhile, in terms of adaptability, the application can be used for various types of businesses, with additional suggestions for marketplace integration and export features. Novelty: This research contributes new insights by directly assessing the effectiveness of the DITAKOPUM application as a digital innovation in the field of cooperative and micro-business management. These findings highlight the importance of digital literacy, technical support, and equitable infrastructure as key factors in optimizing the transformation of digital application-based public services
