Abstract

The tourism industry in Indonesia has witnessed substantial growth in recent years, positioning the country as a prominent destination in Southeast Asia. However, alongside this growth, there has been a growing need for improved public services to cater to the increasing number of tourists. This research aims to investigate the impact of public service innovation on the growth and sustainability of the tourism industry in Indonesia. Through a comprehensive analysis of innovative approaches and best practices in public service delivery, this study identifies key strategies and policies that have successfully enhanced the overall tourist experience. The findings highlight the pivotal role of public service innovation in driving the tourism sector's expansion, improving visitor satisfaction, and fostering sustainable development in Indonesia's tourism landscape.

Abstract

This study aims to determine the effect of remuneration, work ethic, organizational culture and corporate image on improving the quality of Human Resources at the Office of the Ministry of Religion, South Tangerang. The method used is quantitative and the sampling method uses saturated samples from a total of 140 respondents. Data analysis used validity, reliability, classical hypothesis, regression, correlation coefficient analysis, certainty analysis, and hypothesis testing. Remuneration research results have a positive and significant effect on improving the quality of human resources, this is indicated by the value of t count > t table or (7.254 > 1.977) this is strengthened by a significance of 0.000 <0.05. Work ethic has a positive and significant effect on improving the quality of human resources, this is indicated by the value of t count > t table or (8.857 > 1.977) this is strengthened by a significance of 0.000 <0.05. Organizational culture has a positive and significant effect on improving the quality of human resources, this is indicated by the value of t count > t table or (8,155 > 1.977) this is reinforced by a significance of 0.000 <0.05. Remuneration, work ethic and organizational culture simultaneously have a positive and significant effect on quality improvement, this is indicated by the calculated F value > F table (47.619 > 2.670) and sig. < 0.05 (0.000 < 0.05) with an influence contribution of 51.2%.

Abstract

This research originates from the role of human resource competence within an institution being crucial, as it acts as the driving force and manager of the system. To ensure smooth functioning, its handling must consider important aspects such as training, development, and motivation. The purpose of this research is to understand the role of human resource competence in supporting the performance of the public sector organization. The objectives of this research are (1) to understand and analyze the Role of Human Resource Competence in Supporting the Performance of Public Sector Organizations in Palu City. The qualitative method, which is based on data and information from informants using a phenomenological pattern, was employed. The research findings indicate that both supportive and hindering factors play a crucial role in the development of human resource competence in the public sector of Palu City. There is a positive impact of training access, management support, and performance assessment on employee motivation. However, hindering factors such as excessive workload, dynamic demands, and limited access to new information can constrain competence development efforts due to the rapid changes in the public sector environment.

Abstract

This research aims to describe the policy of the Community Development and Empowerment Program (Program Permbangunan dan Pemberdayaan / Pro-bebaya) in Enhancing the Welfare of the Community in the City of Samarinda. This research method employs descriptive qualitative research to provide an impartial explanation of specific conditions. Primary data for this research was obtained through observation, in-depth interviews, and documentation, while secondary data, obtained through literature reviews and relevant written records related to the subject, was used to support the primary data. The research results indicate that the implementation of the Community Development and Empowerment Program (Probebaya) in Enhancing the Welfare of the Community in the City of Samarinda, as observed in the field research process, including infrastructure development, economic development, social and cultural activities, health-related activities, education-related activities, and youth-related activities, has been carried out effectively. This is evidenced by the fact that the residents in the Air Hitam Subdistrict have experienced the benefits of the Probebaya program, although there are some inhibiting and supporting factors in the program's implementation.

Abstract

This research was conducted to analyze the feasibility of Jeneponto Regency as a location for a Dry Port in South Sulawesi and the impact it has on the selection of the Dry Port location. This research used a qualitative descriptive method and SWOT analysis aimed at analyzing data such as geographic data, supporting infrastructure, economic and social aspects, regional characteristics, and local government policies regarding regional development. In addition, field surveys and interviews were conducted with relevant parties, including government agencies, private institutions, academics or practitioners, and other stakeholders. The results of this research indicate that Jeneponto Regency has the potential to be a strategic location for a Dry Port, with a recorded area of 749.79 km2. The planning for the development of the Jeneponto Regency Dry Port is located in the Bontorappo Village area, Tarowang District, with an available land area of 1.85 hectares. This region has good accessibility through the main road network and is close to the Port of Makassar, one of the busiest ports in South Sulawesi. Furthermore, the potential for economic and industrial growth in this regency also provides promising opportunities for Dry Port development. The related impacts on the selection of the Dry Port location are assessed in terms of economic impact, impact on the smooth flow of cargo handling, and impact on regional development. The SWOT analysis results indicate that the positioning falls within quadrant I, which means that the development strategy of the Dry Port in Jeneponto Regency, South Sulawesi Province, supports an aggressive growth-oriented strategy. This situation is highly advantageous for the policies to be implemented, where the strength of the strategic location for Dry Port development positively impacts the efficiency and speed of goods delivery, and the opportunities for Dry Port development will create new job opportunities and have significant economic benefits for the local area. Therefore, based on the positioning in quadrant I, the Dry Port project in Jeneponto Regency has a high potential for rapid growth.

Abstract

This research aims to analyze and describe the implementation of regional asset management policies in the Tana Tidung Regency as well as the factors inhibiting the implementation of regional asset management policies. The policy implementation theory used by Van Meter van Horn consists of policy standards and targets; resources, communication between organizations, characteristics of implementing agents; social, economic, and political conditions, and the attitude of implementing agents. The research method used is qualitative with a case study approach. Data collection techniques through interviews, observation, and documentation. The informants in this research were the Head of the BPKAD Agency, the BPKAD Secretary, the Head of Asset Management, the Regional Property Management Staff, and the Deputy Chair of the Tana Tidung Regency DPRD. The results of the research regarding the implementation of regional asset management policies in Tana Tidung Regency, namely 1) Policy standards and targets, namely BKPAD Tana Tidung Regency carries out management in accordance with regional asset management principles and procedures starting from planning to coaching, supervision and control; 2) Resources, namely the management of regional assets in Tana Tidung Regency are quite adequate, such as budget and facilities and infrastructure, although the availability of human resources is still relatively low because in terms of quantity BPKAD only has 49 human resources while the workload is more Lots; 3) Communication between organizations, namely BPKAD Tana Tidung Regency, is carried out through meetings and coordination between OPDs of Tana Tidung Regency regularly and consistently; 4) Characteristics of the implementing agent, namely in the implementation of regional asset management in BPKAD, namely the capacity of BPKAD and the autonomy possessed by BPKAD as an official or institution that has authority in managing regional property; 5) Social conditions, namely the economy and politics, are running effectively, this is because there are interest groups providing support for policy implementation; 6) The attitude of the executors (deposition), namely as agents managing regional property, is demonstrated through BPKAD's responsibility in managing regional property, carrying out control and supervision of assets through users by monitoring and controlling use, utilization, transfer, administration, maintenance and security. regional property under its control

Abstract

The citizen guard information system (Si Jawara) through SimpelDesa is a public service innovation that is currently being implemented by the Bulukumba Regency Village government in providing public services, such as services, goods services, and administrative services as regulated by law. Therefore, the aim of this research is to describe the role of the citizen guard information system (Si Jawara) from a public service perspective. This type of research uses qualitative methods with a descriptive approach. Data sources consist of primary data and secondary data with data collection techniques used, namely observation, interviews, and documentation with reference to research objectives with research indicators regarding the function of public services, namely 1) public protection functions; 2) strategic infrastructure functions; 3) personal and local environmental functions. Data analysis techniques use an interactive analysis model with data analysis stages including data reduction; data presentation; validation test; and verification. The results of the research show that the citizen guard information system (Si Jawara) from a public service perspective in Bira Village, Bulukumba Regency, can be concluded that Si Jawara's innovation through SimpelDesa has a fairly good role in accommodating the needs of the village community, besides that the existence of SI Jawara helps and make it easier for the public to obtain public services, both services, goods and administrative services. Therefore, the innovation carried out by the Bira village government, Bulukumba Regency is part of efforts to improve or reform the bureaucracy and is expected to have a positive impact on neighboring villages

Abstract

Central Jakarta has increasingly bad levels of air pollution, it is recorded that Jakarta is ranked third with the worst air in the world. Purchasing an electric vehicle is one way to minimize bad air. This research uses the Theory of Planned Behavior (TPB) to understand and predict what characteristics or variables influence the purchase of electric vehicles in Central Jakarta. The research sample consisted of 166 respondents who had purchased an electric vehicle. Data analysis used descriptive statistics and PLS-SEM. The perception of ease of avoiding pollution influences the lack of desire to protect oneself, and the protect intention (PI) influences purchasing behavior (PB). Subjective norms (SN) and attitudes towards electric vehicle purchasing behavior (ATB) are important elements that can increase a person's desire to defend against pollution by purchasing an electric vehicle. Perceived behavioral control (PBC) challenges subjective norms and attitudes toward electric vehicle purchasing behavior. Perceived behavioral control is proven to be a solution to preventing air pollution.

Abstract

In the context of Indonesia's evolving economic landscape, this study delves into the critical issue of innovation readiness within its Micro, Small, and Medium-sized Enterprises (MSMEs) sector. Recognizing the significant role of governments in fostering innovation, this research aims to comprehensively analyze the government's contributions to enhancing innovation readiness in Indonesian MSMEs. Employing a qualitative research approach, this study investigates government policies, regulatory frameworks, and collaborative initiatives with industry associations and research institutions. The findings illuminate the effectiveness of these interventions and provide valuable insights for policymakers and stakeholders striving to bolster Indonesia's economic development and competitiveness through innovation support in the MSME sector.

Abstract

President Joko Widodo officially introduced the State Civil Apparatus (ASN) to core values and employer branding. As a public servant, policy implementer, and unifier of the nation, ASN plays a critical and strategic function, requiring unity of steps in the concept and work methods from the national government to local governments. The goal of these basic principles is to develop civil servants' culture so that they can operate professionally, particularly in the delivery of public services. The mentality issue in dealing with work pressure and change or disruption that necessitates a shift in thought and innovation has not been entirely resolved. A service-oriented mentality is one of the key values. RSUD Banten is one of the public-sector health-care organizations in Banten Province. With the establishment of RSUD Banten, it is envisaged that the needs of public health services in Banten Province can be satisfied to the greatest extent possible, one of which necessitates professional implementing human resources as service providers. The research method uses qualitative methods with a descriptive approach. Data analysis techniques using the model of Miles et al. The results showed that BerAKHLAK's core values have been implemented well by employees at RSUD Banten.
