JHSS (Journal of Humanities and Social Studies) is a journal that publishes scientific papers in the field of humanities and social studies. This Journal, run by Lembaga Penelitian dan Pengabdian Pada Masyarakat, Universitas Pakuan, Bogor. The Journal provides opportunities for scholars to submit papers in humanities and social studies, and also management policies related to education, teaching, and learning fields which will be published online. Abstract

. Employee performance in public sector organizations is increasingly influenced by leadership practices, digital capabilities, and employee involvement, particularly in the context of rapid digital transformation. Subdistrict offices, as the frontline of public services, are required to adapt to technological changes while maintaining effective organizational management. This study aims to examine the effect of transformational leadership, digital competence, and employee engagement on employee performance at the Panai Tengah Subdistrict Office. A quantitative research approach was employed using a survey method. Data were collected through structured questionnaires distributed to employees of the Panai Tengah Subdistrict Office, with a total of 80 respondents involved in this study. The collected data were analyzed using multiple linear regression analysis, including partial tests, simultaneous tests, and coefficient of determination analysis. The results of the study reveal that, partially, transformational leadership does not have a significant effect on employee performance, indicating that leadership practices implemented in the organization have not yet directly influenced individual performance outcomes. Employee engagement, which was measured through internal communication, also does not show a significant effect on employee performance, suggesting that existing communication patterns have not fully encouraged active participation and commitment among employees. In contrast, digital competence has a positive and significant effect on employee performance, demonstrating that employees’ ability to utilize digital technology, manage information, and operate digital tools effectively plays a crucial role in enhancing work productivity and performance quality. Simultaneously, transformational leadership, digital competence, and employee engagement have a significant effect on employee performance. The coefficient of determination indicates that a large proportion of employee performance variation can be explained by the independent variables examined in this study. These findings imply that strengthening digital competence, supported by effective leadership and improved employee engagement, is essential for improving employee performance in public sector organizations.

Abstract

This study aims to analyze the effect of product innovation, marketing strategy, and perceived value on increasing salted fish sales among micro, small, and medium enterprises in Sei Berombang. The research employed a quantitative approach using a survey method. Data were collected through questionnaires distributed to salted fish MSME owners and analyzed using multiple linear regression analysis. The analysis included partial tests, simultaneous tests, and coefficient of determination testing. The results of the study indicate that product innovation has a positive and significant effect on sales growth, suggesting that improvements in product quality, variety, and packaging can enhance consumer interest and increase sales performance. Marketing strategy does not have a significant effect on sales growth, indicating that the marketing practices implemented by MSMEs have not yet been effective in driving higher sales, possibly due to limited creativity, low utilization of digital marketing channels, and conventional promotional approaches. In contrast, perceived value has a positive and significant effect on sales growth, demonstrating that consumers’ perceptions of product benefits, price fairness, and overall satisfaction play an important role in influencing purchasing decisions. Simultaneously, product innovation, marketing strategy, and perceived value have a significant effect on increasing sales. The coefficient of determination shows that a substantial proportion of sales growth variation can be explained by these variables. The findings imply that improving sales performance among salted fish MSMEs in Sei Berombang requires an integrated approach that prioritizes continuous product innovation, strengthens perceived value, and enhances marketing strategies to better align with market conditions and consumer preferences.

Abstract

This study aims to analyze the implementation of goods and services procurement through E-Catalog Version 6 in supporting performance-based budget efficiency at the North Sulawesi Provincial Health Office. This study employed a qualitative approach with a case study design. Data were collected through in-depth interviews, observations, and document analysis involving parties responsible for planning, procurement, financial management, pharmaceutical services, and asset management. Informants were selected purposively and expanded through snowball sampling until data saturation was reached. Data were analyzed using an interactive model consisting of data reduction, data presentation, conclusion drawing, and verification. Data validity was ensured through source and technique triangulation. The findings indicate that the medicine procurement process has been implemented systematically through the collection of needs from regencies and cities, preparation of the Medicine Needs Plan, budget adjustment through the Regional Government Information System, verification using the Expenditure Standard Analysis, and transactions through the E-Catalog. The use of E-Catalog Version 6 improved access to information, price and specification comparisons, transaction transparency, and process traceability through digital negotiation and payment features. Procurement outcomes were reflected in timely delivery, relatively stable medicine availability, orderly inventory recording, and budget realization rates ranging from 96.78% to 99.59%. However, system utilization has not been fully optimized because not all types of medicine are available in the catalog. This study concludes that E-Catalog Version 6 supports performance-based budget efficiency by strengthening procurement processes, transparency, accountability, and orientation toward health service outcomes.

Abstract

This study aims to analyze the effect of work-life balance and job satisfaction on organizational commitment, with work motivation as an intervening variable among employees of UPTD Puskesmas Cikembar, Sukabumi Regency. This research employed a quantitative approach with a causal associative design. The population consisted of 580 active employees and health cadres at UPTD Puskesmas Cikembar. The sample size was determined using the Slovin/Yamane formula with a 5% margin of error, resulting in 237 respondents. The sampling technique used was proportional stratified random sampling. Data were collected through a structured questionnaire using a five-point Likert scale and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS. The findings indicate that work-life balance has a positive and significant effect on work motivation. Job satisfaction also has a positive and significant effect on work motivation. Furthermore, work-life balance, job satisfaction, and work motivation have positive and significant effects on organizational commitment. The mediation test shows that work motivation mediates the effect of work-life balance and job satisfaction on organizational commitment. These findings confirm that strengthening organizational commitment among public health center employees is not only determined by work-life balance and job satisfaction but also by the organization’s ability to enhance employee work motivation. The practical implication of this study suggests that Puskesmas management should strengthen work-life balance policies, improve job satisfaction across employment statuses, and create a work climate that promotes motivation and employee loyalty.

Abstract

Conflicts over the establishment of places of worship remain a recurring social issue in Indonesia’s multicultural societies, including the conflict regarding the construction of the Gereja Kristen Protestan Indonesia (GKPI) church in Lohsari Hamlet, Kampung Rakyat District, South Labuhanbatu Regency. This study aims to analyze the negotiation process in resolving the conflict over the establishment of the GKPI church and to identify the actors, strategies, and factors that influence the success of the negotiation process. This research employs a qualitative approach with data collection techniques including in-depth interviews, observation, and documentary analysis. The results show that the negotiation process involved various parties, including church administrators, community leaders, religious leaders, the village government, and security officials. The negotiations were conducted through dialogue, deliberation, and mediation by emphasizing the principles of tolerance, compliance with regulations, and efforts to maintain social stability. Although the process faced several obstacles, such as differences in perceptions and interests among the parties involved, the negotiation process was able to prevent the conflict from escalating and create opportunities for compromise. This study concludes that inclusive negotiation based on participatory communication plays an important role in resolving conflicts related to the establishment of places of worship in pluralistic societies.

Abstract

Malaria remains an infectious disease that requires a fast and accurate diagnostic process, particularly in areas with limited access to skilled microscopists. Microscopic examination as a conventional diagnostic method still has several limitations, including dependence on the expertise of laboratory analysts, relatively long examination time, and the potential for interpretation errors. This study aims to develop a malaria blood cell image classification system using a deep learning-based transfer learning approach with the ResNet50V2 architecture and to compare its performance with MobileNetV2 as the baseline model. The dataset used in this study was the NIH Malaria Cell Images Dataset, consisting of 27,558 red blood cell images categorized into two classes: Parasitized and Uninfected. The research stages included image preprocessing, data augmentation, dataset splitting with a 70:15:15 ratio, model training, performance evaluation, and implementation of the best-performing model into a web-based application. The evaluation was conducted using accuracy, precision, recall, F1-score, confusion matrix, and ROC-AUC metrics. The results showed that ResNet50V2 achieved an accuracy of 93.76%, precision of 93.81%, recall of 93.76%, F1-score of 93.76%, and an AUC of 0.985. Meanwhile, MobileNetV2 obtained an accuracy of 93.06%, precision of 93.22%, recall of 93.05%, F1-score of 93.05%, and an AUC of 0.980. ResNet50V2 also produced a lower number of false negatives than MobileNetV2, making it more suitable for supporting the detection of malaria-infected blood cell images. The best-performing model was then implemented into a web-based application using Flask API. The findings indicate that ResNet50V2 has the potential to be used as a decision support system for early malaria screening based on digital images, although further clinical validation is still required before implementation in real medical environments.

Abstract

Cohabitation practices (locally known as cohabitation) have long been a social phenomenon that attracts public attention in Indonesia because they are considered contrary to religious norms, decency, and the moral values upheld by society. Prior to criminalization, various non-penal measures such as moral and religious guidance, family education, social supervision, and legal counseling had been implemented to address the practice. However, these efforts were considered insufficient to effectively prevent cohabitation, leading lawmakers to regulate cohabitation as a criminal offense through Article 412 of Law Number 1 of 2023 concerning the Criminal Code. The criminalization was based on the view that cohabitation constitutes conduct that is harmful, or at least contrary to the values embraced by society, thereby requiring the intervention of criminal law as a measure of last resort (ultimum remedium). Nevertheless, the effectiveness of the implementation of Article 412 remains a matter of debate because the offense of cohabitation is categorized as a complaint-based offense (delik aduan), which can only be prosecuted upon a complaint by certain authorized parties. This study aims to analyze the regulation of the criminal offense of cohabitation under the New Criminal Code and to assess the effectiveness of Article 412 in addressing cohabitation practices on Gatot Subroto Street, Sei Putih Timur II Subdistrict, Medan Petisah District, Medan City. The research employed an empirical legal method with a socio-juridical approach. Data were collected through interviews and library research and were analyzed qualitatively. The findings indicate that Article 412 has provided a clear legal basis for addressing cohabitation practices; however, its implementation has not yet been effective. The main obstacles include the complaint-based nature of the offense, the low number of complaints submitted, the limited public understanding of the applicable legal provisions, and the continued existence of cohabitation practices within the community. Therefore, greater legal awareness campaigns, stronger community involvement, and an evaluation of the complaint mechanism are necessary to ensure that the objectives of criminalizing cohabitation can be achieved more effectively.

Abstract

This research is motivated by changes in the quality of congregational worship in the Taklim Council of Mursyid Al Ikhwan, which emphasizes the importance of implementing da'wah management in a structured manner. This study aims to examine the implementation of the da'wah management function in an effort to improve the quality of congregational worship. The method used is qualitative research with a descriptive approach, through data collection techniques such as observation, interviews, and documentation. The results of the study show that the da'wah management function in planning, organizing, implementing, and evaluating has been applied quite systematically, although it is still simple and flexible. The supporting factors include the existence of financial support, active participation of the congregation, and a conducive social environment, while the inhibiting factors include the instability of attendance and limited time of the congregation. The implementation of da'wah management has a positive impact on improving the quality of worship, both in terms of understanding, implementation, and social behavior of the congregation. Thus, the consistent implementation of the da'wah management function makes a significant contribution to improving the quality of congregational worship.

Abstract

This study aims to analyze the effectiveness of the Village-Owned Enterprise (VOE) policy in Percut Sei Tuan District, Deli Serdang Regency. A qualitative approach with a case study design was employed. Data were collected through in-depth interviews, observation, and documentation and analyzed using the interactive model of Miles and Huberman. The analysis was guided by Nugroho’s policy effectiveness framework, covering policy accuracy, implementing actors, target accuracy, environmental support, and implementation process. The findings reveal that only four of the eighteen VOE operate effectively, while the remaining fourteen have not been able to sustain their institutional and business functions. The effectiveness of the active VOE is supported by the alignment of business activities with local potential, competent management, sound institutional governance, village government support, transparency, and community participation. Conversely, ineffective VOE are constrained by limited managerial capacity, weak governance, inadequate business feasibility, and low public participation. The study implies that strengthening managerial capacity, improving transparent financial governance, conducting business feasibility analysis, and enhancing participatory supervision are essential to improve the effectiveness and sustainability of VOE as instruments of rural economic development.

Abstract

The digital transformation of public governance has become a strategic agenda for local governments in responding to labor market complexity and the growing demand for more integrated public services. In the City of Bandung, this agenda is implemented through the Bandung Integrated Manpower Management Application (BIMMA), developed by the Manpower Office as an employment service platform. This study aims to analyze the characteristics of digital governance in the implementation of BIMMA, examine the alignment between organizational dynamics, external labor market demands, and digital governance practices, and assess the implications of this alignment for the effectiveness of municipal-level employment services. This study employs a qualitative exploratory approach through digital observation, policy document analysis, and a literature review, using Welchman’s (2015) digital governance framework as the analytical lens. The findings reveal a gap between theoretical expectations and practical implementation. Existing literature emphasizes the importance of data integration, algorithm-based analytics, and the government-as-a-platform approach in digital employment services. Empirically, however, BIMMA continues to function primarily as an information repository, characterized by fragmented data flows, limited analytical capacity, and weak inter-unit coordination. These findings indicate that the main constraints lie not in technological capacity, but in governance design, bureaucratic organizational culture, and the underutilization of data in decision-making processes. This study concludes that the effectiveness of digital employment services requires governance reform.
