Abstract

Agricultural transactions conducted before harvest remain a common practice among rural communities as a strategy to address financial needs and maintain farming activities. This study aims to analyze mukhadarah practices among mango farmers in Marayoka Village, Jeneponto Regency, from the perspective of Islamic economics and examine their relevance to sustainable agricultural development policies. This study employed a qualitative approach using a case study design. Data were collected through observations, in-depth interviews, and documentation involving farmers, buyers, religious leaders, and village officials. Data analysis followed the interactive model of Miles, Huberman, and SaldaƱa, consisting of data condensation, data display, and conclusion drawing. The findings indicate that mukhadarah transactions are conducted through the sale of mango fruits before harvest based on estimated production and mutually agreed prices. The practice provides economic benefits by enabling farmers to obtain quick access to capital and reducing marketing risks. From the perspective of Islamic economics, mukhadarah fulfills the principles of mutual consent (an-taradhin) and contractual agreement, although it still contains potential elements of gharar due to uncertainty regarding the quantity and quality of future harvests. Furthermore, the practice contributes to sustainable agricultural development by supporting the continuity of farming activities and improving farmers' access to financial resources. Therefore, strengthening the principles of justice, transparency, and risk-sharing mechanisms is essential to ensure that mukhadarah practices provide greater welfare for farmers while supporting sustainable agricultural development

Abstract

The traditional practice of rice paddy pawning remains a financing mechanism used by rural communities to meet economic needs and capital for agricultural businesses. While it provides quick and easy access to financing, this practice often places farmers at a disadvantage, as the pawn recipient receives economic benefits from land management and harvests during the pawn period. This situation indicates problems in rural financing governance, particularly regarding the protection of farmers' productive assets and weak regulations governing the practice of rice paddy pawning. This study aims to evaluate the practice of traditional rice paddy pawning from a public policy perspective, analyze its alignment with Yusuf Qardhawi's concept of rahn, and formulate a policy model that can strengthen farmer protection. This study used a qualitative approach with a case study design in Balang Pasui Village, Jeneponto Regency. Data were obtained through interviews, observation, documentation, and literature review, then analyzed descriptively and comparatively. The results indicate that the traditional rice paddy pawning practice is effective as an alternative financing source, but does not fully meet the principles of justice, property rights protection, and welfare as proposed by Yusuf Qardhawi. Based on the analysis, this study formulates a Community-Based Sharia Rahn Policy model that integrates regulations for farmer asset protection, strengthening Islamic microfinance institutions, community-based supervision, and Islamic financial literacy. This model is expected to support the realization of fairer, more inclusive, and sustainable rural financial governance

Abstract

This study analyzes the role of Non-Governmental Organizations (NGOs) in strengthening governance through Penta Helix collaboration in Bone Regency. This research uses a qualitative approach with a case study design, with data collection techniques including in-depth interviews, field observations, and documentation studies involving NGOs, local governments, communities, academics, the business world, and the media. The research results show that NGOs have a strategic role in strengthening community participation, acting as a liaison for policy communication between the government and the community, carrying out social oversight functions regarding the implementation of public policies, and acting as partners in the implementation of development programs. However, this role has not yet been fully institutionalized and tends to take place in unequal relations, with limited data access, and weak coordination across actors. The Penta Helix collaboration in Bone Regency is still in the coordination stage and has not yet achieved an integrated co-creation model. Based on analysis using the theories of Ansell and Gash (2008) and Emerson et al. (2012), collaborative governance in Bone Regency is in the nascent to emerging collaborative governance regime phase . Institutional strengthening, increased transparency, and the establishment of formal collaboration forums are essential to improving the effectiveness of local governance.

Abstract

Effective records management has become a strategic component of organizational governance, particularly in public institutions responsible for ensuring accountability, transparency, and efficient service delivery. This study aimed to evaluate the effectiveness of the records management system implemented at the South Sulawesi Provincial Educational Quality Assurance Institution. A quantitative descriptive approach was employed using a questionnaire distributed to 43 employees selected through proportionate stratified random sampling from a population of 173 employees. Data were analyzed using descriptive percentage analysis based on five dimensions of the records life cycle: records creation, records handling and control, records utilization, records maintenance, and records disposition and disposal. The findings revealed that the overall effectiveness of the records management system reached 89.82%, indicating that it was implemented effectively. Among the five dimensions, records creation achieved the highest effectiveness score (95.51%), followed by records utilization (91.67%), records maintenance (88.60%), records handling and control (87.79%), and records disposition and disposal (84.19%). Although all dimensions were categorized as effective, improvements are still required in archival infrastructure, records disposition procedures, and digital records management to enhance long-term efficiency and institutional accountability. This study contributes to the literature by providing empirical evidence on records management practices in educational quality assurance institutions, a context that has received limited attention in previous research. The findings highlight the importance of adopting comprehensive records management practices aligned with the records life-cycle framework to strengthen governance and support evidence-based decision-making in public organizations.

Abstract

Stunting is one of the targets of the Sustainable Development Goals (SDGs), including Sustainable Development Goal 2, namely eliminating hunger and all forms of malnutrition. This study aims to analyze the implementation of stunting prevention program policies in Pangkep Regency. This study uses a qualitative method with a phenomenological approach. Data collection was carried out through observation, interviews, and documentation, while data analysis was carried out through the stages of data collection, data condensation, data presentation, and drawing and verifying conclusions. The results of the study indicate that the implementation of stunting prevention policies has been running quite well, although there are still several aspects that have not been implemented optimally. The success of policy implementation was analyzed using the MSN Policy Implementation Model, which includes mentality, system, and networking approaches. In the mentality approach, Health Office officials have demonstrated a good commitment and understanding of the urgency of the stunting problem, which is reflected in their attitudes and concrete steps in implementing prevention programs. However, in terms of responsibility, obstacles were still encountered in the form of changes and reductions in budget allocations from 2021 to 2022. Furthermore, in 2023, the management of the Special Allocation Fund (DAK) for the stunting program was transferred to the Population and Family Planning Control Agency (DPPKB). In the system approach , policy implementation has been carried out in accordance with Pangkep Regent Regulation Number 23 of 2020. However, cultural factors in the community, such as parenting patterns that do not comply with recommended practices and the high risk of early marriage that has the potential to cause low birth weight (LBW), remain challenges in stunting prevention efforts. In the networking approach, a strategic partnership with Dompet Dhuafa has made a positive contribution, particularly in supporting the acceleration of the Open Defecation Free (ODF) declaration.
