Abstract

Religious education in Indonesia is currently experiencing a moral dissonance crisis due to the strong dominance of the anthropocentric paradigm and ritual-formalistic fiqh which perpetuate the instillation of abstract moral values ​​and alienated from the global environmental crisis. This policy study aims to formulate the direction of macro regulatory reform that can shift the orientation of dogmatic religious learning towards a critical ecopedagogical praxis based on ecotheology (Theo-Eco-Centric). Using a qualitative approach with descriptive-analytical analysis methods, this study applies the Urgency, Seriousness, and Growth (USG) instrument to prioritize public problems, the Fishbone diagram to unravel structural root causes, and William N. Dunn's evaluation criteria (effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness) to screen five policy alternatives. The instrument scoring results indicate that the issue of abstract morality is the highest priority problem (score 14) caused by the limited ecological competence of teachers in the classroom. From the results of Dunn's evaluation, policy alternative number two achieved the highest score of 28. This study concluded that intervention at the educator competency level is the most adequate and responsive step to break down the chain of moral dissonance in students in a sustainable manner. As a main recommendation, the Minister of Religious Affairs of the Republic of Indonesia is urged to immediately issue a Decree of the Minister of Religious Affairs (KMA) concerning the Determination of Ecological Competency Standards for Religious Education Teachers as a legal-formal roadmap to integrate Ecological Pedagogical Content Knowledge (EPCK) into the religious education system. This strategic step is in strong synergy with the mandate of the green constitution of the 1945 Constitution, the PPLH Law, the National Education System Law, and the targets of the 2025–2029 RPJMN to produce a golden generation that has a functional ecological-religious character as agents of biosphere conservation.

Abstract

The global environmental crisis demands a repositioning of the bureaucratic paradigm through the integration of spiritual-ecological values, which in the Ministry of Religious Affairs is realized through the ecotheology priority program. However, the implementation of ecotheology values ​​among ASN is currently still individualistic, triggering a value-action gap phenomenon due to the neglect of ecological responsibility aspects in work evaluation metrics. This policy paper aims to develop strategic policy recommendations to transform individual ASN ecotheology awareness into a collective, measurable, and sustainable green organizational culture. The policy methodology used is a qualitative descriptive-analytical approach with a literature study and regulatory review. The determination of problem priorities was analyzed using the Urgency, Seriousness, and Growth (USG) method, while the determination of solution options was evaluated comparatively using William N. Dunn's policy evaluation criteria. The results of the USG analysis confirm that the individualistic nature of ecotheology implementation is the most pressing problem with the highest score (15). Based on the Dunn criteria evaluation, the draft Decree of the Minister of Religious Affairs (KMA) on Ecotheology-Based ASN Performance Indicators and Awards achieved the highest score (23), outperforming other regulatory options due to its effectiveness in overhauling the bureaucratic incentive scheme. The study's conclusion confirms that institutionalizing ecological values ​​within the formal organizational structure is an absolute prerequisite for eliminating conventional, environmentally unfriendly work practices. Therefore, it is recommended that the Minister of Religious Affairs of the Republic of Indonesia immediately establish a KMA (Commandment of Religious Affairs) on Ecotheology-Based Civil Servant Performance Indicators and Awards. This policy tactically integrates ecological responsibility into Employee Performance Targets (SKP) and provides a formal reward mechanism, transforming environmental ethics into a legally binding official obligation to realize a sustainable green bureaucracy

Abstract

The issue of low awareness among prospective brides and grooms regarding the Marriage Guidance program stems from weak regulatory enforcement due to the lack of facilitator competency standards and standardized evaluation instruments at the Office of Religious Affairs. This situation has given rise to a phenomenon of lax service delivery, perpetuating the negative perception in society that this family resilience program is merely an administrative formality for fulfilling marriage documents. This policy study aims to formulate a strategy for restructuring the premarital guidance system by strengthening legal aspects, counselor competency, and standardizing national assessment instruments. This analysis uses a qualitative methodology with a descriptive-analytical study approach and secondary legal document analysis, which are then comprehensively dissected using William N. Dunn's alternative policy scoring criteria. The analysis shows that the lack of objective measurement tools triggers bias in facilitator assessments and allows legal loopholes in the independent guidance scheme to be abused by participants for instant convenience. In conclusion, combining aspects of tightening legal regulations with flexibility in fulfilling obligations is the most rational solution to end the long cycle of stigma associated with this paperwork formality. Therefore, it is recommended to the Director General of Islamic Community Guidance to immediately issue a Director General Decree mandating the implementation of integrated national competency-based digital assessment standards (digital post-test) with the determination of a passing grade threshold.

Abstract

Administrative governance issues and the low legality of religious assets are major obstacles blocking macroeconomic potential in Lampung Province. These legal certification obstacles are triggered by negligence in recording Waqf Pledge Deeds in the past, oral waqf traditions, and poor intergenerational archival management. Consequently, the risk of disputes with heirs arises as land market values ​​soar, transforming into a major disincentive for third-party investment capital because assets are deemed not to meet clear and clean qualifications. This policy analysis uses a qualitative-descriptive approach by applying the Urgency, Seriousness, and Growth (USG) method to determine problem priorities, and a fishbone diagram to unravel the root causes of obstacles. Furthermore, the formulation and evaluation of policy alternatives are separated and weighted in a structured manner using William N. Dunn's policy evaluation criteria, which include aspects of effectiveness, efficiency, adequacy, equality, responsiveness, and accuracy. The results of Dunn's scoring analysis indicate that the best recommendation to break this vicious cycle of bureaucracy is the ratification of a Joint Regulation between the Minister of Religious Affairs and the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency concerning the Acceleration of Systematic Registration of Productive Waqf Assets. Through this authoritative macro-legal instrument, the government can eliminate clerical neglect at the grassroots level, grant administrative amnesty for lost historical documents, and integrate physical databases into digital platforms. This top-down, cross-sectoral intervention is an absolute prerequisite for restoring a healthy investment climate, ensuring certainty of land rights, and restoring the essential function of religious assets as a driving force for sustainable economic prosperity in Lampung Province.
